This paper links banking system development to the colonial and legal history of African countries. Based on a sample of 40 African countries from 2000 to 2018, our empirical findings show a significant dependence of current financial institutions on the inherited legal origin and the colonization type. Findings also reveal that current financial legal institutions are not major determinants of banking system development, and that institutional development and governance quality are more important. A high share of government spending relative to GDP also positively affects banking system development in African countries.

Alle drei großen Ratingagenturen Standard & Poor's, Moody's und Fitch haben Griechenland, Irland, Portugal und Spanien während der europäischen Finanzmarkt- und Staatsschuldenkrise signifikant benachteiligt. Dies lässt sich nur zu einem geringen Teil auf objektive Fundamentaldaten zurückführen. Das Reformziel der Ratingverordnung der Europäischen Union und auch des Ratinggesetzes der Großen Koalition, den Einfluss der Bonitätsbewertungen stark zu reduzieren, muss daher konsequent weiter verfolgt werden. The Big Three credit rating agencies put Greece, Ireland, Portugal and Spain at a significant disadvantage during the European sovereign debt crisis. Their strong influence is likely due to the importance given to credit ratings by financial regulations. Both the EU's credit rating directive and the Ratinggesetz of the German Bundestag assert that their objective is to markedly reduce this influence and allow for greater weight to be placed on fundamentals. They should pursue this objective vigorously.

The Covid-19 pandemic is hitting, directly and indirectly, economies throughout the world. While the pandemic is far from over, countries are searching for ways to enhance a quick recovery of their economies. Among others, the downturn is hampering the access of firms to the financial means necessary for investments. Therefore, facilitating access to financial means is an important component of rescue operations.

Since the European debt crisis economists and politicians discuss intensively the sovereign-bank nexus. The high activity in sovereign bond issuance required to mitigate the burden of the Covid19 crisis will rather intensify this debate than calm it down. Surprisingly, however, we still have only limited knowledge about the impact of a home bias in sovereign exposure on bank stability. This paper provides a new way to use European stress test data to study this relationship. In addition, we explore the effect on a bank’s probability of default if the existing capital requirement privilege for EU sovereign exposures were abolished. Our results support the conceptual idea behind the nexus theory. Interestingly, the effect of a home bias on bank stability is contingent on the home country’s solvency. If the home country is sufficiently solvent, investments in home sovereign bonds may improve bank stability. The findings clearly support the benefits of additional CET1 capital buffers. Regulation focusing on the home bias should account for heterogeneous effects depending on the home country’s solvency.

European governments are struggling to regain economic strength in the coronavirus pandemic as in many countries the number of new infections seems to gradually subside. Growth rates deep in the red call for a reconstruction programme when the crisis is finally manageable and economic activity can resume. Amidst this, there are again influential groups that claim “this is not the time to insist on strict climate protection goals”. On the contrary, the ongoing COVID-19 crisis has clearly illustrated what climate disasters, often occurring locally, could do to the life of citizens. The reconstruction programme needs to initiate the great green transition. The transformation from a climate-distorting to a climate-protecting economy opens up investment opportunities and points to financing needs comparable with those necessary for the rebuilding of the European economy after World War II. The great green transition is a unique chance to pursue policies for a new and sustainable growth regime.

This paper proposes a rating methodology that is based on a non-linear classification method, a support vector machine, and a non-parametric isotonic regression for mapping rating scores into probabilities of default. We also propose a four data set model validation and training procedure that is more appropriate for credit rating data commonly characterised with cyclicality and panel features. Tests on representative data covering fifteen years of quarterly accounts and default events for 10,000 US listed companies confirm superiority of non-linear PD estimation. Our methodology demonstrates the ability to identify companies of diverse credit quality from Aaa to Caa–C.

EU Capital Markets Union: an alluring opportunity or a blind alley? Concept and micro-perspectives of CMUs

Staatliche Unternehmen allgemein und speziell öffentliche Kreditinstitute werden oft skeptisch gesehen. Ein Grund ist diemöglicherweise bewirkteWettbewerbsverzerrung.Dieser Aspekt wurde beispielsweise in Zusammenhang mit staatlichen Garantien für die früheren Landesbanken intensiv diskutiert, denen derartige Garantien letztlich untersagt wurden. Für die teils daraus entstandenen Förderbanken hingegen sind Staatsgarantien weiterhin zulässig.

Using the Mannheim Innovation Panel, we explore whether Environmental Innovator Firms (EIFs) have higher financial needs and are more financially constrained than Non-Environmental Innovator firms (OIFs). We find that EIFs are more likely to have higher latent financial need in comparison to OIFs. This implies that EIFs have latent projects that they have not yet realized, but would implement if they had the financial means to do so. EIFs adopting environmental technologies have higher financial needs compared to firms that do not. One tentative conclusion from this finding is that public subsidies might mitigate the financial restrictions of environmental innovation. Anhand des Mannheimer Innovationspanels untersuchen wir, ob Umweltinnovatoren (Environmental Innovator Firms, EIFs) einen höheren Finanzbedarf haben und finanziell stärker eingeschränkt sind als Nicht-Umweltinnovatoren (Non-Environmental Innovator Firms, OIFs). Unser empirischer Befund besagt, dass Firmen, die Umwelttechnologien einsetzen mit größerer Wahrscheinlichkeit einen latenten Finanzbedarf aufweisen, als Nicht-Umweltinnovatoren. Dies bedeutet auch, dass Umweltinnovatoren über latente Projekte verfügen, die sie noch nicht realisiert haben, die sie jedoch umsetzen würden, wenn sie die finanziellen Mittel dazu hätten. Eine vorläufige Schlussfolgerung aus diesem Befund ist, dass öffentliche Subventionen die finanziellen Beschränkungen von Umweltinnovationen mildern könnten.

Using the Mannheim innovation panel, we investigate whether family firms have higher financial need and how this affects both innovation input and innovation outcomes such as firm or market novelties, or process innovation. Applying the CDM framework, we find that family firms are more likely to have a latent financial need for innovation, which means that they have innovation ideas which they have not implemented yet. We find that family firms have a significantly lower marginal innovation productivity in particular for innovations with radical character, i.e., market novelties. We conclude from this evidence that family firms have a comparative disadvantage in innovation projects that imply high risk and require high innovation capability.

This paper studies the reaction of the Euro's value against major currencies to sovereign rating announcements from Moody's, S&P and Fitch CRAs during the Eurozone debt crisis in 2010–2012 based on event study methodology combined with GARCH models. We also analyze how the yields of French, Italian, German and Spanish government long-term bonds were affected by CRA announcements. Our results reveal that CRA downgrades, watchlist and outlook announcements had no impact on the value of the Euro currency but increased exchange rate volatility. At the same time, downgrades as well as negative outlook announcements increased the yields of French, Italian, and Spanish bonds and even affected the German bond's yields. This shows that the monetary union has led to a breakdown of the consequences of the rating shocks between currency value and sovereign bond yields. The reason is that part of the rating shock is absorbed by an internal repricing of sovereign bonds.

This paper focuses on the identification of the causal relationship between central banks' supervisory guidance and individual bank stability. We propose and test the hypothesis that this causal relationship is mediated by the degree to which banks comply with their central bank's corporate governance recommendations. Specifically, we exploit the fact that there is considerable cross-country heterogeneity in providing supervisory guidance. Our recursive two-equation system is equivalent to an endogenous treatment effect model in which the treatment is the provision of supervisory guidance. We find that institutional factors, in particular the legal family of origin, political stability, contract enforcement and strength of investor protection promote provision of supervisory guidance. If a central bank has published supervisory guidance, local banks show better internal governance and higher stability.

This study analyses how liquidity risk affects bonds’ yield spreads after controlling for credit risk, bond-specific characteristics and macroeconomic variables. Using two liquidity estimates, LOT liquidity and the bid-ask spread, we find that, in particular, the LOT liquidity measure has explanatory power for the yield spread of green bonds. Overall, however, the impact of LOT decreases over time, implying that, nowadays liquidity risk is negligible for green bonds.

Zusammenfassung: Das Interesse an der Rolle der Vielfalt im Bankensektor hat erheblich zugenommen, seit die Finanzkrise (und die anschließenden Staatsschuldenkrisen) die europäischen Länder in unterschiedlicher Weise getroffen haben. In diesem Überblicksartikel werden entscheidende Forschungslücken im Bereich der Vielfalt im Bankensektor herausgearbeitet. Vorbereitend dazu bilanzieren wir die Vielfalt der Bankensektoren in der Europäischen Union und beleuchten die Unterschiede vor und nach der Finanzkrise. Kernpunkte einer künftigen Forschungsagenda zur Bewertung der Diversität im Bankensektor (und im Finanzsektor im Allgemeinen) sind: (a) die Definition der empirischen Bedeutung des Konzepts und damit seiner messbaren Eigenschaften, (b) die Beziehung zwischen Diversität und Wettbewerbsniveau (Marktmacht) im Bankensektor, (c) die Verbindung zwischen Diversität und Stabilität des Bankensektors, (d) die Relevanz der Diversität im Bankensektor für einen erleichterten Zugang zu Finanzierung, insbesondere für KMU, und (e) die Verknüpfungen zwischen Diversität im Bankensektor (Finanzsektor) und nichtfinanzieller, „realer“ wirtschaftlicher Diversität („Goodness of fit“-Problematik, institutionelle Einbettung). Die aufgezeigten Forschungslücken zu schließen, wäre ein wichtiger Beitrag sowohl zur Debatte über eine tiefere Integration der europäischen Finanzmärkte (Bankenunion, Kapitalmarktunion) als auch zur Debatte über eine nachhaltige Finanzarchitektur, die gleichzeitig Innovation und Wachstum fördert und die Gesellschaft wirksam vor großen Finanzkrisen schützt. Summary: Interest in the role of diversity in banking sectors has increased substantially since the financial crisis (and the subsequent sovereign debt crises) have hit European countries differentially. The purpose of this note is to hint at crucial research gaps in terms of appreciating consequences of this variety. In preparation for this, we take stock of the across country diversity of banking sectors in the European Union before and after the financial crisis. Key issues in a future research agenda for evaluating diversity in the banking sector (and the financial sector more generally) have to do with: (a) defining the concept’s empirical meaning and hence its measurable properties, (b) the relationship between diversity and the level of competition (market power)in the banking sector, (c) the link between diversity and banking sector stability, (d) the pertinence of banking sector diversity for mitigating access to finance problems, in particular for SMEs and (e) the interlinkages between diversity in the banking (financial) sector and non-financial, “real” economy diversity (“goodness of fit”-issue, institutional embededdness). Filling the indicated research gaps would be an important contribution to both the debate on deeper integration of Europe’s financial markets (Banking Union, Capital Markets Union)as well as the debate on a sustainable financial architecture, being at the same time conducive to innovation and growth whilst protecting society effectively from large-scale financial crises.

Compared to the U.S., the euro area has been underperforming in the wake of the Great Financial Crisis (GFC). This holds especially true for peripheral euro area economies. Whereas the U.S. is characterised by a financial system dominated by arms' length (capital-market oriented) interaction between providers and users of funds, in Europe, in many cases, bank intermediation dominates. However, fragile, capital-constrained banks also meant a curtailed supply of funds, an issue especially for bank-dependent small or medium-sized firms (SMEs). Hence, it appears more than evident that easing the access to capital markets (in particular through securitization) should support medium-run growth perspectives, especially in peripheral euro area economies, those worst hit. There might, however, be structural (economic) reasons why SMEs prefer (local) bank relationships. Given substantial underlying idiosyncrasies, placing SME debt, in collateralised form, on capital markets has proven difficult. Finally, the strong emphasis put in the CMU project on disintermediation comes with side-effects. National systems of finance are often part and parcel of an institutional landscape with internal coherence. Reengineering finance is therefore more than a parametric adjustment, calling for political debate. Die Eurozone hat sich langsamer von der Finanzkrise erholt als die USA. Dies gilt insbesondere für die Volkswirtschaften am Rande des Währungsgebiets. Während die Vereinigten Staaten ein Finanzsystem haben, in dem sich Investoren und Geldgeber überwiegend auf anonymen Kapitalmärkten koordinieren, dominiert in Europa die Koordination von Sparern und Kreditnehmern über Banken. Sind Banken allerdings angeschlagen und kapitalarm, können sie nur eingeschränkt Finanzierungen anbieten. Dies stellt insbesondere für bankabhängige kleine und mittlere Unternehmen (KMU) ein Problem dar. Um die mittelfristigen Wachstumsperspektiven, insbesondere in den am stärksten von der Krise betroffenenPeripheriestaaten des Euroraums, zu fördern, scheint es folglich naheliegend, den direkten Zugang zu den Kapitalmärkten (insbesondere durch Verbriefungen) für Unternehmen und Sparerinnen und Sparer zu erleichtern. Dabei wird allerdings übersehen, dass es handfeste wirtschaftliche Gründe sind, die KMU dazu veranlassen, ihre Finanzgeschäfte über (lokale) Banken abzuwickeln, anstatt anonyme Kapitalmärkte zu nutzen. Beispielsweise hat sich die Platzierung von KMU-Schulden in besicherter Form auf den Kapitalmärkten als schwierig erwiesen. Zu groß sind die Eigenheiten dieser Unternehmenskategorie und zu wenig standardisierbar ihre Schulden. Die im Zuge der Kapitalmarktunion angestrebte Disintermediation hat Nebenwirkungen. Nationale Finanzierungssysteme sind oft Teil einer institutionellen Gesamtstruktur mit interner Kohärenz. Die beabsichtigte Umgestaltung derFinanzsysteme ist daher viel mehr als nur eine parametrische Anpassung. Die politische Debatte darüber ist längst überfällig.

This study examines the actual funding behavior of German innovative firms in the pre- and postcrisis period. Specifically, we investigate if and how the funding patterns and financial constraints of German small and medium enterprises (SME) changed during and since the financial crisis. The purpose of our analysis is to assess whether the aims of the European CMU action plan, funding innovation and investment activities, complements the behavior of German SMEs. We find fairly stable funding patterns over the years and there is no indication that financial constraints have become tighter in the post-crisis period. Consequently, realizing the CMU's central goal of broadening the funding mix could leave the funding behavior of German SMEs largely unaffected. Diese Studie untersucht das aktuelle Finanzierungsverhalten deutscher innovativer Unternehmen vor und nach der Finanzkrise. Speziell untersuchen wir, ob sich die Finanzierungsstruktur und finanzielle Restriktionen der deutschen kleinen und mittleren Unternehmen (KMU) seit der Finanzkrise verändert haben. Der Zweck unserer Analyse ist es, zu beurteilen, ob die Ziele des europäischen CMU-Aktionsplans, insbesondere das Ziel der Förderung von Innovations- und Investitionstätigkeit, die Finanzierungssituation von deutschen KMU tatsächlich verbessern kann. Wir finden über den Untersuchungszeitraum hinweg stabile Finanzierungsstrukturen, und wir finden keine Evidenz, dass finanzielle Restriktionen nach der Krise zugenommen hätten. Vor diesem Hintergrund wird der CMU-Aktionsplan mit der Zielsetzung, den Finanzierungsmix von KMU zu erweitern, das aktuelle Finanzierungsverhalten deutscher KMU kaum beeinflussen.

EU Capital Markets Union: an alluring opportunity or a blind alley? The macro-perspective: CMU and risk-sharing

According to the literature on traditional banking, lenders often discriminate against female borrowers. However, studies of peer-to-peer lending in the United States find that female borrowers have better chances of obtaining funds than do males. We provide evidence on the success of female borrowers at a large German peer-to-peer lending platform. Our results show that there is no effect of gender on the individual borrower’s chance to receive funds on this platform, ceteris paribus. Several robustness checks confirm this finding. Hence, female discrimination seems to be eased by the ‘wisdom of the lending crowd’.

A financial system that supports the real economy requires a different understanding of norms and values. Financial stability is not a private good, but a public good. The right to participate in preparing rules for the stability of financial markets as well as guaranteeing a fair and just distribution of the net benefits has to be the focal point in multilateral and regional negotiations. Rightly, citizens demand a more just participation in the process of decision-making and that the net benefits from the financial sector are equitable distributed. A start could be made with the certification of financial products and the launch of an international organization for the certification. Financial innovations should go through a test phase and subsequently licensed if they meet the standards before circulating it through the financial markets. Such a process could lead to a fair pricing process and new methods of risk management. Ein Finanzsystem, das die Realwirtschaft unterstützt, setzt ein anderes Verständnis von Normen und Werten voraus. Finanzmarktstabilität ist kein privates, sondern ein öffentliches Gut. Das Mitspracherecht in der Bereitstellung von öffentlichen Regelungen zur Stabilität der Finanzmärkte sowie eine faire und gerechte Verteilung des Nutzens von Finanzprodukten müssen daher im Mittelpunkt multilateraler und regionaler Verhandlungen stehen. Mit Recht fordern Bürgerinnen und Bürger eine gerechte Teilhabe an den Verhandlungsprozessen und dem Nettonutzen aus dem Finanzsektor. Ein Beginn könnte mit der Zertifizierung von Finanzprodukten und der Gründung einer internationalen Zertifizierungsorganisation gemacht werden. Finanzinnovationen sollten eine Testphase durchlaufen und dann lizensiert in den Umlauf gebracht werden, wenn sie sich während der Testphase als normengerecht herausgestellt haben. So könnten faire Preisbildung und neue Methoden des Risikomanagements entwickelt werden.

An der Frage, ob die Anzeichen der Verbesserung nachhaltig sind – die Finanzund Verschuldungskrise in Europa und insbesondere im Euroraum also vorbei ist – unterscheiden sich jedoch die Geister. Vor diesem Hintergrund ist es angebracht, uber die Ursachen fur die langjahrige Persistenz der Krise auf den Finanzmarkten und in den Realwirtschaften neu nachzudenken. Insbesondere steht die Frage im Raum, ob bessere und insbesondere nachhaltigere Politiken hatten angewandt werden konnen?

Die Europäische Kommission hat 2013 einen Richtlinienentwurf vorgestellt, der die Einführung der Finanztransaktionssteuer für elf Mitgliedsstaaten vorsieht. Die Steuer zielt auf Finanzinstitute, zwischen denen 85 Prozent des Handels mit Finanzinstrumenten stattfindet. Privathaushalte sind nur insofern direkt von der Steuer betroffen, als sie steuerrelevante Wertpapiere besitzen (Aktien, Anleihen und Fondsanteile) und diese handeln. Um die Steuerlast für die Privathaushalte der unterschiedlichen Vermögens- und Einkommensklassen exakt bestimmen zu können, sind Daten zu deren Partizipationsraten an den steuerrelevanten Wertpapieren sowie zur jeweiligen Umschlagshäufigkeiten notwendig. Solche Daten existieren nicht. Geeignete Indikatoren erlauben es jedoch, die Betroffenheit der Haushalte in den einzelnen Einkommens- und Vermögensklassen durch die Finanztransaktionssteuer abzuschätzen. Die Befunde lassen auf einen überproportional hohen steuerrelevanten Wertpapierbesitz in den oberen Einkommens- und Vermögensschichten schließen. Die Steuer wirkt somit progressiv insofern, als sie die oberen Einkommens- und Vermögensklassen überdurchschnittlich belastet. Damit trägt sie zur sozialen Nachhaltigkeit im Sinne einer fairen und verteilungsgerechten Gesellschaft bei. In 2013 the European Commission presented a draft for a directive to introduce the financial transaction tax among eleven member states. The tax targets financial institutes among which 85 percent of the trading occurs. However, households owning stocks, bonds and shares of funds are also directly affected if they deal with these instruments. Accurate data on the participation rates of households of different wealth classes on tax-relevant securities and turnover rates are necessary to determine the class-specific tax burden. Because of the lack of such data the affection of households belonging to different wealth classes can only be estimated. The estimations suggest that the more wealthy households own disproportionally often tax-relevant securities. A progressive impact insofar as the tax affects the upper wealth classes far more than the lower classes can be infered from this evidence. Therefore the tax could contribute to social sustainability.

Nach der Finanz-, Wirtschafts- und Verschuldungskrise sind erhebliche Regulierungsanstrengungen unternommen worden, um die Finanzmärkte robust zu machen. Nicht alle sind zielführend. So lässt sich beispielsweise der einheitliche Abwicklungsmechanismus (SRM) und die Abwicklungsrichtlinie (BRRD) für Großbanken kaum durchführen, weil die Eckdaten so gewählt wurden, dass im Ernstfall eine Systemkrise droht. Auch die Aufgabenvielfalt der EZB kann zu Interessenkonflikten führen. Ob der Fokus der geplanten Kapitalmarktunion auf die Verbriefung von Krediten und die Förderung der direkten Anlage auf dem Kapitalmarkt sinnvoll ist, sollte ebenfalls noch einmal überdacht werden. In the course of the recent financial, economic and debt crisis significant regulatory efforts have been taken to make financial markets more resilient. Not all of these regulations are effective. For example, it is hard to imagine that the Single Resolution Mechanism (SRM) and the Bank Recovery and Resolution Directive (BRRD) are applicable to the largest of European banks, because the required minimum coverage of losses by shareholders and debtors would most likely trigger a systemic crisis. Furthermore, the many roles of the ECB may lead to severe conflicts of interest. It should be also reconsidered whether the planned Capital Market Union's focus on the securitisation of loans and the promotion of direct investments by savers in the capital market makes sense.
