This paper provides a description and analyses of the high-rate Ka-band telecom system for the upcoming NISAR (NASA-ISRO Synthetic Aperture Radar) mission. NISAR is a collaborative Earth-Science mission between National Aeronautics and Space Administration (NASA) and Indian Space Research Organization (ISRO), which features an L-band SAR instrument and an S-band SAR instrument. The simultaneous dual-frequency radar system at peak rates will produce data at gigabit-per-second speeds, which drives the data-volume requirements. The key driving requirement for the payload communication subsystem is to provide a minimum of 26 Terabits per day of radar science data to the ground. The high-rate transmitter on the flight system is a software-defined radio developed at the Jet Propulsion Laboratory (JPL), based on the Universal Space Transponder platform, providing an offset quadrature phase shift key modulated waveform with Low-Density Parity-Check encoding of the data transfer frames. Two transmitters used in a dual-polarization configuration with each transmitter providing two giga-symbols per second (Gsps) of coded data provides an aggregate rate of four Gsps. In this system, only one watt of signal power is necessary on each polarization to overcome propagation losses and achieve a successful RF link. Several Near Earth Network (NEN) ground station sites (Alaska in the United States, Svalbard in Norway, and Punta Arenas in Chile) are baselined for the space-to-Earth communications link. Each ground station will also feature multiple upgrades to support NISAR’s transmission starting with new Ka-band antennas, wideband downconverters and high-rate receivers. In addition, a baseband data processor called Data Acquisition Processor and Handling Network Environment (DAPHNE), newly developed by the NEN, provides data storage and connectivity to backhaul networks. With NISAR’s large quantities of data (over 3.5 Petabytes over the mission), the processing of science data will be primarily performed on a cloud system to reduce the overall cost to the mission. The system described herein will be the first operational use of Gsps-class downlink rates on an Earth-Science mission.

Protection of the national infrastructure is a high priority for cybersecurity of the homeland. Critical infrastructure such as the national power grid, commercial financial networks, and communications networks have been successfully invaded and re-invaded from foreign and domestic attackers. The ability to re-establish authentication and confidentiality of the network participants via secure channels that have not been compromised would be an important countermeasure to compromise of our critical network infrastructure. This paper describes a concept of operations by which the NASA Tracking and Data Relay (TDRS) constellation of spacecraft in conjunction with the White Sands Complex (WSC) Ground Station host a security recovery system for re-establishing secure network communications in the event of a national or regional cyberattack. Users would perform security and network restoral functions via a Broadcast Satellite Service (BSS) from the TDRS constellation. The BSS enrollment only requires that each network location have a receive antenna and satellite receiver. This would be no more complex than setting up a DIRECTTV-like receiver at each network location with separate network connectivity. A GEO BSS would allow a mass re-enrollment of network nodes (up to nationwide) simultaneously depending upon downlink characteristics. This paper details the spectrum requirements, link budget, notional assets and communications requirements for the scheme. It describes the architecture of such a system and the manner in which it leverages off of the existing secure infrastructure which is already in place and managed by the NASAGSFC Space Network Project.

This report provides a review and evaluation of rain fade measurement and compensation techniques for Ka-band satellite systems. This report includes a description of and cost estimates for performing three rain fade measurement and compensation experiments. The first experiment deals with rain fade measurement techniques while the second one covers the rain fade compensation techniques. The third experiment addresses a feedback flow control technique for the ABR service (for ATM-based traffic). The following conclusions were observed in this report; a sufficient system signal margin should be allocated for all carriers in a network, that is a fixed clear-sky margin should be typically in the range of 4-5 dB and should be more like 15 dB in the up link for moderate and heavy rain zones; to obtain a higher system margin it is desirable to combine the uplink power control technique with the technique that implements the source information rate and FEC code rate changes resulting in a 4-5 dB increase in the dynamic part of the system margin. The experiments would assess the feasibility of the fade measurements and compensation techniques, and ABR feedback control technique.

Rain fading is the dominant propagation impairment affecting Ka-band satellite links and rain fade mitigation is a key element in the design of Ka-band satellite networks. Some of the common fade mitigation techniques include: power control, diversity, adaptive coding, and resource sharing. The Advanced Communications Technology Satellite (ACTS) provides an excellent opportunity to develop and test Ka-band rain impairment amelioration techniques. Up-link power control and diversity are discussed in this paper.

Rapid growth in new satellite services incorporating very small aperture terminals (VSAT) and ultra small aperture terminals (USAT) is expected in the coming years. Small size terminals allow for widespread use of satellite services in small business and domestic applications. Due to congestion of lower frequency bands such as C and Ku, most of these services will use Ka-band (2/20 GHz) frequencies. Propagation impairments produced by the troposphere is a limiting factor for the effective use of the 20/30 GHz band and the use of smaller Earth terminals makes it difficult to provide sufficient link margins for propagation related outages. In this context, reliable prediction of propagation impairments for low margin systems becomes important. Due to the complexity of propagation phenomena propagation modeling is mainly attempted on an empirical basis. As such, the availability of reliable measured data that extend to probability levels well in excess of the traditional limit of 1 percent is of great importance in the development, validation, and refinement of propagation models. The beacon payload on the Advanced Communications Technology Satellite (ACTS) together with the propagation measurement terminals developed under the NASA ACTS propagation program provide an excellent opportunity to collect such data on a long-term basis. This paper presents the results of ACTS propagation measurements conducted in the Washington, DC metropolitan area by COMSAT Laboratories.

The present investigation deals with the implementation of open-loop up-link power control using a beacon signal in the down-link frequency band as the control parameter. A power control system was developed and tested using the ACTS satellite. ACTS carries beacon signals in both up- and down-link bands with which the relationship between the up- and down-link fading can be established. A power controlled carrier was transmitted to the ACTS satellite from a NASA operated ground station and the transponded signal was received at COMSAT Laboratories using a terminal that was routinely used to monitor the two ACTS beacon signals. The experiment ran for a period of approximately six months and the collected data were used to evaluate the performance of the power control system. A brief review of propagation factors involved in estimating the up-link fade using a beacon signal in the down-link band are presented. The power controller design and the experiment configuration are discussed. Results of the experiment are discussed.
