Cultural revitalization is the spiritual foundation of rural revitalization, which runs through all fields and the whole process of rural revitalization. The construction of agricultural culture museum is one of the important ways to carry on Chinese traditional culture, strengthen cultural self-confidence and realize the revival of rural culture. It is also an urgent need for Xinyang to accelerate its green rise, realize the "Two betters" and comprehensively build socialist modernization in the new era. Based on the background of rural revitalization strategy, this paper makes a scientific analysis of the characteristics of agricultural culture and the development of rural museums in Xinyang, discusses the construction of municipal agricultural culture museums led by the government, and puts forward policy suggestions for their future development. In this paper, the hydrographic data, empirical formulas and numerical modelling were used to investigate the longshore sediment transport (LST) rate in the Genaveh port to calculate the sediment accumulation in the harbour basin under the development plan. The Genaveh port is located on the northern coast of the Persian Gulf. Based on the field sediment collection, the type of sediment in this area is fine sand and silty sand. The empirical formulas, LITPACK, and MIKE21-FM were utilised to calculate the LST rate in the region, bathymetric changes in front of the port, and the sediment accumulation in the harbour basin, respectively. The results indicated that the main direction of non-cohesive sediment is from the northwest to the southeast in the region. Moreover, due to the existence of Dareh Gap River, the location of the harbour basin's mouth is important in reducing sediment accumulation in the harbour basin. [ABSTRACT FROM AUTHOR]

This paper deals with numerical modelling of wave and current patterns in the coastal city of Genaveh port (Bushehr province, Persian Gulf) with a sloping breakwater. Three breakwater arm patterns were defined based on the studied area's marine currents. Meteorological model wind statistics (ECMWF) and wave statistics (ISWM) and data from monitoring and simulation projects of the northern coasts of the Persian Gulf were used to model the hydrodynamics of the study area after the breakwater construction. In this numerical modelling, mike 21-SW and HD modules were employed to simulate the wave patterns near the three proposed breakwater arms. Based on observations of the hydrodynamic condition and with consideration of the design wave exhibiting a 100-year return period, it is indicated that an optimal pattern would yield significant wave heights and wave speeds of 0.2 m and 0.25 m/s, respectively, within both the existing and newly constructed harbour basins. The cultural landscape, as a subsystem of the landscape, is influenced by rural development as a process towards village advancement. In recent years, the villages of Kuhdasht County in Lorestan, as villages caught between the duality of city and countryside, have been damaged by colonial development plans that, although adopted with the promise of rural improvement, have led to the destruction of the village identity. This article examines three villages--Khosrowabad, Pai Astan, and Abolvafa--in Kuhdasht County, Lorestan Province, through field observation. It appears that the development plans, without consideration of the village's cultural landscape or merely objective attention to cultures, have undertaken actions under the illusion of development but have gradually altered or destroyed the heritage, values, and identity of the people. To protect the cultural landscape of villages as a form of development, it is necessary for development plans to be place-based and to consider the diversity and differences of cultures, with actions tailored to each specific area. Kifl is a small exploratory field located in central Iraq. This field was not developed, and the reservoir behavior under production conditions was not explored. Building a reservoir model is essential in developing an oil field as it enables the prediction of reservoir performance under different production conditions. This study focused on constructing a reservoir model for the Zubair formation in the Kifl field using available reservoir data and empirical equations to fill in any gaps and then developing the field by suggesting production scenarios. It is important to validate the model to ensure its accuracy before using it in the development plan. The reservoir model was initialized with primary data, such as initial pressure, fluid properties, and datum depth. The model was validated using well-test data of well KF-4 to match the amount of oil and water produced and bottom-hole pressure. Finally, several production scenarios were proposed, involving drilling vertical, horizontal, and single lateral wells, with production gradually increasing in each case. The five cases proposed for field oil production are 3166, 5000, 10000, 15000, and 20000 STB/d, and the production stability was monitored over the proposed development period. The evolution of cruise tourism, despite facing unprecedented challenges from the Covid-19 pandemic, has shown resilience, with a rapid recovery observed in 2022. This manuscript emphasizes the significance of analyzing cruise ship length and draft data for Turkish ports to facilitate effective development planning. Despite data availability challenges, percentiles of ship lengths and drafts have been established, offering insights into port capacity and future infrastructure requirements. The examination of ship length and draft requirements highlights the diverse needs of ports from Alanya to Trabzon. Continuous monitoring and adjustment of development plans are essential to adapt to evolving industry trends, such as the increasing size of cruise ships. Projections indicate a consistent upward trend in ship sizes, emphasizing the need for forward-looking investment strategies. This study provides a foundation for informed decision-making in port development, offering insights to optimize port efficiency and competitiveness. Social housing in Morocco is housing built with state assistance. It is subject to precise rules of construction, management and allocation and governed by specifications defining requirements in a manual manner. This work which is done manually can produce errors either at the level of calculations or at the level of equipment proposal. The objective of this article is to computerize this area as there is a lack of tools and platforms. To solve this problem, we have created an advisory platform for good urban planning for residents which will help engineers. Based on mathematical formulas. The study examined the factors influencing housing and its environmental conditions as well as the relationships between residential building types and their environmental conditions in Inisa, Southwestern Nigeria. Data were obtained through a questionnaire survey of 800 (about 10%) respondents using a systematic random sampling technique. Results indicated that there is a significant variation between building types and housing conditions (χ2=81.834, df=2, p-value=0.000); and between environmental and housing conditions (χ2=73.776, df=1, p-value=0.000). The study also found that four variables (Number of Households in Building; House Ownership; Household Size; and Car Ownership) significantly contributed to the classification of respondents into membership groups of the 'Poor Housing' group and 'Good Housing' group in the binary logistic regression. To improve the housing and environmental conditions of medium-sized cities in Nigeria, the study advocates the Physical Development Plan as a spatial base for urban economic revitalization and environmental regeneration strategies. Pressure-driven water injection technology shows significant potential in addressing the key challenges of low-permeability oil reservoirs, improving water flooding development efficiency. Grounded in FDEM theory, this study establishes fluid matrix constitutive equations and employs FDEM to resolve rock stress–strain fields. A numerical simulation method for pressure-driven water injection in low-permeability reservoirs is developed to study the impact of different well pattern densities. The results indicate that the 90° horizontal well pattern using the five-spot method yields optimal outcomes, with approximately 32.32% higher cumulative liquid production than vertical well patterns. The 45° horizontal well pattern with the reversed nine-spot method also performs well, with about 30% higher cumulative liquid production than single-row vertical wells. Pressure-driven water injection improves matrix oil–water permeability and expands water flooding coverage. Based on the pressure gradient distribution driven by different well patterns, an evaluation method for the inter-well utilization capacity and its effectiveness was established. This method quantitatively assesses the reservoir depletion under various horizontal well encryption schemes. For research on timing of water injection in pressure-driven water flooding. Compared to pressure-driven water injection after 90 days, there is increased cumulative oil production after 40 days, emphasizing the importance of early pressure maintenance for higher cumulative oil production and enhanced recovery rates in low-permeability reservoir development. Türkiye için en önemli gereksinim kalkınmayı gerçekleştirecek insan gücünün yetiştirilmesidir. Kalkınma planları devletlerin geleceklerine yön verecek politikaları içerir. Kalkınma planlarının amaç ve politikalarının uygulamadaki başarısı, toplumsal ve ekonomik kalkınma ile devletin geleceği açısından oldukça önemlidir. Bu nedenle insan gücünün yetiştirilmesi için kalkınma planlarında hayat boyu öğrenme politikalarına yer verilir. Bu çalışma Türkiye’de On Birinci Kalkınma Planı’nda yer alan hayat boyu öğrenme politikalarını ortaya koymayı amaçlamaktadır. Veri toplama yöntemi olarak nitel araştırma yöntemlerinden tarama modeli kullanılmıştır. On Birinci Kalkınma Planı’nda; gelişen teknolojiler doğrultusunda hayat boyu öğrenme yaklaşımının her alanda çeşitlenerek eğitimin kalitesinin artması gerektiği, hedeflere ulaşmak için reformların yapılması gerektiği ve hayat boyu öğrenme imkânlarına erişimin kolaylaştırılarak “ulusal hayat boyu öğrenme ve izleme” sisteminin kurulacağı ifade edilmiştir. Hayat boyu öğrenmeye katılım oranının 2018 yılı için %6,2 olarak tespit edildiği ve plan dönemi sonunda 2023 yılı için %8 olarak hedeflendiği belirlenmiştir. Bunlarla birlikte işgücü, aile, kırsal kalkınma, üretim, istihdam, kadın, çocuk, dezavantajlı guruplar, çalışma hayatı, nüfus, yaşlanma, kültür ve sanat alanlarında hayat boyu öğrenme politikaları ve hedefler belirlenmiştir. Özellikle kız çocukları ile kadınların hak, fırsat ve imkânlardan eşit biçimde yararlanmaları için hayat boyu öğrenme hedef tedbir ve politikaları belirlenmiştir. Kalkınma planlarında, hayat boyu öğrenme faaliyetlerinin nitelik ve nicelik sorunlarını ortadan kaldıracak tedbir, hedef ve politikaların geliştirilmesi ile eğitim başlığı altında hayat boyu öğrenmeye yönelik daha belirgin, ulaşılabilir ve ölçülebilir hedefler ortaya konulmalıdır.

1. IntroductionGovernmental development plans have always been a point of concern for countries in terms of how to use national wealth in these projects. Governments have tried to devise possible ways to make better use of public resources in development projects. One of the solutions provided in Iranian law is the establishment of a legal body called the Supreme Technical Council. This council was established according to Article 80 (amended) of the Budget Law of 1977, approved in 1979, and was responsible for duties and powers, such as the authorization of price floors and the revision of general contract rates. In 1999, according to paragraph (c) of Article 53 of the General Conditions of Construction Works Procurements (a uniform regulatory document issued by the government that prescribes some general conditions that apply to all construction projects engaged in by a public authority), it was considered to be the arbitrator in disputes arising from development projects and so, this role was added to its aforementioned capacities. In this study, by analyzing the nature of these duties, powers, and authorities of the Supreme Technical Council, we will examine whether, first of all, the assigned missions are in line with the existential philosophy of this council. Is there a need to plan such tasks or not? further, is there a consistency between the duties, authorities, and powers of the council? Finally, some solutions and suggestions will be provided accordingly. MethodologyIn this article, by collecting data through library resources, we answered questions with the analytical-descriptive method. Results1- According to parts "a" and "b" of amended Article 80, the Supreme Technical Council is responsible for reviewing and approving the basic prices and related market regulations and instructions, as well as reviewing and approving the prices of special items (which are marked with an asterisk). This has so far been the best way in preventing the unusual increase in the cost of public construction projects and the abuse and waste of public resources. In this role, the Supreme Technical Council has an executive duty.2- According to part "c" of the amended Article 80, the duty to revise the general contract rates has also been assigned to the Supreme Technical Council. The appeal request by the general contractor is subject to the approval of the highest administrative authority of the public party (the employer) and after that, the Supreme Technical Council makes a decision regarding the request. This type of adjustment is a contractual price adjustment and the role of the Supreme Technical Council in agreeing to the appeal is to be a part of the decision-making elements of the public party's executive body which makes it a party to the contract (on the side of the employer). Therefore, in this perspective, the legal nature of the role given to the Supreme Technical Council is as a party to the contract.3- The last duty assigned to the Supreme Technical Council in part "D" of amended Article 80 is to review and make a decision on issues that have been raised by the public parties (employers) for which the contract has not provided a specific solution beforehand. it has been discussed that, in this role, it seems that the Supreme Technical Council is, again, a part of the decision-making side of the public party, and therefore, as a matter of its legal nature, it plays the role of party to the contract.4- The last power that has been considered for the Supreme Technical Council is the authority of arbitration in construction projects, which is derived from paragraph "C" of Article 53 of the general conditions of Construction Works Procurement, which is a judicial role and the Supreme Technical Council acts as a judge between the parties in this role. In addition to the problems that exist in terms of the possibility of exceeding its legal powers in setting guidelines about the general and specific conditions of Construction Works Procurements, and in providing templates for drafting arbitration clauses and the terms used in them, it seems that this authority causes the litigant to be the judge of its own case. Because as mentioned, in some cases, the Supreme Technical Council is on the decision-making side of the executive board of the public contracting party and is somehow involved in this litigation. ConclusionAccording to the aforementioned results, the suggestions are as follows:1- Considering the practical benefits of the duties mentioned in clauses "a" and "b" of the amended Article 80, we suggest keeping them as they are until a better solution is found in this regard.2- Regarding clauses "c" and "d", considering their negative effects in terms of time and money, it is suggested that these powers be assigned to the highest authority of the executive body of the public contracting party just like they were before the amendment of Article 80.3- Finally, regarding the duty of the arbitration, it is suggested that the position of alternative dispute resolution methods in the General Conditions of Construction Works Procurements should be strengthened and it should be mandatory to refer to them and not be at the discretion of the parties (as it is). The Northern Sea Route is a promising transport project. Its effective development requires the use of various innovative technologies. The purpose of the study is to determine the role and significance of the Northern Sea Route development plan until 2035, adopted by the Government of the Russian Federation in August 2022, as an instrument of the state’s innovation policy. After analyzing the content of the activities presented in the plan, the author comes to the conclusion that, despite some shortcomings (the inclusion of activities already underway, measures to develop railway infrastructure that are not related to the Northern Sea Route, arithmetic errors that are usually not typical for documents of this level) the practical implementation of the proposals presented in the plan for the development of a nuclear icebreaker fleet, the creation of an Arctic satellite constellation, the formation of an environmental monitoring system is impossible without the active introduction of innovations, fundamental and applied research in the field of natural, technical, medical and social sciences. This allows us to consider the plan as an instrument of the innovation policy of the federal executive authorities for the development of the country’s national economy in the long term.

Potato is the fourth largest food crop and the major crop for farmers to increase their income. In order to promote the development of potato industry in Zaozhuang City, a development plan has been formulated. Firstly, the development status of potato industry was analyzed, which has obvious regional advantages, large input-output ratio, good economic benefits, significant application results of virus-free seed potatoes, and initial promising results in storage and processing industry. Secondly, the main problems of the potato industry were analyzed, for example, the seed market is complex and non-standard, the open-field planting area is too large, plant diseases and insect pests are serious, mechanical sowing is seldom, and the storage and processing are still insufficient. Thirdly, the results achieved during the "Thirteenth Five-Year Plan" period were summarized, such as the introduction of high-yielding and high-quality new varieties, the mass propagation of pre-elite seed potatoes, the large-scale promotion of new high-efficiency planting models, the promotion of mechanization during the whole process of potato production, the establishment of test and demonstration bases and contacting with new business entities. Finally, the development plan of potato industry was put forward, which include speeding up the selection of new varieties, rationally preventing and controlling diseases and pests, developing full-process mechanization of potato production, popularizing planting technologies, and strengthening policy supports. Considering the necessity of learning from past experiences and continuous improvement in order to prepare development plans, the present study examines the challenges and strategies to implement health-related provisions in the first to sixth development plans. The current research was conducted in the form of a scoping review. Studies published in English and Persian 2000 until the end of November 2021 were reviewed. The search was done in the databases (SID, Magiran, Ensani.Ir, Irandoc, Web of Science, Scopus, Google Scholar, Pubmed) and related journals. 262 studies were obtained, after removing unrelated, duplicate studies and quality assessment, finally articles were selected for final analysis. CASP checklist was used to evaluate the quality. Conventional content analysis approach with Max-QDA 12 was used for data analysis. 262 studies were obtained, finally 16 articles were selected and analyzed. Challenges and solutions related to implementing the health sector development plans of the Islamic Republic of Iran in seven main dimensions including: the program development approach; Policy makers and executives; Execution and implementation of the program, program development, program monitoring challenges; Content of the program; and Lack of following the principles of planning and 51 sub dimensions were extracted that the lack of a clear definition of the concepts of development and development planning; Non-compliance of program provisions with general policies; Lack of meaningful and developmental supervision; Multiple goals and priorities were among challenges. Also, the corresponding solutions of each challenge based on the review of studies included 47 sub dimensions that the correct implementation of the principles of coherent planning, definition of appropriate indicators, mechanisms for gathering information, evaluation of the program, political support, creating a unified understanding between stakeholders, adapting the design of executive programs to infrastructure and moving to mixed programs were among the solutions. Human-centered approaches to development place a lot of value on health and believe that unless an efficient health system governs the society, societies and nations cannot achieve their economic and social goals. The paper further scrutinizes the transformative journey undertaken by the region through its Development Plans, specifically analyzing the periods of 2014-2020 and 2021-2027. The comparative analysis of the two Development Plans highlights both continuities and differences (Counsell, Kate. 2008). Infrastructure development, economic diversification, innovation, education, and sustainability emerge as consistent themes. The differences, notably the intensified focus on environmental sustainability, digitalization, and social inclusion in the 2021-2027 plan, signify the region's adaptive response to evolving challenges and opportunities. The implementation of global, modern urban planning principles has influenced India's new urban planning and development schemes, which are outlined in statutory development plans. This study assesses the level of preparedness of Indian cities to implement these schemes by evaluating the extent to which their development plan policies address global, modern urban principles. The policies were graded for each principle, and the cities were ranked based on their total grade. The study reveals that Indian cities have not fully adopted modern urban principles in their development plan policies, and there are significant variations in the implementation of these principles across different cities. In the Mediterranean regions, habitat degradation, alteration, and even destruction were major causes of the rarefaction of species in their natural environment. In the last decade, these phenomena are further amplified by the reduction of natural vegetation cover, urban sprawl, and climate change. In addition, the degradation of plant cover through cropping, and intensive agricultural practices causes soil erosion, habitat destruction, and loss of biodiversity. While to reduce these risks, it is necessary to assess and monitor Land Use Land Cover changes that will be crucial information for managing natural resources and guiding decision-making processes in their development plans. This is the case of a Mediterranean coastal region, Sousse, Tunisia which is characterized by its landscape diversity and the richness enhanced by the coastal and marine fauna and flora. The methodology is based on the use of Remote Sensing and Geographical Information System where different tools and functions have been employed such as Maximum Likelihood classification validated with field truth, thematic changes using classification change matrix, etc. The establishment of a multi-scalar landscape approach revealed changes in land use on a regional scale between 2007 and 2017. The landscape of Sousse region has been strongly modified by the action of Man where we note a significant growth of built-up areas and a regression of cultivated areas. From 11.84 % to 14.14 %, and from 28.83 % to 21.70 %; respectively. Hence, the growing risk of fragmentation of natural habitats, forests and agricultural areas. The development plan proposed in favor of biodiversity conservation offers a concrete example and can be useful for developing appropriate land use policy for sustainable region in Tunisia and similar Mediterranean regions. This is an essential study for all land use planning proposals as a guide to landscape conservation, enhancement and protection.

Problem. In recent years, there has been a rather stable trend of reorientation of the freight transportation market in Ukraine from the predominant use of rail transport to customers preferring road transport for moving goods. Relying on the indicated trend and the prospect of its preservation in view of the indisputable manoeuvre advantages of road transport in the conditions of martial law, the study of the problematic issues of the development of road transport cargo enterprises, among which the risk modeling of their operational activities occupies a prominent place, becomes relevant. Goal. The purpose of the scientific work is to study the methodological and applied aspects of risk modeling when working out a plan for developing a cargo enterprise of road transport. Methodology. The method of analysis and synthesis, system approach, observation method, comparative analysis, factor analysis method, simulation modeling method, and experimental method were used in the work to study the methodological and applied aspects of risk modeling when elaborating a plan for developing a road transport cargo enterprise. Results. The risk model presented in the study makes it possible to identify the optimal level of risk when elaborating a plan for development of a road transport cargo enterprise based on variants of the key indicator of the volume of cargo transportation (including financial indicators). Originality. In the process of modeling in one cycle, you can get up to 24 different options for the values of the optimal level of risk for the implementation of the plan for development of the road transport cargo enterprise, taking into account the differentiation of the parameters of the risk model, in particular, six options for the distance of cargo transportation and four classes of cargo. Practical value. The proposed methodical approach to risk modeling when working out a plan for developing a road transport cargo enterprise takes into account the probable change in demand for freight transportation, which gives the enterprise the opportunity to quickly respond to changes in market conditions and successfully plan activities in conditions of incomplete certainty, lack of information and the presence of risk.

Background: Health, both physically and mentally, raises the level of human capital. This study aims to challenge the performance of the Fifth Development Plan (2011-2015) regarding inequality in the distribution of health facilities among the provinces of the country. Methods: This study is analytical cross sectional. In this research, using the TOPSIS method and using the Gini coefficient index and inequality ratios, was evaluated the distribution of health facilities among the provinces of the country. Also, to determine the degree of health development among the provinces of the country, from 13 indices including hospital per capita, hospital bed per capita, health house per capita, health center per capita, laboratory per capita, pharmacy per capita, general practitioner per capita, specialist physician per capita and other health care staff per capita were used. The software used in this research is SPSS 25. Results: The results show that in 2011, the provinces of Tehran, Khorasan Razavi and Isfahan were at the highest level and the provinces of South Khorasan, Ilam and Kohgiluyeh and Boyer-Ahmad were at the lowest level in this regard. While, in 2015, the provinces of Tehran, Khorasan Razavi maintained their previous position and Fars province was in the third place. The province of Ilam, was still at the lowest level. The Gini coefficient of distribution of health facilities among the provinces of the country in 2011 was 0.49, and increased to 0.52 in 2015. The share ratio of the top 20% to the bottom 20% among the provinces in terms of enjoying health facilities in 2011 and 2015 was equal to 32 and 37, respectively. Conclusion: The severity of inequality of health facilities among the provinces of the country has intensified during the Fifth Plan. The results show that the provinces have a significant difference in their position in access to health facilities and this indicates equal distribution of health facilities among the provinces of the country.

The relevance of scientific research to local challenges and the need to produce actionable knowledge that benefits local development have not been evaluated. This study evaluates whether scientific research focused on the Amazonas region is framed within its five regional components of the Concerted Regional Development Plan (CRDP) to achieve sustainable development. In this study, 386 scientific articles published during 1960–2021 focusing on the Amazonas region were evaluated. Although Amazonas is the third poorest region in Peru, scientific production in this region has largely increased (CAGR2001-2021 = 16.4%). However, women and indigenous authors are underrepresented suggesting a unilateral knowledge transfer. The highest scientific contribution was reported for component 1 of the CRDP (58%), centering on topics about the conservation of biodiversity and ecosystem services. Scientific research focusing on the Amazonas region fails to fully aboard the overall sustainable components of the CRDP. Social sciences are clearly understudied. It is the role of regional institutions (government, universities, industry, non-profit, etc.) to ensure the extension of research topics covering other dimensions of scientific knowledge and social needs. Conclusively, it is pending that local policymakers take into consideration emerging disciplines that can provide an updated perspective in developmental policies in the Amazonas region.

Human Development Index (HDI) determines human prosperity in different countries using value assets. In general, the primary measurement includes the three basic indices, namely education, health, and a decent standard of living. HDI is a measure of development and governance success in terms of economic growth and human development. Generally, studies on HDI take place at the national and regional levels, and comparisons of its achievements between countries, while those at the municipal level are limited. Studies on the determinants of the success of increasing HDI tend to focus on local governments' fiscal capacity and political will and rarely touch the capacity of public administration in managing government, specifically in the development planning stage. This study examined the increased success of the Malang City's HDI by adopting a logical framework (log-frame) analysis with secondary data from the Malang bureau of statistics. The results showed an 80.89 increase in HDI from 2014 to 2018, including the education and health indexes, with a decent standard of living. The increased success is shown by the Regional Medium Term Development Plan (RPJMD), including basic education development program, regional public hospital service programs, and food security program for education, health, and purchasing power indices. Therefore, the local government needs to maintain and enhance the HDI in both medium- and long-term plans. The novelty of this study lies in the use of a logical framework in preparing regional development plans that support efforts to increase HDI consistently in the medium term. This reinforces the need to strengthen the perspective of how to achieve development goals compared to other studies that focus more on the perspective of the substance of development.

The first example of economic development based on planning in Turkey is the First FiveYear Industrial Plan, which was implemented in 1934. As a result of the ongoing planning initiatives in the following years, the State Planning Organization was established in 1961 and the Five-Year Development Plans were implement. In the Five-Year Development Plans many topics has been included such as economic growth, sectoral growth, employment, living conditions, justice, etc.. It has been of great importance as it can be a road map for the policies that countries will follow in the future. Tax policies has been also widely included in the Five-Year Development Plans implemented in Turkey. In addition, in these plans the goals has set in general; It has been collected under the headings such as increasing tax revenue, ensuring tax justice and spreading the tax to the base. In this study, the tax policy targets in the Five-Year Development Plans implemented between 1980- 2000 and the realization of these targets has been evaluated. The former, within the scope of each plan, the targets for the plan period has been evaluated separately, and the latter, the general situation has been revealed with a holistic approach within the framework of the prominent tax policy targets. As a result, it is seen that the targets regarding tax policies in the Five-Year Development Plans have not been achieved.

This article is about the short-lived space standards for urban housing in Turkey. Introduced in the 1960s, the standards were a crucial part of a policy that aimed to balance the housing demand and the development agenda by steering the market toward affordable housing. The Turkish state was not a significant actor in housing production. Nor had it ever before substantially intervened to regulate the housing market. The standards, however, exemplified a bold move stemming from a welfare and planning perspective. Although standards' influence was curbed, the policy is important to address as it aimed to remedy a problem that continues today, namely, the disjunction between the housing provision and the means of the middle- and low-income groups. While a sixty-year-old policy does not provide immediate answers for today, it does offer insight into the history and context of some of the current housing issues. [ABSTRACT FROM AUTHOR]

Ülkelerin refah seviyesinin artırılmasında kalkınma sorunsalıyla karşılaşılmaktadır. Kalkınma sorunsalının aşılmasında bazı ülkeler planlı ekonominin çözüm olduğunu düşünmektedir. Türkiye’de de kalkınma stratejisini planlara dayandırmaktadır. Bu çalışmanın amacı Türkiye’de uygulanan kalkınma planlarının performansını maliye politikası açısından değerlendirmektir. Bu kapsamda çok kriterli karar verme yöntemleri kullanılmaktadır. Çalışmada VIKOR yöntemi ile performans sıralaması yapılmaktadır. Elde edilen bulgular ilk iki plan döneminin en iyi performansa sahip olduğunu göstermektedir. En kötü performansa sahip dönemin Yedinci Beş Yıllık Kalkınma Planı olduğu sonucu yer almaktadır. Ayrıca TOPSIS yöntemi de çalışmada hesaplanmakta ve elde edilen bulgulara göre Üçüncü Beş Yıllık Kalkınma Planı ile Dokuzuncu Beş Yıllık Kalkınma Planı dışında tüm planların aynı performans sıralamasına sahip olduğu görülmektedir.

In the Mediterranean regions, habitat degradation, alteration, and even destruction were major causes of the rarefaction of species in their natural environment. In the last decade, these phenomena are further amplified by the reduction of natural vegetation cover, urban sprawl, and climate change. In addition, the degradation of plant cover through cropping, and intensive agricultural practices causes soil erosion, habitat destruction, and loss of biodiversity. While to reduce these risks, it is necessary to assess and monitor Land Use Land Cover changes that will be crucial information for managing natural resources and guiding decision-making processes in their development plans. This is the case of a Mediterranean coastal region, Sousse, Tunisia which is characterized by its landscape diversity and the richness enhanced by the coastal and marine fauna and flora. The methodology is based on the use of Remote Sensing and Geographical Information System where different tools and functions have been employed such as Maximum Likelihood classification validated with field truth, thematic changes using classification change matrix, etc. The establishment of a multi-scalar landscape approach revealed changes in land use on a regional scale between 2007 and 2017. The landscape of Sousse region has been strongly modified by the action of Man where we note a significant growth of built-up areas and a regression of cultivated areas. From 11.84 % to 14.14 %, and from 28.83 % to 21.70 %; respectively. Hence, the growing risk of fragmentation of natural habitats, forests and agricultural areas. The development plan proposed in favor of biodiversity conservation offers a concrete example and can be useful for developing appropriate land use policy for sustainable region in Tunisia and similar Mediterranean regions. The encyclical of Pope Francis I, Laudato si'. About the care of the common home (2015), he presents a comprehensive ecological vision that addresses the deep relationship between human beings and nature. The effect of this encyclical is slowly beginning to radiate into public policy. This is the case of Santiago de Cali's Development Plan 2020-2023, "Cali, unida por la Vida", where the notion of caring for the Common Home is explicitly assumed as a starting point. It was interesting to study how this is understood and incorporated unprecedented approach in the construction of a municipal public policy. Consequently, the notion of territory as Common House was analyzed in the process of preparation, approval and validation of this Development Plan, from its initial application in the mayor's government program until the end of the discussion of the plan approved by the Municipal Council. The main goal of this research is to explore the opportunities and challenges faced in implementing a local development plan in Enewari town, located in the North Shewa region of the Amhara Region, Ethiopia. To achieve this goal, we used a combination of descriptive and explanatory research methods. The author collected data from both primary and secondary sources. The author distributed questionnaires, consisting of both open-ended and closed-ended questions, to 210 respondents chosen through random and purposive sampling methods. Then, we analyzed the gathered data using both quantitative and qualitative approaches. Our findings revealed several important points about the town's development. Enewari town has valuable resources that could support its growth and the creation of a detailed project plan for its future. However, we also identified significant challenges. These include informal settlements, a lack of organized structures, high unemployment rates, limited public involvement, scarcity of available land, and difficulties in attracting investors. These obstacles are hindering the town's ability to implement its development plans within the specified timeframe. Overall, addressing these challenges will be crucial for Enewari town to achieve its developmental goals effectively. Furthermore, the limited availability of land presents a formidable barrier to the realization of ambitious development plans, necessitating innovative approaches to land use and allocation. Concurrently, attracting investment remains a critical imperative for unlocking the town's developmental potential, requiring concerted efforts to showcase its unique value propositions and create an enabling environment for private sector participation. Malolos convention is one of the most visited places in Malolos because of the "republika park". In addition, it has become trending, especially on social media, because of the "bancieto" (a term used by the government in booths). The local government unit prepared a developmental plan for small businesses. This study focused on the effectiveness of the developmental plan of Malolos LGU for the small businesses at the Malolos convention. The researchers used a mixed method to interview the city administrator, Mr. Joel Eugenio, to gather specific information about the government's developmental plan and survey the vendors to determine the effectiveness of the plan. Since the researchers need more time, researchers limited their respondents to (20) business owners and (100) customers. Frequency, percentage distribution, and mean statistical treatment were used to analyze and interpret the collected data. As a result of a survey, this study concluded that the effectiveness of the developmental plan of the government for small businesses is very effective for them in reaching sales targets as well as the number of customers. The researchers also determined the customers' satisfaction with their product, place, and promotion, which resulted in overall verbal interpretation being very satisfied. Land Readjustment (LR), a tool for generating land and frequently applied in the world, is also used in Türkiye in areas where 1/1000 scale implementation development plans are available. In world examples, Land Readjustment Implementation (LRi) is preferred in small application areas, integrated with applications focused on urban transformation and urban renewal. Considering exemplary LRi in the world, LRi in Germany and Japan attract attention. With the LR method, construction is completed by producing development parcels with all infrastructure facilities in a city. Independent sections in buildings built on produced parcels; commercial, residential etc. are used for different purposes. Unlike world LRi, the LR method is used in larger areas in Türkiye. However, in Türkiye, development parcels that do not have infrastructure (and it is unknown when the construction will be completed) are also produced. In fact, it is known that there are some problems with Türkiye's LRi. As a matter of fact, in order to eliminate these problems, revisions have been frequently made in the legal legislation regarding LR. Although the LR method has been improving and modified, it is still criticized. The aim of this study is to identify and eliminate the deficiencies of the method. A number of different studies were conducted for this purpose. The studies were carried out by geomatics engineers, the only discipline authorized to perform LRi in Türkiye. The opinions and suggestions of qualified geomatics engineers who are experts in LR and experts involved in the implementations were taken, the scientific studies produced by researchers were analysed, and all this information was taken into account and evaluated together in the light of world literature. In the study, firstly, current situation analyses and literature review were conducted. Thus, problems were identified with the support of literature and solution approaches were developed according to expert opinions. LR practices of successful countries were examined and suggestions were developed based on the information obtained from them. LRi was made in the determined areas and the actual implementation results were compared with the draft implementation results created according to the models developed within the scope of the study. Workshops were held with LR expert geomatics engineers, technical staff and LR expert researchers. Legal regulations have been proposed to implement the developed models. SWOT analysis, a tool widely used for strategic planning and traditionally known as a form of brainstorming, was chosen as a method adapted by applying Importance-Performance Analysis (IPA) to rank the opinions of field experts and academics. The most important results obtained from the study can be listed that LRi is only area-based, has no alternative approaches to value-based LRi in practice in the current LR legislation, does not encourage public participation, is generally carried out as mandatory.
