The relation between digitalization and environmental sustainability is ambiguous. There is potential of various digital technologies to slow down the transgression of planetary boundaries. Yet resource and energy demand for digital hardware production and use of data-intensive applications is of substantial size. The world over, there is no comprehensive regulation that addresses opportunities and risks of digital technology for sustainability. In this perspective article, we call for a Digital Green Deal that includes strong, cross-sectoral green digitalization policies on all levels of governance. We argue that a Digital Green Deal should first and foremost aim at greater policy coherence: Current digital policy initiatives should include measures that service environmental goals, and environmental policies must address risks and advance opportunities of digital technologies to spur sustainability transformations., Environmental Science & Policy, 147, ISSN:1462-9011, ISSN:1873-6416

Europe’s digital transformation of the economy and society is one of the priorities of the current Commission and is framed by the European strategy for data. This strategy aims at creating a single market for data through the establishment of a common European data space, based in turn on domain-specific data spaces in strategic sectors such as environment, agriculture, industry, health and transportation. Acknowledging the key role that emerging technologies and innovative approaches for data sharing and use can play to make European data spaces a reality, this document presents a set of experiments that explore emerging technologies and tools for data-driven innovation, and also deepen in the socio-technical factors and forces that occur in data-driven innovation. Experimental results shed some light in terms of lessons learned and practical recommendations towards the establishment of European data spaces.

The ethics of big data and AI have become the object of much public debate. Technology firms around the world have set up ethics committees and review processes, which differ widely in their organisation and practice. In this paper we interrogate these processes and the rhetoric of firm-level data ethics. Using interviews with industry, activists and scholars and observation of public discussions, we ask how firms conceptualise the purposes and functions of data ethics, and how this relates to core business priorities. We find considerable variation between firms in the way they use ethics. We compare strategies and rhetoric to understand how commercial data ethics is constructed, its political and strategic dimensions, and its relationship to data ethics more broadly., Technology and Regulation, Vol. 2020 (2020)

Both vehemently protected and attacked in equal measure, the welfare state as an idea and as a policy agenda remains as relevant as ever. It refers not only to a program of social welfare and the provision of social services, but also to a model of the state and the economy. According to Offe (1984), the welfare state in advanced capitalist economies is a formula that consists of the explicit obligation of the state apparatus to provide assistance and support to those citizens who suffer from specific needs and risks characteristic of the market society, and it is based on a recognition of the formal role of labor unions in both collective bargaining and the formation of public policy. Although actively dismantled in recent decades as globalization and neoliberalism have taken hold of much of the modern world-system, its future continues to be fought over. It serves as a model for society that is seen to privilege a commitment to decommodification, universal access, and social solidarity as a way to overcome the most prominent contradictions of capitalism. A product of the twinned global crises of the Great Depression and the Second World War, the modern welfare state therefore encapsulates a moment of political and economic settlement, a mechanism of stabilization that arguably could emerge only out of such crises.
