What are we looking at? • Increased conveyance (alleviate “pinch points”; keep more water in the river) • Increased resilience (armor and / or flatten levee slopes to reduce the risk of breach; add drainage features to allow water to drain out faster) • Non-structural (buyouts / relocation; flood proofing; flood warning) • Nature based (infrastructure that “uses, restores, or emulates natural ecological processes.” These solutions can be created through design, engineering, and construction that “act in concert with natural processes.”) What are USACE, MDNR and Community Roles? • USACE conducts the feasibility study to investigate Federal interest, engineering feasibility, economic justification and environmental acceptability of a recommended project. USACE provides 50% of the study funding. • MDNR, the Sponsor, contributes to the project's development. MDNR involvement began before the study started, when the community identified a serious water resource

The applicant proposes to annually dredge up to 1,600,000 cubic yards1 of material from over 600 acres2 of open tidal waters in Georgia via cutter suction dredges, with occasional use of mechanical dredges,3 and placement in DA-1, DA-1, DA-Crab Island or DA-Main. A 7,136 linear foot section of the inner channel, between Stataion -30+368 and Station -37+504, may be dredged via cutter section or hopper, but no hopper dredging authorization is sought under this permit. Hopper dredging authorization for that section of the channel will be sough under permit SAJ-1992-01854. This authorization is only for non-hopper hydraulic and mechanical dredging. The Program concurs the proposed project has been designed to be consistent with the enforceable policies of the GCMP. Introduction: This document describes the method for quantifying unavoidable stream impacts associated with the review of permit applications submitted for authorization under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. The MSMM will typically be applied on those permit evaluations where a pre-construction notification is required to be submitted to the Corps, and the Corps determines that compensatory mitigation is necessary to offset unavoidable stream impacts associated with the permit evaluation. The final Environmental Assessment (EA) dated October 2022, for the Indiana Department of Natural Resources (IDNR), Hovey Lake Fish & Wildlife Area, Moist Soil Wetland Unit Construction on USACE U.S. Tracts 413, 414 & 415 in Posey County, Indiana addresses the need to provide wetland habitat for migrating and wintering waterfowl, shorebirds, waterbirds, and wetland dependent species in this ecologically significant and prioritized region of southwestern Indiana. The Final EA, incorporated herein by reference, evaluated various alternatives that would provide high-quality managed moist soil wetland habitat in the study area. The Recommended Plan includes the construction of two moist soil units, Units 1 and 3, which will create an estimated 146.8 acres of moist soil wetland units in an area to be called Cottonwood Marsh. Unit 1 is on approximately 70.43 acres of USACE property (U.S. Tracts 413, 414, and 415) and licensed to IDNR. Unit 3 is on IDNR property. The project area consists primarily of agricultural production or fallow field rotation. Construction of the moist soil wetland units will require minimal vegetation disturbance as the area is currently under row crop rotation.
