5. En busca de la igualdad: la mujer, el “hombre nuevo” y las masculinidades guerrilleras en el Frente Urbano Zapatista (FUZ) (1959-1970)

- Abstract
This article poses as a problem the existing tension between the counter-hegemonic guerrilla masculinities with the hegemonic masculinities. To account for this, the history of the emergence of the Zapatista Urban Front (FUZ), an armed nucleus of urban guerrillas that operated between 1970 and 1972, is explored. I will pay attention to the phenomenon of the exclusion of women in the first stage of the organization. Armed, finding some patriarchal stereotypes inherited from Guevarism according to which women were conceived with less capacity for war, an issue that justified their exclusion in some actions. At this point it is explained how men disempowered themselves and accepted a horizontal and democratic direction in which women were placed on a more equal plane. It will be explored what tensions existed around this egalitarian project and to what extent the departure of two members of the armed group has gender undertones, which reveal the exercise of a guerrilla masculinity that resisted the predominance of women in political and military decisions., Este artigo coloca como problema a tensão existente entre as masculinidades guerrilheiras contra-hegemônicas com as masculinidades hegemônicas. Para dar conta disso, é explorada a história do surgimento da Frente Urbana Zapatista (FUZ), um núcleo armado de guerrilhas urbanas que atuou entre 1970 e 1972. Darei atenção ao fenômeno da exclusão das mulheres no primeiro fase da organização armada, encontrando alguns estereótipos patriarcais herdados do guevarismo segundo os quais as mulheres eram concebidas com menor capacidade para a guerra, questão que justificava sua exclusão em algumas ações. Neste ponto é explicado como os homens se desempoderaram e aceitaram uma direção horizontal e democrática em que as mulheres foram colocadas em um plano mais igualitário. Serão exploradas as tensões existentes em torno desse projeto igualitário e em que medida a saída de dois integrantes do grupo armado tem conotações de gênero, que revelam o exercício de uma masculinidade guerrilheira que resistiu à predominância das mulheres nas decisões políticas e militares., El presente artículo plantea como problema la tensión existente entre las masculinidades guerrilleras contra-hegemónicas con las masculinidades hegemónicas. Para dar cuenta de ello se explora la historia del surgimiento del Frente Urbano Zapatista (FUZ), un núcleo armado de guerrilla urbana que operó entre 1970 y 1972. Pondré atención en el fenómeno de la exclusión de las mujeres en la primera etapa de la organización armada, encontrando algunos estereotipos patriarcalistas heredados del guevarismo según los cuales se concebía a las mujeres con menores capacidades para la guerra, cuestión que justificó su exclusión en algunas acciones. En este punto se explica cómo es que los hombres se des-empoderaron y aceptaron una dirección horizontal y democrática en la que las mujeres se situaron en un plano de mayor igualdad. Se explorará qué tensiones existieron en torno a dicho proyecto igualitario y en qué medida la salida de dos miembros del grupo armado tiene trasfondos de género, que revelan el ejercicio de una masculinidad guerrillera que se resistía al predominio de las mujeres en las decisiones políticas y militares.

In the Bamiléké Country, women are responsible for food production. Along with motherhood, working the land is a major social role for women. In order to allow them to perform this role, the traditional land regime, which was created in an environment of dense population and intensive farming, guaranteed women access to land through usage and farming rights. Modern land legislation has offered them ways of accessing landownership, which constitutes an advance compared to the customary system. - Abstract
This article locates current debates concerning the gendered access to collective land in Morocco within the context of a wider discussion about colonial legacy and the construction of customary law. The colonial construction of the 'ethnic community' and the institutionalisation of 'customary law' have preserved custom as a legal category, but they have rigidified its application by integrating it to the framework of positive law. The way in which customary law and positive law mutually shape each other has produced a state-sanctioned system of structural exclusion of women from collective land. Today, various actors are challenging this system of exclusion. To do so they bring back to life colonial legal categories by using 'custom' to new ends and by reproducing the distinction between customary regimes that oppress women and a positive law that promotes equality. To the south of Valencia (Spain), in the middle of Lake Albufera, an island has been inhabited for eight centuries by fishermen who make up the community of the El Palmar fishermen. This community is characterised by its customary rules excluding women from having access to the fishing rights known as the redoli. Though this is presented as a work-based gender discrimination, it is in reality more of a discrimination that takes the form of a privatisation of the rights connected to the property of a legal asset. Five women, all of them fishermen's daughters, have called into question these centuries-old patriarchal rules before courts which, in turn, have called upon international law to justify their rulings. This article explores the historical roots of gendered unequal access to property in the two European legal systems, Common Law and the so-called continental codes (civil law), which have become hegemonic through colonial expansion, the postcolonial state and globalisation. The generalisation of the Western model of private property, a process partly supported by the application of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, has led to an exacerbation of gender inequalities, while simultaneously destroying the diversity of legal systems. Should we be reinforcing the individual property rights of women, or promoting a return to 'customary' legal systems? The new theory of the commons could allow us to move beyond this dilemma. In the mid-1980s, feminist philosophers began to turn their critical efforts toward reclaiming women in the history of philosophy who had been neglected by traditional histories and canons. There are now scores of resources treating historical women philosophers and reclaiming them for philosophical history. This article explores the four major argumentative strategies that have been used within those reclamation projects. It argues that three of the strategies unwittingly work against the reclamationist end of having women engaged as philosophers. The fourth type, the one that seeks to transform philosophical practice and reconstruct its history, is the only strategy that will result in that engagement because it is the only strategy that pays sufficient attention to the mechanisms by which women have been excluded from philosophy and its history [ABSTRACT FROM AUTHOR]

Mauritania is a vast country covering over a million square kilometers, where a relatively small population of 3.5 million people lives on just one-fifth of the country’s total area. With extremely advanced desertification, the country is particularly vulnerable to the impact of climate change and other external shocks. The main sources of income in Mauritania are agriculture, which is either irrigated or rain-fed, and livestock. This is especially the case in the Senegal River Valley, where people make their living farming, raising livestock, and fishing, while mining is prevalent in the north. Arable land is therefore one of the country’s main resources, but it is also a major source of contention due to increasing urbanization and the limited availability of arable land. This presentation relies on the key recommendations emphasized in the Land Governance Framework Report (LGAF), published by the World Bank in 2014. This report established a far-reaching and more inclusive national land policy that strengthens the security of land tenure for vulnerable groups, including women. This framework was the first to propose a national platform for all stakeholders, including women, to openly discuss and reach consensus around land issues. The inclusive workshops that were held by LGAF helped stimulate discussion at all levels, from civil society, both men and women, to senior officials, promoting a national debate on land issues with a strong gender perspective. The workshops were particularly beneficial for many female participants, as these women now have increased access to information about land issues in their own communities.

In democracies, innovative political institutions have opened up scope for direct public participation often in the form of talk: citizens talking to the state and mutual talk among citizens on matters concerning community development. A prominent example is the Indian gram sabha, or village assembly, which occurs in a highly stratified context. This paper undertakes a talk-centered analysis of the gram sabha with a focus on examining the oral participation of women in general and women affiliated with microcredit self-help groups who have access to an associational life. The qualitative analysis of 255 gram sabha transcripts from four South Indian states finds that women associated with microcredit self-help groups employ a wider variety of narrative styles and utilize a more multilayered structure to convey their messages compared with all women taken together. Thus, the difference is not so much in the numerical instances of talking or in the types of issues raised, but rather in the quality of participation. The paper makes an important theoretical contribution by proposing the concept of oral democracy as an alternative to deliberative democracy, and urges an analytical focus on the oral or oratory competency of subordinated groups as they participate in these important institutions.

14. Understanding the experiences of mothers caring for children with down syndrome in Saudi Arabia

This study focuses on identifying the qualitatively different ways Saudi Arabian mothers understood caring for a child with Down syndrome in Saudi society. The findings of the research contribute to ongoing development of knowledge about caring for Down syndrome children in Saudi Arabia and highlight support needed for mothers. The methodological framework draws on phenomenography, which is geared toward capturing variation in the ways that people conceive phenomena in their social world. The research outcomes were five categories of description representing experiences of caring of Down syndrome child (being excluded, needing support, being isolated, being disappointed, having difficulty accessing services). The study highlights a need for development of more supportive social attitudes and policy for women and children with Down Syndrome.

15. 'Defect of sex': exclusion of women from jury service in Istria 1848-1918

Upon adopting the institution of jury from English Common Law, European continental legislation also took the view according to which jury service was reserved exclusively for men. The exclusion of women from jury service was also adopted by the Austrian legislator who explicitly prescribed male sex among the prerequisites for performing jury service. Legal theorists did not offer any explanation for such a decision, so it is most likely that it was due to the underestimating of women's intellect compared to men's, which was characteristic for this time period. Only with the expressing of demands for the introduction of jury service for women near the end of the nineteenth and beginning of the twentieth century did the opponents of these demands start to express arguments against the idea of female jurists. In this presentation I hope to compose a partial history of the construction of women as authoritative actors in the law. I shall seek to explain the reasons and arguments for the historical exclusion of women from juries. Also, this presentation will give a brief overview of the legal and social status of women in Istria, which has been in terms of legal regulation the same as in other Austrian lands. The emphasis will be placed on showing the reasons and opinions (expressed in legal literature and parliamentary debates) why women were considered incapable of performing jury service until the collapse of the Austro-Hungarian Monarchy.

The World Bank commissioned this report as part of a set of studies concerned with the Uganda Demobilization and Reintegration Program and the Amnesty Commission. The study represents one element of the set of studies which included the Final Independent Evaluation of the Uganda Emergency Demobilization and Reintegration Project (UgDRP), Reporter Reintegration Survey and Community Dynamics Survey, and a study on the relationship between the Amnesty Commission and its DDR Implementing Partners study. The background field work and research for this study was integrated into the overall background research and fieldwork for the set of studies. In this study the focus of the analysis is on processes of reintegration rather than the achievement of a static marker of reintegration. In other words rather than examining the experience of reporters to identify the ones who are reintegrated and the ones who are not, the study examines the complex interplay of elements in the process of social and economic reintegration to identify which drivers have most influenced (positively and negatively) the reintegration process in which reporters are and have been engaged. The study identifies the drivers of successful or unsuccessful reintegration and the crosscutting dynamics such as gender, tradition, poverty and economic markets that exacerbate the impact of drivers of reintegration on the lives of reporters and communities. The report presents actionable findings that can inform future programming in the area. The overall purpose of the study is to provide an analysis of the drivers of reintegration and to identify the distinguishing features of successful reintegration amongst reporters.

This paper presents a World Bank led and Russia trust fund financed work program to measure financial capability and the effectiveness of financial education in low and middle income countries. The two activities and their staging have been motivated by the lessons of high income countries with financial literacy programs and the deviating characteristics of low and middle income countries. While progress has been made in high-income countries to measure financial capability, there is little robust empirical evidence that financial education can improve it. While applying the financial capability concept in low and middle-income countries looks promising it will need to be adjusted to their characteristic and supported by innovative interventions and rigorous impact evaluation to improve it.

Su historia de vida como telefonista es relevante para comprender la discriminación de las mujeres en el mercado laboral en los comienzos del siglo XX. Este artículo se enfocará en el estado conyugal como pauta de exclusión femenina. La estrategia utilizada por Amelia contra dicha pauta, si bien individual e incluso desesperada, detonó una serie de revisiones de la legislación existente que fueron apoyadas por distintos grupos de la sociedad. El corpus está basado en expedientes de la compañía telefónica en la que Amelia se desempeñó como empleada durante varios años y en el impacto que sus estrategias tuvieron en la prensa local., This paper highlights the tracks of Amelia C. Her life story as switchboard is relevant to understand the women' s discrimination in laboral market in the early twentieth century. This article will be focused on the marital satatus as pattern of female exclusion. The strategy used by Amelia against that pattern, although individual and even desperate, detonated a series of revisions of existing legislation that were supported by different groups in society.
