Factors, problems and risks are analyzed and systematized, in particular, technical-technological and innovation backwardness, peculiarities of economic cycles in economic systems of countries at different stages of development, as well as due to increasing competitiveness of some of them in the globalized world. crisis. It is shown that the situation worsens when the world economy grows, and against its background, imbalances in the global financial system are growing and speculative capital is spreading. It is revealed that the first global crisis of 2008–2010 was provoked by the uncontrolled spread of mortgage loans in the US real estate markets and the transfer of these processes to other countries, resulting in "financial bubbles", a market crash and a chain reaction involving others. markets. Emphasis is placed on the fact that when Ukraine's economy was in a state of permanent crisis, the domestic banking system withstood all domestic economic, financial, currency and other changes, as well as external turbulence, which provoked the strengthening of negative trends. It is established that the second financial and economic crisis of 2014–2016 is largely due to internal problems: much lower technological structure (third-fourth compared to fifth-sixth in economically developed countries), significant lag of Ukrainian industry in terms of innovation from industry EU countries, a high level of depreciation of fixed assets, much higher resource intensity and lower productivity, unrealistic in a few years to carry out innovative modernization of machine-building industries for the production of means of production. An acute threat has been revealed that the unlimited increase in speculative capital has exacerbated structural imbalances between the real and financial sectors. The main negative consequences of the crisis for the financial and banking system are systematized: they include more than three devaluations of the hryvnia, liquidation of more than a hundred banks and privatization of the largest of them, Privatbank, closure of several thousand banking branches and large–scale unemployment. It is confirmed that the third financial and economic crisis of 2020–2021 has a natural origin – it was caused by the pandemic COVID-19 caused by the coronavirus SARS-CoV, and its consequences. It is established that the corona crisis has provoked various negative effects on the work of industry and social services, has caused significant damage to all countries and the vast majority of the world's population. It is shown that Ukraine proved to be more resilient to these troubles and the pre-crisis revival began in the second quarter of this year. It is substantiated that the implementation of macroprudential policy measures aimed at preventing the accumulation and implementation of systemic risks in the financial sector will help increase the stability of the financial and banking system, properly perform its main functions – financial intermediation and payments – and crisis management. It is shown that timely and effective implementation of macroprudential instruments will increase the stability of the national economy and reduce GDP volatility.

The need to rethink the role of urban debt policy in accordance with the growing needs of urban communities and their sustainable socio-economic development is identified. In Ukraine, the legal preconditions for the formation of cities' own debt policy and the implementation of borrowing in both domestic and foreign nancial markets. The current state of local budgets and decentralization processes only highlight the need for cities to develop debt policy. The formation of the institution of local borrowings in Ukraine is analyzed and an in-depth analysis of borrowings of city councils in 2014-2019 is carried out with the definition of three periods: 2014-2015 - increase in borrowed funds, but such borrowings were formed mainly due to debt activity of Kyiv City Council domestic local bonds; 2016–2017 - decrease in the amount of borrowed funds, which occurred under the inÀuence of macroeconomic, political and fiscal instability; 2018-2019 - resumption of debt activity of city councils that had experience of borrowing in the previous, relatively analyzed, period and diversification of forms of local borrowing. Based on the cluster analysis, the main characteristics of the modern debt policy of city councils of Ukraine, which is based on the di൵erentiation of city councils-borrowers, are determined. The main borrower remains the Kyiv City Council (the share was about 67%), the activity of borrowings was noted in the following city councils: Zaporizhia, Dnipro, Lviv, Odessa, Ivano-Frankivsk. It is established that the debt policy of city councils is based on raising funds from NEFCO, state-owned banks and the Ministry of Finance of Ukraine. Improving the debt policy of city councils of Ukraine should be based on the synergy of actions of central government agencies: (Ministry of Finance of Ukraine, Debt Agency of Ukraine, NBU, National securities and stock market commission (NSSMC)Financial Control Ofice, etc.) and city councils. Vectors for improving the debt policy of city councils should be an integral part of the Strategy for the Development of the Financial Sector of Ukraine until 2025 and meet its key strategic goals and directions.

The article analyzes the state and dynamics of modern functioning of the financial market of Ukraine, development of legislative, normative and institutional support for realization of the strategy of development of the domestic financial sector in the conditions of an open economic system. Some indicators of activity of banking and non-bank lending institutions were characterized and key problems of their functioning were determined. It has been established that medium- and long-term fiscal policy is dependent on the development of the financial sector, in particular the stock market. The lack of reliable instruments on the domestic securities market is identified, which is a deterrent to the development of institutional participants and hinders the development of the entire financial market. It is substantiated that further development of the financial sector requires strategic measures for its improvement, the definition of a single policy on the development of the financial market at the state level, a reorientation to the creation of domestic investment sources, increased transparency in the adoption of regulatory decisions and the role of associations of market entities, etc. It is noted that the key to stabilization and economic revival of the country is the creation of an effective system of control over the management of national resources and public finances. Corrective actions are proposed to develop the institutional structure of the market, develop its infrastructure, protect shareholders' rights, increase transparency and introduce effective and open regulatory policy and appropriate supervision. Also, a number of measures were proposed for successful implementation of Ukraine's European integration in the financial sector and, in the long run, to ensure macroeconomic stability in Ukraine under the conditions of an open economic system.

Working memory is typically measured with specifically designed psychological tasks. When evaluating the validity of working memory tasks, we commonly focus on the reliability of the outcome measurements. Only rarely do we focus on how participants experience these tasks. Accounting for lived experience of working memory task may help us better understand variability in working memory performance and conscious experience in general. We replicated recently established protocols for the phenomenological investigation of working memory using the visual span task. We collected subjective reports from eighteen healthy participants (10 women) aged 21 to 35 years. We observed that working memory can be phenomenologically characterized at three different time scales: background feelings, strategies, and tactics. Introduction: This article reports for the first time the effects of multiple additives (polyethylene glycol 400, Triton X-100, benzalkonium chloride, and ethyl formate) on the surface tension, pH, and viscosity of 5.25% sodium hypochlorite (NaOCl) irrigant solution. Advanced statistical approaches based on unsupervised multivariate analysis (cluster analysis and principal component analysis) were used to quantify the variability of the physicochemical properties of the modified NaOCl solution for the first time in dentistry., Methods: Solutions of 5.25% NaOCl were modified with multiple additives in various concentrations, physicochemical parameters were measured at 22°C and 37°C, and the results were statistically analyzed to group the solutions and reveal the effects of additives., Results: Cluster analysis and principal component analysis revealed that pH and surface tension were the significant parameters (P < .05) for grouping the modified solutions. Four principal components, accounting for 90.6% of the total variance, were associated with flow characteristics (37.3%) determined by polyethylene glycol; the wetting property (22.5% and 10.5%), which was dependent on cationic and nonionic surfactant; and the antimicrobial effect (20.3%) influenced by ethyl formate. Varimax rotation of the principal components showed that the cationic surfactant (benzalkonium chloride) had significantly decreased surface tension compared with the nonionic surfactant (Triton-X). Although ethyl formate was introduced as an odor modifier, it had a significant effect on pH decrease and the occurrence of effervescence with O 2 and hypochlorous acid release., Conclusions: The statistical results revealed that the 5.25% NaOCl irrigant solution should be modified with a mixture of 0.1% benzalkonium chloride, 1% ethyl formate, and 7% polyethylene glycol for obtaining a low pH and low surface tension., (Copyright © 2017 American Association of Endodontists.
