This volume constitutes the refereed proceedings of the 5th International Workshop, HELMeTO 2023, held in Foggia, Italy, during September 13–15, 2023. This book constitutes the thoroughly refereed post-conference proceedings of the 4th International Conference on Higher Education Learning Methodologies and Technologies Online, HELMeTO 2022, held in Palermo, Italy, in September 2022. The 59 revised papers presented were carefully reviewed and selected from a total of 126 submissions. The papers present recent research on challenges of implementing emerging technology solution for online, online learning pedagogical frameworks, online learning technologies in practice, online learning strategies and resources, etc.

This collection of papers is the result of a workshop sponsored by NATO's Defense Research Group Panel 8 during the Fall of 1993. The idea for the Workshop on which this book is based arose from discussions which we had when we both attended an earlier - and more broadly based - NATO Advanced Research Workshop on Computer Supported Collaborative Learning, directed by Claire O'Malley in Maratea, Italy, in 1989. We both felt that it would be interesting to organise a second Workshop in this area, but specifically concerned with the use of computers and networking (telematics) as communication tools for collaborative learning outside the formal school setting. We were particularly interested in examining the ways in which computer conferencing can be used for collaboration and group learning in the contexts of distance education, adult learning, professional training, and organisational networking. And we wanted to ensure that we included, in the scope of the Workshop, situations in which learning is a primary, explicit goal (e.g. an online training programme) as well as situations where learning occurs as a secondary, even incidental, outcome of a collaborative activity whose explicit purpose might be different (e.g. the activities of networked product teams or task groups). Another goal was to try to bring together for a few days people with three different perspectives on the use of computer conferencing: users, researchers, and software designers. We hoped that, if we could assemble a group of people from these three different constituencies, we might, collectively, be able to make a small contribution to real progress in the field.

This volume results from a meeting that was held in Barcelona, Spain, April 1993, under the auspices of the DELTA programme of the European Commission. DELTA (Developing European Learning through Technological Advance) is the commission's technology R&D programme that concentrates on'Telematic Systems for Flexible and Distance Learning'. The overarching goal of this programme is to contribute through information technology to more efficient and effective design, production, and delivery of learning material. The DELTA programme started its main phase in 1992 with a total of 22 projects and a total budget of 92. 4 million ECU. In the meanwhile an extension of the programme has resulted in 8 extensions of existing projects and 8 new projects, bringing the number of projects to 30, with a corresponding total budget of 99. 9 million ECU. The programme has three main areas: telecommunication, delivery information systems, and design and production. In the projects, in total 201 organisations (industrial, commercial, and universities) from 12 European Union member states and 5 EFTA countries are represented. The DELTA programme pays much attention to the exchange of ideas and dissemination of information both between individual DELTA projects and between DELTA projects and other initiatives in the EU. Meetings in which DELTA projects are involved are held several times a year as so-called'concertation meetings', meetings where also non-DELTA projects participate are called'concerted actions'.

This book considers several aspects of providing quality education at a distance: -Quality of systems that support online learning, quality support infrastructure, quality of technical access and support, materials distribution; issues in each of these areas are considered. -Quality of teaching and learning experiences, including a range of institutional projects using online technologies and issues of quality provision as well as areas of current and needed research. -Measuring quality - evaluation and assessment looks at recent research in working towards sustainable quality learning by considering quality evaluation as a collective process. -Administration and policy to support quality education @ a distance including institutional approaches to assuring quality and identification of differing perspectives for consideration. Quality Education @ a Distance contains the papers presented at the working conference of Working Group 3.6 (Distance Education) of the International Federation for Information Processing (IFIP). Held in Geelong, Australia in February 2003, the conference was organised in four parallel streams to consider the aspects grouped above, sharing presentations and discussions about establishing quality online environments for distance education. The QED conference attracted some of the key people in their fields both internationally and from within Australia. In addition to the papers presented at the conference, Quality Education @ a Distance contains an overview of each stream and a report of the discussions that took place in the stream groups. The papers presented by three international keynote speakers are also included.

The main common themes of an earlier book in this series, Virtual Learning and Higher Education, were: the extent to which education should become ‘virtual', the actual cost and value of such innovation and to what degree such education suits its stakeholders. In order to further engage with these important issues a conference was held in Mansfield College, Oxford in September 2003. An edited selection of the papers from that event along with relevant papers that developed as a result of the conference's subsequent correspondences are the contents of this book.The chapters cover a spectrum of practical issues from ‘at the e-chalkface'experimentations with virtual technologies via those who consider the consequences of establishing such systems through to those interested in developing long-term strategy or policy in the area.This stimulating and important book is aimed at researchers of topics such as technology-driven education, philosophy, innovation and cultural studies.
