Territorial Use Rights in Fisheries (TURFs) are gaining renewed attention as a potential tool for sustainable fisheries management in small-scale fisheries. This growing popularity comes despite the fact that there are still unresolved questions about the most effective TURF designs. One of the key questions is the role of TURF size in their efficacy both from ecological and social standpoints. This study explores the expected effects of existing TURF sizes on yields for TURF systems in Chile, México and Japan. The expected effect of larval dispersal and adult movement on yields was simulated for TURFs in each system. The results show that the analyzed TURF systems fall into three main categories: (a) TURFs that are of adequate size to eliminate the expected negative effects of both adult and larval movement, (b) TURFs that are large enough to eliminate the expected negative effects of adult movement, but not the effects of larval dispersal, and c) TURFs that are too small to eliminate the expected impacts on yield of both adult and larval movement. These analyses suggest that either existing models of TURF performance are incomplete or that there is significant scope for improved performance with altered TURF designs. Considering these alternatives, empirical evidence from the TURFs deemed too small suggests that complementary management tools can enhance TURF performance when natural or social constraints prevent the construction of TURFs of optimal size.

The Alternative Low Power Ion Engine (alphie) is a high specific impulse plasma thruster different from conventional gridded ion engines (GIEs). It uses only one external cathode and ions and electrons flow through the open spaces of its two grids, whereas only ions are transported through the GIE ion optics. Ionizing electrons from the cathode move inward to the alphie ionization chamber and ions, which are neutralized by electrons from the same cathode, exit along the opposite direction. These currents together with the voltages applied to the grids produce a self-consistent electric field that accelerates the charges. The one-dimensional ion velocity distribution and the electron energy spectra in the collisionless alphie plasma plume are studied along its axial axis of symmetry. The thruster produces a mesothermal plasma flow with a non-monotone plasma potential profile along the axial direction. The ion populations observed are of those accelerated by the self-consistent electric field and a low velocity group that results from the charge exchange collisions in the thruster. Both populations remain essentially unaltered in the plasma flow. Conversely, the two electron groups observed merge along the axial direction of the plume following the changes in the plasma potential. The temperatures of ion populations are high by the neutral gas heating inside the thruster by high-energy ionizing electrons. The direct measurement of thrusts of 0.8–3.5 mN for argon gives 13 900–20 000 s specific impulses. These high values might be explained by the additional contribution to the thrust by the remaining non-ionized hot neutral gas effusion through the apertures of grids. [ABSTRACT FROM AUTHOR]

A Structures Assessment Methodology is presented, complementary to the Visual Inspection, which allows, through on-site non-destructive testing (NDT), to deliver as a result a comprehensive quantitative evaluation of the "Structural Health" of the different elements. This allows essential information to adjust maintenance cycles or make timely based decisions in critical situations, in order to guarantee future performance. The proposed methodology considers the execution of NDT to determine the state of the reinforcement, the characteristics of the concrete cover, and the presence of cracks. By means of the extraction of cores of smaller size (1") the ingress of carbonation or chlorides is determined. The results measured on-site are weighted to determine a Deterioration Index DI. The aggressiveness of the environment is included through an Environmental Exposure Index EEI. The incorporation of the results to the CTK-ConDiagÒ Model allows the combination of both indices, obtaining a Structure Global Deterioration Level SGDL, which measures the degree of damage determined at 6 levels.
