With warm sea surface temperature (SST) anomalies in the tropical Atlantic and cold SST anomalies in the east Pacific, the unusually quiet hurricane season in 2013 was a surprise to the hurricane community. The authors' analyses suggest that the substantially suppressed Atlantic tropical cyclone (TC) activity in August 2013 can be attributed to frequent breaking of midlatitude Rossby waves, which led to the equatorward intrusion of cold and dry extratropical air. The resultant mid- to upper-tropospheric dryness and strong vertical wind shear hindered TC development. Using the empirical orthogonal function analysis, the active Rossby wave breaking in August 2013 was found to be associated with a recurrent mode of the midlatitude jet stream over the North Atlantic, which represents the variability of the intensity and zonal extent of the jet. This mode is significantly correlated with Atlantic hurricane frequency. The correlation coefficient is comparable to the correlation of Atlantic hurricane frequency with the main development region (MDR) relative SST and higher than that with the Niño-3.4 index. This study highlights the extratropical impacts on Atlantic TC activity, which may have important implications for the seasonal predictability of Atlantic TCs.

The impacts of environmental moisture on the intensification of a tropical cyclone (TC) are investigated in the Weather Research and Forecasting (WRF) model, with a focus on the azimuthal asymmetry of the moisture impacts relative to the storm path. A series of sensitivity experiments with varying moisture perturbations in the environment are conducted and the Marsupial Paradigm framework is employed to understand the different moisture impacts. We find that modification of environmental moisture has insignificant impacts on the storm in this case unless it leads to convective activity that deforms the quasi-Lagrangian boundary of the storm and changes the moisture transport into the storm. By facilitating convection and precipitation outside the storm, enhanced environmental moisture ahead of the northwestward-moving storm induces a dry air intrusion to the inner core and limits TC intensification. In contrast, increased moisture in the rear quadrants favors intensification by providing more moisture to the inner core and promoting storm symmetry, with primary contributions coming from moisture increase in the boundary layer. The different impacts of environmental moisture on TC intensification are governed by the relative locations of moisture perturbations and their interactions with the storm Lagrangian structure.

Tropical cyclones (TC) are one of the most severe storm systems on Earth and cause significant loss of life and property upon landfall in coastal areas. A better understanding of their variability mechanisms will help improve the TC seasonal prediction skill and mitigate the destructive impacts of the storms. Early studies focused primarily on tropical processes in regulating the variability of TC activity, while recent studies suggest also some long-range impacts of extratropical processes, such as lateral transport of dry air and potential vorticity by large-scale waves. Here we show that stationary waves in the Northern Hemisphere integrate tropical and extratropical impacts on TC activity in July through October. In particular, tropical upper-tropospheric troughs (TUTTs), as part of the summertime stationary waves, are associated with the variability of large-scale environmental conditions in the tropical North Atlantic and North Pacific and significantly correlated to the variability of TC activity in these basins. TUTTs are subject to the modulation of diabatic heating in various regions and are the preferred locations for extratropical Rossby wave breaking (RWB). A strong TUTT in a basin is associated with enhanced RWB and tropical-extratropical stirring in that basin, and the resultant changes in the tropical atmospheric conditions modulate TC activity. In addition, the anticorrelation of TUTTs between the North Atlantic and North Pacific makes the TC activity indices over the two basins compensate each other, rendering the global TC activity less variable than otherwise would be the case if TUTTs were independent., Competing Interests: The authors declare no competing interest.

We use an empirical statistical model to demonstrate significant skill in making extended-range forecasts of the monthly-mean Arctic Oscillation (AO). Forecast skill derives from persistent circulation anomalies in the lowermost stratosphere and is greatest during boreal winter. A comparison to the Southern Hemisphere provides evidence that both the time scale and predictability of the AO depend on the presence of persistent circulation anomalies just above the tropopause. These circulation anomalies most likely affect the troposphere through changes to waves in the upper troposphere, which induce surface pressure changes that correspond to the AO.

Observations show that large variations in the strength of the stratospheric circulation, appearing first above approximately 50 kilometers, descend to the lowermost stratosphere and are followed by anomalous tropospheric weather regimes. During the 60 days after the onset of these events, average surface pressure maps resemble closely the Arctic Oscillation pattern. These stratospheric events also precede shifts in the probability distributions of extreme values of the Arctic and North Atlantic Oscillations, the location of storm tracks, and the local likelihood of mid-latitude storms. Our observations suggest that these stratospheric harbingers may be used as a predictor of tropospheric weather regimes.
