The Advanced Very High Resolution Radiometer (AVHRR) sensor provides a unique global remote sensing dataset that ranges from the 1980's to the present. Over the years, several efforts have been made on the calibration of the different instruments to establish a consistent land surface reflectance time-series and to augment the AVHRR data record with data from other sensors such as the Moderate Resolution Imaging Spectroradiometer (MODIS). In this paper, we present a summary of all the corrections applied to the AVHRR Surface Reflectance and NDVI Version 4 Product, developed in the framework of the National Oceanic and Atmospheric Administration (NOAA) Climate Data Record (CDR) program. These corrections result from assessment of the geo-location, improvement of the cloud masking and calibration monitoring. Additionally, we evaluate the performance of the surface reflectance over the AERONET sites by a cross-comparison with MODIS, which is an already validated product, and evaluation of a downstream Leaf Area Index (LAI) product. We demonstrate the utility of this long time-series by estimating the winter wheat yield over the USA. The methods developed by [1] and [2] are applied to both the MODIS and AVHRR data. Comparison of the results from both sensors during the MODIS-era shows the consistency of the dataset with similar errors of 10%. When applying the methods to AVHRR historical data from the 1980's, the results have errors equivalent to those derived from MODIS.

With the increasing need to construct long-term climate-quality data records to understand, monitor, and predict climate variability and change, it is vital to continue systematic satellite measurements along with the development of new technology for more quantitative and accurate observations. The Suomi National Polar-orbiting Partnership mission provides continuity in monitoring the Earths surface and its atmosphere in a similar fashion as the heritage MODIS instruments onboard the National Aeronautics and Space Administrations Terra and Aqua satellites. In this paper, we aim at quantifying the consistency of Aqua MODIS and Suomi-NPP Visible Infrared Imaging Radiometer Suite (VIIRS) Land Surface Reflectance (LSR) and NDVI products as related to their inherent spatial sampling characteristics. To avoid interferences from sources of measurement and/or processing errors other than spatial sampling, including calibration, atmospheric correction, and the effects of the bidirectional reflectance distribution function, the MODIS and VIIRSLSR products were simulated using the Landsat-8s Operational Land Imager (OLI) LSR products. The simulations were performed using the instruments point spread functions on a daily basis for various OLI scenes over a 16-day orbit cycle. It was found that the daily mean differences due to discrepancies in spatial sampling remain below 0.0015 (1) in absolute surface reflectance at subgranule scale (i.e., OLI scene size).We also found that the MODISVIIRS product intercomparisons appear to be minimally impacted when differences in the corresponding view zenith angles (VZAs) are within the range of -15deg to -35deg (VZA(sub v) - VZA(sub m)), where VIIRS and MODIS footprints resemble in size. In general, depending on the spatial heterogeneity of the OLI scene contents, per-grid-cell differences can reach up to 20.Further spatial analysis of the simulated NDVI and LSR products revealed that, depending on the user accuracy requirements for product intercomparisons, spatial aggregations may be used. It was found that if per-grid-cell differences on the order of 10(in LSR or NDVI) are tolerated, the product intercomparisons are expected to be immune from differences in spatial sampling.

The Visible Infrared Imaging Radiometer Suite (VIIRS) instrument was launched in October 2011 as part of the Suomi National Polar-Orbiting Partnership (S-NPP). The VIIRS instrument was designed to improve upon the capabilities of the operational Advanced Very High Resolution Radiometer and provide observation continuity with NASA's Earth Observing System's Moderate Resolution Imaging Spectroradiometer (MODIS). Since the VIIRS first-light images were received in November 2011, NASA- and NOAA-funded scientists have been working to evaluate the instrument performance and generate land and cryosphere products to meet the needs of the NOAA operational users and the NASA science community. NOAA's focus has been on refining a suite of operational products known as Environmental Data Records (EDRs), which were developed according to project specifications under the National Polar-Orbiting Environmental Satellite System. The NASA S-NPP Science Team has focused on evaluating the EDRs for science use, developing and testing additional products to meet science data needs, and providing MODIS data product continuity. This paper presents to-date findings of the NASA Science Team's evaluation of the VIIRS land and cryosphere EDRs, specifically Surface Reflectance, Land Surface Temperature, Surface Albedo, Vegetation Indices, Surface Type, Active Fires, Snow Cover, Ice Surface Temperature, and Sea Ice Characterization. The study concludes that, for MODIS data product continuity and earth system science, an enhanced suite of land and cryosphere products and associated data system capabilities are needed beyond the EDRs currently available from the VIIRS.

This paper summarizes the NASA Visible Infrared Imaging Radiometer Suite (VIIRS) Land Science team's findings to date with respect to the utility of the VIIRS Land and Cryosphere EDRs to meet NASA's science requirements. Based on previous assessments and results from a recent 51-day global test performed by the Land Product Evaluation and Analysis Tool Element (Land PEATE), the NASA VIIRS Land Science team has determined that, if all the Land and Cryosphere EDRs are to serve the needs of the science community, a number of changes to several products and the Interface Data Processing Segment (IDPS) algorithm processing chain will be needed. In addition, other products will also need to be added to the VIIRS Land product suite to provide continuity for all of the MODIS land data record. As the NASA research program explores new global change research areas, the VIIRS instrument should also provide the polar-orbiting imager data from which new algorithms could be developed, produced, and validated.

The Land Product Evaluation and Algorithm Testing Element (Land PEATE), a component of the Science Data Segment of the National Polar-orbiting Operational Environmental Satellite System (NPOESS) Preparatory Project (NPP), is being developed at the NASA Goddard Space Flight Center (GSFC). The primary task of the Land PEATE is to assess the quality of the Visible Infrared Imaging Radiometer Suite (VIIRS) Land data products made by the Interface Data Processing System (IDPS) using the Operational (OPS) Code during the NPP era and to recommend improvements to the algorithms in the IDPS OPS code. The Land PEATE uses a version of the MODIS Adaptive Processing System (MODAPS), NPPDAPS, that has been modified to produce products from the IDPS OPS code and software provided by the VIIRS Science Team, and uses the MODIS Land Data Operational Product Evaluation (LDOPE) team for evaluation of the data records generated by the NPPDAPS. Land PEATE evaluates the algorithms by comparing data products generated using different versions of the algorithm and also by comparing to heritage products generated from different instrument such as MODIS using various quality assessment tools developed at LDOPE. This paper describes the Land PEATE system and some of the approaches used by the Land PEATE for evaluating the VIIRS Land algorithms during the pre-launch period of the NPP mission and the proposed plan for long term monitoring of the quality of the VIIRS Land products post-launch.

The Moderate Resolution Imaging Spectrometer (MODIS) on-board NASA's Earth Observing System (EOS) Terra and Aqua Satellites are key instruments for providing data on global land, atmosphere, and ocean dynamics. Derived MODIS land, atmosphere and ocean products are central to NASA's mission to monitor and understand the Earth system. NASA has developed and generated on a systematic basis a suite of MODIS products starting with the first Terra MODIS data sensed February 22, 2000 and continuing with the first MODIS-Aqua data sensed July 2, 2002. The MODIS Land products are divided into three product suites: radiation budget products, ecosystem products, and land cover characterization products. The production and distribution of the MODIS Land products are described, from initial software delivery by the MODIS Land Science Team, to operational product generation and quality assurance, delivery to EOS archival and distribution centers, and product accuracy assessment and validation. Progress and lessons learned since the first MODIS data were in early 2000 are described.

The goal of NASA's Land Long Term Iiata Record (LTDR) project is to produce a consistent long term data set from the AVHRR and MODIS instruments for land climate studies. The project will create daily surface reflectance and normalized difference vegetation index (NDVI) products at a resolution of 0.05 deg., which is identical to the Climate Modeling Grid (CMG) used for MODIS products from EOS Terra and Aqua. Higher order products such as burned area, land surface temperature, albedo, bidirectional reflectance distribution function (BRDF) correction, leaf area index (LAI), and fraction of photosyntheticalIy active radiation absorbed by vegetation (fPAR), will be created. The LTDR project will reprocess Global Area Coverage (GAC) data from AVHRR sensors onboard NOAA satellites by applying the preprocessing improvements identified in the AVHRR Pathfinder Il project and atmospheric and BRDF corrections used in MODIS processing. The preprocessing improvements include radiometric in-flight vicarious calibration for the visible and near infrared channels and inverse navigation to relate an Earth location to each sensor instantaneous field of view (IFOV). Atmospheric corrections for Rayleigh scattering, ozone, and water vapor are undertaken, with aerosol correction being implemented. The LTDR also produces a surface reflectance product for channel 3 (3.75 micrometers). Quality assessment (QA) is an integral part of the LTDR production system, which is monitoring temporal trands in the AVHRR products using time-series approaches developed for MODIS land product quality assessment. The land surface reflectance products have been evaluated at AERONET sites. The AVHRR data record from LTDR is also being compared to products from the PAL (Pathfinder AVHRR Land) and GIMMS (Global Inventory Modeling and Mapping Studies) systems to assess the relative merits of this reprocessing vis-a-vis these existing data products. This report describes a method for obstacle detection on a runway for autonomous navigation and landing of an aircraft. Detection is done in the presence of extraneous features such as tiremarks. Suitable features are extracted from the image and warping using approximately known camera and plane parameters is performed in order to compensate ego-motion as far as possible. Residual disparity after warping is estimated using an optical flow algorithm. Features are tracked from frame to frame so as to obtain more reliable estimates of their motion. Corrections are made to motion parameters with the residual disparities using a robust method, and features having large residual disparities are signaled as obstacles. Sensitivity analysis of the procedure is also studied. Nelson's optical flow constraint is proposed to separate moving obstacles from stationary ones. A Bayesian framework is used at every stage so that the confidence in the estimates can be determined.

This research was initiated as a part of the effort at the NASA Ames Research Center to design a computer vision based system that can enhance the safety of navigation by aiding the pilots in detecting various obstacles on the runway during critical section of the flight such as a landing maneuver. The primary goal is the development of algorithms for detection of moving objects from a sequence of images obtained from an on-board video camera. Image regions corresponding to the independently moving objects are segmented from the background by applying constraint filtering on the optical flow computed from the initial few frames of the sequence. These detected regions are tracked over subsequent frames using a model based tracking algorithm. Position and velocity of the moving objects in the world coordinate is estimated using an extended Kalman filter. The algorithms are tested using the NASA line image sequence with six static trucks and a simulated moving truck and experimental results are described. Various limitations of the currently implemented version of the above algorithm are identified and possible solutions to build a practical working system are investigated.

This research was initiated as a part of the Advanced Sensor and Imaging System Technology (ASSIST) program at NASA Langley Research Center. The primary goal of this research is the development of image analysis algorithms for the detection of runways and other objects using an on-board camera. Initial effort was concentrated on images acquired using a passive millimeter wave (PMMW) sensor. The images obtained using PMMW sensors under poor visibility conditions due to atmospheric fog are characterized by very low spatial resolution but good image contrast compared to those images obtained using sensors operating in the visible spectrum. Algorithms developed for analyzing these images using a model of the runway and other objects are described in Part 1 of this report. Experimental verification of these algorithms was limited to a sequence of images simulated from a single frame of PMMW image. Subsequent development and evaluation of algorithms was done using video image sequences. These images have better spatial and temporal resolution compared to PMMW images. Algorithms for reliable recognition of runways and accurate estimation of spatial position of stationary objects on the ground have been developed and evaluated using several image sequences. These algorithms are described in Part 2 of this report. A list of all publications resulting from this work is also included.

The system was designed to analyze image sequences obtained from a Passive Millimeter Wave (PMMW) imaging system mounted on the aircraft to delineate runways/taxiways, buildings, and other objects on or near runways. PMMW sensors have good response in a foggy atmosphere; but, their spatial resolution is very low. However, additional data such as airport model and approximate position and orientation of aircraft are available. We exploit these data to guide our model-based system to locate objects in the low resolution image and generate warning signals to alert the pilots. We also derive analytical expressions for the accuracy of the camera position estimate obtained by detecting the position of known objects in the image.
