This paper contributes to the critical studies literature on English as an International Language (EIL) teacher professional identity. It examines the competing values associated with competencies in language teaching, national curriculum, and school contexts to determine how teachers' beliefs on what it means to be a professional teacher are shaped. Literature related to language teachers' professional identities is presented in order to analyse how EIL teachers determine which particular responsibilities constitute professional teachers. This study investigates reports from five teachers working in four privately-funded Islamic schools regarding their professional responsibilities as they recontextualise Indonesia's competency-based curriculum and values education policies in their EIL classes. The findings suggest that the teachers consider their professional identity to be more focused on that of caregiver and moral guardian rather than as an English teacher. It also demonstrates that teachers' professional identity informs teachers' hopes/ambition for their students' futures or teachers' "imagined student identity."

This paper investigated the language resources needed for communication in Vietnam's import/export services and the level of alignment with the associated English for Specific Purposes (ESP) course. To examine the communicative practices used in this workplace, the study employed methods of semi-structured interviews and a collection of 48 emails and eight phonecalls adopted to interact with customers. Similarly, semi-structured interviews and ESP teaching materials were administered to explore teachers' practices and the language input. The findings indicate an increasingly valuable variety of English as a lingua franca (ELF) which is identified in particular genres with different choices of registers and stylistic features adapted to communicative conditions in the fluid globalised workplace. Given the agility and unpredictability of work in a globalised setting, the analysis shows how the workers' mobile language repertoire is not tied to the criterion of linguistic accuracy, but rather favours the achievement of meaning and function. However, the adaptable, truncated 'good enough' language used in the workplace does not align with the lexicogrammatical focus of the ESP course. The study contributes to understandings of alignment in ESP curricula and materials redevelopment in times of globalisation and countries such as Vietnam where ELF is used for international interactions.

Political pressures to improve schooling outcomes have typically narrowed the curriculum to that which can be measured. We explore the counter-narrative of efforts to enrich curriculum with learning, which is difficult to measure but nevertheless valued, through a study of British Council programmes offered in Scottish schools to support curricular internationalisation. These programmes exemplify a growing number of programmes provided by external organisations to enrich official school curriculum. However, the contemporary focus on performative targets means that such hosted programmes need to argue their relevance in terms of measurable curricular outcomes. We draw on an empirical project involving semi-structured interviews with school leaders and focus groups with teachers in Scottish schools. The research is conceptualised through Bernstein's theory of the classification and framing of knowledge, and distinction between visible and invisible pedagogies. Analysis of two schools' enactment of such curricular enrichment explores how programmes ostensibly cultivating international education and global citizenship are ultimately assessed and defended through their contribution to other curricular outcomes. This counter-narrative of curricular enrichment in performative times asks whether such efforts to measure the ineffable defeat the object of the exercise, to highlight how overly simplistic measures of curricular learning can distort what matters.

This paper examines how a new policy was enacted by teachers with different working conditions in Indonesia. The concept of curriculum enactment and an elaborated theoretical perspective for understanding teachers' professional judgement are presented to reveal whether teachers from different school sectors encounter dilemmas in curriculum reform and whether they display consistency in their patterns of resolving those dilemmas. The data reported in this study were obtained from transcripts of interviews and fieldnotes of classroom observations with nine teachers from state and private secondary schools in Indonesia. The results suggest that the two groups of teachers experienced different dilemmas and developed different resolutions. The paper concludes that the resolutions adopted by teachers reflected their attempts to 'act for the best'.

Australia's private tutoring market is expanding in a context where parents' trust in school personnel as educational experts is vulnerable. Simultaneously, a parentocratic logic is nudging parents to infuse the resources at their disposal into their pedagogic work in order to achieve the educational outcomes that they wish for their children. However, little is known about the specific strategies that private tutoring suppliers are using to attract prospective parents. This paper reports on a study of 160 parent testimonials published on the websites of 16 private tutoring suppliers in Australia. Drawing on Giddens' concept of 'fateful moments' and Bauman's work on the persuasion of the peer example, together with tools of critical discourse analysis, we argue that parent testimonials use emotional appeals to construct private tutoring as a resolution to parents' fateful moments. In addition, we speculate that this emotional footing resonates with the pedagogic preferences of the dominant Australian middle classes.

This article considers moral agendas projected onto parents that mobilise them to supplement school literacy education with private tutoring. The theoretical frame draws on the concepts of responsibilisation as emerging market-embedded morality, 'nudge' social policies, edu-business and hidden privatisation in education. This framing is applied to two empirical moments: firstly, debates around the Australian government's 'Tutorial Voucher Initiative' of 2004; and secondly, tutoring advertisements and items in school newsletters collected in early 2016. In the first moment, parents were somewhat reluctant to take up free supplementary tutoring; in the second, private literacy tutoring is increasingly normalised and legitimated as parents are nudged to supplement the work of the school.

This paper reviews sociological literature to explore the challenge transnational populations pose for nation-based curriculum, and vice versa. With increasing access to dual citizenship and temporary migration, more people are living transnational lifestyles. This poses new challenges in raising the transnational child. Transnationalism has emerged 'bottom-up' from individualised choices and circumstances rather than 'top-down' through institutional strategy. As a result, education sectors are yet to respond with a reoriented curriculum that can accommodate polycentric lives. This paper adapts Beck's critique of methodological nationalism and proposes a parallel concept in the curricular nationalism underpinning much official curriculum. It then reviews literature reporting on three curricular experiments that seek to cultivate citizenships above and beyond the nation. While such transcendent designs on citizenship unsettle curricular nationalism, they fail to address the specificities of transnational child's memberships both here and there. The pedagogic principle of 'connectedness' is retooled as a pragmatic way forward.

Research in education draws upon a wide range of epistemological traditions due in part to the wide range of problems that are investigated. While this diversity might be considered a strength of the field, it also makes researchers who work within it vulnerable to being divided into those worth listening to and those who should be ignored by "end-users". These people and groups who are interested in the outcomes of educational research, such as policy makers and system providers, increasingly expect research findings to be accessible, and to inform questions of the "what works" variety. Under this imperative, research processes that elaborate the complexity of educational problems, and the provisional, partial and contingent nature of solutions, tend to be dismissed as unnecessarily complex and inaccessible. Epistemological diversity in educational research also presents challenges for inducting teacher education students into the profession. We outline some of these challenges in a discussion of epistemological diversity in research in education. We also describe differences in how research traditions construct educational problems. We argue that crossing epistemic boundaries is a necessary condition of the educational practices of teachers and of those preparing to join their ranks. We compare and contrast knowledge-producing processes in education and identify the repertoires of capabilities and habits of mind associated with different epistemologies or "angles". We suggest that the impact of educational research, including its contribution to teacher education programs, policy and public debate about issues in education, might be enhanced through a heuristic suite of four angles that are each understood to be necessary but not sufficient on their own. We provide a brief worked example of how such a heuristic might be applied to make sense of the diverse bodies of research regarding student engagement in school.

This paper considers the educational experience constructed under Australia's policy decision in 2009 to extend compulsory education by requiring that students must be "earning or learning" till 17 years of age. The discussion draws on an empirical project that explored the moral order operating in classrooms for students retained under this policy in non-academic pathways in high schools and Technical and Further Education colleges across three towns experiencing youth employment stress. It asks how the policy regulating these students' prolonged engagement with formal education plays out in classroom interactions, to what end and to whose benefit. A theoretical lens informed by work by Standing and Wacquant is used to understand the contemporary moment, and work by Durkheim and Bernstein unpacks the moral work implicated in classroom interactions. The analysis describes the light curriculum and the heavy compliance demanded in these "edufare" programmes then argues that in essence the policy seeks to manage the social risk posed by the future precariat. The conclusion reflects on whether this is an adequate policy response to broad generational changes in fortunes and prospects to which education may not have the answers.

This paper demonstrates how classroom trouble warranting teacher intervention can stem from transgressions in different layers of the complex moral order regulating classroom interactions. The paper builds from Durkheim's treatment of schooling as the institution responsible for the inculcation of a shared moral order, Bernstein's distinction between the instructional and regulative discourses in any pedagogic setting and the concept of verticality in the instructional discourse to illuminate how curricular knowledge might apply across different contexts. This paper proposes a similar vertical dimension of moral gravity in the regulative discourse, such that some moral expectations apply across any context, while others are highly contextualized. This paper then applies this frame to data from classroom observations conducted in prevocational pathways for 16 years olds created under Australia's "earning or learning till 17" policy. This paper describes the variety of moral premises teachers invoked in different teacher/class combinations, according to their level of moral gravity to display the dominant use of highly contextualized moral premises seeking institutional compliance, and minimal use of broader moral frames for these students on the brink of entry to the adult world.

Since 2009, all Australian states require young people to be "earning or learning" until age 17. Secondary schools and vocational colleges now accommodate students for whom the conventional academic pathways of the past were not designed. The paper reflects on a project designed to explore the moral orders in these institutional settings for managing such students in extended compulsory schooling. Originally designed as classroom ethnographies, the project involved observations over three to four weeks and interviews with teachers and students in five sites in towns experiencing high youth unemployment. The project aimed to support teachers to work productively in such classrooms with such students, under the assumption that teachers orchestrate classroom interactions. However, it became clear events in these classrooms were being shaped by relations and parties above and beyond the classroom, as much as by those present. Teachers and students were observed to both comply with, and push against, the layers of policy and institutional processes regulating their behaviours. This paper re-thinks the original project through the gaze and resources of institutional ethnography, to better account for the layers of accountabilities and documentation practices that impacted on both teacher and student behaviours. By tracing the extended webs of "ruling relations", it shows both how teachers and students could make trouble for the institutional moral order, and then be held accountable for this trouble.

Staffing rural and remote schools is an important policy issue for the public good. This paper examines the private issues it also poses for teachers with families working in these communities, as they seek to reconcile careers with educational choices for children. The paper first considers historical responses to staffing rural and remote schools in Australia, and the emergence of neoliberal policy encouraging marketisation of the education sector. We report on interviews about considerations motivating household mobility with 11 teachers across regional, rural and remote communities in Queensland. Like other middle-class parents, these teachers prioritised their children's educational opportunities over career opportunities. The analysis demonstrates how teachers in rural and remote communities constitute a special group of educational consumers with insider knowledge and unique dilemmas around school choice. Their heightened anxieties around school choice under neoliberal policy are shown to contribute to the public issue of staffing rural and remote schools.

This paper reflects on how relevance has been invoked as a curricular principle, both by students and teachers, in curriculum documents and in curriculum theory, to explore its variously conceived parameters and conditions. By posing the questions "relevant to whom?", "relevant to what?", "relevant how?" and "relevant when?" this paper exposes relevance as both a curricular virtue and a curricular constraint. It draws on an empirical project undertaken in the prevocational curriculum offered in Australia's recently extended compulsory schooling for students in non-academic pathways. Data vignettes offer windows into two settings to exemplify the different ways relevance can be interpreted, stretched or contested. Using Bernstein's distinction between vertical and horizontal discourses and knowledge structures, the analysis identifies what is gained and what is lost when relevance, variously defined, serves as a principle for curricular selection.

In families, decisions about parents' and children's education and career require an ongoing negotiation to reconcile the goals of all family members. This paper describes a project which investigates these decisions within families experiencing whole family relocation based on one adult's work. Semi-structured interviews were conducted with professional workers with school-aged children living in six Australian rural and remote communities. The interview sample included four doctors, 10 teachers, four nurses and nine police. This qualitative phase informed the development of an online survey of a larger sample (n = 278) of the same professional groups, which constituted a second quantitative phase of the research. This paper reports on only one aspect of the survey, that is, the participants' recording of two previous career location moves they had undertaken and the reasons for these. The data emphasise the family project evident in this decision-making process as the respondents deal with a large range of complex individual, family and broader systems' influences in reconciling their own careers and their children's educational opportunities.

This article offers a discourse analysis comparing selected articles in the national press over the consultative period for Phase 1 subjects in the new Australian Curriculum, with rationales prefacing official Australian Curriculum Assessment and Reporting Authority documents. It traces how various versions of Australia, its "nation-ness" and its future citizens have been taken up in the final product. The analysis uses Lemke's analytic elaboration of Bakhtin's concept of heteroglossia and its derivative, intertextuality. It identifies a range of intertextual thematic formations around "nation", "history", "citizen" and "curriculum" circulating in the public debates, then traces their presence in official curriculum documents. Rather than concluding that these themes are contradictory and incoherent, the conclusion asks how these multiple dialogic facets of Australian nation-ness potentially offer a better response to complex times than any coherent monologic orthodoxy might.

School-level strategy enabled by neoliberal choice policies can produce internal curricular markets whereby branded curricula such as the International Baccalaureate are offered alongside the local government curriculum in the same school. This project investigated how such curricular markets operating in Australian schools impacted on teachers' work. This article reports on teachers work in three case study schools that offered both the International Baccalaureate Diploma (IBD) program and the local senior schooling curriculum, then draws on an online survey of 225 teachers in 26 such schools across Australia. The analysis reveals the impact of curricular markets along two dimensions: the curriculum's internal design, and the relational aspects of how schools manage to deliver tandem offerings within institutional constraints. Teachers working in the IBD program were shown to relish its design, despite additional demands, while teachers working in just the local curriculum reported more relational issues. The article argues that these trends suggest that there are winners and losers emerging in the work conditions produced by curricular markets.

The International Baccalaureate's (IB) branding and reputation targets academic high achievers aiming for university entrance. This is an empirical examination of the growing popularity of this transnational secondary credential amongst local populations in Australia, focusing on its uptake across the community, and the discourses underpinning its spread and popularity. This paper reports on online surveys of 179 parents and 231 students in schools offering the IB as an alternative to Australian state curricula. It sets out to understand the social ecology of who chooses the IB and who it chooses. Statistically significant differences between IB and non-IB choosers were found in terms of family income, parent education, student aspirations, transnational lifestyles and neoconservative, neoliberal and cosmopolitan beliefs. The analysis demonstrates how the reproduction of advantage is accomplished through choice behaviours in stratified educational markets. (Contains 8 tables.)

This paper explores two of the tensions Tarc identifies in the history of the International Baccalaureate (IB) Diploma: firstly, between its design for meritocratic competition and its internationalist vision and, secondly, between the IB as a global commodity and its localised interpretations. Using data from three case studies of Australian schools offering both the IB Diploma and the local government curriculum, and student responses to an online survey across 26 such schools, the analysis shows how choices behind the IB's growing popularity foreground strategies for optimising meritocratic competition. Framed through Bourdieu's concepts of field and "rules of the game", the analysis shows how students act on their own comparative analyses of each curriculum to optimise their chances to access desirable university pathways within the local rules of the game for university placement. Schools are shown to offer the IB Diploma to recruit and retain academically ambitious students by pooling their relative advantage in different local ecologies. Students are shown to carefully evaluate the benefits and costs of the IB choice. The conclusion reflects on how the choice of the IB Diploma for meritocratic advantage by some might change conditions for others not choosing it.

With more constructivist approaches to learning in higher education and more value on teamwork skills, students' oracy (speaking and listening) features more prominently in curriculum, pedagogy and assessment. The paper reports on a study of two first-year Australian university courses in disciplines with explicit industry orientations and high proportions of international students. Drawing on classroom observations and interviews with the lecturers, this paper investigates their pedagogical designs on oracy and the oracy demands of their assessment tasks. The study found that talk-based assessment tasks (a group project and a group oral presentation) featured in both courses but the two courses treated students' oracy differently: as product or process. The contrast between the two assessment designs explicates issues around EAL (English as an additional language) student needs, authentic links to industry, the provenance of criteria used to assess performance, perceptions about the relevance of talk and the "hidden assessment" of oracy. This paper investigates the oracy (listening/speaking) genres enacted in an undergraduate entry point unit in the internationalised university and the kind of knowledges these genres elicit and perform. Focusing on a series of lectures in a business studies unit, it explores how anecdotal knowledge from both the lecturer's and the students' lived experiences was elicited for the curriculum. The analysis of lecture talk suggests that the business lecture is no longer a monologic display of expert disciplinary knowledge bestowed upon the learner. Rather, it is increasingly a multi-modal performance with an underlying ethic of engagement and interactivity. Of particular interest is the way international students' knowledges were elicited to resource the internationalised curriculum with authenticity and insight. The knowledges assembled are analysed through Bernstein's distinction between vertical and horizontal knowledge structures. The paper offers suggestions on how to maximise the potential and minimize the risks of this more interactive genre of lecture, with particular regard to enabling the participation of the international student.
