Abstract The propulsion and acceleration of nanoparticles with light have both fundamental and applied significance across many disciplines. Needle‐free injection of biomedical nano cargoes into living tissues is among the examples. Here a new physical mechanism of laser‐induced particle acceleration is explored, based on abnormal optothermal expansion of mesoporous vaterite cargoes. Vaterite nanoparticles, a metastable form of calcium carbonate, are placed on a substrate, underneath a target phantom, and accelerated toward it with the aid of a short femtosecond laser pulse. Light absorption followed by picosecond‐scale thermal expansion is shown to elevate the particle's center of mass thus causing acceleration. It is shown that a 2 µm size vaterite particle, being illuminated with 0.5 W average power 100 fsec IR laser, is capable to overcome van der Waals attraction and acquire 15m sec−1 velocity. The demonstrated optothermal laser‐driven needle‐free injection into a phantom layer and Xenopus oocyte in vitro promotes the further development of light‐responsive nanocapsules, which can be equipped with additional optical and biomedical functions for delivery, monitoring, and controllable biomedical dosage to name a few.

This article analyzes the formation of theoretical views on the nature, methods, and practice of the administrative and communication activities of public authorities in relation to the people of the state in the VI‒V centuries BC in Ancient China. Communication ideas are identified, first of all, on the basis of analysis of Confucius’ Lun Yu treatise. The adopted method of study here is a systemic approach and comparative historical analysis, allowing us to identify the elements associated with the views of the thinker and determine their significance in the history of the theory of administration and communication in Chinese documents. It shows the conditions of the political and economic life of Ancient China at that time, which promoted the emergence of the philosophical Confucian concepts of public administration and communication. It establishes the sequence and distinctive feature of the humanistic and moral, and ethical views of Confucius on the functioning of the communication models of a state, which are still relevant for the development of science and practice. The focus of the work is on the analysis of specific judgments of the thinker about the structure of communication in the administrative environment. It reveals the communicative content of the key elements of the cornerstone concept of his teachings ‒ Tao. The work considers the reasons for the propaganda of closed government and dosed information flows in the administrative field and in the communication of public officials with the masses. It analyzes the means proposed to make people (subjects) make proper decisions for the authorities in power. This task is still actively discussed in modern communication science. It also interprets some of Confucius’ statements that determine the moral and ethical framework of administrative communication and reveals the meaning of his communication model. It identifies the features of that ideal fragmented communication model as a sample limited for practical use by numerous objective conditions. It also specifies the time frame of the “Axial Age” in China’s history. And finally, it makes conclusions about the role and significance of Confucius’s views in the formation and development of the methods and ethics of communicative action in public administration in the historical and perspective aspects.

This publication presents the emergence of the new sciences that are most important for today’s world: communication science, cybernetics, the theory of information, and the theory of the noosphere in the 1940s – 1950s. The purpose of this article is to analyze the total scientific achievements in Eurasia at the time of the Second World War. This was a bright phenomenon in the formation of new revolutionary theories. Works of Chicago-based and Frankfurt-based schools of thought, the theoretical concepts of T. Adorno, M. Horkheimer, H. Lasswell, P. Lazarsfeld, аnd other researchers laid the foundations of the communication science and contributed to the breakthrough in a number of the key subject areas. A system approach to and a comparative analysis of the causes and subsequent consequences of the achievements at that time for today’s world served as a methodological basis for a comprehensive consideration of large-scale studies of the past. The scientific novelty of this historic study consists in the interdependence and complementarity of the theoretical and practical achievements in the 1940s and rethinking of their importance in the structure of concepts in the 20th century. Industrial and military goals associated with the automatic management and communication processes required fundamentally new approaches and achievements. When World War II broke out, N. Wiener worked on these problems aiming at creating a computer, which pushed him to the idea that the principles of managing biotic and abiotic systems are the same and to the cybernetic concept development. In the mid-1940s, J. von Neumann built the first digital computer. In 1945-1947, A. Turing worked, as an inventor of “a universal machine”, on the “electronic brain” project and was the first to develop a number of programs for it. In 1942, C. Shannon published his work dedicated to the theory of information permitting a constellation of researchers to lay the foundations of the theory of communication. V. Vernadsky’s noosphere concept proposed in 1944 was particularly important. At present, the ideas of that period are gaining new importance as a basis for the single planetary management system.

The article discusses and analyzes the role assessment and communication significance in state control systems in works and prominent representatives’ statements of political thought from antiquity to the beginning of the twentieth century in accordance with the understanding of this phenomenon essence in the considered historical epochs. It is shown that from the history of political thought, although some well-founded concepts of the relationship between the authorities and the population of the thinkers of ancient China, India, and antiquity are known, they require more detailed and systematic understanding. The influence of the managerial and communicative ideas of Confucius, Plato and Aristotle on the subsequent works of Caesar, Cicero, the thinkers of the Middle Ages, the Renaissance and the Enlightenment are consistently discussed. A comparative analysis of individual views on the relationship between the state of public administration and communication of theologians and scientists of the XIII-XVIII centuries was conducted: F. Aquinas, F. Petrarch, L. Bruni, N. Machiavelli, M. Luther, T. More, T. Campanella, J. Boden, G. Grotius, J. Locke, T. Hobbes. Particular attention is paid to the ideas of S. Montesquieu, I. Kant, and G.-V.-F. Hegel as the founders of the scientific discourse around the problems of war and peace, the effectiveness of government and relations with the subjects of this management, with the people. In particular, the developments of the Chicago school in the United States and the Institute for Social Research in Germany, which laid the theoretical foundation for the beginning of the formation of information and communication theories that created the basis of the modern stage of communication development in the late twentieth century - early twenty-first century. Research and analysis in the work of the first historical ideas and theoretical concepts of the role, communication place and importance in public administration systems, advanced for 2500 years by a galaxy of eminent thinkers of the past, allows to rethink the sources of conceptual ideas of communicology put forward in the 20th century and approach the objective assessment of the perspective the role of the communication component of the humanity civilizational development in the twenty-first century.

Abstract The ever‐growing field of microfluidics requires precise and flexible control over fluid flows at reduced scales. Current constraints demand a variety of controllable components to carry out several operations inside microchambers and microreactors. In this context, brand‐new nanophotonic approaches can significantly enhance existing capabilities providing unique functionalities via finely tuned light−matter interactions. A concept is proposed, featuring dual on‐chip functionality: boosted optically driven diffusion and nanoparticle sorting. High‐index dielectric nanoantennae is specially designed to ensure strongly enhanced spin−orbit angular momentum transfer from a laser beam to the scattered field. Hence, subwavelength optical nanovortices emerge driving spiral motion of plasmonic nanoparticles via the interplay between curl−spin optical forces and radiation pressure. The nanovortex size is an order of magnitude smaller than that provided by conventional beam‐based approaches. The nanoparticles mediate nanoconfined fluid motion enabling moving‐part‐free nanomixing inside a microchamber. Moreover, exploiting the nontrivial size dependence of the curled optical forces makes it possible to achieve precise nanoscale sorting of gold nanoparticles, demanded for on‐chip separation and filtering. Altogether, a versatile platform is introduced for further miniaturization of moving‐part‐free, optically driven microfluidic chips for fast chemical analysis, emulsion preparation, or chemical gradient generation with light‐controlled navigation of nanoparticles, viruses or biomolecules.

Goal of the paper. The goal of this article is to define the nature, specific features and factors pertaining to the advertising agency marketing management. One of the tools is the use of non-standard approaches to management of advertising agencies, which under certain conditions makes it possible to improve the situation and to bring the agency to a new higher level as well as to improve the efficiency of its functioning in the conditions of transformational economy of Ukraine. Methodology. Monitoring of the marketing behavior of agencies that promote advertising services. The results of monitoring and analysis demonstrated that the majority of agencies have a disorganized approach to the agency marketing, which results in sporadic activities related to the use and organization of agency marketing. Only individual agencies begin to form their own marketing strategy for the implementation of which marketing budgets are allocated. The main marketing functions of a Ukrainian advertising agency have been identified. Practical value. Rapid development of technologies, sophistication and increased variety of goods and services, reduction of their life cycle, higher customer demands, the growth of volume and speed of obtaining information, increased competition – all these changes that are taking place in the external environment make the Ukrainian companies that provide advertising services search for new approaches to ensure better adaptation to these conditions. Uncertainty, unpredictability and instability of the external environment will continue to grow. Therefore, the companies that provide advertising services need to constantly adapt not only to the existing conditions but also ensure that they are able to quickly react in the future. The basic precondition for success is stability of the quality that is achieved through strategic planning, fine-tuned search system, efficient management, which encourages creation of a position of quality assurance director or manager, who would be responsible for the standards of client service quality. According to the monitoring results, agencies begin to form their own marketing strategies, for the implementation of which marketing budgets are allocated, which will facilitate the search for new customers. Relevance/originality. Based on the received data, further development of the advertising market may be determined by the development of other commodity markets, and first of all – by an increased volume of the consumer goods market.
