Artisanal fishing has immense cultural and economic expression, representing a source of income and food for several Brazilian communities. In the Northeast of the country, there are populations of workers in artisanal marine fishing, which is the main provider of economic production, which obtained the highest production in 2011. In this dimension, the hypothesis raised in this research is that even with the existence of Law 11.959 of 2009 (National Policy for the Sustainable Development of Aquaculture and Fisheries-MAPA), which determines the registration in the General Registry of Fishing Activity (RGP) as a requirement for access to the rights of artisanal fishing workers, it has there have been suspensions of registrations since 2012, triggering loss of labor rights for artisanal fishermen in the State of Sergipe. Thus, the general objective of the research is to analyze, in the light of environmental thinking, the issue of legal protection of the environment, in the specificity of artisanal fishing communities in the state of Sergipe. This research is characterized by a basic nature, with the methodology outlined, namely: by the Method of hermeneutic approach, by Gadamer, in view of the need for in-depth interpretation, with a focus on the discourse and structure of language, texts, laws, human phenomena and behavior. Regarding the analysis procedures and techniques, we sought, regarding the nature of the research as applied, a form of qualitative approach, through bibliographical and documental research in Federal Laws, State and Municipal Laws, in databases of Federal agencies and government websites; such as the Brazilian Institute of Geography and Statistics (IBGE), the Transparency Portal of the Federal Government, Websites of the State Secretariats for Agriculture, Agrarian Development and Fisheries (SEAGRI), IBAMA, the Ministry of Agriculture, Livestock and Supply (MAPA ) and the Federal Court of the State of Sergipe. Finally, the data analysis was outlined from the structure of the hermeneutic method and in the research results, we consider that Law 11.959/2009 did not reach its effectiveness, as it did not reach the concrete performance in the social function, of State, through the security in guaranteeing the National Policy for the Sustainable Development of Aquaculture and Fisheries, since one of its requirements is to have access to fishery resources. This has been, since 2012, unavailable to artisanal fishing workers, causing the loss of rights, especially social security, such as closed-end insurance, for workers who are unable to register and/or update your records in the General Registry of Fishing Activity (RGP). A pesca artesanal apresenta imensa expressão cultural e econômica, representando fonte de renda e alimento para diversas comunidades brasileiras. No Nordeste, do país, vivem populações de trabalhadores(as) da pesca artesanal marinha, que é a principal provedora de produção econômica, a qual obteve a maior produção no ano de 2011. Nessa dimensão a hipótese levantada, nesta pesquisa, é de que mesmo com a existência da Lei 11.959 de 2009 (Política Nacional de Desenvolvimento Sustentável da Aquicultura e da Pesca-MAPA), que determina o cadastramento no Registro Geral da Atividade Pesqueira (RGP) como requisito para acesso aos direitos dos trabalhadores da pesca artesanal, tem havido suspensões de cadastros, desde 2012, desencadeando perdas de direitos trabalhistas dos pescadores artesanais no Estado de Sergipe. Destarte, o objetivo geral da pesquisa é analisar, à luz do pensamento ambiental, a questão da proteção jurídica do meio ambiente, na especificidade das comunidades de pescadores artesanais no estado de Sergipe. Esta Pesquisa se caracteriza de cunho básico, com a metodologia delineada, a saber: pelo Método de abordagem hermenêutico, por Gadamer, tendo em vista a necessidade da interpretação aprofundada, com o foco no discurso e na estrutura da linguagem, dos textos, leis, fenômenos e comportamentos humanos. Com relação aos procedimentos e técnicas de análise, buscamos quanto à natureza da pesquisa como aplicada uma forma de abordagem qualitativa, por meio da pesquisa bibliográfica e documental nas Leis Federais, Leis Estaduais e Municipais, em bases de dados de órgãos Federais e sites governamentais; como o Instituto Brasileiro de Geografia e Estatística (IBGE), o Portal da Transparência do Governo Federal, Sites das Secretarias de Estado da Agricultura, Desenvolvimento Agrário e da Pesca (SEAGRI), do IBAMA, do Ministério da Agricultura, Pecuária e Abastecimento (MAPA) e do Tribunal Federal do Estado de Sergipe. Por fim, a análise dos dados, foi delineada a partir da estrutura do método hermenêutico e nos resultados da pesquisa, consideramos que a Lei 11.959/2009 não alcançou sua efetividade, por não atingir o desempenho concreto na função social, de Estado, mediante a segurança na garantia acerca da Política Nacional de Desenvolvimento Sustentável da Aquicultura e da Pesca, já que um de seus requisitos é ter acesso aos recursos pesqueiros. Esta encontra-se, desde o ano de 2012, indisponível para os trabalhadores da pesca artesanal, gerando, a perda dos direitos, principalmente os previdenciários, como o seguro defeso, para os/as trabalhadores/as que não conseguem se cadastrar e/ou atualizar seus cadastros no Registro Geral da Atividade Pesqueira (RGP). This open access book highlights the complexities around making adaptation decisions and building resilience in the face of climate risk. It is based on experiences in sub-Saharan Africa through the Future Climate For Africa (FCFA) applied research programme. It begins by dealing with underlying principles and structures designed to facilitate effective engagement about climate risk, including the robustness of information and the construction of knowledge through co-production. Chapters then move on to explore examples of using climate information to inform adaptation and resilience through early warning, river basin development, urban planning and rural livelihoods based in a variety of contexts. These insights inform new ways to promote action in policy and praxis through the blending of knowledge from multiple disciplines, including climate science that provides understanding of future climate risk and the social science of response through adaptation. The book will be of interest to advanced undergraduate students and postgraduate students, researchers, policy makers and practitioners in geography, environment, international development and related disciplines.

This open access book reframes sustainable energy transitions as being a matter of resolving accountability crises. It demonstrates how the empirical study of several practices of legitimation can analytically deconstruct energy transitions, and presents a typology of these practices to help determine whether energy transitions contribute to sustainability. The real-world challenge of climate change requires sustainable energy transitions. This presents a crisis of accountability legitimated through situated practices in a wide range of cases including: solar energy transitions in Portugal, urban energy transitions in Germany, forestland conflicts in Indonesia, urban carbon emission targets in Norway, transport electrification in the Nordic region, and biodiversity conservation and energy extraction in the USA. By synthesising these cases, chapters identify various dimensions wherein practices of legitimation construct specific accountability relations. This book deftly illustrates the value of an analytical approach focused on accountable governance to enable sustainable energy transitions. It will be of great use to both academics and practitioners working in the field of energy transitions.

This open access book presents up-to-date analyses of community-based approaches to sustainable resource management of SEPLS (socio-ecological production landscapes and seascapes) in areas where a harmonious relationship between the natural environment and the people who inhabit it is essential to ensure community and environmental well-being as well as to build resilience in the ecosystems that support this well-being. Understanding SEPLS and the forces of change that can weaken their resilience requires the integration of knowledge across a wide range of academic disciplines as well as from indigenous knowledge and experience. Moreover, given the wide variation in the socio-ecological makeup of SEPLS around the globe, as well as in their political and economic contexts, individual communities will be at the forefront of developing the measures appropriate for their unique circumstances. This in turn requires robust communication systems and broad participatory approaches. Sustainability science (SuS) research is highly integrated, participatory and solutions driven, and as such is well suited to the study of SEPLS. Through case studies, literature reviews and SuS analyses, the book explores various approaches to stakeholder participation, policy development and appropriate action for the future of SEPLS. This open access book focuses on the issue of sustainability standards from the perspective of both global governance frameworks and emerging economies. It stems from the recognition that the accelerated pace of economic globalization has generated production and consumption patterns that are generating sustainability concerns. Sustainability standards (and regulations) are increasingly being used in a bid to make global consumption and production more sustainable. Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion. The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. This book brings together insights from developed as well as emerging economies (Germany, India, Mexico, Brazil, Indonesia, Pakistan, Mexico and China). It also brings together scholars and practitioners to jointly ponder upon the conceptual aspects of the global frameworks for sustainability standards. This book is a very useful resource for researchers and practitioners alike, and provides valuable insights for policy makers as well.

The increasing complexification of contemporary societies, as a result of globalization processes, both invite uniformity and stimulate the defense of fundamentalist identities. An education for multicultural citizenship is needed to construct individuals with plural identities capable of articulating local belonging with national and global belonging, and understanding their world as well as others, always dynamic and between cultures. It is also crucial to think education not only as the engine of economic growth but fundamentally as a lever for human development. Universities and schools in general, if they want to innovate and contribute to social and intercultural development, have to investigate and learn from local cultures before they want to teach them. Therefore, it has to consider the local knowledges and to build bridges between the local cultures and the hegemonic culture of each nation-state. In this sense, school cannot be inculcating a new order of life, economy, technology, culture, etc., out of context in relation to the environment and the community in which it operates. Promoting proper Education so that society can seek and achieve sustainability-oriented development, in the broadest sense, is without any doubt an essentially political matter. It is, above all, a topic that leads to the following questions: how frequently, with which attitude, with which research and actions, can Academia suggest ways to that end? This article shows that the answer depends on recognizing the relationship between knowledge systems and human values. In general terms, one can say that this kind of Education, aiming to think ethical values and transdisciplinary knowledge at the same time, is ultimately what could be called Education for Peace – that is to say, a path leading the human being to a state of real conscience, only possible when both human knowledge and behavior are solidary.

This open access book examines the role of citizens in sustainable energy transitions across Europe. It explores energy problem framing, policy approaches and practical responses to the challenge of securing clean, affordable and sustainable energy for all citizens, focusing on households as the main unit of analysis. The book revolves around ten contributions that each summarise national trends, socio-material characteristics, and policy responses to contemporary energy issues affecting householders in different countries, and provides good practice examples for designing and implementing sustainable energy initiatives. Prominent concerns include reducing carbon emissions, energy poverty, sustainable consumption, governance, practices, innovations and sustainable lifestyles. The opening and closing contributions consider European level energy policy, dominant and alternative problem framings and similarities and differences between European countries in relation to reducing household energy use. Выявлен ряд проблем, препятствующих устойчивому развитию малого и среднего бизнеса в Республике Калмыкия., The article discusses current issues of development of small and medium-sized businesses in the Republic of Kalmykia. The main factors affecting the stability of small and medium enterprises are indicated. The dynamics and sectoral structure of SMEs, the statistics of tax revenues in the republican budget were analyzed. A number of problems associated with the activities of small and medium businesses was identified.

El consumo excesivo se siente alentado por markting estrategias para fomentar la compra de nuevos productos y la eliminacion menudo prematuros y envasado. La sostenibilidad es un factor importante que se debe considerar en este debate, ya que esta directamente relacionada con el llamado desarrollo sostenible, un paradigma aun en construccion. Sobre la base de los principios generales del desarrollo sostenible se puede establecer otra exclusivamente abordar la sostenibilidad en relacion con la Administracion y Gestion de Residuos Solidos que cubre las dimensiones ambientales / ecologicos, economicos y sociales. Las estrategias sostenibles para esta gestion se investigaron durante anos por las instituciones / educacion, los negocios y la administracion publica de investigacion con el fin de llegar a una solucion a los problemas derivados de la produccion y la eliminacion de los residuos solidos. En el documento se presentan ejemplos de acciones en Brasil y Espana relativas a los desechos poblaciones de gestion cayeron en estos paises, especialmente la comunidad de Barcelona. Heavy consumption is encouraged by marketing strategies that encourage new purchases and disposal often premature and packaging products. Sustainability is an important factor that should be considered in this debate because it is directly linked to the so-called sustainable development, a paradigm still under construction. On the basis of the general principles of sustainable development can be established other exclusively address sustainability in relation to the Management and Solid Waste Management covering the environmental / ecological, economic and social dimensions. Sustainable strategies for this management are investigated for years by research institutions / education, business and public administration in order to reach a solution to the problems arising from the production and disposal of solid waste. Promover uma Educação adequada para que a sociedade possa buscar e consolidar o desenvolvimentovoltado para a sustentabilidade, no mais amplo sentido, é, sem dúvida, uma questão essencialmentepolítica. Mas é, sobretudo, uma questão que leva às perguntas: com que freqüência, com qual atitude,com quais pesquisas e ações, a academia pode sugerir caminhos neste sentido? Este artigo demonstraque a resposta depende de um reconhecimento da relação entre os sistemas de conhecimento e os valoreshumanos. De forma geral, pode-se afirmar que este tipo de educação voltada para pensar, conjuntamente,valores éticos e saberes transdisciplinares é, no fundo, o que poderia ser nominado de Educação paraa Paz, ou seja, uma conduta que pode conduzir o ser humano a atingir o estado de real consciência, sópossível quando conhecimento e comportamento humano estejam solidários.

The context of growing consensus on the unsustainability of the model of production and consumption in contemporary society has opened spaces to discuss a new model of development, one that is socially just and environmentally sustainable, by promoting a process of identification, visualization and valorization of alternative forms of relationship between man and nature. From this perspective, traditional communities have been distinguished by their different forms of social organization and appropriation of natural resources. Despite many achievements in the legal framework, the realization of their rights is still hampered by many factors and opposing actors. The case of quilombo communities appears to be emblematic in this sense. Although the Federal Constitution recognizes quilombos property rights over their territories, there has been no guarantee of these communities permanence, due to their social, political and environmental vulnerability. This complex scenario, characteristic of so-called socio-environmental conflicts, refers to the theoreticalframework of the Political Ecology and the Environmental Justice movement. For empirical research, we selected two quilombo communities in the estate of Paraíba: Paratibe, located in the capital of the estate, and Senhor do Bonfim, located in the rural area of the municipality of Areia. The methodologychosen,called ethnography of socio-environmental conflicts (LITTLE, 2006),proves to be appropriate as we recognize that anthropology, in addition to maintaining a strong affinity with the quilombola theme, can contribute greatly to the collection and interpretation of data. While using landscape as prime unit of analysis, instead of concentrating research in a particular social group, the proposed methodology focuses on the socio-environmental conflict, beyond the local level, by listing the various actors involved, their interests, strategies, alliances and quotas of power, including considering the role of "natural agency". With this work, we intend to point out how the quilombola struggle falls in the current debate on development and sustainability that permeates all sectors of society. To do so,it is necessary not to restrain to technical and economic aspects, but also consider historical, social, cultural and political factors. It is important to understand that the adverse social and environmental impacts, even affecting people and groups unequally, affect the whole society. In this sense, from the quilombola example, we aim to point out that it is only through a review of concepts and an interdisciplinary approach to the contemporary problems that we may aspire to a more just, democratic and sustainable society, in all respects. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES Num contexto de consenso crescente acerca da insustentabilidade do modelo de produção e consumo da sociedade contemporânea, têm se aberto espaços para discutir novos modelos de desenvolvimento, socialmente justos e ambientalmente sustentáveis, favorecendo um processo de identificação, visibilização e valorização de formas alternativas de relação homem-natureza. Sob essa perspectiva, as comunidades tradicionais têm se destacado por suas formas diferenciadas de organização social e apropriação dos recursos naturais. Apesar das muitas conquistas no marco legal, a efetivação de seus direitos ainda esbarra em diversos fatores e atores contrários. O caso das comunidades quilombolas revela-se emblemático nesse sentido. Embora a Constituição Federal de 1988 reconheça o direito à propriedade de seus territórios, isso não se traduziu em garantia da permanência dessas comunidades, em função de sua vulnerabilidade social, política e ambiental. Esse cenário complexo de disputa, característico dos chamados conflitos socioambientais, remete ao marco teórico da Ecologia Política e do movimento por Justiça Ambiental. Para a pesquisa empírica, selecionamos duas comunidades quilombolas da Paraíba: Paratibe, localizada na capital paraibana, e Senhor do Bonfim, situada na área rural do município de Areia, interior do estado. A escolha pela metodologia, denominada etnografia dos conflitos socioambientais (LITTLE, 2006), justifica-se por reconhecer que a Antropologia, além de manter grande afinidade com a temática quilombola, pode contribuir bastante para o levantamento e leitura dos dados. Ao lançar mão da paisagem como unidade de análise privilegiada, em vez de concentrar a pesquisa em um grupo social particular, a metodologia proposta tem como foco central o conflito socioambiental, extrapolando o âmbito local, ao inventariar os diversos atores envolvidos, seus respectivos interesses, estratégias, alianças e cotas de poder, inclusive considerando o papel da agência natural . Com o presente trabalho, pretendemos apontar de que forma a luta quilombola se insere no atual debate sobre desenvolvimento e sustentabilidade que permeia todos os setores da sociedade. É preciso, para tanto, não se restringir a aspectos técnicos e econômicos, mas considerar também fatores históricos, sociais, culturais e políticos. É importante compreender que os impactos sociais e ambientais nefastos, ainda que afetem pessoas e grupos de forma desigual, atingem o conjunto da sociedade. Nesse sentido, a partir do exemplo quilombola, visamos apontar que será somente por meio de uma revisão de conceitos e de um enfoque interdisciplinar dos problemas da contemporaneidade que poderemos almejar uma sociedade mais justa, democrática e sustentável, sob todos os aspectos.
