2. Policies for Human Capital Development: Montenegro. An ETF Torino Process Assessment

Abstract

This European Training Foundation (ETF) assessment provides an external, forward-looking analysis of Montenegro's human capital development issues and vocational education and training (VET) policy responses in a lifelong learning perspective. It identifies challenges related to education and training policy and practice that hinder the development and use of human capital. It takes stock of these challenges and puts forward recommendations on possible solutions to address them. These assessments are a key deliverable of the Torino Process, an initiative launched by the ETF in 2010 aimed at providing a periodic review of VET systems and policies in the wider context of human capital development and inclusive economic growth. The purpose of the assessments is to provide a reliable source of information for planning and monitoring national education and training policies for human capital development, as well as for programming and policy dialogue in support of these policies by the European Union (EU) and other donors. This assessment report starts with a brief description of Montenegro's socioeconomic and strategic context (Chapter 1). It then presents an overview of issues related to the development and use of human capital in the country (Chapter 2), before moving on to an in-depth discussion of problems in this area, which in the view of the ETF require immediate attention, and it formulates specific recommendations (Chapter 3). Chapter 4 provides overall conclusions of the analysis. The annexes provide additional information: a summary of the recommendations in the report (Annex 1) and an overview of the education and training system of Montenegro (Annex 2). [This report was prepared in the framework of the Torino Process 2018-20.]

5. Assessing Governance and Financing of Vocational Education Strategies: A Methodology

Abstract

The methodology presented in this paper offers an approach for assessing the robustness of a country's vocational education strategy from the governance and financing standpoints. The analysis may serve as an input for decisions on financial assistance. Developed on the basis of the European Commission's Budget Support Guidelines 2017 -- Annex 3, which focuses on assessing the credibility of sector policies, and tailored to vocational education, this methodology can be used to identify strengths, risks and areas for improvement in governance and financing, as well as an input to policy dialogue between the European Union and partner countries. It may also be used as a method for measuring policy progress over time in these two areas.

This document provides a brief description of the context for, and use of, the European Training Foundation (ETF) Financing Prism, and includes a call for evidence regarding the development and implementation of vocational education and training (VET) financing policies, as well as the use of the prism itself. The components of the prism are described in detail, and a series of steps is outlined which can be used to organise the policy dialogue. This document concludes that the critical success factors are familiarity with the ETF Financing Prism, forward planning, and a steady level of political will.

7. Financing Vocational Education and Skills Development: A Policy Area for ETF Support

Abstract

Financing is the lifeblood of any public policy. First, because the availability of monetary resources conditions the affordability and sustainability of this policy. Second, because the financing systems in place, including the channels, mechanisms and tools for resource collection, allocation and management, are essential, structural factors to guarantee the effectiveness and efficiency of public service delivery. As such, financing is an essential element of good governance. In the field of human capital development policies, and more specifically vocational education and training (VET), this double 'role' of financing is made even more complex by the high multiplicity of stakeholders contributing to and benefitting from VET. Therefore, although the capital importance of financing is not questioned, there is no simple approach defined yet to help partner countries address financing in a holistic and strategic manner. This paper aims to pave the way for such an approach. First, there needs to be a common understanding of what is at stake in the area of financing. Second, a methodology is needed to guide stakeholders through the analysis, decision making and implementation phases in this field. After elaborating further on the rationale for investing in the area of financing, this paper outlines the challenges that many partner countries face in financing their VET systems and policies. The paper provides a working definition of the term 'financing' and proposes a methodological approach to support the policy dialogue on financing in partner countries. The paper also outlines the specific support that the European Training Foundation (ETF) can provide in this field.

Abstract

The use of thermoplastics in the automotive industry is continuously increasing. Design of parts require the characterization and numerical modelling of thermo-mechanical behaviour of those materials under wide strain rate (0–300 s−1) and temperature ranges (−30 °C to +85 °C). Large and costly experimental campaigns are therefore necessary to identify all behaviour's sensitivities. Yet, the time-temperature-superposition (TTS) principle may be a powerful tool to strongly reduce the number of required tests.This paper demonstrates the possibility to extend this principle to the viscoplastic domain while keeping the same shift factors identified for viscoelasticity. So, a limited number of tests (DMA and tensile tests at room temperature only) now enable the characterization of whole thermoplastic behaviour. This new approach is implemented in a viscoelastic, viscoplastic behaviour model. A good correlation between numerical simulations and experiments validate the approach.

Abstract

This paper describes “Kalos, eîdos, skopeîn,” an immersive Dhrupad-based dance installation designed to elicit feelings of awe in the spectators, in a real-life artistic context. This study used a mixed-methods approach in order to explore spectators’ awe experience (N=45), using specific scales and interpretative phenomenological analysis. Results suggested that “Kalos, eîdos, skopeîn,” with its combination of nature motifs and the slow dance-walk associated with the Dhrupad music in the choreography, was able to produce awe-related moments in some spectators and inspire a degree of positive emotions. Our qualitative results viewed awe explicitly as a positive emotion and showed that generally the spectator narratives, involving the whole performance, were based on modified states of consciousness. Three themes emerged: the main theme is “A rich experience of modified states of consciousness” involving the whole performance, and two interconnected sub-themes “Captivated by the slowness of the dancers” associated with the slow movement and “I can still hear the mantra in my head” in rapport with Dhrupad music. This study was carried out as part of the Canadian FRQSC/FCI Project (2019-RC2-260306).

Abstract

In December 2012, an outbreak of acute gastrointestinal illness occurred in a geographical distinct area in Denmark covering 368 households. A combined microbiological, epidemiological and environmental investigation was initiated to understand the outbreak magnitude, pathogen(s) and vehicle in order to control the outbreak. Norovirus GII.4 New Orleans 2009 variant was detected in 15 of 17 individual stool samples from 14 households. Norovirus genomic material from water samples was detected and quantified and sequencing of longer parts of the viral capsid region (>1000 nt) were applied to patient and water samples. All five purposely selected water samples tested positive for norovirus GII in levels up to 1.8×10(4) genomic units per 200 ml. Identical norovirus sequences were found in all 5 sequenced stool samples and 1 sequenced water sample, a second sequenced water sample showed 1 nt (

Dans le cadre de l'enseignement de l'Automatique continue et échantillonnée à l’école d’ingénieurs ESIX Normandie département MeSN (Mécatronique et Systèmes Nomades) et à l'UFR des Sciences à Caen en cycles Licence (L3) et Master EEEA (Electronique, Energie Electrique, Automatique), nous présentons une solution à faible coût permettant de faire de l’acquisition de données et de la commande de procédés en temps réel en utilisant l’environnement logiciel Matlab/Simulink. Cette solution est basée sur l’utilisation d’une carte de type Raspberry Pi associée à une carte de conversion AN/NA. Le spectre des fonctionnalités de la carte Raspberry Pi est assez large. Nous proposons ici de l’utiliser pour répondre à différents aspects d’un problème d’Automatique en temps réel (identification et commande).

Abstract

Chikungunya virus (CHIKV) emerged in the Caribbean island of Saint-Martin in December 2013. We implemented a hospital-based surveillance system to detect and describe CHIKV cases including severe forms of the infection and deaths in the islands of Martinique and Guadeloupe. A case was defined as a patient with a CHIKV laboratory confirmation cared for in a public hospital for chikungunya for at least 24 hours, and a severe CHIKV case was defined as a CHIKV case presenting one or more organ failures. Sociodemographic, clinical, and laboratory data were collected and cases classified into severe or nonsevere based on medical records. From December 2013 to January 2015, a total of 1,836 hospitalized cases were identified. Rate of hospital admissions for CHIKV infection was 60 per 10,000 suspected clinical CHIKV cases and severity accounted for 12 per 10,000. A total of 74 deaths related to CHIKV infection occurred. Infants and elderly people were more frequently hospitalized compared with others and severity was more frequently reported in elderly subjects and subjects with underlying health condition. Fifteen neonatal infections consecutive to mother-to-child transmission were diagnosed, seven of which were severe. The most vulnerable groups of the population, such as the elderly, infants, individuals with comorbidities, and pregnant women, should remain the main targets of public health priorities.

Abstract

International audience; BACKGROUND: Epidemiological analysis of past influenza epidemics remains essential to understand the evolution of the disease and optimize control and prevention strategies. Here, we aimed to use data collected by a primary care surveillance system over the last three decades to study trends in influenza epidemics and describe epidemic profiles according to circulating influenza viruses.METHODS: Influenza-like illness (ILI) weekly incidences were estimated using cases reported by general practitioners participating in the French Sentinelles network, between 1984 and 2017. Influenza epidemics were detected by applying a periodic regression to this time series. Epidemic (co-)dominant influenza virus (sub)types were determined using French virology data.RESULTS: During the study period, 297 607 ILI cases were reported allowing the detection of 33 influenza epidemics. On average, seasonal epidemics lasted 9 weeks and affected 4.1% of the population (95% CI 3.5; 4.7). Mean age of cases was 29 years. Epidemic size decreased over time by -66 cases per 100 000 population per season on average (95% CI -132; -0.2, P value = 0.049) and epidemic height decreased by -15 cases per 100 000 (95% CI -28; -2, P value = 0.022). Epidemic duration appeared stable over time. Epidemics were mostly dominated by A(H3N2) (n = 17, 52%), associated with larger epidemic size, higher epidemic peak and older age of cases.CONCLUSIONS: The declining trend in influenza epidemic size and height over the last 33 years might be related to several factors like increased vaccine coverage, hygiene improvements or changing in influenza viruses. However, further researches are needed to assess the impact of potential contributing factors to adapt influenza plans.

43. Influence of music on the welfare of dairy cattle: towards the establishment of an experimental protocol

Abstract

Contemporary concerns have been brought into the light of scientific research, emerging simultaneously with the intensifi-cation of animal production ushered by the industrialization of agriculture over the past five decades. This gave birth to the burgeoning science that is animal welfare. First and foremost, this thesis briefly reviews what the term welfare signifies and precisely entails, replacing it to its rightful place: a scientific concept, legitimately embedded in the heart of biological science, notably through its rela-tionship to the notion of stress. By under-standing its multidimensional nature, which renders its assessment so complex, we can better comprehend the disagreements it carries inside the scientific community. Keeping all these concepts and views in mind, supplying us with a brand new precious toolbox, the review turns to the exploration of the literature on music, its various effects on animals and its possible incidences on stress and welfare. This thesis work is highlighting some substantial points, inter alia linked to the inherent nature of the stimuli that is music itself, that have been problematic when trying to draw definitive conclusions on the existence of beneficial effects of music on the welfare of animals. It is raising the curtain on important issues with a desire to clear the field for a future experimental program and to lay the first stones of a protocol that humbly wishes itself to satisfy both of the welfarists' and musicologists' concerns and demands.

Abstract

Mini-cutting is an important alternative for the production of seedlings of forest and fruit species. The technique is seen as an improvement in cutting, displaying variations for optimizing both the rooting and the quality of clonal seedling. Through this technique it is possible to propagate genotypes with superior characteristics, make better use of the parent plant, and overcome the difficulties of seed propagation. In this context, this review will address the use of vegetative propagation from mini-cuttings of forest and fruit species, highlighting the main advantages of this technique and the use of exogenous inducers and substrates for maximum rooting of seedlings. Despite the potential of minicutting for the propagation of different species, research is still needed so that new knowledge helps to expand its use in agriculture.

Abstract

International audience; Chikungunya virus (CHIKV) emerged in the Caribbean island of Saint-Martin in December 2013. Weimplemented a hospital-based surveillance system to detect and describe CHIKV cases including severe forms of theinfection and deaths in the islands of Martinique and Guadeloupe. A case was defined as a patient with a CHIKV laboratoryconfirmation cared for in a public hospital for chikungunya for at least 24 hours, and a severe CHIKV case was defined as aCHIKV case presenting one or more organ failures. Sociodemographic, clinical, and laboratory data were collected andcases classified into severe or nonsevere based on medical records. From December 2013 to January 2015, a total of1,836 hospitalized cases were identified. Rate of hospital admissions for CHIKV infection was 60 per 10,000 suspectedclinical CHIKV cases and severity accounted for 12 per 10,000. A total of 74 deaths related to CHIKV infection occurred.Infants and elderly people were more frequently hospitalized compared with others and severity was more frequentlyreported in elderly subjects and subjects with underlying health condition. Fifteen neonatal infections consecutive tomother-to-child transmission were diagnosed, seven of which were severe. The most vulnerable groups of the population,such as the elderly, infants, individuals with comorbidities, and pregnant women, should remain the main targets of publichealth priorities.

Abstract

Vaccination with the 7-valent pneumococcal conjugate vaccine (PCV7) was recommended in France in 2003 for children2 years. The 13-valent conjugate vaccine (PCV13) replaced PCV7 in 2010. We assessed the impact of PCVs vaccination on the incidence of invasive pneumococcal diseases (IPD) in French children (0-15 years) and adults (15 years).IPD rates were calculated using cases reported from 2001 to 2012 to Epibac, a laboratory network. The distribution of serotypes was assessed from invasive isolates serotyped at the National reference Centre for Pneumococci. IPD incidence rates were compared between the pre-PCV7 (2001-2002), late PCV7 (2008-2009) and post PCV13 (2012) periods.The PCVs coverage increased from 56% in the 2004 birth-cohort to 94% in the 2008 and following birth-cohorts. Following PCV7 introduction, IPD incidence decreased by 19% between 2001-2002 and 2008-2009 in children2 years, but increased in children aged 2-15 years and adults, despite a sharp decline in PCV7-IPD in all age-groups. After PCV13 introduction, IPD incidence decreased by 34% in children5 years, by 50% in those aged 5-15 years and 15% in adults from 2008-2009 to 2012. The incidence of PCV13-Non PCV7-IPD decreased by 74% in children5 years and by 60% in those aged 5-15 years.Vaccination with PCV13 was rapidly followed by a decrease in the incidence of all-type IPD in children, in relation with a sharp decrease in the incidence of PCV13-Non PCV7-IPD. Moreover, all-type IPD decreased after PCV13 introduction in older non-vaccinated age-groups, with a shift in the distribution of serotypes. Considering the whole 2001-2012 period, the vaccination with PCV7 and PCV13 resulted in a decline in the incidence of IPD in children up to the age of 5 but not in older children and adults.

Abstract

International audience; Background: Guillain-Barré syndrome (GBS) has been reported to be associated with Zika virus (ZIKV) infection in case reports and retrospective studies, mostly on the basis of serological tests, with the problematic cross-reacting antibodies of the Flavivirus genus. Some GBS cases do not exhibit a high level of diagnostic certainty. This prospective study aimed to describe the clinical profiles and the frequency of GBS associated with ZIKV during the ZIKV outbreak in Martinique in 2016.Methods: We recorded prospective data from GBS meeting levels 1 or 2 of diagnostic certainty for the Brighton Collaboration, with proof of recent ZIKV infection and negative screening for etiologies of GBS.Results: Of the sample of 34 patients with suspected GBS during the outbreak, 30 had a proven presence of GBS, and 23 had a recent ZIKV infection. The estimated GBS incidence rate ratio (2016 vs 2006-2015) was 4.52 (95% confidence interval, 2.80-7.64; P = .0001). Recent ZIKV infection was confirmed by urine reverse-transcription polymerase chain reaction (RT-PCR) analysis in 17 cases and by serology in 6 cases. Patients, 65% of whom were male, had a median age of 61 years (interquartile range, 56-71 years) and experienced severe GBS. Electrophysiological tests were consistent with the primary demyelinating form of the disease.Conclusions: ZIKV infection is usually benign, when symptomatic, but in countries at risk of ZIKV epidemics, adequate intensive care bed capacity is required for management of severe GBS cases. Arbovirus RNA detection by RT-PCR should be part of the management of GBS cases.
