This study focuses on the development of a people-centred early warning system (EWS) against floods in the Sirba River basin between Niger and Burkina Faso. This densely populated area has witnessed an increase in extreme flooding events in recent years. Several flood forecasting systems in the Sahel exist, although there is no EWS that integrates the four components of people-centred EWSs, namely risk knowledge, monitoring and warning service, dissemination and communication, and response capacity. The proposed EWS, named SLAPIS, includes a risk knowledge component that involves defining four levels of vigilance. Its monitoring and alert component involves a user-friendly web application containing real-time data collected through automatic stations. The EWS communicate seamlessly with the national alert system. The response capacity is strengthened through the creation of a flood zone atlas. In this framework, the EWS integrates significant geoinformatics in preparation of local risk reduction plans and the awareness of local communities. In the SLAPIS case study, multi-temporal classifications were conducted using Sentinel-2 data and high-resolution images (approximately 10 cm) generated through Structure from Motion (SfM) techniques. Digital Terrain Model (DTM) creation for hydraulic model calibration employed a multiscale approach, incorporating GNSS survey data processed via Precise Point Positioning (PPP), HydroSHEDS (approximately 100m resolution), and commercial 10m resolution data. All information was calibrated, harmonised, and integrated into the EWS model, which is accessible via a web platform. Capacity building encompassed direct training and field implementation to streamline the primary EWS generation steps.

Globalisation has contributed to rapid economic growth but has also exposed vulnerabilities such as the spread of pests in agriculture. An example is the Popillia Japonica Newman beetle, introduced to Italy in 2014, which has caused significant economic losses, mainly affecting vine cultures. Reliable identification of pests is essential for its management, but it is time-consuming and laborious. This has prompted growing interest in image-based methods, supported by computer vision (CV), which can significantly improve efficiency in insect detection. This study aims to evaluate a CV algorithm's effectiveness in identifying adult specimens of Popillia using Near-Infrared sensors on Uncrewed Aerial Systems (UAS). The project, conducted in two vineyards in northern Italy, intends to establish a replicable and standardised data acquisition protocol for future monitoring activities. Insects detected by the CV-based method are validated by manual counting performed by entomologists. In a GIS environment, prescription maps are generated in near real-time to identify where the vineyard is most affected and to guide the drone spraying treatment only on the areas in which the threshold is exceeded. The study demonstrates effective semi-automated monitoring, with a clear correlation between CV-based and manual insect measurements, as indicated by the Pearson correlation coefficients ranging from 0.89 to 0.96. Although the CV-based method may overestimate insect numbers, it provides valuable insights for targeted pest management interventions and damage assessment. The project outcomes offer a promising approach to safeguarding agriculture against invasive species, enhancing regional economic resilience while minimising the spread of insecticide, the required time, and human interaction with harmful substances.

The safety and usability of infrastructures such as bridges, roads, and buildings must be monitored throughout their useful life. Traditional inspection methods are time-consuming and expensive, and innovative solutions using LiDAR-based techniques have developed. This study presents a semi-automatic method for detecting deteriorations on structural elements of a bridge using an integrated dataset of point clouds and radiometric information. The method involves using a Terrestrial Laser Scanner (TLS) to obtain high-resolution georeferenced point clouds of the bridge beams, which are then filtered to identify four classes of deteriorations. Six Machine Learning Classifiers are tested and compared using Overall Accuracy and F1-score metrics. The Random Forest emerged as the best-performing. It was then optimised by reducing the input features through an importance analysis and the accuracies measured. The results show promise and can be explored further on a larger dataset. The study aims to generalise the methodology to transfer it to actual cases.

Forests are vital for ecological, economic, and social reasons, and adopting sustainable forest management practices is necessary. While traditional forest monitoring techniques provide detailed data, they are time-consuming; conversely, geomatic techniques can provide more detailed data for forest resource management. This study aims to assess the suitability of Mobile Mapping Systems (MMS) with simultaneous localisation and mapping (SLAM) technology for precision forestry purposes in challenging environments. We compared the performance of MMS data with Terrestrial Laser Scanning (TLS) data and evaluated the Forest Structural Complexity Tool (FSCT), which was developed for TLS datasets, on MMS data. The case study area is a highly sloped coniferous forest in the Italian Alps affected by a severe fire in 2017. Data were processed using a fully automated open-source Python tool that detects each tree's position, Diameter at Breast Height (DBH), and height. The validation procedure was conducted with respect to the TLS point cloud manually segmented. The results show that using MMS with SLAM technology is suitable for precision forestry purposes in challenging environments and that FSCT performs well on MMS data.

This work aims to test the effectiveness of artificial intelligence for correcting water refraction in shallow inland water using very high-resolution images collected by Unmanned Aerial Systems (UAS) and processed through a total FOSS workflow. The tests focus on using synthetic information extracted from the visible component of the electromagnetic spectrum. An artificial neural network is created using data of three morphologically similar alpine rivers. The RGB information, the SfM depth and seven radiometric indices are calculated and stacked in an 11-bands raster (input dataset). The depths are calculated as the difference between the Up component of the bathymetry cross-sections and the water surface quotas and constitute the dependent variable of the regression. The dataset is then scaled. The observations of one of the analyzed case studies are used as the unseen dataset to test the generalization capability of the model. The remaining observations are divided into test (20%) and training (80%) datasets. The generated NN is a 3-layer MLP model with one hidden layer and the Rectified Linear Unit (ReLU) and sigmoid activation functions. The weights are initialized to small Gaussian random values, and kernel regularizers, L1 and L2, are added to reduce the overfitting. Weights are updated with the Adam search technique, and the mean squared error is the loss function. The importance and significance of 11 variables are assessed. The model has a 0.70 r-squared score on the test dataset and 0.77 on the training dataset. The MAE is 0.06 and the RMSE 0.08, similar results obtained from the unseen dataset. Although the good metrics, the model shows some difficulties generalizing swallow depths.

The health assessment of strategic infrastructures and bridges represents a critical variable for planning appropriate maintenance operations. The high costs and complexity of traditional periodical monitoring with elevating platforms have driven the search for more efficient and flexible methods. Indeed, recent years have seen the growing diffusion and adoption of non-invasive approaches consisting in the use of Unmanned Aerial Vehicles (UAVs) for applications that range from visual inspection with optical sensors to LiDAR technologies for rapid mapping of the territory. This study defines two different methodologies for bridge inspection. A first approach involving the integration of traditional topographic and GNSS techniques with TLS and photogrammetry with cameras mounted on UAV was compared with a UAV-LiDAR method based on the use of a DJI Matrice 300 equipped with a LiDAR DJI Zenmuse L1 sensor for a manual flight and an automatic one. While the first workflow resulted in a centimetric accurate but time-consuming model, the UAV-LiDAR resulting point cloud’s georeferencing accuracy resulted to be less accurate in the case of the manual flight under the bridge for GNSS signal obstruction. However, a photogrammetric model reconstruction phase made with Ground Control Points and photos taken by the L1-embedded camera improved the overall accuracy of the workflow, that could be employed for flexible low-cost mapping of bridges when medium level accuracy (5–10 cm) is accepted. In conclusion, a solution for integrating interactively final 3D products in a Bridge Management System environment is presented.

Land Cover (LC) plays a key role in many disciplines and its classification from optical imagery is one of the prevalent applications of remote sensing. Besides years of researches and innovation on LC, the classification of some areas of the World is still challenging due to environmental and climatic constraints, such as the one of the mountainous chains. In this contribution, we propose a specific methodology for the classification of the Land Cover in mountainous areas using Sentinel 2, 1C-level imagery. The classification considers some specific high-altitude mountainous classes: clustered bare soils that are particularly prone to erosion, glaciers, and solid-rocky areas. It consists of a pixel-based multi-epochs classification using random forest algorithm performed in Google Earth Engine (GEE). The study area is located in the western Alps between Italy and France and the analyzed dataset refers to 2017–2019 imagery captured in the summertime only. The dataset was pre-processed, enriched of derivative features (radiometric, histogram-based and textural). A workflow for the reduction of the computational effort for the classification, which includes correlation and importance analysis of input features, was developed. Each image of the dataset was separately classified using random forest classification algorithm and then aggregated each other by the most frequent pixel value. The results show the high impact of textural features in the separation of the mountainous-specific classes the overall accuracy of the final classification achieves 0.945.

The technology of UAV (Unmanned Aerial Vehicles) is rapidly improving and UAV-integrated sensors have kept up with it, providing more efficient and effective solutions. One of the most sought-after characteristics of on-board sensors is the low costing associated to good quality of the collected data. This paper proposes a very low-cost multiband sensor developed on a Raspberry device and two Raspberry Pi 3 cameras that can be used in photogrammetry from drone applications. The UAV-integrated radiometric sensor and its performance were tested in in two villages of South-west Niger for the detection of temporary surface water bodies (or Ephemeral water bodies): zones of seasonal stagnant water within villages threatening the viability and people’s health. The Raspberry Pi 3 cameras employed were a regular RGB Pi camera 2 (Red, Green, Blue) and a NoIR Pi 3 camera v2 (regular RGB without IR filter) with 8MPX resolution. The cameras were geometrically calibrated and radiometrically tested before the survey in the field. The results of the photogrammetry elaborations were 4 orthophotos (a RGB and NoIRGB orthophoto for each village). The Normalized Difference Water Index (NDWI) was calculated. The index allowed the localization and the contouring of the temporary surface water bodies present in the villages. The data were checked against the data collected with a Sony (ILCE-5100). Very high correspondence between the different data was detected. Raspberry-based sensors demonstrated to be a valid tool for the data collection in critical areas.

The role of vegetation in supporting life on Earth is widely known. Nevertheless, the relevance of riparian corridors has been overlooked for a long time, leading to a dramatic reduction of vegetated buffers alongside them. Vegetation monitoring systems, including those for biomass estimation, are required to manage riparian corridors properly. Field surveys may support monitoring, but their usefulness is reduced by numerous drawbacks, therefore needing coupling with other data sources. The present work shows how Light Detection And Ranging (LiDAR) datasets can integrate targeted field measurements to estimate above-ground biomass at temperate or boreal latitudes and generate accurate biomass maps over large areas. By referring to the case study of the Orco river (northwest Italy), we defined a technique to reconstruct the geometry of an individual shrub from LiDAR point clouds. We tested the technique by comparing field measurements with Terrestrial and Airborne Laser Scanner data (TLS and ALS, respectively), assessing the former's superiority but the broader range of applicability of the latter. After these preliminary tests, we coupled the presented technique with a literature algorithm for individual tree detection, providing a more generalized procedure for the overall mapping and budgeting of riparian biomass based on ALS data. We applied the procedure to a fluvial bar of the Orco river, achieving a quantitative assessment of the shrub and tree biomass budget for 2019 and 2021 and visualizing the changes that occurred in that period. Monitoring the world's areas that are more vulnerable to natural hazards has become crucial worldwide. In order to reduce disaster risk, effective tools and relevant land cover (LC) data are needed. This work aimed to generate a high-resolution LC map of flood-prone rural villages in southwest Niger using multispectral drone imagery. The LC was focused on highly thematically detailed classes. Two photogrammetric flights of fixed-wing unmanned aerial systems (UAS) using RGB and NIR optical sensors were realized. The LC input dataset was generated using structure from motion (SfM) standard workflow, resulting in two orthomosaics and a digital surface model (DSM). The LC system is composed of nine classes, which are relevant for estimating flood-induced potential damages, such as houses and production areas. The LC was generated through object-oriented supervised classification using a random forest (RF) classifier. Textural and elevation features were computed to overcome the mapping difficulties due to the high spectral homogeneity of cover types. The training-test dataset was manually defined. The segmentation resulted in an F1_score of 0.70 and a median Jaccard index of 0.88. The RF model performed with an overall accuracy of 0.94, with the grasslands and the rocky clustered areas classes the least performant.

Flood risk assessments in the Global South have increased since the adoption of the United Nations Sendai Framework for Disaster Risk Reduction 2015-2030. However, they often fail to meet disaster risk reduction needs at the local scale, because they typically consider only one hazard (fluvial or pluvial floods). Furthermore, hazard and exposure are considered as stationary conditions, flood-prone assets are rarely identified, risk reduction measures are not identified in detail for specific locations, and the convenience of reducing or accepting risk is not evaluated. This paper describes a flood risk assessment method that is innovative in that it considers three hazard types (backwater, fluvial, and pluvial floods) and multiple risk scenarios; it uses orthophotos generated from images captured by an unmanned aerial vehicle and very high-resolution satellite images, and it involves communities in risk assessment. The method was applied to four rural settlements along the Sirba River, Niger. The assessment identifies the benefit of reducing risk in monetary terms, as well as the intangible benefits that reducing risk could generate, and it detects opportunities that flooding offers for rural development.
