There is limited evidence on family reintegration for children who have been in residential care within the African context. The goal of this study is to find out what factors impact reintegrated institutionalized children's desire to remain with their biological parents or extended family. The dataset included records for 659 interviewed children and their guardians. However, the analyses were limited to 408 cases with complete data on the dependent and independent variables. Most of the children in the study (73%) preferred to remain with their relatives. The age of the child, length of time spent in residential care, and having a case file, were all factors linked to the children's wish to stay with their family. Based on the findings of the study, social workers should do a full assessment and documentation to decide if reintegration is appropriate, prepare the child and family, and give follow-up assistance to ensure stable reintegration. Social workers must also link reunified families to long-term support such as enrollment on the Livelihood Empowerment against Poverty social protection program, and they should monitor placements to improve the stability of the reintegration.

Accurate data on the extent to which residential homes for children in Ghana are in compliance with national standards for quality of care and case management are lacking. To begin to address this gap, a census of residential homes and an enumeration of the child population were undertaken in 2019, followed by a survey on a representative sample of children living in such homes. Data were gathered on the types and characteristics of all 139 residential homes operating in the country at the time and the demographic profiles and well-being of children living in such facilities. The purpose of this article is to provide information on the residential care facilities that operate in Ghana in terms of their licensing status, staffing, child safeguarding, and protection policies, as well as the safety and suitability of the premises. The article also describes the demographic profiles of the children who live in such facilities and provides an overview of the care they received and their well-being. The paper concludes with a discussion of the implications of the findings within the national context and policies on children in residential care in order to demonstrate how results are being used to inform care reform efforts and systems strengthening in Ghana.

Evidence is absent in the legal, policy and programmatic landscape of online child sexual exploitation in countries in the Global South. Our work begins to contribute to filling this literature gap, drawing evidence from Tunisia, one of the least studied countries in the Middle East and North Africa (MENA). We reviewed legal and policy documents directly or indirectly connected to online child sexual exploitation, complemented with interviews from diverse actors in the child protection space at the national and sub‐national levels. We note that Tunisia is a signatory to several international and regional treaties and conventions that can be leveraged to tackle online sexual exploitation of children. Still, these have yet to be fully exploited for the benefit of children. Furthermore, we observed several disparate laws at the country level. These laws are scattered in many legal documents, and some aspects could be more specific, but currently not, which poses significant legal challenges to protecting children. Finally, many institutions implementing programmes in this space create less coordination and sometimes confusion. At best, interventions seem ad hoc without any clear mandate of specificity in institutional leadership. The implications of the findings for policies and programmes are highlighted. According to the literature, the success of deinstitutionalization (DI) practices in low‐ and middle‐income countries (LMICs) is dependent on key factors including, a well‐functioning family‐based alternative care and social protection system, adequate funding and resources, and professional and other stakeholders' engagement and support. Following a practice research qualitative method, the study explored practitioner's experiences and perceptions on the status of Ghana's ongoing DI efforts and their recommendations for improving implementation. The study's main themes were establishing the need for residential homes for children (RHCs), RHCs not being an ideal family environment and RHCs as respite. Family marital problems, poor financial situation, stigma attached to some children in care, abusive parents and a lack of suitable alternatives when families have a crisis were identified as key factors that impede DI implementation in Ghana. The findings suggest the need for a progressive approach towards DI implementation in LMICs, with the first step being the re‐positioning of RHCs as respite care centres while progressively developing other alternative family‐based care options (such as kinship care) for children. Reporting child sexual abuse (CSA) to law enforcement institutions is the ideal child protection imperative. The role of parents in this process is unquestionably profound. Yet, there is limited evidence on parental perspectives on reporting CSA to law enforcement agencies in developing country contexts. We apply vignettes to describe the views of parents about reporting CSA perpetrated by "family members, schoolteachers, and strangers." Data was collected from 89 parents from four culturally diverse regions of Ghana. A systematic inductive approach was used to determine patterns and similarities in participants' attitudes toward reporting. We note that the attitudes of participants about reporting CSA varied considerably; these are influenced by the nature of social relationships between the victim and perpetrator. In a seeming order of severity, CSA perpetrated by a family member was viewed less seriously compared to victimization by a teacher or a stranger. The desire to preserve familial/kin ties and reputation and keeping to the cultural heritage of resolving "disputes and disagreements" amicably were primary norms against reporting CSA. However, attitudes toward reporting CSA by teachers were influenced by expectation of higher moral standards, which made reporting CSA by a teacher a reasonable cause of action. Positive attitudes toward reporting CSA by "strangers" were prevalent. Child protection programs must recognzse the segmented attitudes toward CSA and tackle the deep-seated cultural and social norms through social and behavioral change communication (SBCC). Worldwide, an estimated 2.7 million children live in so-called orphanages or other residential care facilities. This figure is likely an underestimate, however, since many low and middle-income countries lack reliable data on this issue. To address this gap, the United Nations Children's Fund (UNICEF) has developed a comprehensive tool to collect data on children living in residential care. It is comprised of a protocol that outlines the recommended steps for gathering data, 12 data collection tools, and an implementation package covering everything from sample design to the dissemination of the findings. The package is designed to generate information on the number and location of all residential care facilities in a country, the number and basic characteristics of children living in them, as well as selected measures of their well-being. The survey gathers data from children and their caregivers using existing measures of child well-being that can produce data for reporting on a number of key child-related indicators, including those that comprise global monitoring frameworks such as the Sustainable Development Goals. The purpose of this article is to describe the process of testing and piloting the UNICEF protocol on children in residential care in three countries: India, Ghana, and Kazakhstan. The methodology employed in each country is briefly described along with some of the key challenges faced, and lessons learned, from implementing the protocol in these three diverse settings. AbstractWhile one of the key responsibilities of social services in Ghana is to conduct maintenance arrangements so that the nonresident parent is committed to making financial contributions to the well-being of the child, little is known about what informs social workers’ assessments in child maintenance cases. The aim of this study was to determine what social workers consider when undertaking child maintenance assessments. A qualitative practice research study was conducted with 13 social workers and 12 parents involved in a child maintenance case with three agencies of the Department of Social Welfare and Community Development in Ghana. The study showed that corroborating the existence of nonpayment for maintenance in the family is the first step in assessing other factors, such as the parent’s income, occupational status and maintenance amount. Even after the maintenance amount was decided upon, social workers were often unable to follow-up on nonresident parents to ensure that they complied with the maintenance arrangements. Given that no assessment instrument exists in Ghana for addressing child maintenance cases, the study’s findings can provide useful information that can aid in the development of an instrument or framework to assist social workers in their assessments.
