The war on drugs has failed, but consensus in the international drug policy debate on the way forward is missing. Amidst this moment of uncertainty, militarized lenses on the global illicit drug problem continue to neglect the complexity of the causes and consequences that this war is intended to defend or defeat. Challenging conventional thinking in defense and security sectors, Transforming the War on Drugs constitutes the first comprehensive and systematic effort to theoretically, conceptually, and empirically investigate the impacts of the war on drugs. The contributors trace the consequences of the war on drugs across vulnerable regions, including South America and Central America, West Africa, the Middle East and the Golden Crescent, the Golden Triangle, and Russia. It demonstrates that these consequences are'glocal'. The war's local impacts on human rights, security, development, and public health are interdependent with transnational illicit flows. The book further reveals how these impacts have influenced the positions of governments across these regions, with significant ramifications for the international drug control regime. Crucially, it shows that, at a time when global order is in flux, critically evaluating the regime's securitization through the war on drugs provides key insights into other global governance realms.

Responding to the harms caused by drugs is one of the most challenging social policy issues of our time. In Child Rights and Drug Control on International Law, Damon Barrett explores the meaning of the child's right to protection from drugs under the Convention on the Rights of the Child, and the relationship between this right and the UN drug control conventions. This book describes the events, activities and negotiations leading up to the 2016 UN General Assembly Special Session on international drug policy. A range of respected authors from International institutions, academia and civil society organisations detail the background to the negotiations and the outcome; and possible future scenarios for continued reform and change at the High Level Review in 2019. The chapters include consideration of the positions taken by blocs and nation-states at all points on the prohibition – reform continuum. Topics covered include discussions on the importance of human rights, access to essential medicines and the role played by cannabis in revealing the contradictions and divisions in both national and international contexts. The break-down of the previous international consensus on ‘the world drug problem'is clearly described and analysed, as is the slow progress being made to the adoption of a human rights and health-based approach to currently illegal drugs. This book provides for an extensive legal analysis of the international drug control system in light of the growing challenges and criticism that this system faces. In the current debate on global drug policy, the central pillars of the international drug control system – the UN Drug Conventions as well as its institutions – are portrayed as outdated, suppressive and seen as an obstacle to necessary changes. The book's objective is to provide an in-depth and positivist insight into drug control's present legal framework and thus provide for a better understanding of the normative assumptions upon which drug control is currently based. This is attained by clarifying the objectives of the international drug control system and the premises by which these objectives are to be achieved. The objective of the current global framework of international drug control is the limitation of drugs to medical and scientific purposes. The meaning of this objective and its concrete implications for States'parties as well as its problems from the perspective of other regimes of international law, most notably international human rights law, are extensively analysed. Additionally, the book focuses on how the international drug control system attempts to reach the objective of confining drugs to medical and scientific purposes, i.e. by setting up a universal system that exercises a rigid control on drug supply. The consequences of this heavy focus on the reduction of drug supply are outlined, and the book concludes by making suggestions on how the international drug control system could be reformed in the near future in order to better meet the existing challenges.The analysis occurs from a general international law perspective. It aims to map the international drug control system within a wider context of international law and to understand whether the problems that the international drug control system faces are exemplary for the difficulties that institutionalized systems of global scope face in the twenty-first century.

This book examines the topical issue of global drug policy and outlines five steps that could be taken to improve its effectiveness. A public criminology approach is applied to explore not only what could be done, but also why it matters and how it could be achieved. The Board prepares this report in accordance with the following provisions contained in article 12 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988: 1. The Board shall prepare an annual report on its work containing an analysis of the information at its disposal and, in appropriate cases, an account of the explanations, if any, given by or required of Parties, together with any observations and recommendations which the Board desires to make. The Board may make such additional reports as it considers necessary. The reports shall be submitted to the [Economic and Social] Council through the Commission which may make such comments as it sees fit. 2. The reports of the Board shall be communicated to the Parties and subsequently published by the Secretary-General. The Parties shall permit their unrestricted distribution.

This book presents current research in the study of drug abuse, drug trade and various policies surrounding these issues. Constructing Global Enemies asks how and why specific interpretations of international terrorism and drug abuse have become hegemonic at the global level. The book analyses the international discourses on terrorism and drug prohibition and compares efforts to counter both, not only from a contemporary but also from a historical perspective. Utilising poststructuralist theory of the relationship between hegemony and identity, Herschinger argues that hegemony is much more than just the dominance of a single country in international life; rather it is the emergence of a hegemonic order that can best be understood as the production of a new collective identity. Offering an in-depth discussion of the methodology of discourse analysis, the book explores how such hegemonies emerge and persist in the field of security. This serves to explain the widespread disagreement regarding the fight against international terrorism as well as the successful suppression of counter-hegemonic projects in the field of international drug prohibition. Constructing Global Enemies will be of interest to students and scholars of international relations and security studies.

At the high-level segment of the fifty-second session of the Commission on Narcotic Drugs, held on 11 and 12 March 2009, Heads of State, ministers and government representatives from 132 States gathered to evaluate progress made since 1998 towards meeting the goals and targets established at the twentieth special session of the General Assembly, devoted to countering the world drug problem together; to identify future priorities and areas requiring further action and goals and targets to be established for drug control beyond 2009; and to adopt a political declaration and other measures to enhance international cooperation. The adoption of the Political Declaration and Plan of Action some 10 years after the twentieth special session of the General Assembly of 1998 has given fresh impetus to international drug control.

Book Description: Despite gains in international cooperation, several factors, including resource limitations and lack of political will, have impeded U.S. progress in helping governments become full and self-sustaining partners in the counternarcotics effort—a goal of U.S. assistance. These countries have limited resources to devote to this effort, and many initiatives are dependent on U.S. support. Programs to build maritime interdiction capacity have been particularly affected, as partner nations lack fuel and other resources needed to operate and maintain U.S.-provided boats. Limited political support, particularly in Venezuela, and corruption have also hindered U.S. counternarcotics efforts. In addition, the Department of Homeland Security (DHS) has implemented a Container Security Initiative (CSI) that targets and scans containers for weapons of mass destruction and terrorist contraband. But CSI has not routinely been used for illicit drug detection, despite its applicability for this purpose.

Fighting Terrorism and Drugs is an examination of European states in their fight against terrorism and drugs, from the 1960s up to the present day. Jörg Friedrichs explores what makes large European states willing or unwilling to participate in international police cooperation against terrorism and drugs. The book examines forty-eight case studies, with particular regard to the policy preferences of the four largest and most politically important EU Member States: Britain, France, Germany, and Italy. The author argues that if a real understanding of international cooperation is to develop, it is important to understand what individual states want and why they want it. To explain state preferences, Friedrichs considers interests, institutions and ideas from domestic, national and international levels that can affect state preferences either positively or negatively. This theoretically coherent book looks at international police cooperation from a truly international perspective and will be of interest to students and scholars of international relations, terrorism, criminology, international law and European integration.
