In the context of the transition of mineral extractive economies to sustainable development, the role of scientific and innovative support of this process is increasing. Universities are key components of this structural breakthrough. For the Russian economy, interaction and competition between federal universities are especially important, which, on the one hand, offer new technologies of "green" mining, and on the other, they form a high-tech breakthrough. The authors of the study have analyzed the competitiveness of Russian federal universities based on a developed methodology. This allows them to identify leaders and outsiders among these educational organizations and determine their strengths and weaknesses. The results allow the authors to determine the competitiveness of federal universities based on aggregated indicators that consider the influence of internal and external environment factors. The developed and tested methodology is based on the performance indicators of educational organizations, the "Project 5-100" indicators, and the indicators of international competitiveness.

The main criterion for the sustainable development of social-andeconomic systems is the efficiency of functioning, taking into account the current environmental conditions. At the same time, favorable opportunities for carrying out activities, performing a certain role, confirming the significance in the future period are created. The analysis of the organization of enterprises’ innovation activities made it possible to establish the main trends in entrepreneurial behavior, to identify the features of innovation implementation, taking into account modern business conditions. As a result of the study, the authors found out the reasons for the low innovation activity at the enterprises in the Krasnoyarsk Territory, identified restrictions on the introduction of new technologies, the promotion of innovative products, the influence of factors on changes in the structure of financing innovations. Based on the opinions of specialists, the article highlights favorable opportunities for sustainable development of the region in the course of technological transformation, its resource provision, taking into account the increase in the innovation potential of organizations with the active assistance of the state to the innovation infrastructure development. The ongoing innovation processes determine environmentally oriented social changes leading to the development of society, contribute to increasing the innovations’ receptivity, the life quality and become the main tasks of sustainable development of the regional economy.

The objective meaning of the sustainable development process in relation to the neo-industrialization of the economy is to create conditions for the restoration of the ecological identity of the national economy as a multi-industry production complex. We consider the neo-industrial development of the economy as the re-establishment of a competitive manufacturing complex in it, capable of saturating the domestic market avoiding increasing the burden on the environment with the innovative development of raw materials production, creating the material basis of national competitiveness in the environmental plan. From sustainable development point of view, neo-industrialization means conducting a comprehensive structural policy, the object of which should be national reproduction, and the subject is deep transformations of the processes that form the complex of human impact on nature, its institutional and technological structure, increasing the reproductive role of the green economy based on the potential of the internal market. At the same time, the history of greening industry, which dates back to the 1990s, testifies to the positive experience of replacing global production chains of raw materials, in particular, energy carriers, with the benefits of a fundamentally new type – alternative energy sources, biomaterials. Therefore, the development of technologically advanced manufacturing industry based on technologies of the green economy is possible as a result of the formation of production of goods and services that are maximally focused on meeting the environmental needs of society.

The global challenge of the 21st century is associated with the need to ensure the sustainable development of modern countries. The basic condition for such development is an adequate amount of energy and resources. This means using not oil and gas only but supplies of drinking water, arable land, forests, and other mineral resources are being rapidly depleted. The industrial civilization, in only 200 years of its existence, has put the world on the threshold of a resource collapse. The reason for the current crisis situation is the antagonism of nature and the technosphere created by man. Technical progress has violated the natural resource turnover – a peculiar metabolism of nature, creating technologies that are hostile to it. These technologies, being torn from the natural context, are in fact bad copies of individual elements of natural processes and are based on a highly specialized model of science and industry-specific technologies. Consequently, the transition to sustainable development requires a radical technological modernization of the economy, in particular, widespread diffusion and inter-sectoral transfer of convergent and nature-like technologies.

Today the issues of overcoming the environmental consequences of the negative structural shift of the Russian economy, accelerating the rate of economic growth, reducing the technological and social-and-economic separation from developed countries are becoming strategically in demand for extractive clusters. The need for methodological and theoretical support of the neo-industrialization of the Russian economy raises the urgency of analyzing ways to solve environmental problems, relying on reducing the share of raw materials production in the gross regional product. The emergence of an innovative paradigm raises environmental requirements for industry, raises the priority of interaction institutions between the state, science and business in the process of reducing environmental damage. The leading role is played by the analysis of innovative nature protection activities in extractive clusters and structuring the competitive advantages of the economy, not related to the export of raw materials.

The large-scale structural transformations of Russian economy – the new industrialization – is a core of its transition to sustainable development. The importance of new industrialization is proved by the possibility of overcoming technical and technological lagging behind the leading countries and expanding deep processing and high-tech industries. Based on the analysis of statistics, the features of structure of economy of Russia are revealed. It is shown that transition to new industrialization is a characteristic of the industrially developed countries of the world and the source of environment-friendly industries’ boosting. The mechanism of the “window of opportunities” implementation when changing technological layers is considered. The hypothesis of a research assumes that opening the “window of opportunities” when replacing the fifth technological layer with the sixth, is a reference point for definition of the directions of strategic transformations in the context of sustainable development and extended environment protection.

Objectives: Antiretroviral (ARV) drugs have played a vital role in controlling the HIV-1 epidemic; however, some challenges remain. ARV drugs vary in their ability to control HIV infection, displaying differences in treatment-limiting factors and genetic barriers to resistance. The current report assesses the prevalence of HIV-1 drug resistance mutations (DRMs) among patients who failed first-line antiretroviral therapy (ART) and evaluates the genetic barrier of different regimens., Methods: The study cohort (n = 271) included HIV-infected individuals who visited the Novosibirsk, Russia, HIV/AIDS clinic in 2018-2022. All patients received first-line ART prior to virological failure. Sociodemographic and HIV-related data were collected from medical records and self-reported questionnaires. HIV-1 pol gene sequences were generated, and the presence of HIV-1 DRM was assessed. The genetic barrier to resistance was assessed by combining treatment regimen and adherence data., Results: Nonoptimal ART adherence was identified in 48.3% of patients and correlated with male sex, PWID, unemployment, and rural area residence. Most of the patients with high-level adherence were identified among those who were on TDF+3TC+DTG. HIV-1 DRMs were identified in 54.6% of the patients. The analysis of HIV-1 DRM, ART regimen, and adherence data classified TDF+3TC+DTG and TDF+3TC+LPV/r as treatment regimens with a high genetic barrier, whereas EFV-containing ART was classified as a regimen with a low genetic barrier., Conclusions: The current study delivers results on the efficacy of HIV-1 ART and treatment adherence in real-world practice settings. This report suggests that ART regimens with a high genetic barrier to resistance combined with improved treatment adherence may reduce the transmission of HIV-1 resistant variants., (Copyright © 2023 The Author(s). The work is a clinico-laboratory study and and treats of the results of determination of gonadotropine excretion before and after the administration of testosterone to the patients with various forms of hypogonadism. The prevailing effect of testosterone on the excretion of the gonadotropic hormones could be blocking, stimulating or neutral depending on the clinical variant of hypogonadism. Thus, a change of sensitivity of the central link in the hypophysis-gonad system to the action of the peripheral hormones could apparently be of definite significance in the pathogenesis of hypogonadism; this should be taken into consideration in the elaboration of rational schemes of its therapy.
