6. Nature, power and participation : an exploration of ecology and equity in Kingston, Jamaica

Abstract

Kingston is a city facing serious environmental challenges. In common with other Third World cities, these have usually been documented from the perspective of affluent and powerful urban residents. Very little research has explored the spatial and social distribution of environmental problems in the city, or has examined the ways that individual citizens from a variety of backgrounds understand the urban environment. These problems have often been packaged as discrete issues, when in fact they cannot be understood or alleviated without knowledge of their economic, political, and cultural aspects. Urban environmental problems require political solutions that address uneven power relations and ineffective structures of urban governance. In this thesis, I address these issues in Kingston through an application of the themes of nature, power and participation. A mixture of qualitative and quantitative methods were used to explore the ways in which urban residents from different age, gender and class backgrounds construct the city and its environmental problems. The knowledge of marginalised individuals and groups is placed in the foreground and is used to provide an alternative analysis of Kingston’s ecology. These understandings are then used to assess critically the structures of urban governance, and to suggest possible changes that could be made to these. The research confirms that there are significant environmental problems in Kingston, and that these have serious negative impacts on many urban residents. It shows that these problems are understood differently by the various social groups within the city, and that the burdens of environmental problems vary socio-spatially across the Kingston Metropolitan Area. Despite this, there is a general consensus that environmental improvement is desirable. However, for this to be achieved there need to be fundamental alterations in the social structures and political organisation of the city.

Abstract

This Synthesis Report (SYR) of the IPCC Sixth Assessment Report (AR6) summarises the state of knowledge of climate change, its widespread impacts and risks, and climate change mitigation and adaptation, based on the peer-reviewed scientific, technical and socio-economic literature since the publication of the IPCC’s Fifth Assessment Report (AR5) in 2014. The assessment is undertaken within the context of the evolving international landscape, in particular, developments in the UN Framework Convention on Climate Change (UNFCCC) process, including the outcomes of the Kyoto Protocol and the adoption of the Paris Agreement. It reflects the increasing diversity of those involved in climate action. This report integrates the main findings of the AR6 Working Group reports1 and the three AR6 Special Reports. It recognizes the interdependence of climate, ecosystems and biodiversity, and human societies; the value of diverse forms of knowledge; and the close linkages between climate change adaptation, mitigation, ecosystem health, human well-being and sustainable development. Building on multiple analytical frameworks, including those from the physical and social sciences, this report identifies opportunities for transformative action which are effective, feasible, just and equitable using concepts of systems transitions and resilient development pathways. Different regional classification schemes are used for physical, social and economic aspects, reflecting the underlying literature. After this introduction, Section 2, ‘Current Status and Trends’, opens with the assessment of observational evidence for our changing climate, historical and current drivers of human-induced climate change, and its impacts. It assesses the current implementation of adaptation and mitigation response options. Abstract

This Synthesis Report (SYR) of the IPCC Sixth Assessment Report (AR6) summarises the state of knowledge of climate change, its widespread impacts and risks, and climate change mitigation and adaptation. The summary for Policymakers (SPM) is structured in three parts: SPM.A Current Status and Trends, SPM.B Future Climate Change, Risks, and Long-Term Responses, and SPM.C Responses in the Near Term.This report recognizes the interdependence of climate, ecosystems and biodiversity, and human societies; the value of diverse forms of knowledge; and the close linkages between climate change adaptation, mitigation, ecosystem health, human well-being and sustainable development, and reflects the increasing diversity of actors involved in climate action. Based on scientific understanding, key findings can be formulated as statements of fact or associated with an assessed level of confidence using the IPCC calibrated language.

Abstract

The Findings from Innovate4Cities 2021 and Update to the Global Research and Action Agenda details the research, policy, and public discussions key to advancing climate research and action in cities. This report documents key outcomes of the Innovate4Cities 2021 Conference (October 2021) and highlights current objectives and motivations, research gaps and priorities. Furthermore, this document presents a regional analysis of research and innovation needs falling under the original GRAA topical research areas and cross cutting issues (Edmonton 2018) and expanding to issues which emerged between the 2018 and 2021 conferences. This report has been developed by Global Covenant of Mayors for Climate & Energy (GCoM) and UN-Habitat based on the outcomes of 2021 Innovate4Cities Conference co-hosted by UN-Habitat, GCoM and co-sponsored by the Intergovernmental Panel on Climate Change. It is intended to inform research, policy and public discussions on the global research and action agenda for cities and climate change science. ABSTRACTThis paper analyzes the concept of Green Infrastructure (GI) in urban context, challenging the extent to which it can support a transition towards more socially inclusive forms of urban governance. It builds on the argument that the false promise of “win-wins” in the conceptualization of urban greening participates in the creation of blind spots in practice. Using the case of São Paulo, we bring attention to techno-managerial patterns within top-down governance structures. A political ecology lens helps to analyze power relations at play in the context of a linear park project implemented in an informal settlement. It reveals how current urban governance structures create barriers to the practice of GI, notably because projects often remain incomplete, but also because participatory processes often remain limited. The practice of GI normalized as a technical-rational endeavor leaves limited space for “non-expert” knowledge. Complex settings where intertwined socio-environmental issues cause conflicts over space demand equally complex efforts that go beyond infrastructural “fixes”. To support the institutionalization of GI, a fuller and grounded “translation” process of the concept needs to be supported by forms of urban expertise centered on communities’ needs and local dynamics. We argue that only then will GI support the democratization of urban planning.

Abstract

Learning lessons from the COVID-19 pandemic opens an opportunity for enhanced research and action on inclusive urban resilience to climate change. Lessons and their implications are used to describe a climate resilience research renewal agenda. Three key lessons are identified. The first lesson is generic, that climate change risk coexists and interacts with other risks through overlapping social processes, conditions and decision-making contexts. Two further lessons are urban specific: that networks of connectivity bring risk as well as resilience and that overcrowding is a key indicator of the multiple determinants of vulnerability to both COVID-19 and climate change impacts. From these lessons three research priorities arise: dynamic and compounding vulnerability, systemic risk and risk root cause analysis. These connected agendas identify affordable and healthy housing, social cohesion, minority and local leadership and multiscale governance as entry points for targeted research that can break cycles of multiple risk creation and so build back better for climate change as well as COVID-19 in recovery and renewal. Abstract

Many African towns and cities face a range of hazards, which can best be described as representing a “spectrum of risk” of events that can cause death, illness or injury, and impoverishment. Yet despite the growing numbers of people living in African urban centres, the extent and relative severity of these different risks is poorly understood. This paper provides a rationale for using a spectrum of methods to address this spectrum of risk, and demonstrates the utility of mixed‐methods approaches in planning for resilience. It describes activities undertaken in a wide‐ranging multi‐country programme of research, which use multiple approaches to gather empirical data on risk, in order to build a stronger evidence base and provide a more solid base for planning and investment. It concludes that methods need to be chosen in regard to social, political economic, biophysical and hydrogeological context, while also recognising the different levels of complexity and institutional capacity in different urban centres. The paper concludes that as well as the importance of taking individual contexts into account, there are underlying methodological principles – based on multidisciplinary expertise and multi‐faceted and collaborative research endeavours – that can inform a range of related approaches to understanding urban risk in sub‐Saharan Africa and break the cycle of risk accumulation., Many African towns and cities face a range of hazards, which can best be described as representing a “spectrum of risk” of events that can cause death, illness or injury, and impoverishment. 43. Nature, power and participation: an exploration of ecology and equity in Kingston, Jamaica

Kingston is a city facing serious environmental challenges. In common with other Third World cities, these have usually been documented from the perspective of affluent and powerful urban residents. Very little research has explored the spatial and social distribution of environmental problems in the city, or has examined the ways that individual citizens from a variety of backgrounds understand the urban environment. These problems have often been packaged as discrete issues, when in fact they cannot be understood or alleviated without knowledge of their economic, political, and cultural aspects. Urban environmental problems require political solutions that address uneven power relations and ineffective structures of urban governance. In this thesis, I address these issues in Kingston through an application of the themes of nature, power and participation. A mixture of qualitative and quantitative methods were used to explore the ways in which urban residents from different age, gender and class backgrounds construct the city and its environmental problems. The knowledge of marginalised individuals and groups is placed in the foreground and is used to provide an alternative analysis of Kingston’s ecology. These understandings are then used to assess critically the structures of urban governance, and to suggest possible changes that could be made to these. The research confirms that there are significant environmental problems in Kingston, and that these have serious negative impacts on many urban residents. It shows that these problems are understood differently by the various social groups within the city, and that the burdens of environmental problems vary socio-spatially across the Kingston Metropolitan Area. Despite this, there is a general consensus that environmental improvement is desirable. However, for this to be achieved there need to be fundamental alterations in the social structures and political organisation of the city.

50. Green Infrastructure in Informal Settlements through a Multiple-Level Perspective.

Abstract

The aim of this paper is to highlight limits in the current conceptualisation and implementation of urban Green Infrastructure (GI), particularly in informal settlements. We propose a Multi-Level Perspective (MLP) that helps analyse and identify opportunities to overcome such limits. The article starts by discussing the concept of GI and proposes its definition through the principles of multifunctionality, interlinkages and exchange. Recognising current gaps in implementation in the context of informal settlements, we argue for the better understanding of the range of socio-political conditions which enable or impede GI practices. To reflect on these gaps, the article uses MLP to explore persisting socio-ecological-infrastructural problems in water management, which could be perpetuated through current GI practices. MLP is used as a heuristic framework to analyse influencing factors that exist at multiple interconnected societal and bio-physical levels. The framework is applied to the city of São Paulo in Brazil where traditional water management has resulted in tensions between social and ecological systems between the regime (which encompasses institutional structures) and the niche (where innovations emerge, for example through grassroots movements). Examples of community initiatives are used that demonstrate a disconnection between top-down structures and everyday practices. We conclude that if GI presents the potential to support a transition towards water management that benefits both social and ecological systems, further characterisation of the concept is required.
