These volumes were originally published in 2004. The close association between the United States and the Federal Republic of Germany was a key element in the international order of the Cold War era. No country had as wide-reaching or as profound an impact on the western portion of divided Germany as the United States. No country better exemplified the East–West conflict in American thinking than Germany. The United States and Germany in the Era of the Cold War examines all facets of German–American relations and interaction in the decades from the defeat of the Third Reich to Germany's reunification in 1990. In addition to its comprehensive treatment of US–West German political, economic, social, and cultural ties, The United States and Germany in the Era of the Cold War provides an overview of the more limited dealings between the US and the communist German Democratic Republic.

Die Theorie der Geschichtswissenschaft denkt nach uber die Bedingungen, Moglichkeiten und Grenzen geschichtswissenschaftlicher Erkenntnis. Sie fragt: Was konnen wir Historiker wissen? Daruber hinaus fragt sie nach dem Nutzen und Nachteil der wissenschaftlichen Historie fur das Leben, d. h. fur die jeweilige Gegenwart und Zukunft. Voraussetzung dieser Disziplin ist also die nicht selbstverstandliche Annahme, das Geschichtsschreibung Wissenschaft sein kann und soll.

Despite an almost insuperable mountain of monographs devoted to all aspects of world politics in the years 1933 to 1945 in general, and relations between the Third Reich and the United States in particular,1 it remains difficult for the historian to reconstruct Hitler’s image of America and explain his policy toward that country. While this chapter will concern itself with Hitler’s perceptions of Roosevelt and the United States, by way of introduction I would like to recall that it continues to be far from easy to arrive at unambiguous answers even to seemingly obvious questions raised by Hitler’s U.S. policy. For example

Durch den Zwang, Komplexitat zu reduzieren, konnten zukunftige Historiker versucht sein, unser Saeculum das „amerikanische Jahrhundert“ zu nennen. Das liberale, kapitalistische und marktwirtschaftliche Gesellschaftsmodell der USA, so konnte es im 21. Jahrhundert heisen, habe sich durch zwei gewonnene Weltkriege und einen gewonnenen Kalten Krieg in der industrialisierten Welt durchgesetzt. Der ungeheuren Dynamik dieses Modells seien weder Nationalsozialismus noch Faschismus noch Kommunismus gewachsen gewesen. Der teils manifeste, teils latente Weltburgerkrieg dieses Jahrhunderts, der im Jahre 1917 begann, als Lenin und Wilson antagonistische Modelle fur die ganze Welt verkundeten, und den man ab 1945 den Kalten Krieg zu nennen pflegte, sei Ende der achtziger Jahre durch den geistigen und materiellen Zusammenbruch einer Seite beendet worden. Die Zeitgenossen hatten das Unerwartete, nicht Vorhergesehene kaum fassen konnen: Der radikale Neuerer, geniale Konkursverwalter und Zauberlehrling Gorbatschow habe versucht, die Marktwirtschaft einzufuhren, amerikanische Berater hatten sein Prasidentenamt nach Vorbild des Weisen Hauses reorganisiert und neben dem Roten Platz habe eine Hamburger-Kette marktwirtschaftliche Effizienz demonstriert.

Die Vereinigten Staaten von Amerika genossen als einzige Grosmacht der Erde das Privileg, einige Jahre daruber diskutieren zu konnen, ob die vitalen Interessen des Landes durch Hitler, die Achsenmachte und Japan bedroht waren oder nicht. Dieses Privileg hatte seinen Grund in der strategisch ungefahrdeten Lage des Landes in der westlichen Hemisphare. Atlantik und Pazifik garantierten eine offene Entscheidungslage und die Diskussion von Alternativen, die nicht allein vom Willen der Aggressornationen diktiert wurden. Ein vergleichender Blick auf Frankreich, England, die Sowjetunion und China macht die Einzigartigkeit der amerikanischen Situation klar.

Die sensationelle Meldung uberraschte Rektor Martin Dibelius. ›Es ist am 4. Januar 1928. Der Rektor der Heidelberger Universitat ist wahrend der Mittagspause allein im Sekretariat zuruckgeblieben. Ein Ferngesprach. ›Hier Berlin, Achtuhrabendblatt, wir wunschen den Rektor zu sprechen.‹ ›Er ist selbst am Apparat.‹ ›Was sagen Sie zu der amerikanischen Stiftung?‹ ›Ich weis nichts davon.‹ ›Wir haben hier eine Wolffmeldung bekommen.‹ ›Lesen Sie vor.‹ Er hort und notiert die ersten Zahlen: Botschafter Schurman teilt bei einem Essen der Steuben-gesellschaft [in New York] mit, das er zugunsten eines Horsaalgebaudes der Universitat Heidelberg eine auf 400000 Dollar berechnete Sammlung begonnen habe… Kaum schweigt die Stimme aus Berlin, so meldet sich das Telephon wieder, aus der Stadt, von Behorden, Zeitungen, Kollegen — der Rundfunk hat die Neuigkeit bereits herumgesprochen.‹1

Am 8. Februar 1986 feierte die Universitat Heidelberg in der Aula der Neuen Universitat den „Jacob-Gould-Schurman-Tag“, den Amerika-Tag der Ruperto Carola im Rahmen der 600-Jahr-Feier. Er wurde in Anwesenheit von uber 800 Burgern aus der Bundesrepublik und den Vereinigten Staaten zu einem beeindruckenden „dies academicus“ und „dies politicus“.
