Diskriminacijos tyrimai pasaulyje nėra naujiena, tačiau veganų diskriminacijos tyrimų nėra daug, o Europoje jų yra tik keli. Šio tyrimo rakursas visiškai naujas, kadangi analizuojama paradoksali situacija – kalbama apie veganų diskriminaciją ir teises laisvės atėmimo įstaigose. Veganų socialinė grupė1 apskritai menkai tyrinėta visuomenės dalis Lietuvoje, visiškai nėra jų diskriminacijos ir lygių galimybių mokslinių tyrimų, apskritai neaišku, ar veganų pažiūras gina įstatymai taip, kaip kitus įsitikinimus ir pažiūras. Straipsnyje pateikiami 2017–2021 m. vegano diskriminacijos atvejo Lietuvoje analizės rezultatai: aptariamos aplinkybės, priemonės ir jų poveikis teisės aktams naujinti bei diskriminacijai tam tikroje valstybinėje institucijoje mažinti / panaikinti. Naudoti metodai: literatūros ir teisės aktų apžvalga, dokumentų analizė ir sintezė, žiniatinklio turinio apžvalga. Dėl riboto atvejų skaičiaus ir atvejo Lietuvoje unikalumo pasirinkta atvejo studijos tyrimų strategija. Nors diskriminacija yra laikoma neigiamu reiškiniu, tačiau pats šio atvejo radimasis ir jo eiga yra kartu ir teigiami veganų ir apskritai lygių galimybių užtikrinimo atžvilgiu, kadangi turėjo tiesioginį ir netiesioginį poveikį diskriminacijai panaikinti / mažinti. Discrimination research is not new in the world, but there is not much research on vegan discrimination, and there are only a few in Europe. The perspective of this study is completely new, as it analyzes the paradoxical situation of vegan discrimination and rights in prisons. The vegan social group is a really under-researched part of society in Lithuania, there is absolutely no discrimination and equal opportunities research from a vegan perspective, and it is certainly not clear whether vegans’ views are protected by law in the same way as other beliefs and views. The article presents the results of the analysis of the 2017–2021 case of vegan discrimination in Lithuania: the circumstances, measures and their impact on the updating of legal acts and the reduction / elimination of discrimination in a certain state institution are discussed. Methods used: literature and legislation review, document analysis and synthesis, web content review. Due to the limited number of cases and the uniqueness of the case in Lithuania, the case study research strategy was chosen. Although discrimination is considered a negative thing, the very occurrence and course of this case is also a positive phenomenon in terms of ensuring vegan and generally equal opportunities, as it has had a direct and indirect effect on the elimination / reduction of discrimination. Straipsnyje analizuojama jaunimo religinio tapatumo, religingumo konstravimo problema bei jo sąveika su religine socializacija Lietuvoje. Remiantis 2019–2020 metais atliktų fokus grupių interviu su Lietuvos baigiamųjų klasių (11–12) moksleiviais duomenimis, straipsnyje analizuojamas jaunimo religingumo ir religinio tapatumo konstravimas bei jo santykis su religine socializacija Lietuvoje. Pirmiausia aptariamas jaunimo religinio tapatumo klausimas ir jo konstravimas šiuolaikinėje visuomenėje, nagrinėjamas pirminės ir antrinės (institucionalizuotos) socializacijos įtakos konstruojant religinį tapatumą ir švietimo, kaip socialinio instituto, vaidmuo religinei socializacijai. Pasitelkiant tyrimo informantų naratyvus straipsnyje aptariamas moksleivių ir mokytojų požiūris į jaunimo religinį tapatumą ir jo konstravimo veiksnius. Empirinio tyrimo duomenys atskleidė ypatingą mokytojo vaidmens vietą religinio tapatumo, religingumo konstravimo procesuose. Tyrimo duomenys taip pat parodė, kad tarp jo dalyvių vyrauja pasirenkamasis, o ne paveldimasis, religinio tapatumo bei religingumo konstravimo procesas. This paper analyses the issue of the construction of youth’s religious identity and religiosity as well as its interaction with religious socialization in Lithuania. Based on the data from focus group interviews conducted with the soon-to-be graduates of Lithuanian secondary schools (11th–12th graders) in 2019–2020, the paper analyses the issue of the construction of youth’s religiosity and religious identity as well as its relationship with religious socialization in Lithuania. First, the paper discusses the issue of youth’s religious identity and its construction in contemporary society, examining the influences of primary and secondary (institutionalized) socialization in the construction of religious identity and the role played by education as a social institution in religious socialization. Grounding on the narratives, the article shows the perspective of pupils and teachers on youth’s religious identity and the factors of its construction. The data of the empirical research revealed the unique role of the teacher in the processes of construction of religious identity and religiosity. The research data has also shown that the dominant process among the research participants is the chosen rather than inherited construction of religious identity and religiosity. In this article, the authors analyse the practice of the Lithuanian national courts and the European Court of Human Rights in hate crime cases, provide insights into the synergy between the decisions made by these courts, and suggest further improvement actions. This research shows that proving the circumstances surrounding various forms of hatred is quite complex, often lacking a more comprehensive, in-depth definition of the totality of circumstances by taking account of the need for special knowledge, the identification of guilt, and the system and intensity of actions. There is often a divide between criminal liability and the possibility of other countermeasures, especially when examining cases related to hate speech. Court decisions draw attention to the fact that it is necessary to consider the totality of the data collected, not individual data or individual fragments of circumstances. Among other things, the decisions emphasize the ultima ratio principle: whether criminal liability is an adequate measure in cases of hate speech. The topical issues examined in the article draw attention to the collection of significant data and the organization of investigations of these crimes, issues relating to proof and the emerging practice of the European Court of Human Rights and the Supreme Court of the Republic of Lithuania in this category of cases, highlighting the two main problematic aspects: first, the determination of the totality of objective and subjective features and second, the fact of identifying a real threat.

Šiame straipsnyje pristatomi 2017–2018 metais atlikto tyrimo rezultatai apie lyčių lygybės politiką savivaldoje, analizuojant 10 savivaldybių strateginius planus ir kokybinių interviu duomenis su savivaldybių merais, administracijų, švietimo ir socialinių paslaugų vadovais ir lyčių lygybės koordinatoriais. Nacionaliniu lygiu Moterų ir vyrų lygių galimybių įstatymas (2013) ir Darbo kodeksas (2016) įpareigoja savivaldybes ir joms pavaldžias institucijas integruoti lyčių lygybės politikos priemones. Tačiau vietos kontekstuose teisinės-politinės nuostatos gali būti įvairiai interpretuojamos (Hudson and Rönnblom, 2007). Straipsnyje, taikant politikos diskursų metodologinę prieigą, tiriami lyčių lygybės politikos diskursai: kaip vietos politikoje (ne)integruojamas lyties aspektas, tenkinant gyventojų poreikius, kokios sampratos fiksuojamos (fixing) ir kaip jos susiaurinamos (shrinking), pritempiamos (stretching) arba nukreipiamos (bending) į kitas politikos sritis. Analizuojant savivaldos atstovų pasisakymus ir interpretacijas, atskleidžiami vietos kontekstų kultūriniai filtrai. Pastarieji leidžia stebėti, kokie aspektai skatina arba trukdo lyčių lygybės politikos priemonių integravimui (Lombardo, Meier, Verloo, 2010). Tyrimo rezultatai rodo, kad savivaldos lygmeniu lyčių lygybės politikos tikslų svarbumas yra pripažįstamas. Tačiau dažniausiai lyčių lygybės politika susiaurinama iki nediskriminavimo principų teisinio reglamentavimo. Vietos politikos uždaviniai ir jų įgyvendinimo rodikliai matuojami lyčiai neutraliomis sąvokomis. Kai lyties aspektas „dingsta“ vietos kontekste, siekiama paaiškinti, kad lyčių lygybė netiesiogiai integruojama į savivaldos politiką, nukreipiama arba pritempiama prie kitų socialinių problemų sprendimo sričių. Analizuojant interviu su savivaldybių atstovais medžiagą pastebėta, kad visuomenėje paplitusios kultūrinės nuostatos apie moterų ir vyrų skirtumus sustiprina tradicines lyčių normas ir stereotipines nuostatas ir tai trukdo lyčių lygybės politikos įgyvendinimui. This article aims at examining policy discourses and institutional practices to implement gender equality in the local governance following the legal obligation, enshrined in the Law on Equal Opportunities for Women and Men (2013) and Labour Code (2016). Additionally, it seeks to reveal the interpretations about the meaning of gender equality and its implementation processes in specific local contexts. The analysis is based on the empirical material of qualitative research completed in 2017-2018. Specifically, strategic documents in 10 selected municipalities were analysed and interviews with mayors, directors of administration and representatives of the departments of education and social services and gender equality coordinators were conducted. By applying discourse analysis as a methodological approach, the study examined the meanings of the concept of gender equality and their interpretations. This approach allowed investigation into the gendering processes of the policy making, namely fixing, shrinking, stretching and/or bending of gender equality goals on local level. Additionally, the discourse analysis helped identifying the cultural filters, which provide insights into interpretations about support and/or obstacles for gender policies in local governance (Lombardo, Meier, Verloo, 2010). The results of the analysis suggest the persistence of gender-neutrality as the key principle articulated in the policies of local government and indicators of their implementation. Nevertheless, gendering politics in municipalities materializes by fixing gender equality goals in policy documents and shrinking them to the legal principals of non-discrimination, stretching to equal opportunities or bending to the other policy fields such as youth, aging or disability. This article contributes to the understanding of meanings of gender equality in local contexts in which the municipal actors articulate and (re)produce the normative perception about the traditional gender order and norms.

Straipsnyje analizuojamas paskutinis lietuvių rašytojo Ričardo Gavelio romanas „Sun-Tzu gyvenimas šventame Vilniaus mieste“. Pagrindinis dėmesys skiriamas kūrinio protagonisto savimonei ir santykiui su Vilniaus miesto tikrove nagrinėti. Straipsnyje taip pat aptariami ankstesnieji tekstai, kuriuose kalbama apie minėtą Gavelio romaną: Violetos Kelertienės pokolonijinių tyrimų ir Jūratės Čerškutės disertacinio dekonstrukcinio darbo išvados. Straipsnio pabaigoje išvedama, kad pagrindinis „Sun-Tzu gyvenimo šventame Vilniaus mieste“ veikėjas yra specifiškai susijęs su pačiu autoriumi ir jo lūpomis perteikiamas galutinis, testamentinis Gavelio pasaulėvaizdis ir atsakymai į viso gyvenimo klausimus: kas nulemia neapykantą Vilniui ir koks yra individo vaidmuo istoriniame kontekste, prie kurio pritapti niekada nesiekta ir net nebandyta? Žmogiškoji būtis Gaveliui – tai permanentinis karas su tikrais ar įsivaizduojamais priešais. Paskutiniame romane ši kova vyksta daugiausia požeminiame, pogrindžio Vilniuje – alternatyvioje autoriaus tikrovėje. The aim of this article is to analyze the relationship that the protagonist of Ričardas Gavelis’ novel Sun-Tzu’s Life in the Holy City of Vilnius has to the place, as well as his own paranoid character in post-Soviet reality. Taking into account the previous studies of Gavelis’ work, the article applies the theory of topophilic analysis – which has not been used so far to understand the writer’s oeuvre – that French literary scholar Gaston Bachelard and his follower Denis Sobolev have developed, along with the methodology that post-modern psychoanalysis (mainly Slavoj Žižek) offers, which allows us to arrive at a number of propositions that significantly complement the literary treatment of the writer’s last piece. The Lithuanian writer Ričardas Gavelis is best known to readers in the Western world as the author of the novel Vilnius Poker. According to many reviewers of the book and numerous scholars who have studied it in Lithuania and other countries, this work is a phantasmagoric epic of Vilnius, the capital of Lithuania, in the late Soviet and early post-Soviet eras. Gavelis still represents, and is identified in Lithuania and in post-Soviet space with, a specific type of author who is characterized by isolation from social life, lockdown in his own home, and writing based on his previous experience of self-isolation and inwardness. This kind of writer does not maintain any communication with the outside world and, in a sense, is antisocial – but at the same time, he does not lack the ambition to make his life meaningful by writing and to write into a literary history that may one day recognize such an author as a classic.

While considerable efforts are being made to consolidate and implement the principle of gender equality, the gender pay gap remains a real problem. One of the reasons for this gap is the traditional role of women in caring for children and other relatives. By devoting a significant part of their time to the unpaid care function, women have fewer opportunities to participate in employment relationships. This leads to women’s poorer financial situation, limited career opportunities, and a higher risk of poverty in old age. Therefore, both at the EU and national level, there has been a search for optimal ways to enable female caregivers to remain in the labour market and ensure their income levels. This article provides an overview of the situation of female caregivers and the legal measures taken by Lithuania and Estonia (both EU Member States) to improve the situation of women performing unpaid care functions in labour relationships. Saviraiškos teisė – kiekvienos demokratinės valstybės realizuojama žmogaus teisė aktualiais valstybės ir visuomenės klausimais ir kitomis svarbiomis aktualijomis. Tačiau šios teisės įgyvendinimas negali būti beribis, jos realizavimas gali būti ribojamas atsižvelgiant į kitus saugomus interesus, gėrį ir pamatines vertybes, kuriems gali būti padaroma didesnė žala nei pati realizuojama saviraiškos laisvė. Šiuo straipsniu fokusuojamas dėmesys į leistino ir draudžiamo veiksmo takoskyrą, remiantis nacionaline ikiteismine ir teismine, taip pat Europos Žmogaus Teisių Teismo (toliau – EŽTT) praktika, diskutuojama – kur yra ribos tarp baudžiamosios atsakomybės, kuomet pripažįstamas saviraiškos teisės pažeidimas, ir vienos iš demokratijos vertybių – žodžio laisvės. Atliktų ikiteisminių ir teismų sprendimų dėl neapykantos nusikaltimų ir neapykantos analizė parodė, kad diskrecija nustatant saviraiškos ribas sudaro galimybę interpretuoti neapykantos kalbos ir saviraiškos laisvės ribas, taigi, ne visada aiškiai, labiau net dviprasmiškai traktuoti ir taikyti baudžiamojo įstatymo nuostatas, skirtingai vertinant patį saviraiškos veiksmą, pabrėžiant neapykantą kurstančios kalbos pavojingumo laipsnį, pateikiant argumentaciją dėl informacijos paskleidimo būdų, neteisėtų veiksmų intensyvumo ir pan. Gryninant neapykantos nusikaltimų bei neapykantos kalbos ir saviraiškos laisvės takoskyrą, siūlytinas administracinės atsakomybės taikymas ir prevencinių veiksmų aktyvinimas. The right to self-expression - the human right exercised by every democratic state on topical issues of the state and society and other important issues. However, the implementation of this right cannot be unlimited. Its realization may be restricted in the light of other protected interests, goodness and fundamental values, that may suffer more harm than the freedom of expression itself. This article focuses on the distinction between permissible and prohibited acts, based on national pre-trial and judicial practice, as well as the case law of the European Court of Human Rights (ECHR), it is discussed where the boundaries between criminal liability for violating the right to self-expression and one of the values of democracy are freedom of expression. Analysis of the decisions of terminated pre-trial investigations on Art. 170 has shown that the main arguments for such decisions are related to the degree of danger of hate speech, causing certain social tensions and the intensity of illegal activities through the dissemination of information. Social tensions against a person (s) on the grounds of race, nationality, language, origin, religion, belief or other reasons do not in themselves justify stricter restrictions on the exercise of freedom of expression and the application of criminal liability as an ultima ratio. In principle, the recognition of the absence of a degree of danger which may lead to criminal liability, in such acts justifiably creates preconditions for the application of administrative justice. Arguments for the adoption of a criminal order in this category of cases are often based on the confession of the person who committed the act, which may in principle give rise to a dual practice of proving the offense. It is therefore reasonable to assume that the same reasoning should apply to the final decision, regardless of the individual's position on the act committed. The use of legal and educational instruments would be more successful in clearing the boundaries of hate speech and freedom of expression. It is recommended that the Code of Administrative Offenses provide for liability for acts of hatred against a person (persons) on the grounds of race, nationality, language, origin, religion, belief, opinion or other grounds, i. y. transferring Art. 170 of the Criminal Code. 1 d. provisions of the Code of Administrative Offenses, while Art. 170 providing for liability for incitement to hatred, thus realizing the principle of the inevitability of liability. A clear differentiation of liability and unity of preventive action would help to ensure a smooth demarcation line between freedom of expression and hatred.

Nepaisant išsamaus lyčių lygybės principo įtvirtinimo teisės aktuose Europos Sąjungos ir nacionaliniu Lietuvos lygiu, vienodas vyrų ir moterų darbo užmokestis – aktuali praktinė problema, turėjusi ir tebeturinti aiškią praktinę išraišką – moterų skurdą. Atotrūkis tarp vyrų ir moterų darbo užmokesčio Lietuvoje yra itin kontroversiškas: nors vyrų ir moterų užimtumo lygis praktiškai nesiskiria, tačiau egzistuoja reikšmingas atotrūkis tarp vyrų ir moterų darbo užmokesčio bei aukšta moterų skurdo rizika. Šiame straipsnyje analizuojamos Europos Sąjungos ir Lietuvos teisės aktuose įtvirtintos teisinės priemonės, skirtos mažinti vyrų ir moterų darbo užmokesčio atotrūkį, taip pat identifikuojamos probleminės teisinės nuostatos. Although the employment gap between men and women in Lithuania is insignificant and cannot be considered a relevant social problem, the same cannot be said about their wages. Women’s wages are significantly lower than those of men. Lower wages lead to lower pensions after active participation in the labour market ends and increase the risk of poverty for women. This article analyses the legal measures enshrined in the legislation of the European Union and Lithuania aimed at reducing the wage gap between men and women and identifies problematic legal provisions. From a formal point of view, the principle of equal pay is sufficiently regulated in Lithuanian national law, and no significant problems have been identified in Lithuanian case law – which is mainly in line with the objectives and direction of legal regulation. On the other hand, despite considerable efforts that have been made in recent years to implement transparency in the wage system, there are still some unresolved issues. One of them is additional guarantees for pregnant women, those who have recently given birth, and breastfeeding mothers, which limit the opportunities for these employees to receive higher wages. The implementation of the Labour Code norm, which ensures the right of women to receive adequate wages after pregnancy, childbirth, and childcare leave, also causes legal uncertainty. Šio straipsnio tikslas – ištirti moterų karių karjeros galimybes Lietuvos kariuomenėje. Straipsnyje aptariama karjeros samprata, karių karjeros teisinis reglamentavimas. Empirinė straipsnio dalis remiasi originaliu moterų puskarininkių nuomonės tyrimu, kuris buvo atliktas 2019 m. pabaigoje mechanizuotoje pėstininkų brigados vadovybėje „Geležinis Vilkas“. Ištyrus moterų puskarininkių nuomonę nustatyta, kad teisinė bazė, reglamentuojanti karių karjerą Lietuvos kariuomenėje, yra vienoda tiek moterims, tiek vyrams, tačiau dalis tyrimo dalyvių nurodė, kad ši bazė yra nepakankamai palanki nėščioms ir vaikų priežiūros atostogose esančioms moterims, nes, pavyzdžiui, vaikų priežiūros atostogose esančios moterys neretai perkeliamos į personalo rezervą, o jų pareigas užima kiti kariai ir pan. Tiriamųjų nuomonė apie moterų galimybes, lyginant su vyrais, siekti karjeros Lietuvos kariuomenėje išsiskyrė, nes dalis tyrimo dalyvių manė, jog moterų ir vyrų galimybės yra lygios visose jų profesinės veiklos srityse, o kitos teigė, kad galimybės lygios tik administravimo, aptarnavimo ir panašiose sferose. Nustatyta, kad daliai moterų puskarininkių yra sunku lygiomis sąlygomis su vyrais siekti vertikalios kario karjeros, kad mažai moterų karių užima vadovaujančias pareigas kariuomenėje, t. y. siekiant vertikalios karjeros moterys neretai susiduria su „stiklinių lubų“ fenomenu. Taip pat nustatyta, kad kariuomenėje moterims karėms egzistuoja geresnės galimybės siekti horizontalios karjeros. Prie moterų karjerą kariuomenėje skatinančių veiksnių galima priskirti jų asmeninę motyvaciją bei finansines, materialines ir nematerialines paskatas, o prie trukdančių – kariuomenėje vis dar egzistuojančius stereotipus, vadų asmeniškumus, moterų neįtraukimą į sprendimų priėmimo procesą ir kt., The aim of this research paper is to examine the career prospects of female soldiers in the Lithuanian Armed Forces. The article tackles the concept of career and legal regulation of careers in the military. The empirical part of the paper is based on an original survey of female noncommissioned officers’ opinion, which was conducted at the end of 2019 at the command of the Mechanized Infantry Brigade "Iron Wolf". The opinion of female non-commissioned officers showed that the legal basis of career making for all soldiers in the Lithuanian Armed Forces is the same for both women and men, but some of the participants in the study pointed out that this is not sufficiently relevant to pregnant women and women on maternity leave, as, for example, women on maternity leave are often transferred to the personnel reserve, and their positions are filled by other soldiers, etc. The respondents’ opinion on women’s opportunities to pursue a career in the Lithuanian Armed Forces compared to men was divided, as some of the respondents believed that women and men have equal opportunities in all areas of their professional activities, while others stated that opportunities are equal only in administration, service and similar areas. It was found that some female NCOs find it difficult to pursue a vertical military career on equal terms with men, that few female soldiers are in senior positions in the army, in other words, women often face the phenomenon of the ‘glass ceiling’ when pursuing vertical careers. In contrast, there are better opportunities for women soldiers to pursue horizontal careers in the army. Factors that encourage women’s careers in the military include their personal motivation and financial, material and non-material incentives, while those that hinder them include the stereotypes that still exist in the military, the personalities of commanders, the exclusion of women from decision-making processes, etc.

Šiame straipsnyje siekta atsakyti į klausimus: kokia vaikų, turinčių negalią, ir jų tėvų situacija sveikatos priežiūros sistemoje Lietuvoje? Ar jie yra diskriminuojami? Jeigu šių vaikų diskriminacija yra išlikusi, tai kokia jos raiška? Ar galima įžvelgti ryšį tarp šių vaikų diskriminacijos ir požiūrio į tėvus, auginančius vaikus, turinčius negalią? Šie ir kiti panašūs klausimai atspindi straipsnio mokslinę problemą. Tyrimo klausimus sukonkretina tyrimo objektas – vaikų, turinčių negalią, ir jų tėvų diskriminacijos raiška Lietuvos sveikatos priežiūros ir su ja susijusiose sistemose. Tyrimo radiniai rodo, kad pasitaiko atvejų, kai šie vaikai patiria diskriminaciją Lietuvos sveikatos priežiūros sistemoje. Vaikų, turinčių negalią, ir jų tėvų diskriminacijos raiška siejama su atviru vaiko ir jo tėvų ignoravimu, peraugančiu į vaiko kaip asmens nuvertinimą; kūdikių iš vaikų namų nepriežiūra ligoninėje; nevienodomis gydymo sąlygomis skirtingą negalią turintiems vaikams; vaikų, turinčių protinę negalią, diskriminacija gaunant odontologinį gydymą; neatsakingu vaistų skyrimu arba neskyrimu vaikams, turintiems negalią. Kartu su vaikais diskriminuojamos ir jų mamos; teikiamos nekokybiškos, žeidžiančios vaiko ir šeimos orumą paslaugos. Diskriminaciją sveikatos priežiūros sistemoje gali patirti ne tik vaikai, turintys negalią, bet ir jų tėvai. In the present article, I aim to answer the questions: what is the situation of children with disabilities and their parents in the healthcare system in Lithuania? Are they discriminated against? If discrimination against children with disabilities persists, what is its manifestation? Is it possible to see a link between discrimination against children with disabilities and attitudes towards parents of children with disabilities? These and other similar questions reflect the scientific problem of the article. The research questions are concretized by the research object – expression of discrimination of children with disabilities and their parents in the Lithuanian health care and related systems. The findings of the research prove that there are cases when children with disabilities experience discrimination in the Lithuanian health care system. The expression of discrimination against children with disabilities and their parents is related to: open disregard of the child and his/her mother, which escalates into an underestimation of the child as a person; neglect of infants from children’s home in the hospital; unequal treatment conditions for children with different disabilities; discrimination against children with intellectual disabilities in access to dental treatment; irresponsible administering or not administering medicines to children with disabilities; together with children, their mothers are also discriminated against; low-quality services that violate the dignity of the child and the family. Not only children with disabilities but also their parents can face discrimination in the health care system.

Vis labiau ribojama žodžio laisvė. Naujausias nevyriausybinės organizacijos Žurnalistai be sienų (Reporters Sans Frontières – RSF) 180 šalių ir teritorijų tyrimas rodo, kad žurnalistų veikla yra visiškai sustabdyta arba rimtai trukdoma 73 valstybėse ir suvaržyta 59 kitose. Taigi 73 % vertintų šalių gyventojai neturi laisvos prieigos prie žinių. Poveikio turėjo Covid-19 pandemija, tapusi dingstimi sveikatos sumetimais riboti žurnalistų darbą. Vargu ar visi draudimai ir ribojimai bus atšaukti, kai ji baigsis. Beveik dėsninga, jog autoritarinės šalys mėgina riboti nepriklausomos informacijos šaltinius ir sklaidą. Mūsų kaimynai yra šios srities specialistai. Baltarusijos parlamentas priėmė teisės aktus, dar labiau apribojusius nepriklausomų medijų darbą ir praplėtė oficialius pagrindus atšaukti akreditacijas, uždaryti žiniasklaidos priemones bei blokuoti jų interneto svetaines. Ypatingu taikiniu tapo didžiausias nepriklausomas naujienų portalas Tut.by: policija vykdė kratas jo biure, užblokavo portalą, sulaikė nemažai darbuotojų, neva dėl mokesčių vengimo, o Vidaus reikalų ministerija prašė pripažinti šio portalo ir jo socialinių tinklų medžiagą ekstremistine.

Žmogaus gyvenimo kelias kėlė ir toliau kelia diskusijas: ar jis tolydus, ar šuoliškas, kokios nenutrūkstamos gijos sieja skirtingus amžiaus tarpsnius, kokiais būdais tas sąsajas nustatyti. Šio tyrimo tikslas – įvertinti gyvenimo aplinkybių vaikystėje, šeimos politinių represijų ir diskriminacijos patirčių reikšmingumą prognozuojant psichologinę gerovę vyresniame amžiuje. Tyrimui panaudoti Europos sveikatos, senėjimo ir išėjimo į pensiją (SHARE) tyrimo 7-os bangos duomenys. Į tyrimą buvo įtraukti 1 985 Lietuvoje gyvenantys 50 metų ir vyresni respondentai (63,8% – moterys). Psichologinė gerovė buvo įvertinta 12-os teiginių Kontrolės, autonomijos, savirealizacijos ir malonumo (CASP) skalės versija. Remiantis retrospektyvia savistata, surinkti duomenys apie vaikystės ir paauglystės gyvenimo aplinkybes, apimantys namų aplinką ir sąlygas, santykius šeimoje ir artimoje aplinkoje, šeimos persekiojimo ir diskriminacijos patirtį. Hierarchinė regresinė analizė atskleidė, kad šeimos represijų, persekiojimo ir vaikystės gyvenimo aplinkybių veiksnių įtraukimas padidina modelio prognostinę vertę 8%. Santykiai su motina ir draugais, savo sveikatos ir gebėjimų vertinimas, knygų skaičius namuose ir kitų asmenų fizinis smurtas reikšmingai prognozuoja psichologinę gerovę vyresniame amžiuje, net kai kontroliuojami pagrindiniai sociodemografiniai kintamieji. Šio tyrimo rezultatai leidžia teigti, kad rūpestingos, saugios, stimuliuojančios ir kognityvinę raidą puoselėjančios socialinės aplinkos kūrimas vaikystėje gali prisidėti prie didesnės psichologinės gerovės net ir vyresniame amžiuje. The life course perspective raised many discussions about continuity, types of threads linking different developmental stages, and ways to identify these links. The aim of this study was to evaluate the significance of childhood family circumstances and family repression / discrimination experiences in predicting psychological well-being in later life. The Survey of Health, Ageing and Retirement in Europe (SHARE) wave 7 data was used; 1985 respondents aged 50+ (M = 66.23, SD = 10.52) living in Lithuania (63.8% – female) provided retrospective information on their early life circumstances, including home environment, relationships with family / friends, family persecution. Psychological well-being was assessed with a 12-item Control, Autonomy, Self-Realization, and Pleasure (CASP) scale. Results of the hierarchical regression analysis showed that the inclusion of family persecution and other childhood factors increases the prognostic value of the model by 8 percent. Relationships with mother and friends, self-rated health, perceived abilities, number of books at home, and physical harm by others significantly predicted psychological well-being among older adults, even after controlling pivotal sociodemographic variables. These results suggest that creating a caring, safe, and cognitively stimulating childhood environment can promote better development in early stages and contribute to greater psychological well-being in later life.

Nors EŽTT ne kartą pabrėžė saviraiškos laisvės svarbą demokratinėje visuomenėje, tačiau ši laisvė turi būti suderinama su asmenų teise būti apsaugotiems nuo neapykantos kurstymo. Ieškant pusiausvyros tarp šių dviejų, itin svarbių, žmogaus teisių apsaugos aspektų, Lietuvos teismų praktikoje kyla problemų. Tai buvo pastebėta ir EŽTT byloje Beizaras ir Levickas prieš Lietuvą. Dažnai neapykantą kurstantys pareiškimai Lietuvos teismų praktikoje įvertinami ne visai tinkamai – tik kaip neetiškas nuomonės reiškimas arba pareiškimai laikomi nepasiekusiais tam tikro pavojingumo lygio, kad būtų laikomi nusikalstamais. Dėl to tokių pareiškimų autoriai lieka nenubausti. Todėl straipsnyje, vadovaujantis tarptautinėje praktikoje suformuotais kriterijais, nagrinėjama Lietuvos teismų formuojama praktika ir tiriamas neapykantos kurstymo nusikalstamos veikos sudėties požymių, tokių kaip pareiškimų (ar kitos išraiškos) turinio, subjektyviųjų nusikalstamos veikos sudėties požymių ir pavojingumo įvertinimo atitikimas tarptautiniams standartams. Although the ECHR has repeatedly emphasized the importance of freedom of self-expression in a democratic society, this must be compatible with the right of individuals to be protected from incitement to hatred. Finding a balance between these two very important aspects of protecting human rights is often challenging in Lithuanian court practice. In many cases, Lithuanian court practice interprets statements that incite hatred as unethical expressions of opinion or as insufficiently dangerous to be regarded as criminal, resulting in the authors of these statements remaining unpunished. Therefore, the purpose of this article is to assess Lithuanian court practice; namely, the compliance of the assessment of the risk level of the characteristics of the criminal activity of incitement to hatred – such as the content of statements (or other forms) – with the characteristics and risk level based on the criteria developed in international court practice.

Dar visai neseniai buvo neįmanoma net įsivaizduoti, kad taip sunkiai išsivadavę iš ilgalaikės priespaudos ir tapę liberaliosios Vakarų demokratijos dalimi, po palyginti trumpo atokvėpio vėl susidursime su plataus masto ir vis labiau sutelktomis, gerai organizuotomis pastangomis užgniaužti kai kam nepageidaujamas žodžio laisvės apraiškas, nutildyti kitaminčius, esą savo nuomones jie reiškia pernelyg įžeidžiamai, net agresyviai. Kartu, matyt, siekiama ir kitų tikslų – užčiaupti burnas ideologiniams oponentams ir kritikams bei visiems tiems, kurių pasaulėžiūra nesutampa su dominuojančiu politiniu, socialiniu ar ekonominiu šiuolaikinio globalaus kapitalizmo diskursu. Panašu, kad ateityje vis dažniau susidursime su veiksmais, kuriais bandoma bet kokia kaina suvaldyti, apriboti ir kuo griežčiau kontroliuoti viešąją sferą. Tai vyksta ne vien Lietuvoje, o globaliu mastu. The author of the article – former president of Lithuanian PEN argues that recently freedom of speech and expression has been strangely marginalized and overshadowed by an ideological discourse of hate speech. He overviews developments in academic culture that brought political correctness – a concept borrowed from chairman Mao’s vocabulary that perhaps was introduced with good intentions but finally brought confusion and culture of double speech in western academic culture. It is noted that hate speech is ill defined, yet nevertheless it is used to further marginalize the freedom of speech and criminalize certain forms of self-expression. Shall we lose more important things while criminalizing some verbal discourses that most or some of us don’t like?

Lyčių stereotipai paprastai lemia, kad vadovavimas ir lyderystė yra labiau siejami su vyrais nei su moterimis. Įvairiose pasaulio šalyse, tarp jų ir Lietuvoje, vadovaujamose pozicijose dirba mažesnė dalis moterų, palyginti su vyrais. Tokį skirtumą galėtų lemti daugybė priežasčių, tačiau dažniausiai aptariama – moterų diskriminacija darbo rinkoje. Pirmasis žingsnis, kurį atliekame besidarbindami, yra personalo atranka, todėl būtų galima daryti prielaidą, kad moterų diskriminacija atsiranda jau šiame etape. Šio tyrimo metu buvo taikyta kvazieksperimentinė tyrimo strategija. Įdarbinimo simuliacijos metu tyrimo dalyviai (personalo specialistai ir palyginamoji grupė) turėjo vertinti potencialius kandidatus vyrą ir moterį, siekiančius įsidarbinti vadovaujamoje pozicijoje. Tyrimo tikslas buvo nustatyti, kuo skiriasi personalo specialistų ir palyginamosios grupės vertinimai, atsižvelgiant į pačių vertintojų ir kandidato lytį, įdarbinant kandidatus vadovaujamoje pozicijoje. Pagrindiniame tyrime dalyvavo 128 asmenys. Nustatyta, kad tiek personalo specialistės, tiek palyginamoji grupė potencialaus kandidato vyro ir moters įdarbinimo tikimybę, patikimumą, kompetenciją, skiriamą algą bei paaukštinimo tikimybę vertino panašiai. Rasti skirtumai tarp suvokto kandidatų gebėjimo dirbti komandoje – personalo specialistės ir kitų specialybių atstovės moterys manė, kad vyrui geriau pavyks dirbti komandoje. Tyrimo rezultatai leidžia daryti išvadą, kad lytis neturi reikšmingos įtakos darbinantis eiti vidutinio lygio vadovo pareigas. The Influence of the Applicant’s and Rater’s Sex on Decision-Making in a Hiring Simulation Summary. Gender stereotypes have determined that the concepts of management and leadership are more associated with men than women. There are more men working in management positions than women in various countries, including Lithuania. The most widely discussed cause for that is discrimination against women in the labor market. The aim of the study was to examine evaluation differences between personnel specialists and a comparison group, depending on their own and candidate’s gender. The study was based on a quasi-experimental strategy which included a hiring simulation. Participants had to evaluate potential candidates, a man and a woman, seeking a job in a management position. Data was collected from 128 people (age range – 19 to 56 years): 48 personnel specialists (M = 29,38; SD = 7,48), 49 women, who represented other specialties (M = 26,29; SD = 7,36) and 31 men, who represented other specialties (M = 25,39; SD = 5,05). Both personnel specialists and the comparison group evaluated man and woman candidates as similar. There were no significant differences between the two candidates on their hireability, reliability, competence, potential salary and promotability. However, results also indicate that personnel specialists and women, representing other specialties, suggested that a man was more capable to work in teams than a woman. The study gives an insight about the possibility of gender stereotype change.

Straipsnyje nagrinėjami Lietuvos teatrų veiklos atspindžiai vietinėje žiniasklaidoje Antrojo pasaulinio karo metais. Kaip rodo straipsnių skaičius, teatras buvo svarbi žiniasklaidos turinio, nacių kultūros dalis. Galima skirti tris pagrindines temas: Vakarų, ypač vokiečių teatro, sklaida, lietuviško repertuaro sklaida ir pramoginio teatro pristatymas. Pastarąjį dar galima skirti į pramoginį teatrą, skirtą vokiečių kariams ir administracijai, bei teatrą, skirtą lietuviškai auditorijai. Kaip rodo straipsnių turinys, apie teatrą rašantys žurnalistai vengė nacių propagandinių klišių, tokių kaip bolševikų ir žydų neapykanta, tačiau jų neišvengė spaudoje pasisakantys teatrų administratoriai. The article explores the reflection of Lithuanian theatrical activities in the local press during the World War II. As the number of articles shows, theatre was an important part of the dailies’ content. The articles reveal that theatre activities were very important for the expansion of the Nazi culture. One can distinguish three general themes that the articles cover: promotion of Western theatre, especially German, promotion of Lithuanian repertoire and presentation of entertainment theatre. The latter can still be divided into entertainment for German soldiers and administration, and entertainment for Lithuanian audiences. The content of the articles reveals that journalists writing about theatre avoided Nazi propaganda clichés, such as hatred for Bolsheviks and Jews, but these clichés were nevertheless used by the representatives of theatre administrators.

Žmogaus teisių ir laisvių apsaugos klausimai sveikatos priežiūros srityje yra itin aktualūs ir reikalaujantys ypatingo dėmesio, ypač dėl to, kad senėjanti visuomenė, biomedicinos mokslų pažanga, geresnė sveikatos priežiūros paslaugų kokybė ir visa eilė kitų veiksnių sąlygoja ilgesnę gyvenimo trukmę, reikalauja daugiau sveikatos resursų ir tuo pačiu atveria naujas teisines bei etines dilemas sprendžiant žmogaus gyvenimo pabaigos klausimus. Įvairūs tyrimai rodo, jog sunkiomis ir nepagydomomis ligomis sergantys asmenys susiduria su įvairiomis kliūtimis, kaip kad atskirtimi, diskriminacija, esminės priežiūros ir paslaugų neprieinamumu. Todėl vienas esminių klausimų šioje srityje – kaip paskutiniuose gyvenimo etapuose užtikrinti sergančių asmenų orumą, kurio pagrindu suponuojamos ir esminės pacientų teisės. Atsižvelgiant į Europos Tarybos rekomendacijas dėl nepagydoma liga sergančiųjų ir mirštančiųjų žmogaus teisių bei orumo apsaugos, straipsnyje siekėme išsiaiškinti rekomendacijose pasiūlytų priemonių įtvirtinimą tarptautinėje bei nacionalinėje teisėje, o taip pat ir praktinio įgyvendinimo ypatumus. Analizuojant mokslinius tyrimus, sveikatos politikos tikslus ir teisinio reguliavimo raidą Lietuvoje, pastebima, kad realaus žmogaus teisių ir orumo apsaugos sveikatos priežiūroje įgyvendinimui, be aiškių teisinių nuostatų, reikia ir pakankamų organizacinių sąlygų, specialistų gebėjimų ugdymo, kad žmogaus teisės ir orumo nežeminančios sąlygos būtų užtikrinamos teikiant kokybišką sveikatos priežiūrą, tame tarpe priimtinas ir prieinamas paliatyviosios pagalbos paslaugas. Vertinant įsipareigojimus žmogaus teisių srityje ir Europos Žmogaus Teisių Teismo praktiką, valstybė, nustatydama su gyvenimo pabaigos sprendimais susijusias galimybes ir reguliuodama jų įgyvendinimui reikalingas procedūras, turi pasiekti pusiausvyrą tarp pagarbos žmogaus orumui bei apsisprendimo teisei, ir būtinybės išsaugoti kitus pažeidžiamų asmenų bei visuomenės interesus. Pusiausvyros turi būti siekiama užkertant kelią piktnaudžiauti sunkiai sergančių asmenų padėtimi, kai siekiama su žmogaus orumu nesuderinamų tikslų. Nustatant galimybes atsisakyti gydymo, gyvybės palaikymo ar gaivinimo procedūrų yra itin svarbu susitarti dėl tikslaus ir vieningo teisinių sąvokų vartojimo, bei įtvirtini vieša diskusija bei tyrimais atskleistus visuomenės poreikius atitinkantį reguliavimą. Aiškesnė visuomeninių vertybių ir pacientų bei jų artimųjų poreikius atitinkančių sąlygų integracija į sveikatos paslaugas ir sveikatos profesionalų bei pacientų santykius reglamentuojančias teisės normas, galėtų ženkliai prisidėti prie žmogaus orumo apsaugos įgyvendinimo ne tik paliatyviosios pagalbos paslaugų teikime, bet ir visose kitose sveikatos priežiūros srityse. The issues concerning human rights and freedoms in the field of health care are of utmost relevance and require particular attention. Especially as ageing of population, advancement of biomedicine, a better quality of health services and a whole range of other factors lead to longer life expectancy, require more health resources and, at the same time, open new legal and ethical dilemmas in dealing with the decisions about the end-of-life care. At the last stage of illness and life of patients, the aspects of quality of life, the burden of caregivers, social and financial needs cannot be ignored. Various studies show that people stricken with serious and incurable diseases also face obstacles to the implementation of human rights, such as exclusion, discrimination, inaccessible essential care, and other healthcare services. Therefore, one of the fundamental issues in this area is finding the best way to ensure the dignity of patients in the final stages of life, which is an essential background to the full application of fundamental rights and freedoms of every person. In line with the Council of Europe's recommendations on the protection of the human rights and dignity of the terminally ill and the dying, we sought to clarify the application of the measures proposed in the recommendations in accordance with international and national law as well as with the ethical principles of medical practice. When assessing research studies, health policy, and the development of legal regulation in Lithuania, it was found that the actual protection of human rights and dignity in health care requires, first of all, unambiguous legal provisions and subsequently sufficient organizational measures, the continuous education of medical practitioners, in order that human rights and non-degrading conditions for human dignity are guaranteed by ensuring good quality of health care, including acceptable and accessible palliative care. According to the obligations of the State to protect human rights and the case-law of the European Court of Human Rights, there must be a balance found between respect for human dignity and the right to self-determination while establishing the regulation of options and procedures relating to end-of-life decisions. At the same time, the need for preserving other interests of vulnerable persons and society cannot be ignored. That is why the prevention of the abuse of seriously ill persons, which may arise in the care system while pursuing the objectives incompatible with human dignity, is also essential. It is necessary to agree on the precise and unified use of legal concepts when determining the possibilities to refuse treatment, life support, or resuscitation procedures, and to establish a regulation that meets the needs of society, which can be disclosed through the public debate and research. A comprehensive integration of societal values and conditions, that meet the needs of patients and their caregivers, into the provision of health services, and into the legal rules, governing the relationship of patients and healthcare providers, could make a significant contribution to the implementation and the protection of human dignity, not only in the provision of palliative care, but also in all other areas of health care services.

Apibrėžiant seksualinį priekabiavimą dažniausiai remiamasi teisiniu jo reglamentavimu ir teigiama, kad tai yra viena iš diskriminacijos lyties pagrindu formų. Tačiau toks įvardijimas neatskleidžia socialinės, psichologinės, ekonominės ir kt. šio reiškinio pusių. Todėl šiame straipsnyje daug dėmesio skiriama seksualinio priekabiavimo reiškinio analizei, remiantis Lietuvos ir užsienio mokslininkų įžvalgomis nagrinėjamos jo formos, priežastys, pasekmės, pateikiama statistinė informacija. Kadangi mokslinių įžvalgų seksualinio priekabiavimo reprezentavimo žiniasklaidoje tema Lietuvoje nėra, pristatomos užsienio šalių mokslininkų tyrimų įžvalgos, kurios nėra gausios. Šiame straipsnyje pristatomas žvalgomasis seksualinio priekabiavimo reprezentavimo naujienų portale delfi.lt tyrimas, atliktas analizuojant 2017 m. kovo mėn. – 2018 m. kovo mėn. publikacijas. Straipsnio tikslas – išanalizuoti seksuali nio priekabiavimo reprezentavimo delfi.lt naujienų portale ypatumus. Tyrimu nustatyta, jog seksualinio priekabiavimo tema delfi.lt naujienų portale atsiranda tik tam tikrų įvykių kontekste, šiuo atveju #MeToo judėjimo kontekste. Taip pat nustatyta, kad seksualinio priekabiavimo reprezentavimui būdingas informacinis pobūdis, tačiau pasigendama analitinio pobūdžio publikacijų, kurios apimtų platesnį kontekstą nei faktų konstatavimas. Analizuojant publikacijų teminį turinį išryškėjo galimų seksualinio priekabiavimo aukų patirtis bei skaitytojų ir nuomonės formuotojų požiūrio pateikimas, todėl konstatuotina, kad galimų aukų patirtis yra pateikiama kaip individo problema, o ne socialinių, kultūrinių, organizacinių ir kt. veiksnių nulemtas rezultatas. The definition of sexual harassment is mostly based on its legal regulation and is stated to be one of the forms of discrimination based on sex. However, such designation does not reveal social, psychological, economic, etc. sides of this phenomenon. Therefore, this article pays a lot of attention to the analysis of the phenomenon of sexual harassment, based on the insights of Lithuanian and foreign scientists, examines its forms, causes, consequences, and provides statistical information. As there are no scientific insights into the representation of sexual harassment in the media in Lithuania, research insights from foreign researchers are presented. This article presents an exploratory study of the representation of sexual harassment on the news portal delfi.lt, conducted during the analysis of 2017–2018 publications. The aim of the article is to analyze the peculiarities of the representation of sexual harassment on the delfi.lt news portal. The research found that the topic of sexual harassment appears on the news portal only in the context of certain events, in this case the #metoo movement; there is a lack of analytical publications that would cover a broader context than the statement of facts; the experience of potential victims is presented as an individual problem.

Straipsnyje, remiantis ekonominio nacionalizmo įžvalgomis, nagrinėjamos nacionalizmo formos, pasireiškusios lietuvių santykiuose su etninėmis mažumomis, grupėmis, imigrantais ir pabėgėliais nepriklausomoje Lietuvos valstybėje. Straipsnio tikslas – nagrinėjant lietuvių ir etninių mažumų santykius išryškinti ekonominio nacionalizmo bruožus dviem nepriklausomos Lietuvos atvejais: 1) etninė diskriminacija ir etniniai konfliktai 1930–1940 m.; 2) neigiamas ir religinis ksenofobinis požiūris į imigrantus ir pabėgėlius 2008–2009 m. pasaulinės finansinės krizės ir 2015 m. pabėgėlių krizės Europoje laikotarpiais. Tai leidžia paaiškinti ekonominio nacionalizmo atsiradimą ir jo bendrus bei specifinius bruožus Lietuvoje, t. y. kodėl politinių, demokratijos ar pabėgėlių krizių Europoje, taip pat pasaulinės finansinės krizės sąlygomis prasiveržia negatyvus, diskriminacinis, priešiškas ar religinis ksenofobinis Lietuvos piliečių požiūris į etnines mažumas, grupes, imigrantus ir pabėgėlius, o kai kuriais atvejais – ir fizinis smurtas prieš juos, ypač prieš žydus XX a. 4-ajame dešimtmetyje. Straipsnyje prieita prie šių išvadų: 1. Ekonominio nacionalizmo atsiradimą nepriklausomoje Lietuvoje veikė procesai šalyje, Europoje ir pasaulyje. 2. Lietuvių santykių su etninėmis mažumomis, grupėmis, imigrantais ir pabėgėliais analizė atskleidė, kad tiek XX a. 4-ajame dešimtmetyje, tiek XXI a. 1-ajame ir 2-ajame dešimtmečiuose galima įžvelgti bendrų ir specifinių ekonominio nacionalizmo bruožų, būdingų konkrečiam nepriklausomos Lietuvos laikotarpio atvejui. 3. Bendriems ekonominio nacionalizmo bruožams būdinga tai, kad ekonominis nacionalizmas nukreiptas prieš etnines mažumas, grupes, įvairių tautybių imigrantus ir pabėgėlius gali atsiskleisti įvairiomis raiškos formomis: 1) etninės nesantaikos sklaida žiniasklaidoje ir socialiniuose tinkluose, kai formuojama negatyvi ir priešiška nuomonė apie etnines mažumas, grupes, imigrantus ar pabėgėlius, pavyzdžiui, kaltinant rusus rusifikacija ar vadinant juos okupantais, kaltinant žydus, kad jie atėmė iš lietuvių verslus, ar vadinant juos lietuvių išnaudotojais, kaltinant lenkus dėl polonizacijos ar etninių įtampų kūrimo Pietryčių Lietuvoje ir pan.; 2) politinių ir visuomeninių organizacijų veikla ar visuomeniniais judėjimais, nukreiptais prieš etnines mažumas, imigrantus ir pabėgėlius, kai reikalaujama riboti jų verslus ar boikotuoti jų prekes ir paslaugas, taip pat neleisti atvykti dirbti ar ieškoti politinio prieglobsčio Lietuvoje; 3) viešais susirinkimais ir demonstracijomis, kai kurstomos nacionalistinės nuotaikos, pavyzdžiui, tipinis nacionalistinis demonstracijų šūkis „Lietuva lietuviams“ net tik žeidžia įvairių tautybių piliečių jausmus ir orumą, bet taip pat prieštarauja Lietuvos Konstitucijai, kad visi Lietuvos piliečiai yra lygūs prieš įstatymus, nesuteikiant jiems privilegijų ir ribojant jų teises dėl tikėjimo ir tautybės; ir 4) provokuojant tautinius konfliktus ar naudojant smurto veiksmus prieš etnines mažumas, grupes, imigrantus ar pabėgėlius (paminklų, turto niokojimas (padegimai ir etc.) ir fizinis smurtas. 4. Specifiniai ekonominio nacionalizmo bruožai yra: 1) XX a. 4-ojo deš. ekonominį nacionalizmą skatino ir protekcionistinė ekonominė politika, kurioje galima įžvelgti etninės diskriminacijos bruožų, siekiant iš pramonės, finansų ir prekybos sektorių išstumti įvairių tautybių verslininkus. Dėl to Lietuvos vyriausybė sudarė išimtinių ir palankių sąlygų lietuviams imtis naujų verslų, protegavo jų verslus per valstybinius užsakymus ir lengvatinius kreditus, steigė valstybines įmones, reguliavo kainas, taikė koncesijas pramonėje ir licencijas užsienio prekyboje; ir 2) lokaliu lygmeniu etniniai konfliktai peraugdavo į fizinį smurtą, iš esmės prieš vieną etninę mažumą – žydus. Tam tikros įtakos turėjo kurstomos antisemitinės nuotaikos žiniasklaidoje, kai kurių organizacijų antižydiška veikla ir iš dalies vyriausybės vykdoma protekcionistinė ekonominė politika, kurios tikslas buvo riboti ar išstumti žydus iš pramonės, bankų ir prekybos verslų. Žvelgiant į ateitį negalima vienareikšmiškai atsakyti, ar galima prognozuoti, kad Lietuvoje nacionalistinės nuotaikos dėl etninių mažumų, grupių ir imigrantų gali išaugti. Viena vertus, Lietuva yra nepriklausoma, demokratinė valstybė, kurioje garantuojamos kalbos, tradicijų, kultūros, tikėjimo ir sąžinės laisvė visiems jos piliečiams. Nacionalinės neapykantos kurstymo veika nėra toleruojama ir už tai numatoma baudžiamoji atsakomybė, todėl nacionalistinės nuotaikos neturėtų plėstis visuomenėje. Kita vertus, tam tikra nacionalistinė ar socialinė įtampa gali sustiprėti visuomenėje, pavyzdžiui, jei tarp lietuvių ir lenkų atsinaujintų konfliktai dėl vietovardžių rašymo ne valstybine lenkų kalba Pietryčių Lietuvoje, arba jei imigrantai dėl darbo santykių patirtų diskriminaciją, ir jei apskritai Lietuvoje pablogėtų ekonominė situacija dėl COVID-19 pandemijos. Tačiau vilties teikia tai, kad dauguma Lietuvos piliečių valstybės ydas ir ekonominius sunkumus sieja ne su etninėmis mažumomis, grupėmis ar imigrantais ir pabėgėliais, o su valdžios vykdoma politika nacionaliniu ir regioniniu lygmenimis. Based on insights into economic nationalism, this article focuses on the forms of nationalism which were manifested in the relations between Lithuanians and ethnic minorities, groups, immigrants, and refugees in the independent state of Lithuania. The aim of this article is to highlight features of economic nationalism through an analysis of the relations between Lithuanians and ethnic minorities in two cases of independent Lithuania: 1) ethnic discrimination and ethnic conflicts in the 1930–1940 period; and 2) negative and religious xenophobic attitudes towards immigrants and refugees in the periods of the global financial crisis in 2008–2009 and the refugee crisis in Europe in 2015. This analysis enables us to explain the emergence of economic nationalism as well as its general and specific characteristics in Lithuania, i.e., the reasons triggering the outburst of negative, discriminatory, hostile, or religious xenophobic views of people in Lithuania towards ethnic minorities, groups, immigrants, and refugees. These views emerged during political, democratic, and refugee crises in Europe and the global financial crisis, and in some cases even resulted in physical violence against minorities – especially against Jews in the 1930s.

Lyčių lygybės klausimas šių dienų pasaulyje yra vis dažniau keliamas, pvz., socialinėje medijoje, žiniasklaidoje, politikoje ir kitose srityse. Ne išimtis ir įmonių valdymas – čia ši tema taip pat yra aktuali. Lygioms galimybėms užtikrinti įmonėse yra kuriamos darbo grupės ir komitetai, rengiamos įvairios politikos ir tvarkos, daugumos valstybių ir sąjungų tikslais tampa ilgalaikės programos, kurių tikslas – mažinti socialinę atskirtį ir diskriminaciją. Tačiau, nepaisant visų pastangų, yra pastebima, kad daugumos didelių organizacijų vadovybėse, tarp valdybos narių ir direktorių vyrauja vadovai vyrai, o ne vadovės moterys. Mokslinio straipsnio tikslas – ištirti, ar moterų įsitraukimas į įmonių valdymą daro poveikį jų finansiniams rezultatams. Empiriniam tyrimui atlikti taikomi matematiniai-statistiniai duomenų analizės metodai: koreliacnė, regresinė analizės. Atliekant tyrimą naudojami finansiniai įmonių duomenys, finansiniai rodikliai bei moterų skaičiaus įmonių valdyboje procentinė išraiška, savo veiklą farmacijos sektoriuje vykdančiose įmonėse. The issue of gender equality is increasingly being raised in today’s world. It can be seen on social media, media, politics and other areas. Corporate governance is no exception – this topic is also relevant here. To ensure equal opportunities in companies, working groups and committees are being set up, various policies and procedures are being prepared, and longterm programs aimed at reducing social exclusion and discrimination are becoming the goal of most states and unions. However, despite all efforts, it is noticeable that in the management of most large organizations, among board members and directors, male executives predominate rather than female executives. The aim of the scientific article is to investigate whether the involvement of women in corporate governance affects their financial results. Mathematical-statistical methods of data analysis are used for empirical research: correlation, regression analyzes. In the course of the research, financial data of companies, financial indicators and the percentage of the number of women on the board of companies are used in companies operating in the pharmaceutical sector.

Veganizmo fenomenas pasaulyje nėra naujas, tačiau tik šio amžiaus pirmajame dešimtmetyje tapo platesnių sociologinių ir kitų tyrinėjimų objektu. Veganizmo sąvoka yra kompleksinė, siejama su vartojimo, gyvenimo būdo, socialinės grupės, socialinio judėjimo, subkultūros ir kitais socialiniais fenomenais, tačiau šio reiškinio kompleksiškumui yra ribotas tyrėjų dėmesys. Straipsnyje gvildenama veganizmo, kuris iki šiol menkai analizuotas Lietuvos tyrėjų darbuose, fenomeno daugiadimensiškumas, jo koncepcijų ir tyrimų krypčių įvairovė, apibendrintai pristatomi veganizmo reiškinio analizės lygmenys ir tyrinėjimų kryptys. The phenomenon of veganism is not new in the World, but it was only in the first decade of this century that it became the subject of wider sociological and other research. The concept of veganism is complex, associated with consumption, lifestyle, social group, social movement, subculture, and other social phenomena, but researchers’ attention to the complexity of this phenomenon is limited. The article examines the multidimensionality of the phenomenon of veganism, which has so far been poorly analysed in the works of Lithuanian researchers, the diversity of its concepts and research directions, and summarises the levels of analysis of the phenomenon of veganism and research directions.

Masinės žiniasklaidos, veikiančios pagal naujienų formavimo taisykles, kuriamas religinių bendruomenių diskursas turi įtakos viešajai visuomenės nuomonei apie jas. Antraštė žiniasklaidos priemonių konkurencinėje erdvėje neretai tampa pačia svarbiausia dėmesį pritraukiančia straipsnio dalimi, kuri ne tik pristato straipsnio turinį, bet ir, taikydama įvairias retorines strategijas, emocionalius žodžius, sustiprina tam tikrą religinių bendruomenių reprezentaciją. 1990–2015 m. laikotarpio dienraščio „Lietuvos rytas“ religinės tematikos antraščių analizė parodė, kad daugiausia tiriamuoju laikotarpiu pasirodė ekspresyvių antraščių. Neigiamų antraščių retorika proporcingai didėjo nuo 1990 m. Antraštėse rasta įvairių retorinių strategijų (metaforų, ironijos, kritikos, prielaidų, hiperbolizavimų, subjektyvumo, modalumo), padedančių kurti istorijų sensacingumą. Taip pat pasirodė netikslių, neapibrėžtų, straipsnio turinį klaidingai apibūdinančių antraščių. Romos katalikų bendruomenė vaizduojama dvipusiškai: kaip Lietuvos visuomenės dalis, kurianti bendrumo jausmą ir padedanti įvairiais visuomenės gyvenimo klausimais, ir kaip daranti žmogiškąsias nuodėmes. Antraštėse, pristatančiose kitas tradicines arba tradicinėmis nesančias religines bendruomenes, išskiriamos baimės, grėsmės ir kitoniškumo kūrimo strategijos. Mass media discourse has a strong impact on the public opinion about various religious communities. Needless to say, mass media’s content is created with news framing rules in a space, where all mass media channels are competing for audience attention. Headlines often become one of the most important part of the article, which not only attract readers’ attention and present the content of the article, but also, with the help of various rhetorical strategies and emotional words, strengthen certain representations of various religious communities. The analysis of 1990 – 2015 Lithuanian daily newspaper “Lietuvos rytas” headlines demonstrates that the headlines are more expressive than neutral. The percentage of negative rhetoric headlines has increased proportionally since 1990. Various rhetorical strategies were found in the analysed headlines: metaphors, irony, critique, assumptions, hyperbolization, subjectivity, and modality. There were also inaccurate and misleading headlines. The results enable to disclose the rule of news selectivity – most of the foreign news had negative rhetoric headlines. Roman Catholic community has double-sided portrait: it is shown as a part of Lithuania’s society, which creates a sense of belonging and contributes to a various social issues; and as a community with clergy who justify human sins. The headlines portraying other traditional or non-traditional religions communities highlight strategies that symbolize fear, threat and otherness of these communities.

Šiame straipsnyje atskleidžiamas XIX a. antros pusės lietuvių vyskupo Motiejaus Valančiaus požiūris į žydus. Iki šiol apie tai rašyta mažai, paliečiant epizodiškai, tiktai emigracijoje (Vytautas Kavolis) ir šių dienų Lietuvoje (Vygantas Vareikis) nedviprasmiškai įvardijo Valančiaus antisemitizmą ar, atvirkščiai, besąlygiškai gynė (Vanda Zaborskaitė), kad tai klaidinga nuomonė, atsiradusi ignoruojat kitų kūrinių kontekstus. Abiejų kraštutinių požiūrių autoriai tam, kad pagrįstų savo teiginius, cituoja tik Valančiaus „Paaugusių žmonių knygelę“, „Palangos Juzę“ ir „Vaikų knygelę“. Todėl ieškant nešališkos išvados pirmiausia siekiama remtis visais Valančiaus publikuotais tekstais: didaktiniais pasakojimais, giesmynais, katekizmais, ganytojiškais laiškais, politinėmis brošiūromis, hagiografiniais raštais, istorijos veikalais, laiškais, lenkų kalba rašytu dienoraščiu „Namų knyga“ ir kt. Juolab kad Valančiaus grynai religinei praktikai ir katechezei skirti tekstai turėjo netgi didesnę įtaką, o jie apeinami. Visų tekstų analizė leidžia tvirtinti, kad Valančius nepranoko savo epochos – laikėsi tradicinio antijudaistinio ir antisemitinio požiūrio tiek liaudžiai šviesti skirtose didaktinėse knygelėse bei politinėse brošiūrose, tiek katechezei ir maldai skirtose knygose – visur randame nusistatymą prieš žydus. Šis nusistatymas neabejotinai susiliejo su liaudyje įsitvirtinusiais antijudaistiniais stereotipais ir juos dar labiau įtvirtino lietuvių sąmonėje, kurie ėmė blankti tik tarpukario Lietuvoje pamačius modernius kaimynus žydus. Valančius nebuvo radikaliai nusistatęs prieš žydus, tą akivaizdžiai matome „Namų knygoje“. Jo asmeniniai santykiai su žydais buvo pragmatiški, o Kauno tremtyje netgi bičiuliški. Privačiame gyvenime jis sąžiningai laikėsi krikščioniškos meilės principų. This article aims to describe the attitude that the Lithuanian bishop Motiejus Valančius (1801-1875) had toward Jews. Up to now there was little written on this topic. Only in the diaspora (Vytautas Kavolis) and in contemporary Lithuania (Vygantas Vareikis) was Valančius’s anti-Semitism unambiguously identified or, alternately, vigorously denied (Vanda Zaborskaitė) as an erroneous opinion arising out of ignoring the context of most of his writings other than Paaugusių žmonių knygelė [Book for Grownups], Palangos Juzė [Palanga Joe], and Vaikų knygelė [Children’s Book]. Thus searching for an unbiased verdict requires looking at all of Valančius’s published texts, including his didactic tales, hymnals, catechisms, pastoral letters, political brochures, hagiographic writings, historiographic writings, letters, and his diary House Book written in Polish. It must be kept in mind that his texts intended for purely religious practice and catechesis had an even greater influence and therefore shouldn’t be ignored. An analysis of all of Valančius’s texts leads to the conclusion that the bishop did not transcend his epoch but held on to traditional anti-Judaist and anti-Semitic attitudes both in his didactic booklets and political brochures written for public education and in his books intended for catechesis and prayer: everywhere an attitude critical toward Jews shows through. This attitude undoubtedly merged with popular anti-Judaist stereotypes and even reinforced them in the Lithuanian consciousness; they began to fade only during the first period of independence as Lithuanians first encountered their modern Jewish neighbors. But Valančius was not radically antagonistic toward Jews; we see this very clearly in his House Book. His personal relationships with Jews were pragmatic, and during his Kaunas exile even friendly. In his private life he conscientiously observed the principles of Christian love.

Straipsnyje siekiama aptarti rašytojo Kazio Almeno svarstymus apie Lietuvą už geležinės uždangos. Per savo gyvenimą Almenas nekart keliavo į okupuotą Lietuvą ir tuos įspūdžius fiksavo atsiminimuose. Apie sovietmetį jis parašė keturis detektyvinius romanus, kurių pagrindinis veikėjas – milicininkas Donatas Vėbra. Šiame straipsnyje Almeno kelionių atsiminimai lyginami su jo detektyviniais romanais. Jo sukurtose istorijose galima pastebėti Česlovo Milošo ketmano idėjos pavyzdžių ar politinės teorijos mąstytojo Aleksandro Štromo, taip pat ir filosofės Hannah Arendt minčių atgarsių. Pagrindinis iššūkis, pasak rašytojo Almeno, yra dvilypė tapatybė, primesta režimo. Tad visuomenė privalo atmesti dvilypę tapatybę, tik taip žmogus gali tapti laisvesnis. The article discusses the deliberations of Kazys Almenas about Lithuania behind the Iron Curtain. In his life, the engineer Kazys Almenas traveled to occupied Lithuania, and he recorded what he experienced there during his travels in memoirs. These experiences helped as material for detective novels, of which Kazys Almenas wrote four, featuring the policeman Donatas Vėbra as the main character. Futhermore, time in the novels coincided mainly with Soviet times. Thus Kazys Almenas’s memoirs as a main source of ideas were compared with these detective novels. In his deliberations he discerned, in Lithuanian society, not only examples of what the poet Czesław Miłosz called the idea of ketman, but also echoes of thoughts by the political thinker Aleksandras Štromas and the philosopher Hannah Arendt. One of the main challenges facing Kazys Almenas as a writer seeking to understand his characters is the double identity of individuals that was imposed on them by the Soviet regime. Therefore, he thought, people must relinquish their double identity in order to be enabled to become free.

Socialinė atskirtis – socialinis nesaugumas, nepasitikėjimas savimi, socialinių įgūdžių, savigarbos, savivertės stoka. Socialinė atskirtis patiriama dėl skurdo, diskriminacijos, darbo, santykių netekties, įkalinimo, ligos, priklausomybių. Viena iš socialinę atskirtį patiriančių grupių – vyrai, o visuomenės stereotipiškumas jų atžvilgiu ir pagalbos stoka didina šios socialinės grupės atskirtį. Socialinė vyrų atskirtis gali būti mažinama socialinių pokyčių grupėje, skirtoje savęs, aplinkos pažinimui, socialinių įgūdžių ugdymui, socialinės įtraukties didinimui., Social disjuncture is a complex result of certain unfavorable life circumstances, a person’s social insecurity, and psychological discomfort, lack of self-confdence, social skills, respect, dignity, and self-esteem. Individuals or groups experience social disjuncture due to poverty, discrimination, loss of employment, relationships with relatives, imprisonment, illness, and addictions. One of the groups experiencing social disjuncture is men, and the stereotypes of society towards men further increase the risk of exclusion of this social group. Due to men’s social disjuncture, their social and professional life becomes very limited; their repulsive experience limits decisionmaking, and disrupts the expression of socially acceptable behavior. Men in social disjuncture suffer from social rejection, inferiority; self-doubt, diminished self-esteem, their social skills, and social expression are ofen unacceptable in society. Tey ofen refuse to make positive decisions that can improve their quality of life, do not recognize their uniqueness, otherness, and avoid socially signifcant changes, bold decisions. Men who have been separated for a long time exhibit aggressive behavior and become even more isolated as a result. Te social disjuncture of men can be successfully reduced in the group of social changes aimed at men’s self and knowledge of the environment, development of social skills, development of suitable alternatives for socially unacceptable behavior, increasing social inclusion in society.

Nacionalsocializmo (NS), Holokausto tyrinėtojai ar apmąstytojai neretai tiesiogiai, netgi tiesmukai pabrėžia nacių ideologijos ir jų nusikaltimų sąryšį. Dažniausiai ideo logija (antai rasinis antisemitizmas) jų traktuojama kaip pamatinė Holokausto / Šoa prielaida. Pastebint, kad ryšys tarp ideologijos ir masinio žmonių naikinimo brėžia mas per greitai ir per griežtai, straipsnyje, pasitelkus ir keletą pirminių, svarbiausių NS šaltinių, mėginamas kritiškai svarstyti „NS ideologijos“ eksplanacinis potencialas, kaip objektą pasirenkant keletą įtakingų, daugiausia istoriografinių pavyzdžių. Patys naciai post hoc ideologiškai aiškino daug ką, taip pat tuos savo veiksmus, kurių rezul tatus šiandien suvokiame kaip Holokaustą / Šoa. Tačiau mes, norėdami šitai suprasti sau ir paaiškinti kitiems, užuot sekę nacių (ideo)logika, turėtume stengtis suvokti nacionalsocialistinio naikinimo tikrovę labiau diferencijuotai – tiek kalbėdami apie skirtingo lygmens „naikintojus“, tiek atsižvelgdami į skirtumus tarp anuometinių naikintojų motyvų bei savimonės ir vėlesnių jos pa(si)aiškinimų remiantis tuo, „kas iš viso to išėjo“. Tekste pirmiausia remiamasi Hannah’os Arendt totalitarizmo tyrinėjimų ir blogio apmąstymų tradicija, taip pat Hermanno Lübbe’s, Odo Marquardto optimistinės istorinės epistemologijos kritika. The researchers of National Socialism (NS) and Holocaust often emphasize the apparently direct link between Nazis’ ideology and their crimes. They tend to interpret ideology (racial antisemitism in particular) as the foundation and key implication of Holocaust / Shoah. The article argues that the link between ideology and genocide is drawn too fast and too carelessly, and therefore attempts to provide a critical analysis of the explanatory potential of NS ideology, based on primary NS sources and historiographic examples. Nazis themselves post hoc explained many things (including their own actions) as ideologically driven – the outcomes of which we today perceive as Holocaust or Shoah. However, if we truly want to understand and explain these phenomena, instead of following Nazis’ (ideo)logical explanations, we ought to understand the reality of National socialist destructive actions in a more nuanced manner: namely, by differentiating between different types of “destructors”, their motives and self-consciousness, as well as their later explanations of “what happened because of that”. The article is based on Hannah Arendt’s research of totalitarianism and her reflections on evil, as well as Hermann Lübbe, Odo Marquardt and others’ critique of the optimistic historical epistemology.

The Polish minority is currently the largest national minority group in Lithuania. The main aim of this paper is to examine the extent of implementation of commitments under the Framework Convention for the Protection of National Minorities. This document is recognised as one of the most important international law frameworks regulating the rights of national minority members. In this paper, three selected areas in which discrimination of the Polish minority has occurred will be summarised: access to education, to the media, and linguistic rights. The expiration of the law on national minorities in 2010 will be discussed as a crucial factor contributing to the increasing discrimination of Poles in Lithuania. Moreover, this study will be referring to the recommendations of the Council of Europe Advisory Committee.

Straipsnyje analizuojamos neapykantos incidentų patirtys remiantis Panevėžio romų bendruomenėje 2019 m. atlikto kokybinio tyrimo rezultatais. Tyrimas atskleidžia sąsajas tarp struktūrinės diskriminacijos ir asmeninių žodinių ir smurtinių neapykantos incidentų patirčių. Per interviu surinkti „jautrūs“ duomenys apie žodinių ir smurtinių neapykantos incidentų patirtį Panevėžyje, straipsnyje traktuojami ne kaip „bejėgių“ asmenų refleksijos apie susitaikymą su nepakeičiamomis aplinkybėmis, darančiomis įtaką kasdieninėms situacijoms, bet ir kaip gynybiniai bendruomenės resursai, kurie gali būti panaudoti pačios bendruomenės siekiant susidoroti su kasdienine neapykanta ir antičigonizmu. This article analyses the experiences of hate incidents among the Roma residents in Panevėžys. The qualitative study carried out in 2019 revealed the links between structural discrimination and personal experiences of verbal and violent hate incidents. Because of everyday hate and discrimination, the Roma community in Panevėžys feels like a group of common fate, therefore the opportunities for close contacts between Lithuanians (non-Romani; gadjo) and Roma are hampered by mutual distrust, avoidance and violence. Prejudice against Roma online, face-to-face verbal and physical incidents in public places and the avoidance of social contacts with Roma people are a latent and invisible part of Roma daily life in Panevėžys. The comunity‘s capability to fight prejudice and resist hatred is further aggravated by the economic situation of the community, distrust in public institutions and illiteracy problems (for example, writing skills are required to file a complaint at the police). Only seasonal (temporary) migration to developed countries (i.e. the UK) is considered a fairly effective strategy to combat poverty, and thus reduce the consequences of hatred and discrimination in Panevėžys. However, not every member of the community can migrate to work abroad, as migrating itself requires knowledge, language skills as well as social contacts with those who have already migrated. Of those who migrated, the economic and social capital earned in migration is used to improve the social and economic situation at home (e.g. repairing housing, buying one's own home or moving to a “better” part of the city, investing into business or education). Such primarily economic (and only secondarily – social) improvement of living conditions in the community is seen as creating preconditions for reducing social distance between Lithuanians and Roma. Expectations of a better future for children and young people are also clearly visible in the community. Although Roma children may be bullied or discriminated against in schools, the expectations of parents and older Roma persons for a better future were associated with young people attending schools and obtaining education. The role of Roma community leaders and success stories and examples of success stories also remains important, so that successful integration in the community is not perceived as forced assimilation and loss of Roma identity and culture.

Straipsnyje nagrinėjami tokie aktualūs empiriniai demokratijos kokybės matai kaip Lietuvos gyventojų požiūris į lygių galimybių principų įgyvendinimą, pasirengimas kovai su diskriminacija, turima socialinė patirtis atkuriant pažeistas teises. Pažeistų teisių į lygias galimybės ir nediskriminavimą atkūrimo socialinė praktika nagrinėjama mikrosociologija, t. y. individualių atvejų lygmeniu. Individualios patirties analizei ir pažeistų teisių atkūrimo socialinės praktikos nagrinėjimui pasirinktas toks įstatymu draudžiamas diskriminacijos pagrindas kaip diskriminacija dėl lytinės orientacijos, nes, įvertinus didelį diskriminacijos dėl lytinės orientacijos paplitimo mastą ir labai mažą pasiryžusiųjų ginti savo pažeistas teises skaičių, galima teigti, kad ši diskriminacijos forma itin svarbi nustatant veiksnius, kurie skatina ir / arba riboja žmonių pasiryžimą ginti savo pažeistas teises. Straipsnyje pateikiama atliktų kokybinių interviu su asmenimis, patyrusiais diskriminaciją dėl lytinės orientacijos, apibendrinta medžiaga, taip pat pristatomos ekspertų, kurie turi tokių atvejų nagrinėjimo patirties, įžvalgos. The article deals with such empirical measures of the quality of democracy as the attitude of the Lithuanian population towards the implementation of the principle of equal opportunities, their preparedness to fight discrimination, and the social experience of the population in the restoration of violated rights. The social practice of restoring violated rights to equal opportunities and non-discrimination is examined in the context of microsociology, that is, at the level of individual cases. Discrimination on the basis of sexual orientation has been chosen for the analysis of individual experience and the examination of social practices for the restoration of violated rights, because, given the high prevalence of discrimination on the basis of sexual orientation and the very low number of people willing to defend their rights, it can be argued that this ground of discrimination plays a crucial role in identifying factors that encourage and/or limit people’s willingness to protect their rights. The paper presents a summary of the qualitative interviews conducted with those who have been discriminated on the basis of their sexual orientation and provides insights from experts with experience in dealing with such cases.

Straipsnyje siekiama aptarti puikybės apraiškų ypatumus Juozo Tumo-Vaižganto romane Pragiedruliai. Straipsnyje pristatomi trys puikybės tipai, randami šiame romane. Sviestavičiaus istorija leidžia aptarti bajoriškojo pūtimosi ypatumus. Siekiant detaliau atskleisti šio puikybės tipo specifiką, straipsnyje pasitelkiamas ir ankstyvasis Vaižganto apsakymas Tėvo palikimas. Neapykantos ir egoizmo aistroms pavaldaus vaistininko Viadorellio figūroje demonstruojama puikybės apsėsto žmogaus dvasinė degradacija. Parodoma, kad šios individualiõs tragedijos pasekmės turi neigiamos įtakos visuomenės tapsmui, stabdo tautos sąmonėjimo procesą. Trečiasis puikybės tipas sietinas su išorinių puikybės elgesio elementų sąmoningu vartojimu komunikacijoje. Tokiu atveju kalbama ne apie puikybę kaip tokią, o tik apie „apsimetinėjimą“ išpuikusiu didesnio įtaigumo tikslais. Šios trys puikybės formos Pragiedruliuose taikomos autoriaus požiūriui į taisytinus visuomenės ir politinės sistemos aspektus išreikšti. The author of the article analyzes the expression of pride in Juozas Tumas-Vaižgantas’s novel Pragiedruliai [Flashes]. She argues that pride, in addition to being employed as a rhetorical and stylistic device, becomes an axiological tool used to highlight society’s flaws that need to be corrected and to encourage the reader to take a stand against political and cultural injustice. The author discusses three main forms of pride. The first form is used to present the fallacies of the nobility. The social behavior of its representatives is often perceived as false pride in the novel. The author exposes this feature in Sviestavičius’s figure and shows the way how to release oneself from the patemic cage. In order to illustrate the ingrained ‘noble’ vanity, the article briefly discusses Vaižgantas’s early work, a short story Tėvo palikimas [Father’s Legacy], in which Matjošauckienė, doctor’s wife, blinded by false pride, destroys social and family ties and loses touch with reality. The portraits of characters, who are constructed by giving them attributes associated with the patemic behavior and consciousness of vanity, provide another context for the pride in Pragiedruliai. A detailed description of a cunning pharmacist Viadorelli is a good example of the second form of pride. Alongside such spiritually crippled characters, the writer juxtaposes positive features of intellectuals and enlightened peasants working for the benefit of Lithuania. The third form of pride is related to the specifics of the act of communication. In order to intensify verbal discourse and to express their disapproval of the political system, the characters in the novel act out a patemic play—they repeat external actions related to false pride.

Remiantis kokybinio tyrimo duomenimis, straipsnyje analizuojamos rasistinio pobūdžio neapykantos incidentų patirtys prieš Lietuvoje gyvenančius imigrantus. Interviu su tyrime dalyvavusiais informantais parodė, kad išankstinis nusistatymas, žodiniai ir fiziniai rasistiniai incidentai yra neatsiejama imigrantų, turinčių fizinių, matomų etninės kilmės ir rasinės tapatybės bruožų, kasdienybės dalis. Straipsnyje siekiama identifikuoti latentines neapykanta motyvuotas sąveikas tarp kitos rasės imigrantų ir Lietuvos gyventojų. Remiantis neapykantos incidentų pavyzdžiais, bandoma įvertinti J. Levino ir J. McDevitto (1993) neapykantos nusikaltimų tipologijos taikymo, analizuojant neapykantos incidentus, trūkumus. The article analyses the experiences of racially motivated hate incidents against immigrants in Lithuania, based on the data of a qualitative study. Interviews with informants in the study show that prejudice, verbal and physical violence incidents are an integral part of the daily lives of immigrants with visible ethnic and racial identities. Racist hate incidents make it possible to identify latent interactions between immigrants and local residents. Based on examples of hate incidents, the article critically analyses the typology of hate crimes by Levin and McDevitt (1993) and the limitations of its application in hate incident analysis.

Remiantis 2017 m. atliktos reprezentatyvios Lietuvos gyventojų apklausos duomenimis, straipsnyje analizuojamas diskriminacijos suvokimas ir gyventojų požiūris į lygių galimybių principo užtikrinimą Lietuvoje. Tiriama, kaip Lietuvos gyventojai suvokia diskriminaciją, ką laiko diskriminacija ir ko ne, kokie socialiniai demografiniai veiksniai lemia jos atpažinimą bei kokios priežastys nulemia apsisprendimą kovoti su diskriminacija siekiant atstatyti pažeistas teises. Straipsnyje teigiama, kad diskriminacijos samprata visuomenėje nėra nusistovėjusi, diskriminacija dažnai lieka neatpažinta, o nepasitikėjimas valstybe ir jos gebėjimu apginti piliečių teises yra laikomas esminiu demotyvuojančiu veiksniu, atgrasančiu žmones nuo kovos už savo teises., This article presents the findings of the research project ‘Quality of Democracy and Equal Opportunities: Attitudes and Social Practice in Lithuania’ funded by the Research Council of Lithuania. Based on the data of a representative survey, the article analyses the perception of discrimination and attitudes towards the implementation of the principle of equal opportunities in Lithuania. The article claims that the majority of the population do not possess a clear understanding of discrimination since the term‘discrimination’ in everyday language is used very broadly. Seeking help after experiencing discrimination is not widespread since many people do not know where and how to complain, they do not trust responsible institutions or tend to remain silent and do not want to get into more trouble.

he present article analyses the relationship between the Lithuanian Activist Front and the Organization of Ukrainian Nationalists (OUN) and their activity parallels in order to reach the Lithuanian and the Ukrainian independence in 1941. The research focuses on the attempts of the OUN and the LAF leaders to project the future Lithuanian and Ukrainian states in the 'New Europe' headed by Germany. Reaching for counterbalance against the USSR and the Communist ideology, the LAF and the OUN organizations aimed at taking into consideration the military and political power of Germany, while Škirpa, the leader of the LAF, coordinated his activities with the OUN leaders, Stetsko, Yaryi, and Bandera. Fanatical chiefs of the Third Reich manipulated with the Lithuanians and Ukrainians' feelings of revenge against the Bolsheviks and the will to feel Europeans; however, they involved a part of Lithuanians and Ukrainians to the massacre of Jews rather than allowed to contribute to Wehrmacht fight against the USSR. Important lesson here that Lithuania and Ukraine did not obtain any independence but just became a part of the Third Reich, which controlled the so called 'New Europe' at the time.

Straipsnyje analizuojami Valstybės saugumo departamento (VSD) pranešimai, susiję su antisemitiniais išpuoliais Lietuvoje 1939–1940 m. Šis laikotarpis nebuvo ramus nei Europoje, nei Lietuvoje. Straipsnyje svarstoma, kaip šios aplinkybės darė įtaką antisemitizmo augimui paskutiniaisiais Lietuvos nepriklausomybės metais. Straipsnį sudaro trys dalys. Pirmoje analizuojama valdžios politika ir požiūris į žydų tautinę mažumą, antroje apariami didesni antisemitiniai ekscesai, trečioje aprašomi kasdieniniai antisemitizmo reiškiniai, užfiksuoti VSD dokumentuose. Išvados leidžia teigti, jog Lietuvos Respublikos valdžia visuomet reaguodavo į antisemitizmo apraiškas, stengėsi jas suvaldyti, o kaltininkus nubausti. 1939–1940 m., dar prieš prasidedant sovietinei okupacijai, didesnių antisemitinių išpuolių, palyginti su ankstesniais metais, nebuvo užfiksuota. Kasdieninių antisemitinių išpuolių nefiksuota daugiau nei ankstesniais metais (jų padaugėjo tik 1940 m. vasarą, kai Lietuva buvo okupuota Raudonosios armijos ir vyko aktyvūs sovietizacijos procesai), o išpuolių scenarijus išliko tas pats – žydams priklausiusių pastatų langų daužymas, antisemitinių plakatų bei atsišaukimų platinimas. Nors ir retai, bet pasitaikydavo užpuolimų – muštynių ir kitų bandymų fiziškai susidoroti su žydais – tautine mažuma, kuri buvo tapusi lietuvių ir kitų tautų atstovų neapykantos ir smurto taikiniu. The article is based on the analysis of the reports of State Security Department (SSD) concerning antisemitism in Lithuania in 1939-1940. This section of Lithuanian and world history is known as a turbulent time, so was this period anyhow different in respect with the dissemination of anti-Semitic ideas and actions in Lithuania? Anti-Semitism emerged in Lithuania (as well as in other countries) as one of the results of modernization but the question arises whether the geopolitical tensions in the world had any impact on the relationship between Jews and Lithuanians, not to mention the country’s internal situation, worsened by the increasing social and economic problems, the loss of Klaipėda Region, the attempts to incorporate Vilnius Region into Lithuania, etc. The analysis, which is based on SSD reports, is structured in three parts that analyse the following topics: Lithuanian authorities’ position toward Jewish minority, major anti-Semitic attacks in 1939-1940, and day-to-day anti-Semitic incidents. It was clear that authorities by all means tried to avoid and suppress any anti-Semitic actions, and if attacks on Jews occurred, the perpetrators were punished. During this period, there were no major anti-Semitic attacks, which leads to the assumptions that Antisemitism was not intensifying over the last years of independent Lithuania, and that daily anti-Semitic actions did not reduce the average of Lithuanian - Jewish conflicts, in comparison with other periods. The source of the conflicts remained the same: distribution of anti-Semitic pamphlets and posters, destruction of Jewish property breaking windows, and occasional physical attacks.

This article is based on the analysis of the results of 120-day (from 1 June 2017 until 15 November 2017) monitoring of Lithuanian national media channels (print, internet dailies and TV) and material from journalists’ focus group discussions. Descriptive statistical analysis has demonstrated that most of the information on disability in the media is provided by online newspapers, although topics related to disability are rare in the majority of the media, with more than half of publications mentioning disability episodically, without deeper analysis of integration problems that still prevail in the country. The framing analysis has shown that people with disabilities are more often depicted as holders of rights than victims, but their overall image in media publications is slightly more negative than positive (there are more frames related to the disabled people being at poverty risk, also being presented in contexts of crime and accidents than frames emphasizing positive context, success stories and achievements). The public is poorly informed about the opportunities and the needs of people with different disabilities, as the disabilities are frequently generalised. The analysis of media sources has revealed that information on disability in the media is most often reflected from the point of view of public authorities, while people with disabilities, their relatives and NGOs play a less significant role in providing information to the media. During the focus group discussions, the journalists were more critical of the integration situation of people with disabilities than they seem to be in publications. The journalists do not believe that the media can play a part in solving the integration problems of the people with disabilities in Lithuania, but they emphasize their own role in improving public understanding. According to the internationally accepted definition, social work is a human rights profession. Therefore, its practitioners must be able to understand and recognize the stereotypes that affect their clients’ quality of life. Both in the media and in everyday life, people with disabilities face depreciation, regret, continuous emphasis of clinical aspects of their disabilities. Explanation and understanding of social and structural obstacles are rare. Therefore, the analysis of factors that contribute to the perpetuation of discrimination and inequality serves as a basis for designing new social work methods that help to ensure successful implementation of human rights and principles of equality and non-discrimination.

This article discusses the armed Polish-Lithuanian conflict during 1919–23. It flared in May 1919 when the first open clash between Lithuanian and Polish troops took place. It gradually escalated into an undeclared war and lasted until late November 1920 when, in Kaunas, both sides agreed to stop fighting along the neutral zone established by the League of Nations. However, there was no final peace agreement signed, only a truce, and low-scale paramilitary violence continued unabated in the neutral zone until as late as May 1923. The author argues that the conflict involved various paramilitary formations which terrorised the civilians in the disputed borderland. For the Lithuanian government, the war against Poland provided an opportunity for total mobilization of the Lithuanian society. The fact that, during the entire interwar period, the conflict remained open-ended, ensured that the paramilitary structures and military laws that emerged during it would remain in place for much longer.

Siekiant užtikrinti vienodas moterų ir vyrų dalyvavimo šalies darbo rinkoje galimybes bei įgyvendinti atitinkamų įstatymų ir kitų teisės aktų reikalavimus, reikia išsamios analizės, besiremiančios mokslinės literatūros analize, statistine informacija apie lygių galimybių situaciją darbo rinkoje ir jos pokyčius, kuri yra svarbi pagrįstai darbo užmokesčio nelygybės lyties atžvilgiu analizei ir sprendimams priimti. Straipsnyje analizuojami darbo užmokesčio nelygybės privačiame sektoriuje lyties atžvilgiu aspektai. Mokslinės literatūros bei antrinių šaltinių turinio analizė parodė, kad Lietuvoje vis dar išlieka diskriminacija lyties atžvilgiu darbo rinkoje. Dalyvavimo Lietuvos darbo rinkoje skirtumus lyties atžvilgiu lemiantys veiksniai siejami su moterų integravimosi į darbo rinką kliūtimis. Atlikta didžiausių moterų ir vyrų darbo užmokesčių privačiame sektoriuje analizė parodė, kad vis dar egzistuoja darbo užmokesčio nelygybė lyties atžvilgiu šiame sektoriuje. In order to ensure equal opportunities for women and men in the labour market and to meet the requirements of relevant laws and regulations, a comprehensive analysis based on the analysis of scientific literature and statistics on the labour market situation and its development is necessary. It is important for reasoned analysis and decision-making on gender pay inequalities. The aim of the article is to analyse aspects of wage inequality in the private sector. According to the results of the analysis, there are marked differences between the wages of men and women in the private sector in Lithuania. Women and men still tend to do different jobs, which affects the gender pay gap. The analysis showed that there was a marked difference in pay between women and men in the same sector, i.e. women's wages were significantly lower than men's wages during the analysed period.

Tekste apibendrinami dviejų skirtingais laikotarpiais etniškai mišriuose Lietuvos regionuose vykusių tyrimų duomenys. Tyrimo metu buvo atlikti interviu su mokyklų lietuvių, rusų ir lenkų kalbomis bendruomenių nariais (administracijos darbuotojais, mokytojais). Duomenys interpretuojami pasitelkiant Rogers Brubaker, Stephen May, Will Kymlicka teorines prieigas apie tautinių mažumų teises, tautinės mažumos ir daugumos sąveikos modelius. Straipsnyje teigiama, jog mokyklose skirtingomis mokomosiomis kalbomis konstruojamos iš dalies skirtingos socialinės įtraukties bei socialinio mobilumo vizijos ir instrumentai., The language, ethnic identity and equal opportunities are important dimensions in discussions on minority rights (May 2003, 2012) and this paper focuses on how these issues are seen by informants at the schools with minority (Polish and Russian) and state (Lithuanian) language of instruction in Lithuania. The schools with Lithuanian, Polish, and Russian language of instruction are funded by state and education in national minority language is guaranteed by the Lithuanian laws. The paper focuses on how informants at the schools with different languages of instruction perceive the interrelation between school teaching language, ethnic identity and graduates’ prospects to get enrolled in the university studies. The paper is based on empirical data collected during two research projects. The first research project took place in April 2013 – June 2014 in the localities of Southeastern Lithuania, i.e. in Šalčininkai, Švenčionys, Pabradė, and Eišiškės. The second project was carried out in July 2016 – May 2018 in Vilnius, Kaunas, Klaipėda, and Visaginas. The sites where the research was conducted are multi-ethnic and the schools with Lithuanian, Russian, Polish languages of instruction function there. The interviews were conducted with members of administration and teachers at these schools. At the schools with Lithuanian language of instruction the author conducted 17 interviews, with Polish language of instruction – 9, with Russian language of instruction – 17, with Russian-Polish language of instruction 1 and with Russian-Lithuanian language of instruction – 2. The data are interpreted in the framework of the theoretical perspectives offered by Rogers Brubaker (1996, 2011), Stephen May (2003, 2012), and Will Kymlicka (2000) on the state policies and minority rights, minority-majority hierarchies and relations. The findings are contextualized in the framework of other research conducted in Lithuania on multicultural education (Saugėnienė 2003; Reingardė, Vasiliauskaitė, Erentaitė 2010; Tamošiūnas 2000, 2001 and 2003), school choice and social mobility (Leončikas 2007), and language as a key instrument in the construction of social boundaries and hierarchies between minority and majority groups (Beresnevičiūtė 2005). The author argues that informants at the schools with different languages of instruction construct different narratives on the interrelation of school teaching language and equal opportunities, and they emphasize different instruments of social inclusion. The members of schools with Lithuanian language of instruction support the policies of “nationalizing state” (Brubaker 1996, 2011) by perceiving the Lithuanian language as the main tool for inclusion, integration and social 58 KULTŪRA IR VISUOMENĖ. The majority of informants from the schools with the minority language of instruction emphasize the importance of state language for social integration and equal opportunities, but question it as a single tool in these processes. The informants from schools with Polish language of instruction emphasize Polish language as the main marker of ethnic identity and perceive bilingualism (competences of Polish and Lithuanian languages) or multilingualism (Polish, Lithuanian and Russian) as important for integration in different and particularly in multi-ethnic regions of Lithuania and as enabling studies in Lithuania or Poland. The members of schools with Russian language of instruction emphasize Russian language as the main tool to enable social inclusion and education for pupils from Russian-speaking families, as well as a key element of Russian ethnic identity. However, Lithuanian language is perceived as an important instrument of social mobility as well. The author argues that the perception of bilingualism or multilingualism (competencies of a few languages used by local minorities) as a positive and targeted aim should be promoted not only at the schools with minority languages of instruction, but also at the schools with the state language of instruction. This changing narrative would enable to question symbolic hierarchies among linguistic and social groups (cf. Bourdieau 1991 cited in Beresnevičiūtė 2005; Beresnevičiūtė 2005) and at the same time would address the multi-cultural and multi-ethnic composition of school communities.

Straipsnyje analizuojama pastanga iš naujo permąstyti kasdienybės statusą vartojimo visuomenės sąlygomis. Interpretuojamos dvi kasdienybės koncepcijos – Guy Debord’o spektaklio visuomenės kritika ir kasdienybės revoliucija bei Michelio de Certeau kasdienybės kaip rezistencijos samprata. Debord’o teigimu, kasdienybės kritikos tikslas – perkrauti visą kapitalizmo sistemą. Fiksavęs radikalų kontrastą tarp esamo menko kasdienybės statuso ir kasdienybės potencialo, Debord’as buvo įsitikinęs, kad radikalią kasdienybės diskriminaciją galima įveikti tik radikaliomis – kasdienybės revoliucijos – priemonėmis. Atmetęs galimybę per kasdienybę pakeisti visą sociumo sąrangą, de Certeau sutelkė dėmesį į kasdienybei būdingą rezistencijos makrostruktūroms aspektą. Taigi de Certeau tikslas – ne perkeisti visą sistemą, bet palaikyti kasdienybės rezistencinį potencialą kaip nuolatinę kasdienybės atsinaujinimo galimybę. Straipsnyje konstatuojama, kad būtent tokios kasdienybės kaip rezistencijos nuostatos padarė įtaką vizualumo ir miesto studijų sritims. The paper analyzes the effort to rethink the status of everyday life in the context of consumer society. Two concepts of everyday life are interpreted – Guy Debord’s critique of society of the spectacle, and Michel de Certeau’s concept of everyday life as resistance. As Debord says, the purpose of the critique of the everyday is to recharge the entire system of capitalism. By capturing the radical contrast between the current meager status of everyday life and the potential of the everyday, Debord was convinced that a radical discrimination of everyday life can only be overcome by radical means – the revolution of the everyday. Rejecting the possibility of transforming the entire structure of the society through everyday life, de Certeau focused on the everyday as resistance to the strategic domains of society. Thus, de Certau’s goal is not to transform the entire system, but to maintain the resilient potential of everyday life as a constant opportunity for daily renewal. The paper concludes that it is the attitudes of everyday life such as resistance that have influenced visual and urban studies.

For centuries Central and Eastern Europe has been the scene of frequent changes of borders and numerous ethnic conflicts. Contemporary ethnic diversity of this region is much smaller, however, the growing nationalisms of the various societies, mutual mistrust, and the temptation of politicians to use ethnic issues in the regional geopolitical competition pose a real threat to the stability and peace in Central and Eastern Europe. The dynamic political, legal, social and economic changes which have been taking place in this part of Europe for three decades now, which overlay its clear civilization division into the Latin and the Byzantine parts and are intensified by historical animosities, must have had an impact on the situation and the perception of minorities. In contrast to Western Europe, the contemporary ethnic diversity of Central and Eastern Europe is primary the consequence of various, often centuries-old historical processes (settlement actions, voluntary and forced migrations, border changes, the political and economic expansion of particular countries), and in the ethnic structure especially dominate the indigenous groups, migrants, particularly from the outside of the European cultural circle, are of marginal importance. Moreover, national minorities are usually concentrated in the border regions of countries, often in close proximity to their home countries, becoming – often against their will – element of the internal and foreign policies of neighbouring countries. The main aims of the article are to explain the threats to peace arising from the attempts to use minorities in inter-state relations and regional geopolitics as well as engaging minority groups into ethnic and political conflicts (autonomy of regions, secession attempts) and still the very large role of history (especially negative, tragic events) in the shaping of contemporary interethnic relations in Central and Eastern Europe. However, the varied ethnic structure typical for this region does not have to be a conflict factor, on the contrary – it can become a permanent element of the identity and cultural heritage of each country.

This article aims to discuss selected problems related to the protection of individual rights and freedoms during the period of emergency. In his letter, the author refers to regulations contained in the European Union law and the European Convention on Human Rights. Then, individual solutions adopted in such countries as Great Britain, France, Germany, Lithuania and Poland are discussed. The author puts particular emphasis on the assessment of regulations in Poland and Lithuania, bearing in mind the principle of propetionality emphasized in the case law of the European Court of Human Rights in Strasbourg.

Per beveik tris dešimtmečius nuo nepriklausomybės atgavimo Lietuvos teatras patyrė tokius pat pokyčius, kokius per šį laiką išgyveno Lietuvos kultūra ir visuomenė. Ypač pastarąjį dešimtmetį teatras virto aktyviu sociokultūrinio lauko dalyviu ir vis dažniau kelia probleminius atminties, tapatybės, politinio ir socialinio angažuotumo klausimus, jiems pasitelkia drąsesnes raiškos formas bei priemones. Svarbus ne tik tokių formų, pvz., dokumentinio ar politinio teatro, bet ir iki šiol ignoruotų temų, pvz., emigracijos ir imigracijos, lyčių nelygybės, socialinės diskriminacijos, centro ir periferijos skirties, religinės, etninės ir europinės tapatybės sankirtų, atsiradimas. Šios transformacijos, suponuotos pasikeitusios geopolitinės Lietuvos situacijos ir kartų kaitos, atspindi naujus meninius ir socialinius iššūkius ir ragina į teatro lauką žvelgti per postkolonializmo (teorijos) prizmę. Tai yra skatina apčiuopti ir įvardyti tokius nusistovėjusius ar naujai atsiradusius teatrinio mąstymo, raiškos ir kalbos elementus, kurie liudija ir sovietinės praeities, ir europinės / globalios integracijos refleksiją. Vis dėlto postkolonijinė prieiga paranki ne vien analizuojant sovietinį ir postsovietinį Lietuvos teatro būvį. Postkolonializmo konceptai gali būti taikomi ir tiems laikotarpiams, kai Lietuva priklausė Rusijos imperijai ar kūrė tautinę valstybę. Tiek XIX a. pabaigos lietuviškų vakarų fenomenas, tiek XX a. 3-iojo dešimtmečio lietuvių tautinio / nacionalinio teatro idėja yra persmelkti kolonijinio / imperinio ir postkolonijinio / postimperinio diskursų, kurie sugulė ir į realistinės, ir romantizuotos istorinės dramaturgijos naratyvus, sukibirkščiavo ne tik estetiniais, bet ir etniniais konfliktais. Kadangi Lietuvos teatro istorija iki šiol nebuvo tyrinėta iš postkolonijinės perspektyvos, straipsnyje apžvelgiamos tokios prieigos galimybės, iš naujo įvertinamos svarbiausios nacionalinio / tautinio teatro kūrimo aplinkybės. In the development of Lithuanian theatre, we find a number of facts and phenomena that can only be understood from a post-colonial perspective. Especially during the first independence, Soviet and even early post-Soviet periods, the discourse of theatre history and criticism felt a constant friction between “alien” and “own” aesthetic and ideological doctrines, between cosmopolitan and national [theatre] narratives. In this article, the origins of the national theatre are associated with the movement of national liberation from the Russian Empire at the end of the 19th century and the movement of amateur theatre (the Lithuanian evenings) as a process of ethnic, linguistic and cultural decolonization. Amateur theatre movement united cultural and secular intelligentsia and strengthened its role in shaping the idea of historical, cultural and linguistic identity, later realized in the national theatre model. However, the National/State Theatre, established in 1920/1922 as a representative institution of the statehood and cultural identity of independent Lithuania, seemed to be “stuck” from different cultural influences, schools, aesthetic currents and spoke badly Lithuanian. Sporadically created by amateurs and more or less professional artists who left Russian theatrical schools, the national Lithuanian theatre has formed from the beginning as a complex body combining imperial and popular models. Imperial – because with the experience and impressions of such theatre and with such understanding of its social and artistic value, its future directors returned to Lithuania from Moscow and St. Petersburg, and popular, democratic – because intended for various social and ethnic groups, but speaking Lithuanian, it had to develop both aesthetic and patriotic feelings of its audience. The politicization of the State Theatre as a representative institution (especially after the introduction of the authoritarian Antanas Smetona power in 1926 and the influence of the Nationalist Party in all areas of culture) influenced the “crucial collision” of these two models in both the performances and their public/ critical reception. At the same time, these two models and their friction can be understood as one of the specific features of the young Lithuanian national/nationhood theatre: the stage reflected a long, but unrealized, acculturation and assimilation of the nation, while the often infertile search for national scenic expression reflected not only an attempt to liberate from the colonial/imperial past, but also the complexity and contradiction of this process.

The paper presents, first, the numbers and the spatial distribution of the ethnic minorities in Poland. Then, the ethnic structures existing on the territories of the eastern neighbours of Poland, that is – in Belarus, Lithuania, Ukraine, and the Kaliningrad district, are presented. Hypotheses are constructed on the basis of the statistical analysis and the historical-geographical assessment, concerning the possibility of emergence of conflicts of ethnic origin between various nationality groups inhabiting the four political units located on the eastern side of Poland.

In this essay, I analyze three regions of the former Polish–Lithuanian Commonwealth that in the “long nineteenth century” exhibited quite strong anti-Semitism but which experienced only a very small number of pogroms. I will examine the Kingdom of Poland, East Galicia, and Lithuania, where anti-Semitic ideology gained strength in late imperial period; however, at the same time the number of anti-Jewish pogroms was very small compared to other regions with a significant Jewish minority (e.g., West Galicia and other parts of the Jewish Pale of Settlement). I first present a short outline about anti-Semitism in each case, and then discuss the number of pogroms and their dynamics in these territories. In the final section, I confront current historical literature and offer an explanation.

Straipsnyje rusėnų („senosios baltarusių“) kalbos vartojimas nagrinėjamas kaip Lietuvos Didžiosios Kunigaikštystės oficialios („valstybinės“) kalbos problema, pateikiama naujausiuose Baltarusijos ir Lenkijos tyrėjų lituanistų darbuose. Baltarusių istoriografijoje pamėgti rusėnų kalbos valstybinio statuso argumentai atmetami. Moderniomis sociolingvistinėmis metodikomis baltarusių tyrėjų aprašomas prestižinis rusėnų kalbos statusas viešajame gyvenime neįrodomas. Nelygu socialinė-kultūrinė vartotojų grupė (valdovas, administracija, luomai), tautos ir etnosai, teritorija, juridinis vienetas (valdovo domenas, bajorijos domenai, magdeburginiai miestai, konfesijos), „ilgasis“ laikas, kalbos vartojimo forma (sakytinė ar rašytinė) – visa tai kaskart kūrė kitokią kalbų vartojimo hierarchiją. XV a. Lietuvos Didžiosios Kunigaikštystės viešajame gyvenime vartotos keturios kalbos: žodžiu – lenkų, lietuvių ir rusėnų, raštu – rusėnų ir lotynų. XVI a. pirmoje pusėje kalbų vartojimas pastebimai kito. Rusėnų kalba įgijo stiprias pozicijas krašto administracijoje ir kultūriniame gyvenime. Lietuvių kalbos vartojimo sritys siaurėjo, ji buvo priskirta neprivilegijuotam valstybės luomui. Kita vertus, lietuvių kalba nepatyrė diskriminacijos, kaip konkuruojant su įsigalinčia lenkų kalba nutiko rusėnų kalbai, nuo XVI a. vidurio stumiamai iš viešojo vartojimo. Tačiau oficialiai pakeisti rusėnų kalbą Lietuvos Didžiojoje Kunigaikštystėje mėginama ne lenkų, bet „lietuvių“, t. y. lotynų kalba, kuri buvo suvokiama kaip senoji lietuvių kalba. Šis „lotynizavimas“ padėjo išsaugoti lietuvių kalbos vaidmens klausimą viešajame gyvenime visą XVI a. Dėl šios priežasties kalbos vartojimas atsigavo, o krašto modernėjimas XVI a. pabaigoje leido lietuvių intelektualams kurti etniškai atnaujintos lietuvių tautos politinės-kultūrinės programos gaires lietuviškoms LDK žemėms su dviejų prestižinių kalbų – lietuvių ir lenkų – koegzistencija. The status of the Ruthenian language and use of Lithuanian in public life in the Grand Duchy of Lithuania (henceforth GDL) remains one of the most hotly debated topics in Lithuanian historiography. In this article, the use of Ruthenian (early Belarusian) is analysed as the official (‘state’) language of the GDL, as it is presented in the latest works by Belarusian and Polish researchers and Lithuanian language studies researchers. This analysis looks at the problems that arise when examining the flexible and extraordinarily dynamic use and interrelation of languages in the GDL in the 15th–16th centuries, which changed every few decades and was based more on customs and traditions than laws.

Straipsnio tikslas – identifikuoti negalią turinčių moterų diskriminacinę patirtį sveikatos sektoriuje, ypatingą dėmesį skiriant daugialypės diskriminacijos raiškai. Sveikatos sektoriuje dominuoja biomedicininis požiūris į negalią turinčias moteris: pabrėžiamas jų būsenos defektyvumas, o neįgalumas pripažįstamas vienintelis jų asmenybę apibrėžiantis požymis. Ryškiausių daugialypės diskriminacijos apraiškų sveikatos sektoriuje pastebima kalbant apie reprodukcinę sveikatą – čia akivaizdžiausiai susiduria du negalią turinčių moterų tapatybės aspektai – neįgalumas ir moteriškumas. Tapatindamosi su moterimis, negalią turinčios pacientės rūpinasi savo reprodukcine sveikata, nori susilaukti vaikų, tačiau susiduria su kategorišku daugelio medicinos darbuotojų pasipriešinimu, nes šie jose pirmiausia mato negalią, o ne moteriškumą ir motinystę. The aim of this article is to identify experiences of women with disabilities in the health care sector, while drawing special attention to the manifestations of multiple discrimination. The biomedical approach dominates in the system of health care. Health care professionals stress the deficiency of women with disabilities, moreover, disability is perceived as the main determinant of their personalities. Reproductive health is the particular sphere where both identities meet – disability and gender. The multiple discrimination experienced in this sphere is particularly intense. Women with disabilities stress their female identity, care for their reproductive health and desire to become mothers. Nevertheless, they confront strong opposition by health professionals who first and foremost perceive them as persons with disabilities, incapable of and unrecommended to procreate.

The article aims at identifying the tendencies of hate crime during the period of economic crisis. This is being achieved through the following tasks: defining the concept of hate crime for this research (chapter XXV of Lithuanian Criminal Code: crimes and misdemeanours against person’s equal rights and freedom of conscience) and explaining circumstances that encumber the establishment of the impact of economic factors on hate crime; analysing legal theories that list economic factors among the reasons of hate crime; identifying the dynamics of hate crime during the period of economic downturn in Lithuania and verifying whether the tendencies might have been influenced by other factors (amendments of regulation and structural reform). The analysis reveals that most legal theories (strain theory, theories of social disorganisation, resource competition) confirm the growth of hate crime during the period of economic recession: members of society usually have a negative attitude towards immigrants or other minorities as posing risk on social-economic stability and increasing competition in distribution of resources. Nevertheless, it is emphasized that the influence of economic crisis on the tendencies of hate crime is much more complex, existing on macro-level and on micro-level, where the manifestation of hate motivation in a particular person’s behaviour depends on many factors, including the formation of prejudice, level of self-control, being unemployed and uneducated that are often related with poverty. Therefore one may come across a position that hate crime is not related with economic factors. Legal analysis finds that during the economic crisis the number of registered hate crime in Lithuania (mostly comprised of incitement to hatred) has grown from some tenths to hundreds of such criminal offences per year. The author notices that the Criminal Code has been supplemented with several new criminal offences (public incitement to violence by publishing, distributing hate production, organising groups, also denial, trivialisation of international crimes, crimes of Soviet or Nazi regime), however, there are usually only few if any such criminal offences per year in practice. Thus neither the changes in regulation nor the reorganisation of a special unit in the General Prosecutor‘s Office had any significant impact on the established growth of hate crime. Case law of Lithuanian courts, where statements inciting to violence are used in the context of economic crisis in Lithuania and negative attitude is expressed towards immigrants, national, sexual or other minorities, confirm that economic downturn intensifies hate prejudice. Finally, it is concluded that despite the identified growth of hate crime economic crisis is not the only or a direct cause of hate crime, still, undoubtedly it stands among the factors intensifying such type of crime (especially incitement to hatred). Attention is also paid to the fact that a ‘hate culture’ or a ‘hate phenomenon’ remains among the most complex challenges for states.

The article formulates the research problem: what ideas dominate in architectonics of two laws under scientific analysis (The Human Right to Health of the World Health Organization, Article 12, and parts of the Law on the Health System of the Republic of Lithuania related to the situation of people with disabilities in the healthcare system)? The research methodology is grounded on the ideas of postpositivism and ethnographic approach. The thematic analysis has been chosen as a method of data processing. The findings allow formulating a conclusion that architectonics of legislations of the World Health Organization has a clear jurisprudential foundation; whereas the Law on the Health System of the Republic of Lithuania provides preconditions for various stipulations, which results in people with disabilities facing manifestations of discrimination in Lithuanian system of health care.

Straipsnyje analizuojamas asmenų su negalia lygių galimybių ir pažeistų teisių atkūrimo proceso dalyvių – diskriminaciją patyrusio asmens, nevyriausybinių neįgaliųjų organizacijų ir Lygių galimybių kontrolieriaus – vaidmuo ir veiklos poveikis sprendžiant konkrečius diskriminacijos dėl negalios atvejus. Straipsnyje asmens ir institucijų poveikis vertinamas 2016 m. sausio – 2017 m. balandžio mėnesiais LGKT gautų skundų dėl galimos diskriminacijos negalios pagrindu bei interviu su NVO ir LGKT atstovais duomenų kontekste. Tyrimo rezultatai atskleidė asmenų su negalia aktyvumo dalyvaujant pažeistų teisių gynimo procese sąsajas su lytimi ir amžiumi bei darbine patirtimi nevyriausybinių organizacijų veikloje ar lygių galimybių užtikrinimo srityje. Tyrimas parodė tiek kolektyvinį, tiek individualų NVO ir LGKT veiklos poveikį, pasireiškiantį pokyčiais įstatyminėje bazėje, valstybės ir savivaldybių institucijų ir įstaigų veikloje bei prekių ir paslaugų teikėjų veikloje., The present paper aims to evaluate persons‘ with disabilities, nongovernmental organisations‘ (NGO) and Office‘s of the Equal Opportunities Ombudsperson role and activities‘ impact in solving specific cases of discrimination. In this paper the impact of person and organisation is analysed in the context of Office of the Equal Opportunities Ombudsperson received complains of possible discrimination because of disability during January 2016 – April 2017 and data of interviews with NGO and Office of the Equal Opportunities Ombudsperson representatives. The activity of people who faced discrimination because of their disability is seen as an important condition in seeking to reinstate violated rights. The role of the person with disability in reinstating violated rights includes identifying discriminating conditions and violated rights, understanding competences of organisations protecting equal opportunities and rights (knowing where to ask for help), choosing the best way and strategy for reinstating violated rights, the expression of citizenship of persons with disabilities and their representatives, position of defender of violated rights (characterized by person‘s persistence, complying with one‘s position, related to clear identification of discriminating situation). This research shows that persons with disabilities expression of citizenship in participating in the process of reinstating violated rights, is revealed by observation of implementation of new projects and reconstructions, related to environments adaptation for persons with disabilities, queries and reaction, attention to other people‘s with disabilities who experienced social injustice and to their motivation to protect violated rights, sharing experience of protecting violated rights, using available tools to educate, inform society and representatives of different organisations, by showing personal example. Results of the research show how persons with disabilities level of activity while taking part in the process of defending violated rights is connected to sex, age and experience in NGO work or in the field of equal opportunities. Analysis of the claims presented to the Office of the Equal Opportunities Ombudsperson displays that during the period of research most actively defending their (possibly) violated rights were middle-aged (40-60 years) males with movement disabilities, mostly complaining about buildings and other objects not being adapted to people with disabilities, unequal benefits and other forms of financial injustice. Results of the research revealing achievements of NGO, their competences and focus, allows us to talk about NGO as subjects having power and able to represent persons with disabilities in reinstating their violated rights and possibilities. Individual impact of NGO for discriminated persons manifests by enabling them through consultations, providing information, redirecting to competent organisations and direct representation addressing to discriminating person / organisation, institutions ensuring implementation of equal rights or court. The NGO influence revealed during research to policy makers and legislators discussing and negotiating specific laws and regulations, to governmental and municipal organisations‘ activities and to suppliers of goods and services providing educating work and solving discriminating situations, is also beneficial to all persons with disabilities or separate groups of persons with disabilities. The research shows collective and individual impact of the Office of the Equal Opportunities Ombudsperson in the context of analysed cases of disability discrimination during the research time and collected data from interviews with representatives of NGO and the Office of the Equal Opportunities Ombudsperson. During the analysed period, the Office of the Equal Opportunities Ombudsperson influenced policy makers and legislators (who adapted laws and regulations, based on recommendations of the Office of the Equal Opportunities Ombudsperson), to suppliers of goods and services (who adjusted environment and provided equal opportunities to access of services the same as other persons, based on the Office of the Equal Opportunities Ombudsperson recommendations,), employers (who acknowledged discrimination fact; providing consultations about new Labour Code). The findings of this study indicates that in some cases just opening an investigation by the Office of the Equal Opportunities Ombudsperson and demanding the information about discriminating behaviour or conditions alone is enough as mean of influence. In some cases, individual and / or collective impact of the Office of the Equal Opportunities Ombudsperson is achieved without opening an investigation, only by redirecting a complaint to other relevant organisation(s). An impact assessment of the role and activities of individual and institutions in the context of specific cases of discrimination allows us to identify interactions and cooperation of individual and different institutions seeking to reinstate violated equal opportunities and rights of a person with disabilities. The role and activities of different institutions and individual is revealed by engaging in these stages of reinstating equal opportunities and rights (or some of them): identifying discriminating situation – defining the problem, taking over the solution to the discriminatory problem, solving the discriminatory problem and sharing the results of the solution – publicity. In the context of specific cases, discovered impact of different institutions shows importance of interpersonal, interinstitutional and intersectoral cooperation in seeking reinstate violated opportunities and rights of persons with disabilities. During the investigation period the greatest difficulties, while seeking to reinstate violated opportunities and rights of persons with disabilities, were caused by insufficient cooperation between state and municipal institutions and organisations and the creation of obstacles to solving a discriminatory situation. Problems were also caused by the suppliers of services unwillingness to cooperate and ignoring of appeals made by the Office of the Equal Opportunities Ombudsperson as well as the lack of unity of people with disabilities.

Jaunuoliai, turintys negalių, yra viena jautriausių visuomenės grupių, nes patiria diskriminaciją dėl neįgalumo stereotipų, segregaciją darbo rinkoje ir švietimo sistemoje. Tai pripažįsta tarptautinės žmogaus teisių ir negalės srityje veikiančios organizacijos, ši problema įvardyta negalią turinčių asmenų teises ginančiuose dokumentuose, atsiskleidžia Lietuvos ir užsienio mokslininkų tyrimuose. Autizmo sutrikimas laikomas vienu labiausiai komplikuotų vaiko raidos sutrikimų, paveikiantis ne tik jo intelektinius, socialinius gebėjimus, bet ir visos šeimos gyvenimą. Šiame straipsnyje siekiama atskleisti tėvų, auginančių autizmą turinčius vaikus, požiūrį į vaikų ateitį naratyvo pasakojimuose. Teorinėje straipsnio dalyje nagrinėjami autizmo teoriniai aspektai, diagnostikos ypatumai. Empirinėje dalyje, atlikus kokybinį naratyvo tyrimą, nustatyti tėvų, auginančių autizmą turinčius vaikus, požiūrio į vaikų ateitį ypatumai. Young people with disabilities are one of the most sensitive groups of society because they are being by stereotypes of disability, prevalent in the labor market and education. [...] The theoretical part of the article examines disabilities and the conceptual basics of autism. The empirical part is compliant with a provision that a human life can be understood by analysing one’s experience, opinions, worldview and context. [...] The object of the research – narratives of the parents’ attitude towards the future of their autistic children. The purpose is to reveal the parents’ attitude towards the future of their autistic children in narrative stories. In order to reveal the parents’ subjective experience, a qualitative narrative research was chosen. The article uses this narrative theory: Narrative means “to account” and is derived from the term gno, meaning to know. [...] The theoretical part of the article examines disabilities, conceptual basics of autism. Autism spectrum disorder (ASD) is a complex developmental disability; signs typically appear during early childhood and affect person’s ability to communicate, and interact with others. [...] There is no known single cause of autism, but increased awareness and earlydiagnosis / intervention and access to appropriate services / support lead to significantly improved outcomes. Some of the behaviors associated with autism include delayed learning of language; difficulty making eyecontact or holding a conversation; difficulty with executive functioning, which relates to reasoning and planning; narrow, intense interests; poor motor skills’ and sensory sensitivities. [...] Results: The study involved four fathers that each are raising a child with a diagnosis of autism. Comparing the narratives of the participants in the study, the interrelated components emerged, which constitute a narrative of the parental attitude towards the child’s future. Conclusions: The spreading of autism on a global scale, affecting more and more people without any restrictions on gender, race, social layer or other human identifications, creates new theories and promotes the scientific research of the spreading of autism. Autism is an interdisciplinary challenge that requires a wide range of research. Reconstructing the narrative of parents who raise children with autism does not contradict the factors found in scientific literature, they are expanded by individual experiences. Parents’ stories revealed the interrelated components that make up the narrative of the parental attitudes towards the child’s future: near future, additional education, education, and the farther future. The narrative of the near future revealed that parental narratives are dominated by the three components of the narrative: the child’s social relationships (parents’ expectations focus on the desire for the child to interact with peers and acquire social skills), the acquisition of minimal academic knowledge (parents are deeply experiencing their child’s failures in elementary reading, writing skills, calculation skills), childhood diagnosis (most feared complications, diagnosis of weight loss). The narrative of supplementary education highlighted the limitations of access to non-formal education for children with autism. Parental stories reveal that for a child with autism disorder, the involvement of parents in the educational process and the opportunity to develop not only in school, but also in non-formal education institutions is important. The lack of specific education curricula for the development of children with autism is also highlighted in the reality of education, and professionals working in the form of non-formal, alternative education programs that are paid have a significant impact on family budgets. The narrative of education revealed that parents understand the meaning of education and want children to pursue a vocational education. The current situation is not satisfactory for parents, they expect inclination for the society to change. Further narrative of the future reflects the parents’ expectations regarding the independent lives of children, their ability to care for themselves and the ability to create their own families. It turned out that parents’ narratives about each component are accompanied by anxiety and feelings of fear, but in all stories there is also an aspect of hope. With paramount expectations parents are striving for recognition in society, the development of the educational system, the progress of medicine and diagnostics. The research revealed the social and emotional significance of the family, while actualizing the fact that the child’s disability affects the social participation of the whole family and determines the importance of complex care for the whole family.
