Arctic climate change has the potential to affect access to semi-permanent trails on land, water and sea ice, which are the main forms of transport for communities in many circumpolar regions. Focusing on Inuit Nunangat (the Inuit homeland in northern Canada), trail access models were developed drawing upon a participatory process that connects Indigenous knowledge and science. We identified general thresholds for weather and sea ice variables that define boundaries that determine trail access, then applied these thresholds to instrumental data on weather and sea ice conditions to model daily trail accessibility from 1985 to 2016 for 16 communities. We find that overall trail access has been minimally affected by >2 °C warming in the past three decades, increasing by 1.38–1.96 days, differing by trail type. Across models, the knowledge, equipment and risk tolerance of trail users were substantially more influential in determining trail access than changing climatic conditions.

Background Each spring, thousands of Canadian medical students travel across the country to interview for residency positions, a process known as the CaRMS tour. Despite the large scale of travel, the CaRMS tour has received little environmental scrutiny. Purpose To estimate the national carbon footprint of flights associated with the CaRMS tour, as well as reductions in emissions achievable by transitioning to alternative models. Methods We developed a three-question online commuter survey to collect the unique travel itineraries of applicants in the 2020 CaRMS tour. We calculated the emissions associated with all flights and modelled expected emissions for two alternative in-person interview models, and two virtual interview models. Results We collected 960 responses out of 2943 applicants across all 17 Canadian medical schools. We calculated the carbon footprint of flights for the 2020 CaRMS as 4239 tCO2e (tonnes of carbon dioxide equivalents), averaging 1.44 tCO2e per applicant. The average applicant's tour emissions represent 35.1% of the average Canadian's annual household carbon footprint, and the emissions of 26.7% of respondents exceeded their entire annual '2050 carbon budget.' Centralized in-person interviews could reduce emissions by 13.7% to 74.7%, and virtual interviews by at least 98.4% to 99.9%. Conclusions Mandatory in-person residency interviews in Canada contribute significant emissions and reflect a culture of emissions-intensive practices. Considerable decarbonization of the CaRMS tour is possible, and transitioning to virtual interviews could eliminate the footprint almost entirely.

This paper identifies and characterizes current knowledge on climate change impacts, adaptation, and vulnerability for Canada’s northern coastline, outlining key research gaps. Warming temperatures and increased precipitation have been documented across the northern coast, with the rate of sea ice decline ranging from 2.9% to 10.4% per decade. Storm intensity and frequency is increasing, and permafrost is warming across the region. Many of these changes are projected to accelerate in the future, with in excess of 8 °C warming in winter possible under a high-emission scenario by 2081–2100. Vulnerability to these changes differs by region and community, a function of geographic location, nature of climate change impacts, and human factors. Capacity to manage climate change is high in some sectors, such as subsistence harvesting, but is being undermined by long-term societal changes. In other sectors, such as infrastructure and transportation, limitations in climate risk management capacity result in continuing high vulnerabilities. There is evidence that adaptation is taking place in response to experienced and projected impacts, although readiness for adaptation is challenged by limited resources, institutional capacity, and a need for support for adaptation across levels of government. Priority areas for future research include (i) expanding the sectoral and geographic focus of understanding on climate change impacts, adaptation, and vulnerability; (ii) integrating climatic and socio-economic projections into vulnerability and adaptation assessments; (iii) developing an evidence base on adaptation options; and (iv) monitoring and evaluating the effectiveness of adaptation support. Cross-cutting themes for advancing climate change impacts, adaptation, and vulnerability research on the north coast more broadly include the need for greater emphasis on interdisciplinary approaches and cross-cultural collaborations, support for decision-orientated research, and focus on effective knowledge mobilization.

Vulnerability to climate change is highly dynamic, varying between and within communities over different timescales. This paper draws upon complex adaptive systems thinking to develop an approach for capturing, understanding, and monitoring climate vulnerability in a case study from northern Canada, focusing on Inuit food systems. In the community of Ulukhaktok, Northwest Territories, we followed 10 hunters over a 2-year period, asking them to document their harvesting activities and discuss their lived experience of harvesting under changing environmental and societal conditions. GPS monitoring and participatory mapping sessions were used to document 23,996km of trails (n = 409), with conversational bi-weekly semi-structured interviews and secondary instrumental weather data used to contextualise climate change within a nexus of other socioeconomic, cultural, and political stressors that also affect harvesting. Our results demonstrate that climate change has considerable potential to affect harvesting activities, particularly when its impacts manifest as anomalous/extreme events. However, climate change impacts are not necessarily the most salient issues affecting harvesting on a day-to-day basis. Instead, factors relating to economics (particularly financial capital and the wage-based economy), social networks, and institutions are found to have a greater influence, either as standalone factors with cascading effects or when acting synchronously to augment the impacts of environmental change.

BACKGROUND: Household food insecurity, a measure of income-related problems of food access, is a pressing public health problem in Canada’s North, especially in Nunavut. We aimed to assess the impact of Nutrition North Canada, a food retail subsidy intended to improve food access and affordability in isolated communities, on household food insecurity in Nunavut. METHODS: Using data from 3250 Nunavut households sampled in the annual components of the Canadian Community Health Survey (2007 to 2016), we conducted interrupted time series regression analyses to determine whether the introduction of Nutrition North Canada was associated with changes in the rates of self-reported food insecurity, according to a validated instrument. We used propensity score weighting to control for several sociodemographic characteristics associated with food insecurity. RESULTS: Food insecurity affected 33.1% of households in 2010 (the year before the launch of Nutrition North Canada), 39.4% of households in 2011 (the year of the launch) and 46.6% of households in 2014 (the year after full implementation). After controlling for several covariates, we found the rate of food insecurity increased by 13.2 percentage points (95% confidence interval [CI] 1.7 to 24.7) after the full implementation of the subsidy program, and the increase in food insecurity first occurred in 2011 (9.6 percentage points, 95% CI 2.7 to 16.4), the year Nutrition North Canada was launched. INTERPRETATION: Food insecurity was a pervasive problem in Nunavut before Nutrition North Canada, but it has become even more prevalent since the program was implemented. Given the important health consequences of food insecurity, more effective initiatives to address food insecurity in Canada’s North are urgently needed.

Injury is the leading cause of death for Canadians aged 1 to 44, occurring disproportionately across regions and communities. In the Inuit territory of Nunavut, for instance, unintentional injury rates are over three times the Canadian average. In this paper, we develop a framework for assessing vulnerability to injury and use it to identify and characterize the determinants of injuries on the land in Nunavut. We specifically examine unintentional injuries on the land (outside of hamlets) because of the importance of land-based activities to Inuit culture, health, and well-being. Semi-structured interviews (n = 45) were conducted in three communities that have varying rates of search and rescue (SAR), complemented by an analysis of SAR case data for the territory. We found that risk of land-based injuries is affected by socioeconomic status, Inuit traditional knowledge, community organizations, and territorial and national policies. Notably, by moving beyond common conceptualizations of unintentional injury, we are able to better assess root causes of unintentional injury and outline paths for prevention.

Objectives Unintentional injury is a leading cause of morbidity and mortality in Nunavut, where the importance of land-based activities and reliance on semi-permanent trails create unique risk profiles. Climate change is believed to be exacerbating these risks, although no studies have quantitatively examined links between environmental conditions and injury and distress in the Canadian Arctic. We examine the correlation between environmental conditions and land-based search and rescue (SAR) incidents across Nunavut. Study design Case study. Methods Case data were acquired from the Canadian National Search and Rescue Secretariat. Gasoline sales from across the territory are then used to model land-use and exposure. We compare weather and ice conditions during 202 SAR incidents to conditions during 755 non-SAR days (controls) between 2013 and 2014. Results We show daily ambient temperature, ice concentration, ice thickness, and variation in types of ice to be correlated with SAR rates across the territory during the study period. Conclusions These conditions are projected to be affected by future climate change, which could increase demand for SAR and increase injury rates in the absence of targeted efforts aimed at prevention and treatment. This study provides health practitioners and public health communities with clearer understanding to prepare, respond to, and prevent injuries across the Arctic.

The Arctic is undergoing transformative climate change, with profound implications for transportation safety in marine areas. Circumpolar marine risks are growing due to ship traffic increases linked to more ice-free open water, as well as increases in hazards for individuals that frequently travel on ice and trails in the region. While recent Government of Canada policies have attempted to respond to the growing risk of marine and coastal emergencies, there is strong evidence that the federal government and communities along Canada's Arctic coast are minimally prepared for the emerging risks. In this Short Communication, we argue that Canada is falling short of its international and national obligations to provide timely search and rescue across the Arctic, to the detriment of Arctic communities. Drawing from recently published reports and literature, we argue that providing additional training, resources, and support for volunteer SAR groups across the region is critical, along with increasing federal air and marine resources committed to the region. Such investments need underpin Canada's approach to climate change adaptation in the North.
