2. Exploration of rural Taiwanese youth's self-agency in environmental policy controversy deliberations.

This study seeks to understand students' perceptions of self-agency and how they demonstrate their agency by engaging in discussions of a highly controversial wetland policy facing their community. Five focal students participating in this 13-month long curriculum were selected for further explorations. We traced their learning trajectories to explore how students perceive their own roles in coping with this environmental controversy. Our data included student interviews at three different learning phases and recordings of in-class deliberative activities. The results revealed that students were more aware of their own agency as they navigated the contesting viewpoints among stakeholders. Three themes were generated to explain this change: adults' business, family communication, and empowerment through civic action. This study showcases that engaging students in deliberations about environmental controversies has the potential to make them more aware of their own agency and become agentic citizens in addressing contentious environmental issues. 3. Timur-sultan and Kerim-birdi: Two attacks on Venetian Tana in 1410 and in 1418

The purpose of the study is to consider the problem of the existence of the Venetian and Genoese trading stations in Tana within the territory of the Golden Horde city of Azak during the internecine war in the Golden Horde between the sons of Toktamysh and Idegei. Through an analysis of sources, an effort is made to determine the circumstances of the attacks of the Golden Horde khans and the level of damage that arose from them. Research materials: Unpublished documents of the State Archives of Venice (Italy), as well as Venetian chronicles and historical works of the 15th–16th centuries. Results and scientific uniqueness: The study of Venetian sources showed that during the second period of turmoil in the Golden Horde which erupted after the defeat of Toktamysh by Tamerlane, Tana trading stations underwent extremely difficult times during the period of the domination of beklerbek Idegei. The point of disagreement between the Tatar khans and the Venetians was the non-payment of a tax for renting land, called terraticum, by the Venetian merchants who traded at the mouth of the Don. The Venetians tried to maneuver between the sons of Toktamysh and the henchmen of Idegei, but since power in the Horde often changed hands at the time, Tana became a hostage in this internecine struggle. In 1410, Tana suffered from an unexpected night raid by Timur Khan and was captured. The damage amounted to between 100,000 and 120,000 ducats. Many Venetian sources tell us about these events, but with great discrepancies in details. Thanks to the inclusion of an important commerce-related source – the protocol of the Venetian judges on petitions – we can determine the exact date of the attack, the name of the khan, and the amount of damage. In 1418, there was an even more devastating second attack on Tana by Khan Kerim-birdi. After that, the Venetian Senate, having comprehensively studied the situation, decided to surround Tana with stone walls and repair its fortifications. Thanks to the erection of strong fortifications at Tana, it was possible for the town to hold out until the Ottoman Turkish conquest in 1475.

4. Hegemonic practices in multistakeholder Internet governance: Participatory evangelism, quiet politics, and glorification of status quo at ICANN meetings.

In this exploratory study we examine a less scrutinized aspect of multistakeholder arrangements: the presence and directionality of hegemonic power in the language used in the stakeholder deliberations. Specifically, we examine the deliberations of ten stakeholder groups of ICANN's policy development body. Using meeting transcripts from 2011 to 2020, we operationalized hegemony as a latent, dependent variable (HEIN) by linking stakeholder participation to the policymaking agenda. We employed a mixed-methods approach comprising textual linguistic analysis (using DICTION 7.1), principal components analysis, and an autoregressive moving average model to identify the statistical significance of key variables that emerged from textual linguistic and principal components analyses. We found that three primary rhetorical devices – participatory evangelism, quiet politics, and glorification of the status quo – were present, which reinforce the entrenched power structure that favors some stakeholders and interfere with other stakeholders' efforts to influence Internet governance decisions. In addition, four Diction variables, Commonality, Leveling Terms, Satisfaction, and Commonality at the GNSO (Generic Names Supporting Organization) level, yielded a positive impact on the production of hegemony, and Insistence was negatively associated with HEIN. This article explores the archetype of the judge of the Court of Justice of the European Union (CJEU). As an atypical supranational institution that straddles the dual role of both international and national judge, the CJEU is influenced by the coexistence within it of different legal cultures. This affects both the profile of its judges and the way in which they carry out their work. The article focuses in particular on the eligibility requirements laid down in treaties, the role played by the so-called Article 255 panel and its shaping of the profiles of judges, and the delicate issue of mandate renewals. The author, in his capacity as a judge of the General Court, provides personal insights into the impact that the existence of multiple languages of proceedings, the use of French as the only working language, the absence of dissenting opinions and the functioning of the judges chambers have on the internal workings of the Court. Finally, the article remarks the significant changes that the CJEU is undergoing in light of the proposal of 30 November 2022 to transfer some questions referred for preliminary rulings from the Court of Justice to the General Court. This Article tackles two main streamlines. Firstly , the legislative updates pertaining to international arbitration within the jurisdiction. These consist in the following: (i) the establishment of a committee to work on a proposal for the amendment of the Egyptian Arbitration Law, within a limited scope of amendments; and (ii) the amendments to Prime Ministerial Decree No. 1062 of 2019 expanding the scope of review of the High Committee for Arbitration and International Disputes , by virtue of Prime Ministerial Decrees No. 2592 of 2020 and No. 3218 of 2022. Secondly , the case law updates where Egyptian courts have addressed various issues proving that the Egyptian judiciary is an arbitration-friendly seat and in alignment with international arbitration trends. Among the cited case law updates, the Egyptian Court of Cassation has expressly cited the IBA Guidelines on Conflicts of Interest in International Arbitration (2014), for the first time ever, when addressing the duty of disclosure of an arbitrator. The Court of Cassation has also set the conditions that require to be fulfilled if an arbitrator abstains from signing the arbitral award and has set definitions for deliberations and dissenting opinions. The Cairo Court of Appeal has considered the arbitrators' illness of COVID-19 as a force majeure event that interrupts the arbitration proceedings by the force of law and held that WhatsApp instant messaging constitutes a valid means of communication in arbitral proceedings as long as the fundamental principles of arbitration are observed. Research indicates that peer interaction in the online classroom engages students in academic reflective deliberations. This study assesses student peer interactions on a purposefully designed collaborative website in an American politics course offered across two courses. Significant evidence reveals that students are open, candid, and inquisitive of varied positions while interacting with academic reflectivity across each question asked of them. They argue their perspectives with each other, teach and add information to their deliberations while being academically reflective. This study concludes that a peer interactive design is an invaluable method to engage students in academic deliberation while providing educators, researchers, and administrators an innovative means to enhance active learning and participation online. The journalist’s responsibility to the public is to deliver objective and impartial news, but during the height of the societal and feminist Metoo-movement, the content of newspaper publications varied significantly. This variation was influenced partially by the human factor, ownership, and established guidelines regarding the publication of names at the newspapers. This study aims to clarify the ethical deliberations behind the publication of names in the news media, specifically at four of Sweden's largest newspapers, Dagens Nyheter, Svenska Dagbladet, Aftonbladet and Expressen. For this, a qualitative interview and a qualitative text analysis method has been used, the answers were subsequently analyzed based on the agenda setting-theory, consequence neutrality and the social responsibility methodology. One respondent was chosen from each newspaper and was asked about ethical deliberations, what makes a name publication viable, what consequences might come of it and how they interpret the newspapers’ actions surrounding the publications about Benny Fredriksson. The case of Benny Fredriksson is used as a concrete example whereas it led to extensive ethical discussions in the Swedish press. The study also examines how newspapers’ publications and ethical deliberations differ from each other. The conclusion comes to that there is a difference between them, not only in how they published 2017, but additionally how they argue now. Dagens Nyheter, Aftonbladet and Svenska Dagbladet, all base their arguments in a social responsibility theory, while Expressen lean towards a consequences neutrality perspective.

12. On the relevance of an African Philosophy of Higher Education

Nowadays, higher educational theory seems to be concerned with positional thinking that reconsiders what universities ought to accomplish to justify their existence in the realm of higher education (Waghid and Davids, 2020). I want to extend this claim by arguing in defence of an African philosophy of higher education – one that is genuine and enframes higher education as a pedagogical space for resistance, critique, deliberative iterations, autonomy, and intellectual activism. Put differently, an African philosophy of higher education is one that is not only concerned with thinking and justification but expands into notions of democratic engagement, citizenship, and activism. When the latter are present, African philosophy of higher education has a real chance of manifesting ubiquitously in higher pedagogical actions, mostly teaching and learning. Only then, it possibly maintains its relevance to higher education discourses.

The corporation remains a critical agent in the production of geographically uneven development. Furthermore, time is critical to the practices and deliberations taking place within corporations, yet it has been underappreciated within prominent economic geographical analyses. This article argues for the examination of the 'black box' of the corporation, as a site producing uneven development, and through which the temporalities of decision-making and deliberation are critical. Combined with the temporal insights of Harvey's 'social' and 'experiential' space–times, conventions theory is utilised to elucidate the importance of the corporate deliberations and practices that come to produce uneven development. A conventions approach importantly provides a framework in which to examine the role of both conventionalised behaviours and how conventions are used in heterogeneous experiential space–time deliberations and decision-making and how this is interwoven with social spaces–times. Such an approach is critical in conceptualising the corporation as a deliberative social and experiential space–time series of sites and through which it is reified as a temporary instantiation. 20. Consensus Decision Making: A Comparative Analysis of Judging and Judicial Deliberations.

This article seeks to shed new light on how judicial consensus is formed. Through a multi-country series of 17 interviews with judges and clerks in six different courts – both ordinary and constitutional – across Europe, I investigate how judges negotiate and bargain to create final outcomes, and how the deliberative process itself may help to shape outcomes. Interview responses suggest two factors affect the probability that judges will be able to reach consensus outcomes: the complexity of the case and the background of the case rapporteur. These interview responses are then paired with an original dataset of case outcomes from seven European constitutional courts. The dataset of court outcomes suggests that the complexity of the case matters greatly, though limited testing shows judicial backgrounds do not appear to be a significant factor in the creation of consensus. 21. The (Very) Political Dissent: Dissenting Opinions and the Polish Constitutional Crisis.

This Article examines changes in dissent patterns that occurred on the Polish Constitutional Tribunal during a period of intense constitutional and political change in Poland. An analysis of these dissents shows judges only rarely used this opportunity to express the traditional differences of opinion on law or policy. Instead, judges on the Tribunal increasingly used dissents in an altogether new form – as a way to broadcast allegations of legal and procedural violations that occurred within the court's operation itself. More troublingly, some judges also used their dissents to advance distinctly political narratives and overtly attempt to de-legitimize the court's announced decisions. Ultimately, these dissents show that constitutional judges may not be immune to participating in the larger social and constitutional battles within society. In fact, these dissent patterns suggest that, in a more fragmented and polarized era of politics, judges can and have made use of the dissent as a way to broadcast distinctly political messages. Deliberative democracy is for many the most significant development in democratic theory in the last 50 years and it has been used in some places to solve real-world policy problems. However, measuring the impact of deliberative methods is not clearly achievable because several independent variables are manipulated simultaneously. One of the main goals of deliberation is opinion change and thus it is important to understand why opinions change. This paper utilises comparison groups in order to isolate the impact of deliberation from information in the deliberative process. We outline the results of a quasi-experiment in which deliberation took place in a citizens' assembly (CA) in Ireland. As part of this we measured the impact using pre- and post-test controls, including a group given the information the CA participants received, but without the deliberation. Decision-making in the Council of the European Union appears highly consensual at the voting stage. However, we focus on Council deliberations, where we find higher levels of contestation. What drives government opposition in the Council? Using a novel approach of studying the Council through video footage of its public deliberations (DICEU – Debates in the Council of the European Union), we demonstrate that contestation between governments is, at least in part, driven by their responsiveness to domestic public opinion. Analysing deliberations on legislative packages in the Economic and Financial Affairs Council between 2010 and 2015, we show that governments are responsive to public opinion when setting out their policy positions, but primarily when the policy issues are salient domestically. RESUMO O objetivo deste artigo foi analisar o processo decisório do Conselho Municipal de Saúde de Marabá (CMS-M), no estado do Pará, no período de 2018 a 2020, tendo como foco os temas que foram discutidos nas reuniões ordinárias ocorridas nesse intervalo. Foi utilizado o estudo de caso como método de uma pesquisa de abordagem qualitativa que conjuga fontes primárias e secundárias. As fontes primárias foram obtidas por meio da observação participante nas reuniões realizadas no CMS-M, e as fontes secundárias, mediante análise de documentos públicos, especialmente ‘pautas’ e ‘atas’ produzidas. Tal método está vinculado a um modelo de análise próprio, concebido no escopo deste artigo. Como resultados, foram constatadas: efetiva participação dos conselheiros no processo deliberativo; regras institucionais restritivas à participação da sociedade na apresentação de demandas e denúncias; forte influência da gestão municipal no processo decisório do conselho; e baixa resposta do poder público municipal no cumprimento das deliberações produzidas no CMS-M. ABSTRACT The objective of this article is to analyze the decision-making process of the Municipal Health Council of Marabá (CMS-M), in the state of Pará, in the period of 2018 to 2020, focusing on the themes that were discussed in the regular meetings that took place during such period. The case study was used as a research method with a qualitative approach that combines primary and secondary sources. The primary sources were obtained through participant observation in the meetings held at the CMS-M and the secondary sources through the analysis of public documents, especially ‘guidelines’ and ‘minutes’ produced. This method is linked to its analysis model, conceived within the scope of this article. As results, the following was found: effective participation of councilors in the deliberative process; institutional rules restricting society’s participation in filing claims and complaints; strong influence of municipal management in the decision-making process of the council; and low response from the municipal government in complying with the deliberations produced in the CMS-M.

25. Data from: Breeding by intervening: Exploring the role of associations and deliberation in consumer acceptance of new breeding techniques

New breeding techniques may play an important role in improving food quality, global food security, and sustainability. Previous breeding techniques have, however, met with substantial resistance from society and its consumers. This study examined the role of associations and deliberation in the evaluation of (new) breeding techniques. Breeding techniques studied included conventional breeding, gene-editing, genetic modification (cisgenesis and transgenesis), marker-assisted breeding, and synthetic biology. By using focus group discussions that included individual tasks, we found that when participants rely on their spontaneous associations, they evaluate gene-editing similarly compared to genetic modification. However, after information provision and group discussion, participants obtained different levels of acceptance between techniques. Gene-editing was preferred over genetic modification. Perceived naturalness was found to be the main reason for the different levels of acceptance. These findings highlight the importance of associations and show that beliefs about naturalness remain crucial in understanding how consumers evaluate breeding techniques.

Death is inevitable; yet, not all consumers prepare for death by purchasing end‐of‐life (EOL) products. Using the theory of reasoned action (TRA) and the dual‐process model framework, this study aims to examine the role of emotions and cognitions in influencing consumers' decisions to engage in planning for death. A mixed methodology design was used. Study 1, a qualitative study, uncovered positive and negative emotions and deliberative reasoning that comprise consumers' EOL purchase decision process. Study 2, a quantitative study, confirmed that emotions and deliberations independently and jointly influenced consumers' EOL attitude and behavior and that emotions affected deliberations for both prepaid funerals and wills. Subjective norms outperformed attitude in predicting both products' purchase behavior. These finding supported the dual‐process model of behavior and the TRA in the EOL research context and contributed to the EOL literature by investigating the effects of emotions and deliberations concurrently; thus validating the important role of emotions in influencing EOL planning and purchase. In light of our findings, marketers could, after due cognizance of the morbidity and sensitivity of the topic, develop actionable promotional and segmentation strategies for EOL products and other emotion‐laden, unsought products and service. Resumo O papel da bioética na promoção de espaços educativos e deliberativos representa uma demanda para viabilizar a inclusão social de grupos vulneráveis. Neste escopo, e com intuito de validar método de aplicação da deliberação em ambientes virtuais, realizou-se a terceira versão da ação “O caminho do diálogo”, que promoveu, entre idosos, discussão acerca do impacto da pandemia de covid-19 nos processos de inclusão e, entre acadêmicos de bioética, debate sobre fragilidades, valores éticos, crenças e potencialidades da inclusão da proteção animal, veganismo, crise hídrica, saúde mental, deficiências múltiplas, refugiados, moradores em situação de rua, violência contra mulheres, sexualidade e gênero e educação digital. Este artigo relata a experiência dessa intervenção e discute a bioética no contexto da deliberação, com intenção não de trabalhar formalmente conceitos de bioética, mas de introduzir a perspectiva bioética pelo diálogo interdisciplinar como meio de identificar vulnerabilidades e debater soluções para promover a inclusão. Abstract The role of bioethics in promoting educative and deliberative spaces represents a demand to make the social inclusion of vulnerable groups viable. In this scope, and aiming to validate the method of applying deliberation in virtual environments, we carried out the third version of the “ O caminho do diálogo ” (The path of dialogue) action, which promoted, among older adults, a discussion about the impact of the COVID-19 pandemic in the inclusion processes and, among bioethics academics, a debate on fragilities, ethical values, beliefs and potentialities of inclusion of animal protection, veganism, water crisis, mental health, multiple disabilities, refugees, homeless people, violence against women, sexuality and gender, and digital education. This article reports this interventions experience and discusses bioethics in the context of deliberation, intending not to formally work bioethics concepts, but to introduce the bioethical perspective by using interdisciplinary dialogue as a means of identifying vulnerabilities and debating solutions to promote inclusion. Resumen El papel de la bioética al promover espacios educativos y deliberativos representa una demanda de inclusión social de grupos vulnerables. Para validar el método de aplicación de deliberación en entornos virtuales, se realizó la tercera edición de la acción “El camino del diálogo”, que levantó, entre los mayores, la discusión sobre el impacto de la pandemia del Covid-19 en los procesos de inclusión y, entre académicos de bioética, un debate sobre las debilidades, valores éticos, creencias y potencialidades de la inclusión de la protección animal, veganismo, crisis hídrica, salud mental, múltiples discapacidades, refugiados, personas sin hogar, violencia contra la mujer, sexualidad y género, y educación digital. New breeding techniques may play an important role in improving food quality, global food security, and sustainability. Previous breeding techniques have, however, met with substantial resistance from society and its consumers. This study examined the role of associations and deliberation in the evaluation of (new) breeding techniques. Breeding techniques studied included conventional breeding, gene-editing, genetic modification (cisgenesis and transgenesis), marker-assisted breeding, and synthetic biology. By using focus group discussions that included individual tasks, we found that when participants rely on their spontaneous associations, they evaluate gene-editing similarly compared to genetic modification. However, after information provision and group discussion, participants obtained different levels of acceptance between techniques. Gene-editing was preferred over genetic modification. Perceived naturalness was found to be the main reason for the different levels of acceptance. These findings highlight the importance of associations and show that beliefs about naturalness remain crucial in understanding how consumers evaluate breeding techniques.

À l’heure où les formes de la démocratie représentative sont interrogées de différentes manières, que peuvent nous apprendre les expériences de délibération communale développées au sein des communautés urbaines médiévales et modernes ? Les registres de délibérations forment un corpus très abondant depuis la fin du Moyen Âge. Leur production, en Europe méridionale puis occidentale, a accompagné le développement des formes écrites de l’administration. Or, à l’échelle du gouvernement des sociétés médiévales et modernes, les écritures des conseils de ville permettent de pénétrer les processus de la prise de décision. Les études ici contenues interrogent la diffusion et l’adaptation locale des cultures politiques européennes. Elles prolongent les avancées les plus récentes de la recherche sur le pouvoir de l’écrit, sur un terrain nouveau. Il s’agit ici de la première synthèse sur les sources historiques sans doute les plus abondantes et les plus continues en histoire urbaine. Apparemment banals, les registres de délibérations ont été jusque-là utilisés par les historiens sans y prêter toute l’attention qu’ils méritaient. Cet ouvrage mutualise les approches méthodologiques. Le collectif de chercheurs réunis forge ainsi les outils d’un comparatisme européen, à l’échelle urbaine. La perspective choisie est celle de la longue durée, en examinant l’évolution politique et scripturale des institutions municipales du XIIIe au XVIIIe siècle.
