Project portfolio selection is essential for a company to achieve its strategic goals. Due to constraints such as budget and manpower, companies cannot undertake all projects simultaneously and must prioritize those offering the highest value. Projects often interact and progress through various phases, adding complexity to the selection process. To address these challenges, this study introduces a model that accounts for the multi-stage execution of projects, their interactions, and multiple objectives. A novel multi-objective optimization algorithm is developed to solve this problem, along with a refined project selection method designed to offer decision-makers enhanced insights. Based on the project portfolio selection and scheduling problem (PPSS), the development of a systematic and scientific project scheduling plan necessitates comprehensive consideration of individual preferences and multiple realistic constraints, rendering it an NP-hard problem. Simultaneously, accurately and swiftly evaluating the value of projects as a complex entity poses a challenging issue that requires urgent attention. This paper introduces a novel qualitative evaluation-based project value assessment process that significantly reduces the cost and complexity of project value assessment, upon which a preference-based deep reinforcement learning method is presented for computing and solving project subsets and time scheduling plans. This paper first determines the key parameter values of the algorithm through specific examples. Then, using the method of controlling variables, it explores the sensitivity of the algorithm to changes in problem size and dimensionality. Finally, the proposed algorithm is compared with two classical algorithms and two heuristic algorithms across different instances. The traditional combat system-of-systems (SoS) has a long development process of capability requirements, a weak rapid response capabilities to the dynamic changes in the battlefield situation, single source of requirements and lack of feedback adjustment mechanism. In view of the above problems, the agile development method of combat SoS capability requirements based on system engineering "V" model and user stories is proposed. The development framework of combat SoS capability requirements is redesigned. The combat SoS capability requirements model is built based on the user stories. And a complete set of combat SoS capability requirements development process is proposed. Finally, the development process of combat SoS capability requirements is demonstrated with the example of "minefield cleaning" combat task. The example research results indicate that the proposed method provides a new technical path for solving the bidirectional source contradiction problem of combat SoS capability requirements, and can effectively improve the efficiency of developing combat SoS capability requirements. Modern urban construction relies on a large number of projects. Project groups are an effective way to manage a large number of projects. In view of the current lack of scientific methods for constructing and evaluating project group programs, which are mainly based on subjective experience, this article proposes a scientific method for project group program generation and decision-making. The method proposed in this article applies a multi-layer coupling network to the modeling of project groups and divides projects into planning projects and execution projects to form a heterogeneous coupling network. Then, starting from the principle of project information dissemination, the evaluation indicators of the project group program were defined, and finally, the hesitant fuzzy decision-making method was used to assist in decision making. Agile development processes based on user stories often face issues such as incomplete, inconsistent, and inaccurate user requirements, which increase the workload of agile development teams and reduce the efficiency of product function development, ultimately resulting in the inability to respond quickly to user requirements. This paper proposes a user requirement quality assessment method based on user stories to address these problems. This method relies on the agile development process, constructs a user requirement quality assessment framework, defines a user story model and a user requirement quality model, develops seven user requirement quality assessment criteria, and designs a user requirement quality assessment process. A data experiment exploring the development of smartphone requirements is used to validate the feasibility and effectiveness of the method. The experimental results demonstrate that the method improves user requirement quality to some extent, providing an automated solution for agile development teams to enhance user requirement quality. As modern combat styles and military information systems have become more complicated, the tasks of military requirements engineering have gradually increased. At present, capability requirements are an important focus of military requirements construction. This paper focuses on the construction phase of capability requirements, uses standardized requirements description, belief rule-base inference methodology using the evidential reasoning (RIMER) and other methods to carry out research on capability-based system requirements recommendation methods. After that, with the background of the engineer's combat mission scenario, a case study is launched, the recommendation of the engineer's capability requirements for the scenario is completed and the feasibility and rationality of the proposed method of capability requirement recommendation is verified. And, the requirement recommendation is brought into the military requirement scenario, a new method applied to the requirement generation of military complex system is obtained, which accelerates the generation of capability requirement.
