Abstract: This White Paper presents the community inputs and scientific conclusions from the Hot and Cold QCD Town Meeting that took place September 23-25, 2022 at MIT, as part of the Nuclear Science Advisory Committee (NSAC) 2023 Long Range Planning process. A total of 424 physicists registered for the meeting. The meeting highlighted progress in Quantum Chromodynamics (QCD) nuclear physics since the 2015 LRP (LRP15) and identified key questions and plausible paths to obtaining answers to those questions, defining priorities for our research over the coming decade. In defining the priority of outstanding physics opportunities for the future, both prospects for the short (~ 5 years) and longer term (5-10 years and beyond) are identified together with the facilities, personnel and other resources needed to maximize the discovery potential and maintain United States leadership in QCD physics worldwide. This White Paper is organized as follows: In the Executive Summary, we detail the Recommendations and Initiatives that were presented and discussed at the Town Meeting, and their supporting rationales. Section 2 highlights major progress and accomplishments of the past seven years. It is followed, in Section 3, by an overview of the physics opportunities for the immediate future, and in relation with the next QCD frontier: the EIC. Section 4 provides an overview of the physics motivations and goals associated with the EIC. Section 5 is devoted to the workforce development and support of diversity, equity and inclusion. This is followed by a dedicated section on computing in Section 6. Abstract: We report the first measurement of the average of the electron-proton and positron-proton elastic scattering cross sections. This lepton charge-averaged cross section is insensitive to the leading effects of hard two-photon exchange, giving more robust access to the proton's electromagnetic form factors. The cross section was extracted from data taken by the OLYMPUS experiment at DESY, in which alternating stored electron and positron beams were scattered from a windowless gaseous hydrogen target. Elastic scattering events were identified from the coincident detection of the scattered lepton and recoil proton in a large-acceptance toroidal spectrometer. The luminosity was determined from the rates of M{\o}ller, Bhabha and elastic scattering in forward electromagnetic calorimeters. Abstract: A cryogenic apparatus is described that enables a new experiment, nEDM@SNS, with a major improvement in sensitivity compared to the existing limit in the search for a neutron Electric Dipole Moment (EDM). It uses superfluid $^4$He to produce a high density of Ultra-Cold Neutrons (UCN) which are contained in a suitably coated pair of measurement cells. The experiment, to be operated at the Spallation Neutron Source at Oak Ridge National Laboratory, uses polarized $^3$He from an Atomic Beam Source injected into the superfluid $^4$He and transported to the measurement cells as a co-magnetometer. The superfluid $^4$He is also used as an insulating medium allowing significantly higher electric fields, compared to previous experiments, to be maintained across the measurement cells. These features provide an ultimate statistical uncertainty for the EDM of $2-3\times 10^{-28}$ e-cm, with anticipated systematic uncertainties below this level.

Abstract: Moller scattering is one of the most fundamental processes in QED. Understanding it to high precision is necessary for a variety of modern nuclear and particle physics experiments. In a recent calculation, existing soft-photon radiative corrections were combined with new hard-photon bremsstrahlung calculations to take into account the effect of photon emission at any photon energy, where the electron mass was included at all steps. To test the calculation, an experiment was carried out using the 3 MV Van de Graaff electrostatic accelerator at the MIT High Voltage Research Laboratory. Momentum spectra at three scattering angles at an incident electron energy of 2.5 MeV are reported here, and compared to the simulated radiative Moller spectra, based on our previous calculation. Good agreement between the measurements and our calculation is observed in the momentum spectrum at the three angles.

Abstract: Novel experimental techniques are required to make the next big leap in neutron electric dipole moment experimental sensitivity, both in terms of statistics and systematic error control. The nEDM experiment at the Spallation Neutron Source (nEDM@SNS) will implement the scheme of Golub & Lamoreaux [Phys. Rep., 237, 1 (1994)]. The unique properties of combining polarized ultracold neutrons, polarized $^3$He, and superfluid $^4$He will be exploited to provide a sensitivity to $\sim 10^{-28}\,e{\rm \,\cdot\, cm}$. Our cryogenic apparatus will deploy two small ($3\,{\rm L}$) measurement cells with a high density of ultracold neutrons produced and spin analyzed in situ. The electric field strength, precession time, magnetic shielding, and detected UCN number will all be enhanced compared to previous room temperature Ramsey measurements. Our $^3$He co-magnetometer offers unique control of systematic effects, in particular the Bloch-Siegert induced false EDM. Furthermore, there will be two distinct measurement modes: free precession and dressed spin. This will provide an important self-check of our results. Following five years of "critical component demonstration," our collaboration transitioned to a "large scale integration" phase in 2018. Abstract: We report the measurement of the beam-vector and tensor asymmetries $A^V_{ed}$ and $A^T_d$ in quasielastic $(\vec{e}, e^{\prime}p)$ electrodisintegration of the deuteron at the MIT-Bates Linear Accelerator Center up to missing momentum of 500~MeV/c. Data were collected simultaneously over a momentum transfer range $0.1< Q^2<0.5$~(GeV/c)$^2$ with the Bates Large Acceptance Spectrometer Toroid using an internal deuterium gas target, polarized sequentially in both vector and tensor states. The data are compared with calculations. The beam-vector asymmetry $A^V_{ed}$ is found to be directly sensitive to the $D$-wave component of the deuteron and have a zero-crossing at a missing momentum of about 320~MeV/c, as predicted. The tensor asymmetry $A^T_d$ at large missing momentum is found to be dominated by the influence of the tensor force in the neutron-proton final-state interaction. Abstract: The OLYMPUS collaboration reports on a precision measurement of the positron-proton to electron-proton elastic cross section ratio, $R_{2\gamma}$, a direct measure of the contribution of hard two-photon exchange to the elastic cross section. In the OLYMPUS measurement, 2.01~GeV electron and positron beams were directed through a hydrogen gas target internal to the DORIS storage ring at DESY. A toroidal magnetic spectrometer instrumented with drift chambers and time-of-flight scintillators detected elastically scattered leptons in coincidence with recoiling protons over a scattering angle range of $\approx 20\degree$ to $80\degree$. The relative luminosity between the two beam species was monitored using tracking telescopes of interleaved GEM and MWPC detectors at $12\degree$, as well as symmetric M{\o}ller/Bhabha calorimeters at $1.29\degree$. A total integrated luminosity of 4.5~fb$^{-1}$ was collected. In the extraction of $R_{2\gamma}$, radiative effects were taken into account using a Monte Carlo generator to simulate the convolutions of internal bremsstrahlung with experiment-specific conditions such as detector acceptance and reconstruction efficiency. The resulting values of $R_{2\gamma}$, presented here for a wide range of virtual photon polarization $0.456<\epsilon<0.978$, are smaller than some hadronic two-photon exchange calculations predict, but are in reasonable agreement with a subtracted dispersion model and a phenomenological fit to the form factor data., Comment: 5 pages, 3 figures, 2 tables

Abstract: The Jefferson Lab Q_weak experiment determined the weak charge of the proton by measuring the parity-violating elastic scattering asymmetry of longitudinally polarized electrons from an unpolarized liquid hydrogen target at small momentum transfer. A custom apparatus was designed for this experiment to meet the technical challenges presented by the smallest and most precise ${\vec{e}}$p asymmetry ever measured. Technical milestones were achieved at Jefferson Lab in target power, beam current, beam helicity reversal rate, polarimetry, detected rates, and control of helicity-correlated beam properties. The experiment employed 180 microA of 89% longitudinally polarized electrons whose helicity was reversed 960 times per second. The electrons were accelerated to 1.16 GeV and directed to a beamline with extensive instrumentation to measure helicity-correlated beam properties that can induce false asymmetries. Moller and Compton polarimetry were used to measure the electron beam polarization to better than 1%. The electron beam was incident on a 34.4 cm liquid hydrogen target. After passing through a triple collimator system, scattered electrons between 5.8 degrees and 11.6 degrees were bent in the toroidal magnetic field of a resistive copper-coil magnet. The electrons inside this acceptance were focused onto eight fused silica Cerenkov detectors arrayed symmetrically around the beam axis. A total scattered electron rate of about 7 GHz was incident on the detector array. The detectors were read out in integrating mode by custom-built low-noise pre-amplifiers and 18-bit sampling ADC modules. The momentum transfer Q^2 = 0.025 GeV^2 was determined using dedicated low-current (~100 pA) measurements with a set of drift chambers before (and a set of drift chambers and trigger scintillation counters after) the toroidal magnet., Comment: 48 pages, 36 figures. Abstract: The OLYMPUS experiment was designed to measure the ratio between the positron-proton and electron-proton elastic scattering cross sections, with the goal of determining the contribution of two-photon exchange to the elastic cross section. Two-photon exchange might resolve the discrepancy between measurements of the proton form factor ratio, $\mu_p G^p_E/G^p_M$, made using polarization techniques and those made in unpolarized experiments. OLYMPUS operated on the DORIS storage ring at DESY, alternating between 2.01~GeV electron and positron beams incident on an internal hydrogen gas target. The experiment used a toroidal magnetic spectrometer instrumented with drift chambers and time-of-flight detectors to measure rates for elastic scattering over the polar angular range of approximately $25^\circ$--$75^\circ$. Symmetric M{\o}ller/Bhabha calorimeters at $1.29^\circ$ and telescopes of GEM and MWPC detectors at $12^\circ$ served as luminosity monitors. Abstract: We propose a new precision measurement of parity-violating electron scattering on the proton at very low Q^2 and forward angles to challenge predictions of the Standard Model and search for new physics. A unique opportunity exists to carry out the first precision measurement of the proton's weak charge, $Q_W =1 - 4\sin^2\theta_W$. A 2200 hour measurement of the parity violating asymmetry in elastic ep scattering at Q^2=0.03 (GeV/c)^2 employing 180 $\mu$A of 85% polarized beam on a 35 cm liquid Hydrogen target will determine the proton's weak charge with approximately 4% combined statistical and systematic errors. Abstract: The roles played by mesons in the electromagnetic form factors of the nucleon are explored using as a basis a model containing vector mesons with coupling to the continuum together with the asymptotic $Q^2$ behavior of perturbative QCD. Specifically, the vector dominance model (GKex) developed by Lomon is employed, as it is known to be very successful in representing the existing high-quality data published to date. An analysis is made of the experimental uncertainties present when the differences between the GKex model and the data are expanded in orthonormal basis functions. A main motivation for the present study is to provide insight into how the various ingredients in this model yield the measured behavior, including discussions of when dipole form factors are to be expected or not, of which mesons are the major contributors, for instance, at low-$Q^2$ or large distances, and of what effects are predicted from coupling to the continuum. Such insights are first discussed in momentum space, followed by an analysis of how different and potentially useful information emerges when both the experimental and theoretical electric form factors are Fourier transformed to coordinate space. While these Fourier transforms should not be interpreted as "charge distributions", nevertheless the roles played by the various mesons, especially which are dominant at large or small distance scales, can be explored via such experiment--theory comparisons., Comment: Resubmitted to PRC

Abstract: We report new measurements of the neutron charge form factor at low momentum transfer using quasielastic electrodisintegration of the deuteron. Longitudinally polarized electrons at an energy of 850 MeV were scattered from an isotopically pure, highly polarized deuterium gas target. The scattered electrons and coincident neutrons were measured by the Bates Large Acceptance Spectrometer Toroid (BLAST) detector. Abstract: The mean square polarizability radii of the proton have been measured for the first time in a virtual Compton scattering experiment performed at the MIT-Bates out-of-plane scattering facility. Response functions and polarizabilities obtained from a dispersion analysis of the data at Q2=0.06 GeV2/c2 are in agreement with O(p3) heavy baryon chiral perturbation theory. The data support the dominance of mesonic effects in the polarizabilities, and the increase of beta with increasing Q2 is evidence for the cancellation of long-range diamagnetism by short-range paramagnetism from the pion cloud.

Abstract: Quadrupole amplitudes in the $\gamma^{*}N\to\Delta$ transition are associated with the issue of nucleon deformation. A search for these small amplitudes has been the focus of a series of measurements undertaken at Bates/MIT by the OOPS collaboration. We report on results from H$(e,e^\prime p)\pi^0$ data obtained at $Q^2= 0.070$ (GeV/c)$^2$ and invariant mass of W=1155 MeV using the out-of-plane detection technique with the OOPS spectrometers. The $\sigma_{LT}$ and $\sigma_{T}+\epsilon\cdot$ $\sigma_{L}$ response functions were isolated. These results, along with those of previous measurements at $W$=1172 MeV and $Q^2= 0.127$ (GeV/c)$^2$, aim in elucidating the interplay between resonant and non resonant amplitudes.

Abstract: High-precision H(e,e'p)pi0 measurements at Q2=0.126 (GeV/c)2 are reported, which allow the determination of quadrupole amplitudes in the gamma* N->Delta transition; they simultaneously test the reliability of electroproduction models. Abstract: The first measurements of the induced proton polarization, P_n, for the 12C (e,e'\vec{p}) reaction are reported. The experiment was performed at quasifree kinematics for energy and momentum transfer (\omega,q) \approx (294 MeV, 756 MeV/c) and sampled a recoil momentum range of 0-250 MeV/c. The induced polarization arises from final-state interactions and for these kinematics is dominated by the real part of the spin-orbit optical potential. The distorted-wave impulse approximation provides good agreement with data for the 1p_{3/2} shell. Abstract: The coincidence cross-section and the interference structure function, R_LT, were measured for the 12C(e,e'p) 11B reaction at quasielastic kinematics and central momentum transfer of q=400 MeV/c. The measurement was at an opening angle of theta_pq=11 degrees, covering a range in missing energy of E_m = 0 to 65 MeV. The R_LT structure function is found to be consistent with zero for E_m > 50 MeV, confirming an earlier study which indicated that R_L vanishes in this region. The integrated strengths of the p- and s-shell are compared with a Distorted Wave Impulse Approximation calculation. The s-shell strength and shape are compared with a Hartree Fock-Random Phase Approximation calculation. The DWIA calculation overestimates the cross sections for p- and s-shell proton knockout as expected, but surprisingly agrees with the extracted R_LT value for both shells. The HF-RPA calculation describes the data more consistently, which may be due to the inclusion of 2-body currents in this calculation., Comment: 8 Pages LaTex, 5 postscript figures. Abstract: Recently, there has been considerable theoretical interest in determining strange quark contributions to hadronic matrix elements. Such matrix elements can be accessed through the nucleon's neutral weak form factors as determined in parity violating electron scattering. The SAMPLE experiment will measure the strange magnetic form factor $G_M^s$ at low momentum transfer. By combining measurements from hydrogen and deuterium the theoretical uncertainties in the measurement can be greatly reduced and the result will be limited by experimental errors only. Abstract: Physical review letters 126(16), 162501 (1-6) (2021). doi:10.1103/PhysRevLett.126.162501, We report the first measurement of the average of the electron-proton and positron-proton elastic scattering cross sections. This lepton charge-averaged cross section is insensitive to the leading effects of hard two-photon exchange, giving more robust access to the proton’s electromagnetic form factors. The cross section was extracted from data taken by the OLYMPUS experiment at DESY, in which alternating stored electron and positron beams were scattered from a windowless gaseous hydrogen target. Elastic scattering events were identified from the coincident detection of the scattered lepton and recoil proton in a large-acceptance toroidal spectrometer. The luminosity was determined from the rates of Møller, Bhabha, and elastic scattering in forward electromagnetic calorimeters. Abstract: © 2020 American Physical Society. Møller scattering is one of the most fundamental processes in QED, and a variety of modern experiments require its knowledge to high precision. A recent calculation considered the radiative process at low energy, where the electron mass cannot be neglected. To test the calculation, an experiment was carried out using the Van de Graaff accelerator at the MIT High Voltage Research Laboratory. Momentum spectra at three scattering angles are reported here and compared to simulation, based on our previous calculation. Good agreement between the measurements and our calculation is observed.

Abstract: Neonates born very preterm (before 32 weeks’ gestational age), are a significant public health concern because of their high-risk of mortality and life-long disability. In addition, caring for very preterm neonates can be expensive, both during their initial hospitalization and their long-term cost of permanent impairments. To address these issues, national and regional neonatal networks around the world collect and analyse data from their constituents to identify trends in outcomes, and conduct benchmarking, audit and research. Improving neonatal outcomes and reducing health care costs is a global problem that can be addressed using collaborative approaches to assess practice variation between countries, conduct research and implement evidence-based practices. The International Network for Evaluating Outcomes (iNeo) of neonates was established in 2013 with the goal of improving outcomes for very preterm neonates through international collaboration and comparisons. To date, 10 national or regional population-based neonatal networks/datasets participate in iNeo collaboration. The initiative now includes data on >200,000 very preterm neonates and has conducted important epidemiological studies evaluating outcomes, variations and trends. The collaboration has also surveyed >320 neonatal units worldwide to learn about variations in practices, healthcare service delivery, and physical, environmental and manpower related factors and support services for parents. The iNeo collaboration serves as a strong international platform for Neonatal-Perinatal health services research that facilitates international data sharing, capacity building, and global efforts to improve very preterm neonate care.
