2. Opening access to privilege: the enactment of the IB in public schools in Costa Rica and Peru.

Abstract

The influence of the International Baccalaureate (IB) has grown impressively on a global scale. In Latin America, the IB has been mainly introduced in private schools that cater for the most affluent sectors of society and, consequently, has been mostly interpreted as contributing to processes of social reproduction and the widening of inequalities However, since the mid-2000s the IB has been promoted in state schools in countries such as Ecuador, Peru, Costa Rica and in the City of Buenos Aires in Argentina. This paper analyses the enactment of the IBDP in public schools in Costa Rica and Peru drawing on a mixed methods multiple case study. It shows how, in countries with significant socioeconomic disparities, the possibility of offering the IBDP to students at public schools was mostly justified as a matter of equity, understood as opening access to an educational programme that was only available to the most privileged sectors of society. By problematising the notions of privilege and eliteness, we discuss the complex relations between inequalities and educational opportunities and question the extent to which these programmes are affecting social structures in Costa Rica and Peru. Abstract

This work is a collection of chapters that revolve around the issues of representing and interpreting the educational experiences of students who live in a disadvantaged neighbourhood in Buenos Aires, in their attempts to succeed in post-compulsory education (higher and further Education). The work presents the story of a student from this population in the form of a testimonio, a methodological discussion on the nature and uses of testimonio in the light of Foucauldian genealogy principles, a proposal for the ethical exercise of reading and writing the testimonios produced, and three exercises of interpretation which address and problematize assumptions that operate in the understanding of villas and their inhabitants. The methodological discussion draws on principles of ethnography and Foucauldian genealogy to consider the use and nature of stories for the purposes of doing research. It presents and discusses the Latin American testimonio as a form of account that intends to represent the voice of subaltern groups with the aim of contributing to social change. The ethical discussion will look closely at the ways in which the researcher becomes a subject while doing research, both in his/her relationship with the object of study and in the relationship with his/herself. In this sense, it will look at the violence involved in the production of knowledge that is exerted in relation to an ‘object’ of study. Finally, this work includes three exercises of interpretation aimed at re-thinking villas through ‘using and troubling’ conceptual tools in the reading of the testimonios co-constructed in this research. The idea of villas as neighbourhoods abandoned by the State, separated from the city and outside the norm is re-thought. The interpretations produced in this set of chapters will look at the complexity of the position of the students producing testimonios in their condition as inhabitants of villas.

Departamento de Investigación "Francisco Valsecchi"; Argentina Resumen: La Federación Familia Grande Hogar de Cristo es una red de centros barriales que “tienen como finalidad dar respuesta integral a situaciones de vulnerabilidad social y consumos problemáticos de sustancias psicoactivas, poniendo en primer lugar a la persona y sus cualidades”. Creada en 2008 en los barrios populares de la Ciudad de Buenos Aires, la Federación hoy nuclea 190 centros barriales en 19 provincias de la Argentina. El objetivo de esta investigación es comprender cómo el Hogar de Cristo contribuye a los procesos de desarrollo humano e inclusión social de personas en situación de vulnerabilidad social y consumo problemático de sustancias psicoactivas. Utilizó el desarrollo humano integral como marco conceptual y aplicó un método de evaluación cualitativa que buscó obtener evidencia sobre los efectos causados por el Hogar de Cristo en base a los testimonios de una muestra de personas que concurren a los centros barriales de la Ciudad de Buenos Aires. Mediante un proceso transparente de codificación de datos cualitativos, identificó los cambios que los participantes experimentaron en sus vidas en seis dimensiones –satisfacción de necesidades básicas, salud, relaciones, situación judicial, educación y trabajo– desde el inicio del contacto con el centro barrial y los factores que influyeron en esos cambios. Asimismo, la investigación buscó apoyar a la organización en el desarrollo de una plataforma para la sistematización, seguimiento y análisis de información sobre los centros barriales y sobre las personas que ellos acompañan. Los resultados del análisis cualitativo muestran que –salvo unas pocas excepciones– los participantes perciben una mejora general en su bienestar desde que empezaron a concurrir al centro barrial y atribuyen la gran mayoría de los cambios positivos al accionar del Hogar de Cristo. Las mejoras en la alimentación, uno de los cambios positivos más generalizados, fueron atribuidas a la ayuda alimentaria provista por el Hogar de Cristo, la reducción de consumo y factores externos como la ayuda de familiares, comedores comunitarios o programas públicos de asistencia social. 12. Young people's voices: Insights to reduce inequality in education in urban Latin America

Abstract

The aim of this paper is to illustrate how gaining a greater understanding of young people's values can contribute to the design of more effective educational policies in urban marginal neighbhourhoods using the capability approach as a normative framework of analysis. It is based on fieldwork carried out in one of the City of Buenos Aires' largest and oldest informal settlements (or villas): the villa 1-11-14 of Bajo Flores. The research is motivated by the markedly inferior educational and employment outcomes of young people who live in the villas in relation to the rest of the city, the country's expanding problem of drugs, and the generalized perception in society of young people as perpetrators of violence. In order to have a better understanding of the factors behind inferior schooling outcomes in urban peripheral communities, and so design more appropriate policies, the paper draws on qualitative data collected through individual semi-structured interviews with young men and women to analyse what they value most in their lives, and how they value secondary education. The research underlines both the negative influence of contextual factors and the critical role of significant others, including family members and teachers, in providing emotional support and giving young people a sense of purpose in life and a reason to value secondary education. These findings suggest the need for more integral educational policies that transcend the provision of access to secondary school.

Máster en Comunicación y Educación en la Red: de la sociedad de la información a la sociedad del conocimiento Los MOOC, cursos masivos abiertos en línea por sus siglas en inglés, que se basan totalmente en la teoría conectivista, tienen una gran fuerza debido a que el número de participantes es realmente grande, con lo que las posibilidades de proporcionar conexiones a los mismos para que nutran sus necesidades de conocimiento en cada momento son enormes. Se observa el cambio en el aprendizaje que está ocurriendo como resultado del aumento de los medios sociales, cloud computing y las nuevas tecnologías en todas partes. Un MOOC complementa todos estos cambios y mLearning ofrece los dispositivos y características para realizar dichos cambios. Se hace hincapié en la gestión del MOOC,en la búsqueda dela facilitación del acceso al conocimiento en el que se basa cada MOOC. Se crea la figura del Open Learning Community Manager, como la persona que debe dinamizar y facilitar las conexiones, para que los participantes en un curso determinado sean capaces de encontrar lo que necesitan, pero por otro lado para incentivar la creación de conocimiento.Con pequeñas acciones en los momentos y nodos adecuados se podrá aumentar la generación de nuevo conocimiento. Para ello se debe acudir a la analítica y a algunas herramientas usadas por los community manager en las redes sociales. MECD ESP
