Emissions of particulate matter from fires associated with land management practices in Indonesia contribute to regional air pollution and mortality. We assess the public health benefits in Indonesia, Malaysia, and Singapore from policies to reduce fires by integrating information on fire emissions, atmospheric transport patterns, and population exposure to fine particulate matter (PM2.5). We use adjoint sensitivities to relate fire emissions to PM2.5 for a range of meteorological conditions and find that a Business-As-Usual scenario of land use change leads, on average, to 36,000 excess deaths per year into the foreseeable future (the next several decades) across the region. These deaths are largely preventable with fire reduction strategies, such as blocking fires in peatlands, industrial concessions, or protected areas, which reduce the health burden by 66, 45, and 14%, respectively. The effectiveness of these different strategies in mitigating human health impacts depends on the location of fires relative to the population distribution. For example, protecting peatlands through eliminating all fires on such lands would prevent on average 24,000 excess deaths per year into the foreseeable future across the region because, in addition to storing large amounts of fuel, many peatlands are located directly upwind of densely populated areas. We also demonstrate how this framework can be used to prioritize restoration locations for the Indonesian Peatland Restoration Agency based on their ability to reduce pollution exposure and health burden. This scientific framework is publicly available through an online decision support tool that allows stakeholders to readily determine the public health benefits of different land management strategies.

Sustainability education offers higher education institutions opportunities to broaden the participation of groups traditionally underrepresented in the Science, Technology, Engineering, and Mathematics (STEM) fields. This chapter focuses on an exploratory case study that looks at how sustainability education can be used as a tool to increase student engagement and participation in STEM at the undergraduate level and why it should be considered as an important tool for addressing diversity challenges.

Improving our ability to monitor fragmented tropical ecosystems is a critical step in supporting the stewardship of these complex landscapes. We investigated the structural characteristics of vegetation classes in Ucayali, Peru, employing a co‐production approach. The vegetation classes included three agricultural classes (mature oil palm, monocrop cacao, and agroforestry cacao plantations) and three forest regeneration classes (mature lowland forest, secondary lowland forest, and young lowland vegetation regrowth). We combined local knowledge with spaceborne lidar from NASA's Global Ecosystem Dynamics Investigation mission to classify vegetation and characterize the horizontal and vertical structure of each vegetation class. Mature lowland forest had consistently higher mean canopy height and lower canopy height variance than secondary lowland forest (μ = 29.40 m, sd = 6.89 m vs. μ = 20.82 m, sd = 9.15 m, respectively). The lower variance of mature forest could be attributed to the range of forest development ages in the secondary forest patches. However, secondary forests exhibited a similar vertical profile to mature forests, with each cumulative energy percentile increasing at similar rates. We also observed similar mean and standard deviations in relative height ratios (RH50/RH95) for mature forest, secondary forest, and oil palm even when removing the negative values from the relative height ratios and interpolating from above‐ground returns only (mean RH50/RH95 of 0.58, 0.54, and 0.53 for mature forest, secondary forest, and oil palm, respectively) (p <.0001). This pattern differed from our original expectations based on local knowledge and existing tropical forest succession studies, pointing to opportunities for future work. Our findings suggest that lidar‐based relative height metrics can complement local information and other remote sensing approaches that rely on optical imagery, which are limited by extensive cloud cover in the tropics. We show that characterizing ecosystem structure with a co‐production approach can support addressing both the technical and social challenges of monitoring and managing fragmented tropical landscapes. Indonesia has experienced rapid land use change over the last few decades as forests and peatswamps have been cleared for more intensively managed land uses, including oil palm and timber plantations. Fires are the predominant method of clearing and managing land for more intensive uses, and the related emissions affect public health by contributing to regional particulate matter and ozone concentrations and adding to global atmospheric carbon dioxide concentrations. Here, we examine emissions from fires associated with land use clearing and land management on the Indonesian island of Sumatra and the sensitivity of this fire activity to interannual meteorological variability. We find ~80% of 2005-2009 Sumatra emissions are associated with degradation or land use maintenance instead of immediate land use conversion, especially in dry years. We estimate Sumatra fire emissions from land use change and maintenance for the next two decades with five scenarios of land use change, the Global Fire Emissions Database Version 3, detailed 1-km2 land use change maps, and MODIS fire radiative power observations. Despite comprising only 16% of the original study area, we predict that 37-48% of future Sumatra emissions from land use change will occur in fuel-rich peatswamps unless this land cover type is protected effectively. This result means that the impact of fires on future air quality and climate in Equatorial Asia will be decided in part by the conservation status given to the remaining peatswamps on Sumatra. Results from this article will be implemented in an atmospheric transport model to quantify the public health impacts from the transport of fire emissions associated with future land use scenarios in Sumatra.

Trans-boundary haze events in Southeast Asia are associated with large forest and peatland fires in Indonesia. These episodes of extreme air pollution usually occur during drought years induced by climate anomalies from the Pacific (El Niño Southern Oscillation) and Indian Oceans (Indian Ocean Dipole). However, in June 2013--a non-drought year--Singapore's 24-hr Pollutants Standards Index reached an all-time record 246 (rated "very unhealthy"). Here, we show using remote sensing, rainfall records and other data, that the Indonesian fires behind the 2013 haze followed a two-month dry spell in a wetter-than-average year. These fires were short-lived (one week) and limited to a localized area in Central Sumatra (1.6% of Indonesia): burning an estimated 163,336 ha, including 137,044 ha (84%) on peat. Most burning was confined to deforested lands (82%; 133,216 ha). The greenhouse gas (GHG) emissions during this brief, localized event were considerable: 172 ± 59 Tg CO2-eq (or 31 ± 12 Tg C), representing 5-10% of Indonesia's mean annual GHG emissions for 2000-2005. Our observations show that extreme air pollution episodes in Southeast Asia are no longer restricted to drought years. We expect major haze events to be increasingly frequent because of ongoing deforestation of Indonesian peatlands.

Background: Landscape fires in South America have considerable impacts on ecosystems, air quality and the climate system. We examined long-term trends and interannual variability of forest, savanna and agricultural fires for the continent during 2001-2012 using multiple satellite-derived fire products. Results: The annual number of active fires in tropical forests increased significantly during 2001-2005. Several satellite-derived metrics, including fire persistence, indicated that this trend was mostly driven by deforestation. Fires between 2005 and 2012 had a small decreasing trend and large year-to-year changes that were associated with climate extremes. Fires in savannas and evergreen forests increased in parallel during drought events in 2005, 2007 and 2010, suggesting similar regional climate controls on fire behavior. Deforestation fire intensity (the number of fires per unit of deforested area) increased significantly within the Brazilian Amazon in areas with small-scale deforestation. Conclusion: Fires associated with forest degradation are becoming an increasingly important component of the fire regime and associated carbon emissions. © 2013 Future Science Ltd.

Emissions from landscape fires affect both climate and air quality1. In this study, we combine satellite-derived fire estimates and atmospheric modeling to quantify health effects from fire emissions in Southeast Asia from 1997 to 2006. This region has large interannual variability in fire activity due to coupling between El Niño-induced droughts and anthropogenic land use change2,3. We show that during strong El Niño years, fires contribute up to 200 μg/m3 and 50 ppb in annual average fine particulate matter (PM2.5) and ozone (O3) surface concentrations near fire sources, respectively. This corresponds to a fire contribution of 200 additional days per year that exceed the World Health Organization (WHO) 50 μg/m3 24-hour PM2.5 interim target (IT-2)4 and an estimated 10,800 (6,800-14,300) person (~2%) annual increase in regional adult cardiovascular mortality. Our results indicate that reducing regional deforestation and degradation fires would improve public health along with widely established benefits from reducing carbon emissions, preserving biodiversity, and maintaining ecosystem services.

Background: Forest, grass, and peat fires release approximately 2 petagrams of carbon into the atmosphere each year, influencing weather, climate, and air quality.Objective: We estimated the annual global mortality attributable to landscape fire smoke (LFS).Methods: Daily and annual exposure to particulate matter ≤ 2.5 μm in aerodynamic diameter (PM2.5) from fire emissions was estimated globally for 1997 through 2006 by combining outputs from a chemical transport model with satellite-based observations of aerosol optical depth. In World Health Organization (WHO) subregions classified as sporadically affected, the daily burden of mortality was estimated using previously published concentration–response coefficients for the association between short-term elevations in PM2.5 from LFS (contrasted with 0 μg/m3 from LFS) and all-cause mortality. In subregions classified as chronically affected, the annual burden of mortality was estimated using the American Cancer Society study coefficient for the association between long-term PM2.5 exposure and all-cause mortality. The annual average PM2.5 estimates were contrasted with theoretical minimum (counterfactual) concentrations in each chronically affected subregion. Sensitivity of mortality estimates to different exposure assessments, counterfactual estimates, and concentration–response functions was evaluated. Strong La Niña and El Niño years were compared to assess the influence of interannual climatic variability.Results: Our principal estimate for the average mortality attributable to LFS exposure was 339,000 deaths annually. In sensitivity analyses the interquartile range of all tested estimates was 260,000–600,000. The regions most affected were sub-Saharan Africa (157,000) and Southeast Asia (110,000). Estimated annual mortality during La Niña was 262,000, compared with 532,000 during El Niño.Conclusions: Fire emissions are an important contributor to global mortality. Adverse health outcomes associated with LFS could be substantially reduced by curtailing burning of tropical rainforests, which rarely burn naturally. The large estimated influence of El Niño suggests a relationship between climate and the burden of mortality attributable to LFS.

Fires in South America cause forest degradation and contribute to carbon emissions associated with land use change. We investigated the relationship between year-to-year changes in fire activity in South America and sea surface temperatures. We found that the Oceanic Niño Index was correlated with interannual fire activity in the eastern Amazon, whereas the Atlantic Multidecadal Oscillation index was more closely linked with fires in the southern and southwestern Amazon. Combining these two climate indices, we developed an empirical model to forecast regional fire season severity with lead times of 3 to 5 months. Our approach may contribute to the development of an early warning system for anticipating the vulnerability of Amazon forests to fires, thus enabling more effective management with benefits for climate and air quality.

International negotiations on the inclusion of land use activities into an emissions reduction system for the UN Framework Convention on Climate Change (UNFCCC) have been partially hindered by the technical challenges of measuring, reporting, and verifying greenhouse gas (GHG) emissions and the policy issues of leakage, additionality, and permanence. This paper outlines a five-part plan for estimating forest carbon stocks and emissions with the accuracy and certainty needed to support a policy for Reducing Emissions from Deforestation and forest Degradation, forest conservation, sustainable management of forests, and enhancement of forest carbon stocks (the REDD-plus framework considered at the UNFCCC COP-15) in developing countries. The plan is aimed at UNFCCC non-Annex 1 developing countries, but the principles outlined are also applicable to developed (Annex 1) countries. The parts of the plan are: (1) Expand the number of national forest carbon Measuring, Reporting, and Verification (MRV) systems with a priority on tropical developing countries; (2) Implement continuous global forest carbon assessments through the network of national systems; (3) Achieve commitments from national space agencies for the necessary satellite data; (4) Establish agreed-on standards and independent verification processes to ensure robust reporting; and (5) Enhance coordination among international and multilateral organizations. © 2009 Elsevier Ltd.
