In this paper we investigate the impact of the balance-of-payments constraint on output, income distribution and policy space in a small economy open to both commercial and financial flows. We do so by extending a Sraffian supermultiplier growth model to consider current and capital accounts and endogenous money. Expansionary fiscal policies increase output and its long run growth rate but have a negative impact on the balance-of-payments. Based on these results, we derive the value of government spending that maximises output while maintaining external equilibrium. Monetary policy also influences the balance-of-payments by attracting foreign financial flows through higher interest rates. This relationship is non-monotonic, since these flows can finance the external deficit resulting from a high output level but can also lead to a greater interest burden. This trade off allows us to find the level of the interest rate that maximises external space. It also implies that, with limits, raising interest rates might allow for higher real wages. Lastly, we examine the effects of the currency denomination of debt. We find that, in case of a depreciation, debt in domestic currency allows for a less contractionary adjustment than foreign currency-denominated debt but does not lead to higher economic growth. The study reinvestigates the 'Ricardian Equivalence hypothesis in India by taking private consumption as the dependent variable. The study aims to empirically study the impact of debt financing versus tax of fiscal deficit in the Indian context, as Indian policymakers primarily rely on fiscal policy as a tool for economic stability and growth. ARDL, FMOLS and DOLS approach was used by taking annual time series data from 1988 to 2023. The study reinvestigates the 'Ricardian Equivalence hypothesis in India by taking private consumption as the dependent variable. Government expenditure, public debt, tax, domestic income, and liquidity constrain as independent variables. The estimates confirm a significant symmetric as well as symmetric long-run and short-run relationship between the variables; the results reject the Ricardian Equivalence and propound the Keynesian approach that financing the fiscal deficit (debt vs tax) does matter to the private consumption expenditure. The positive and significant coefficient shows that the increase in liquidity will lead increase in private consumption expenditure. Over-reliance on debt financing strategies has a significant influence on domestic private consumption. The liquidity constraints, fiscal policies will be able to reallocate resources from the future to the present. Since debt financing of deficits and liquidity substantially influence India's consumer spending, expansionary fiscal policies should be carefully devised and supported. This study contributes to the existing literature on deficit financing and 'Ricardian Equivalence' by giving new evidence on designing sustainable fiscal policy by spending wisely without imperilling the country's consumption expenditure. We investigate the impact of COVID-19 on tourism expenditures by analyzing survey data collected from participants of one of the major amateur cycling races in Italy—the Nove Colli. We gathered information from different types of participants (tourists, residents, day-trippers) about their travel expenses, accommodation, food and beverage, and side goods such as sports equipment. The survey covers three race editions: pre-COVID-19 in 2016, post-lockdown in 2021, and post-COVID-19 in 2022, for a total of 2734 respondents. Using a quasi-difference-in-differences approach, we find a significant increase in total tourism expenditures due to COVID-19, primarily driven by a substantial increase in side goods expenses, which more than doubled the rise in food and beverage expenses. This result can be partly explained through revenge spending as a form of compensatory consumption behavior and inform policy-makers on how individuals' spending patterns may change in the aftermath of an exogenous shock. In recent years, one of the challenges facing governments has always been the issue of financing the budget deficit. Since 1395, the sale of bonds has started to compensate for the budget deficit and these government bonds have also been sold to banks. The purpose of this study is to investigate the effect of selling government bonds to compensate the budget deficit on liquidity The data used in this research is seasonal and for the period 1372:Q2-1400:Q1 and the estimations were done using the system of simultaneous equations and in the framework of recursive models and by the ordinary least squares method .The results indicate that, According to the first equation, the sale of bonds to banks has a positive relationship with the government's debt to banks, in fact, the sale of bonds to banks has increased the government's debt to banks. In the second equation, it was found that the government's debt to the banks has a positive relationship with the banks' debt to the central bank, Therefore, it can be said that the sale of bonds to banks has increased the debt of banks to the central bank. Also based on liquidity equation, The positive relationship between government debt to banks and liquidity and the positive relationship between bank debt to the central bank and liquidity has been proven, Therefore, it can be said that the sale of bonds to banks has led to an increase in liquidity.Keywords: deficit financing, sale of bonds to the bank, liquidity, System of simultaneous equations and Recursive Models .

Especially since the 1980s, the current account deficit problem has been one of the most important problems of most countries, especially developing countries. The current account deficit means that a country consumes more than the amount of goods and services it produces during a period. The current account balance is among the most important indicators of the real sector in a country. For this reason, the issue of closing the current account deficit and financing it is important for countries. One of the most important factors in closing and financing the current account deficit is the development levels of countries' financial systems. While high financial development can lead to more foreign resource inflows, low financial development can lead to less foreign resource inflows. Foreign resources are the most important sources for closing the current account deficit. Based on this, the study aims to investigate the relationship between the current account balance and financial development in BRICS-T countries for the period 1994-2021 with the help of symmetric and asymmetric causality. As a result of the symmetric causality analysis, no causality relationship was detected throughout the panel, while a unidirectional causality from the current account balance to financial development was detected only in Brazil and South Africa. According to the findings of asymmetric causality analysis, a causal relationship was determined between positive and negative shocks of current balance and financial development in all countries. This situation reveals the impact of asymmetric information, which is considered one of the significant reasons for market failures. The EU has implemented a whole array of industrial policy programmes over the past decade to bolster the competitiveness of selected knowledge-intensive industries and to induce a digital and green transition. Responding to shifting competitive challenges in global capitalism, and the adoption of industrial strategies by other major economies, the new EU industrial policy seeks to onshore manufacturing capacity in sectors of geoeconomic importance, and simultaneously reduce dependencies on global value chains. Drawing on a historical materialist perspective, this article historizes and contextualises the financing strategies adopted within EU industrial policy. Faced with tight budgetary constraints, and deficit spending not being an option at the EU level, unlocking private investment takes centre stage, such as by tapping into capital markets or using member state aid or EU structural funds as a precursor, as well as by incentivising private investments through risk-absorbing financial instruments that rely on the EU budgetary resources. As will be shown, the EU has been experimenting with such risk-absorbing financial gimmicks for industrial policy purposes since the 1990s; yet, their usage has reached unprecedented levels with the heightened geoeconomic tensions since the 2008 and Covid-19 crises. The article demonstrates moreover that organised factions within financial and industrial capital have actively advocated for public safeguards, and that their deployment thus is not merely a functionalist response to shifting power dynamics or a desperate last resort in the absence of a supranational fiscal policy. This paper deals with global imbalances as an increasingly important issue in our age. While the literature establishes that current accounts are inversely related to the ratio of income to consumption inequality in OECD, our study finds that this relationship is reversed in Asia. That ratio has much to do with various schemes of consumption smoothing, which are affected by policy interventions to alleviate the effects of rising income inequality. Different policies may generate opposite outcomes. In OECD, policy encourages consumer credit and deficit spending among low-income people so that consumption inequality is kept artificially low, leading up to a current account deficit. In Asia, policy promotes output growth via high savings with no well-developed smoothing schemes designed to help poor households, so that consumption inequality moves in line with income inequality, with excess savings recycled into a current account surplus. Hence, any reduction in global imbalances requires both regions to adjust their policies for mitigating income inequality and optimizing smoothing schemes. [ABSTRACT FROM AUTHOR]

We ask how fiscal deficits are financed in environments with two key features: (i) nominal rigidity, and (ii) a violation of Ricardian equivalence due to finite lives or liquidity constraints. In such environments, deficits can contribute to their own financing through two channels: a boom in real economic activity, which expands the tax base; and a surge in inflation, which erodes the real value of nominal government debt. Our main theoretical result establishes that this mechanism becomes more potent as fiscal adjustment is delayed, leading to full self‐financing in the limit: if the monetary authority does not lean too heavily against the fiscal stimulus, then the government can run a deficit today, refrain from tax hikes or spending cuts in the future, and still see its debt converge back to its initial level. We further demonstrate that a significant degree of self‐financing is achievable when the theory is disciplined by empirical evidence on marginal propensities to consume, nominal rigidities, the monetary policy reaction, and the speed of fiscal adjustment. This study revisits the Buchanan-Wagner hypothesis in reference to the deficit-spending dynamics of Turkey in the period 1924 to 2008, during which the government was expanding along with the developing national economy and democracy. The empirical analysis of the hypothesis is based on the autoregressive distributed lag approach to cointegration, which is not only quite new in the literature on the Buchanan-Wagner hypothesis but also superior to other singleequation cointegration approaches. The prevailing empirics for the Buchanan-Wagner hypothesis reveal deficiencies in several respects, as they ignore the mixed orders of integration in regressors, the endogeneity of regressors, and the encompassing dynamic structure in the short- and long-runs. Within this context, the findings of this study imply the validity of the hypothesis for Turkey, providing empirical evidence on the premise that budget deficits financed by nontax sources are the main driving force behind the continuously increasing public spending in Turkey. In the conditions of war, there is a need to improve the system of financial and budgetary provision of social protection and to develop an appropriate strategy, which will become the basis for reforming this system. The purpose of the study is to evaluate the system of financial and budgetary support for the social protection of the population of Ukraine in conditions of war and to justify the strategic tasks of the financial and budgetary policy of the state regarding its improvement. Applied methods: scientific generalization and abstraction, complex analysis, dialectical, sampling, economic and statistical. The research is based on the hypothesis that the level of coordination of the instruments of the state's financial and budgetary policy determines the country's ability to ensure the stability of the system of financial and budgetary provision of social protection, to minimize the risks of violation of human social security. Peculiarities of social support of Ukraine from the international community in conditions of war, the analysis of the system of financial and budgetary support for the social protection of the population of Ukraine is carried out, and the directions of the financial and budgetary policy of the state regarding the development of the system of financial and budgetary support for the social protection of the population are determined. It is substantiated that the development of institutional mechanisms for the management of state resources in the context of the financial and budgetary provision of social protection will contribute to ensuring the social security of people, the use of a combinatorial toolkit of financial and budgetary provision of social protection of Ukraine in the conditions of war should correspond to the priority of increasing the level of financing of the state's defence capability. This article assesses the long-run intertemporal sustainability of the current account deficit in India for the period 1974–2018. We employ various linear and non-linear models, such as the Johansen cointegration test, the non-linear autoregressive distributed lag (ARDL), threshold autoregression (TAR) and momentum autoregression (MTAR) models, to validate the intertemporal budget constraint. The results of the linear cointegration test reveal no cointegration between exports and imports, plus interest payment on external debt. Results from non-linear models, however, provide evidence of cointegration between the variables, implying that the intertemporal budget constraint is validated. The estimates of the TAR model reveal that the current account disequilibrium adjustment process towards the long-run equilibrium follows an asymmetric pattern. Results of the non-linear ARDL model further show that, in the long run, exports react differently to positive and negative changes in imports. Overall, our results show the presence of asymmetries in the current account adjustment process. The estimated cointegrating vector suggests that the current account deficit exhibits weak sustainability. From a policy perspective, the findings recommend implementing suitable macroeconomic and trade policies to reduce the current account deficit. The political debate regarding the consequences of the German "debt brake" continues. The arguments against its current design are similar to the arguments brought forward in 2009, when the rule was first introduced. One hot-button issue has always been whether the German debt brake constrains public investment. A recent study by Feld et al. (2024) applies the synthetic control method to address this question. This paper presents the main features of the Greek political landscape during the period 1974–2008 and examines whether the governing ideology of the country's main political parties is correlated with specific fiscal and monetary policy patterns. The descriptive analysis reveals two key findings. First, the data indicates ideological differences in fiscal policy during the pre-1993 period, with PASOK governments exhibiting higher public spending and deficits, while the conservative New Democracy (ND) demonstrated greater fiscal restraint. Monetary policy during this period also appears to follow ideological differences. Second, in the post-1993 period, two trends emerged that do not seem to be ideologically driven. From 1994 to 2001, both major political parties in Greece focused on joining the Economic and Monetary Union, aligning their policies with the Maastricht Treaty. This resulted in a decrease in government expenditure and an increase in total revenue, even under the left-wing PASOK government that was in office during that period. However, after Greece joined the eurozone, external constraints such as the Stability and Growth Pact did not effectively enforce fiscal discipline. From 2001 onward, there was an increase in expansionary fiscal policies, even under the right-wing ND government, suggesting that government ideology had minimal influence on fiscal variables during this period. The post-Covid-19 global economic landscape has yielded complex challenges. Given bleaker global growth prospects, moderating commodity prices and a higher cost of borrowing, the Indonesian government took a conservative approach to fiscal policy by narrowing the budget deficit to ease the financing pressures. Meanwhile, the central bank, Bank Indonesia, implemented contractionary monetary policy by raising the reserve requirement and policy rates. Weaker global demand, along with limited policy support, contributed to a decrease in economic growth, from 5.3% in 2022 to 5.0% in 2023. The government's conservative approach in 2023 helped produce a surplus in the primary balance, a narrower budget deficit and a lower government–debt ratio. Nonetheless, much is to be done, as more development is needed to encourage long-term growth while revenue collection has been relatively low. Improvement in tax policy and administration will be crucial to allow the government to collect more revenue, including a comprehensive review of tax incentives and exemptions. The efficacy of spending also needs to be further improved by consistently reforming energy subsidisation, reallocating spending to growth areas, better aligning local development policies with the national position, and better targeting poverty-alleviation programs. Purpose: The paper examines contingent liabilities' effect on the firm's dividend decisions. Design/methodology/approach: Fixed-effects regression and logit model results estimate the influence of contingent liabilities on firms' dividend decisions using a sample of 2,288 firm-year observations of S&P 500 firms from 2012 until 2022. Robustness checks and results from the 2SLS model further support the authors' findings. Findings: The results show that contingent liabilities negatively affect dividend payment decisions. This analysis further demonstrates that the stated effect of contingent liabilities on dividend decisions is more substantial for firms with financing deficits and those with above-industry-average corporate governance scores. Research limitations/implications: There needs to be more systematic conceptual reason for measuring uncertainty for firms and its influence on dividend decisions. Future research should use other measures of firm uncertainty to examine the relation of the firm's uncertainty with dividend decisions. Practical implications: The authors suggest that contingent liabilities create uncertainty for future cash flows, influence a firm's agency costs and provide credible signals on a firm's prospects to the market. The findings support existing literature that measurable firm-specific variables significantly influence a firm's dividend decisions. The results are robust for an alternative explanation. Originality/value: By investigating the impact of the influence of contingent liabilities on dividends, the authors extend research on dividend decisions and attempt to provide insights into a firm's dividend decisions by incorporating an off-the-balance sheet item (contingent liabilities) as a significant predictor for dividend decisions. In financing investments, municipalities rely heavily on infrastructure grants. These funds are distributed through numerous programmes, with the states playing a significant role. Empirical research suggests that political affiliations influence the allocation of these funds. On one hand, political actors on the donor side tend to favour connected municipalities. On the other hand, information asymmetries on the recipient side can explain why certain municipalities receive less funding. Consequently, funds may not end up where they generate the greatest impact. The article synthesises available evidence and derives implications for the design of grant programmes. It has been known for a long time that (1) when graphs of income amount on income relative rank for two income distributions intersect twice, three "transfer groups" are generated, with the poorest and richest both gaining under the same alternative income distribution and the middle group losing; and (2) the linear income tax system satisfies three fundamental principles of tax justice, namely, that as pretax income increases, three quantities should also increase--posttax income, tax amount, and tax rate. This paper links those two ideas, suggesting that the linear income tax system may be the natural and most effective way to guard against poverty reduction policies which, while helping the poorest, as urged by Rawls, may harm the middle, contributing to the weakening of the middle class, thought at least since Aristotle to be the backbone of society. This paper illustrates the two approaches with one initial distribution and three alternative final distributions, contrasting their minimum, median, proportion below the mean, and inequality. It also shows how to guard the linear income tax system against violating the tax amount principle of tax fairness when there is an injection of resources (e.g., from deficit spending or oil revenues) and how to empirically estimate the parameters (e.g., the marginal tax rate) of the linear income system that the population will regard as fair. This article examines the political economy of fiscal dominance during the Chilean government (1970–73) of Salvador Allende. Fiscal dominance appears when the monetary authority complies with the fiscal authority's demand to buy treasury bonds and monetise the deficit. It is argued that persistent fiscal dominance is inflationary, especially without robust fiscal and monetary rules. The Allende government financed the deficit with present taxes, debt (future taxes) and monetary issuance (inflation tax), causing the crowding‐out effect and, together with other policies such as expropriation and price controls, collapsed the demand for money, triggering hyperinflation. The lessons of Chile clarify the fiscal trigger of the inflation, stagnation, and widespread poverty that has affected Latin American countries in recent decades. [ABSTRACT FROM AUTHOR]

This study aims to determine and examine the effect of Non-performing Financing (NPF), Islamic Corporate Social Resposibility (ICSR), Financing to Deficit Ratio on Financial Performance and Sharia Supervisory Board as Moderator variables. This study used a type of quantitative descriptive research. The focus of this investigation centers on the demographic group 13 sharia Commercial Banks in Indonesia and the sampling technique used is purposive sampling, there are 10 Sharia Commercial banks with specific standards or requirements research samples. In this study, the data analysis methods used are Descriptive Statistical Analysis, Multiple Linear Regression, Classical Assumption Test, Hypothesis Test and Model Moderated Regression Analysis (MRA) Test. The results showed that Akad Mudharabah and Musyarakah Financing did not have a significant effect on financial performance, Non-performing Financing (NPF) did not affect financial performance, Islamic Corporate Social Resposibility (ICSR) had a positive and significant effect on financial performance, Financing to Deficit Ratio does not have a significant effect on Financial Performance. The findings indicated that the CAR moderator variable could only moderate the ICSR against ROA. This paper examines the long-term association between the productivity of public expenditure and sources of deficit financing using panel data covering five CEMAC member countries for the period 1980 to 2018. Addressing issues of cross-sectional correlation and panel heterogeneity associated with panel data analysis alongside panel cointegration, the Fully Modified Ordinary Least Squares and Dynamic Ordinary Least Squares were employed. The findings reveal that each unit of external debt inflow increases the productivity of government recurrent spending but reduces that of government spending on investment although the effect of loans from domestic banking system is salutary. Debts raised via other sources such as special, excess reserves and privatization renders government investments productive. Thus, borrowings from domestic banking system can be more sustainable and consequently the study suggests that both external donors, policy makers and internal stakeholders, instead of dishing out more credit to CEMAC governments, should focus efforts on improving on the monitoring of such loans that are granted to ensure judicious use. Although the onset of the pandemic pressured monetary and fiscal policy across the globe, deficit finance was aided by the large, established debt markets in countries like the United States. The expansionary efforts in emerging markets like Latin America put greater strains on their more limited capacity. Our study analyzes data from seven Latin American countries, three European countries, three Asian countries, and the United States. We utilize panel vector autoregressive (VAR) models to explore the dynamic interactions and feedback mechanisms among the policy variables, while accounting for unobserved country-specific effects. Our results demonstrate strong and significant interactions between monetary and fiscal policy around the time of the pandemic, with the primary causal effects running from fiscal to monetary policy. Introduction: Indonesia's economic growth experiences unstable conditions from year to year, The study explores their impact on Indonesia's inability to overcome government spending problems by comparing three alternative sources of Indonesian state income to support economic growth, namely foreign debt, Sukuk, and bonds. Methods: The research uses a quantitative approach derived from secondary data in the form of time series data. Foreign debt has a negative effect on Indonesia's economic growth, while sukuk and bonds have a positive effect on Indonesia's economic growth. Results: The simultaneous result is 0.948, meaning that the independent variables (foreign debt, Sukuk, and bonds) have an influence and can be explained by 94.8% of Indonesia's economic growth. Meanwhile, the remaining 5.2% is explained by other variables that are not in this research. This indicates that the foreign debt sukuk and bonds variables have a big influence on Indonesia's economic growth in 2016-2023. Conclusion and suggestion: Foreign debt must be controlled properly by the state so that an economic crisis does not occur in Indonesia. Tracy Mott was best known as a scholar of the work of Michal Kalecki, but he also made an important contribution to Keynesian liquidity preference theory. In 1983 Tom Asimakopulos generated a firestorm in the Post Keynesian community with a series of articles claiming that while Keynes's argument is that investment creates an equivalent amount of saving, this is true only ex post, after the multiplier has fully operated. Meantime, lack of savings could inhibit investment as the supply of bonds for long-term finance would exceed the supply of savings, driving up interest rates. Several Post Keynesians vociferously responded in defense of Keynes. Mott's contribution to the debate approached the subject from a perspective that was more heavily influenced by Kalecki, Robinson, and Marx. Not only does the outcome of this debate impact our view of investment finance, but it also has implications for our view of financing government deficits. In this piece, I look back at Mott's contribution to our understanding of liquidity preference, taking account of developments in Post Keynesian thought over the past four decades. This article briefly recounts this author's personal experience with Alain Parguez and sketches some of his important contributions over four decades. It then tackles the contemporary policy controversy concerning net public spending and inflation, which is once again contentious in today's inflationary environment. Alain Parguez's viewpoint was diametrically opposed to the Hayekian position that deficit spending is inevitably inflationary; the latter presumed positive relation between deficits and inflation being questioned by simple empirical evidence available from Western industrial countries. In his writings, instead, Parguez defended a strong Keynesian position on the productive role of public spending. Outside of interest payments on the public debt, he considered public spending broadly in the nature of public investment unassociated with any predictable inflationary consequences, except perhaps in a fully-employed economy. "Good" public budgetary deficits generate much-needed physical productive capital but also essential human/social capital via government transfers. This view is contrasted with the views of two other celebrated post-Keynesian/circuitist writers, Augusto Graziani and Hyman Minsky, who despite important common features of their analyses vis-à-vis those of Parguez, held a somewhat different view of the inflationary impact of deficit spending. Purpose – This paper identified the ṣukūk structure suitable for deficit financing during the COVID-19 crisis. The study also explored the relevant Sharīʿah contracts that could be utilized to issue ṣukūk that is suitable for various jurisdictions and corporations in handling deficit financing during the COVID-19 crisis. Design/methodology/approach – The authors have adopted a qualitative research approach in which primary and secondary sources available on the subject were reviewed, especially a number of cases related to ṣukūk structures prior to and during the COVID-19 crisis and analyzed their performances and drawn their conclusions. Findings – The outcome of this paper suggests that certain ṣukūk structures used during the COVID-19 crisis aimed primarily at financing deficit have been successful. Furthermore, these ṣukūk structures are relied very much on the obligator’s/issuer’s cash flow position. It has been revealed that if the ṣukūk is structured on equity-based contracts with lower repayment amount or no payment, it would not trigger default because the nature of this ṣukūk is the sharing of profit and loss, in accordance with a Sharīʿah rule that there will be compensation for any loss only if deliberate and notable negligence is proven. However, if it is debt based or ijarah and wakalah contracts, then the payment to ṣukūk holders ought to be made as agreed and if not, it will trigger default. This payment is to be made from the cash flow of the issuer and if there is an issue in the cash flow of the issuer due to COVID-19, consent from the ṣukūk holders needs to be obtained to reschedule payment as found in the case of the Garuda Indonesia ṣukūk. However, as found in MASB’s IMTN ṣukūk case, if the cash flow of the company is good, then the chances of default are very slim. However, so far, three new ṣukūk in the middle of COVID-19 were issued, one by a corporation and two issued by a sovereign, one of which addresses the liquidity issues during the pandemic, and all these proved that ṣukūk is definitely a viable alternative mode for deficit financing and a reliable option during the COVID-19 pandemic. Research limitations/implications – This paper looked into the ṣukūk structure, especially the ṣukūk which are yet to mature and the new ṣukūk issued during the crisis caused by the COVID-19 pandemic. Practical implications – It is anticipated that the outcome of this research will assist the stakeholders in ṣukūk markets to understand the ṣukūk impact on COVID-19 related deficit financing and suggest various structures that could be utilized in the ṣukūk market in an unprecedented situation such as the COVID-19 economic distress. Social implications – Looking at the social aspect of ṣukūk markets, this paper has endeavored to provide solutions to the financing of deficit for social well-being as a tool to provide relief and social stability in the lives of the people. Originality/value – The novel COVID-19 pandemic has caused unprecedented economic difficulties and market distress on a global scale; and this research sought to identify the relevant ṣukūk structures to be used for deficit financing during the pandemic crisis, especially the ṣukūk which are yet to mature and new ṣukūk issued during the pandemic crisis. The former includes HDFC Muḍārabah ṣukūk (2019) Maldives and MAHB ṣukūk/IMTN program (2010) Malaysia, while the latter includes IsDB Trust Certificates, Phase 2 of the tranches (2020), the Federal Government of Nigeria Road ṣukūk (May, 2020) and Sharj’ah Government two billion Dirham ṣukūk (June, 2020).

The intensification of the EU's institutional action to ensure an appropriate level of energy efficiency demonstrates the key role of pro-saving measures and energy efficiency measures to achieve a climate-neutral economy by 2050. Achieving this goal is therefore also possible through energy performance contracting (EPC), which enables specialised entities called energy service companies (ESCOs) to operate in the market. The creation of an appropriate and favourable framework at the EU level for the use of EPCs does not imply an identical approach by all individual member states. For this reason, the domestic policy of one member state, Poland, was contrasted with the EU framework. Under the influence of the EU guidelines and regulations, the EPC legislations in Poland was amended. This provided a reason to analyse the importance of legal factors (conditions) in implementing the EPC model, especially from the perspective of public institutions. In light of the above, it was attempted to show whether legal regulations would be sufficient to increase the number and level of ESCO projects in public sector units and whether they would remove the barriers to EPC development that are seen in public–private partnerships and the impact of obligations under an energy efficiency improvement agreement on the level of government debt or public finance sector deficit. This paper adopts research methods that are typical to studying EPC topics; however, the research conducted here is theoretical (descriptive analysis) and of dogmatic legal in nature. The influence of fiscal policy measures on the economy is reflective of sectorial outputs like the construction sector industry. However, the extent of the influence in countries such as Nigeria is vague, making their interaction a concern. This study investigated and examined the relationship between the construction sector and selected fiscal policy measures, namely government revenue, public capital expenditure, gross fixed capital formation and deficit finance. Using time series, data of the study variables between 1980 and 2019 were analysed using cointegration estimation and pairwise casualty techniques. The study's findings showed that there were long-term and short-term relationships between all variables, but they were not significant, except for the government revenue. Similarly, the pairwise Granger causality test confirmed that deficit financing and public capital expenditure had no casualty effect on the construction sector. It is concluded that the construction sector is not responsive to changes in fiscal policies in Nigeria. Subsequently, the study recommends the need for increased public and private capital investment, improvement in revenue generation and efficient use of debt revenue on infrastructure development to strengthen domestic growth across economic sectors. Background: Zimbabwe's tax-based healthcare financing model has been characterised by perennial financing deficits and widespread application of user fees and has thus been socially exclusive. The country's urban informal sector population is not spared from these challenges. The study explored the potential demand for National Health Insurance (NHI) among respondents from selected urban informal sector clusters of Harare. The following clusters were targeted: Glenview furniture complex, Harare home industries, Mupedzanhamo flea market, Mbare new wholesale market and Mbare retail market. Methods: A cross-sectional survey was administered to 388 respondents from the selected clusters, and data on the determinants of Willingness to Join (WTJ) and Willingness to Pay (WTP) was gathered. Respondents were recruited via a multi-stage sampling procedure. In the first stage, the five informal sector clusters were purposely selected. The second stage involved a proportional allocation of respondents by cluster size. Finally, based on the stalls allocated by municipal authorities in each area, respondents were selected using systematic sampling. The sampling interval (k) was determined by dividing the total number of allocated stalls in a cluster (N) by the sample size proportionate to that cluster (n). For each cluster, the first stall (respondent) was randomly chosen, and thereafter, a respondent from every 10th stall was selected and interviewed at their workplace. Contingent valuation was adopted to elicit WTP. Logit models and interval regression were applied for the econometric analyses. Results: A total of 388 respondents participated in the survey. The dominant informal sector activity among the surveyed clusters was the sale of clothing and shoes (39.2%), followed by the sale of agricultural products (27.1%). Concerning employment status, the majority were own-account workers (73.1%). Most of the respondents (84.8%) completed secondary school. On monthly income from informal sector activities, the highest frequency (37.1%) was observed in the Zw$(1000 to <3000) or US$(28.57 to <85.71) category. The mean age of respondents was 36 years. Out of the 388 respondents, 325 (83.8%) were willing to join the proposed NHI scheme. WTJ was influenced by the following factors: health insurance awareness, health insurance perception, membership to a resource-pooling scheme, solidarity with the sick, and household recently experiencing difficulties paying for healthcare. On average, respondents were willing to pay Zw$72.13 (approximately US$2.06) per person per month. The key determinants of WTP were household size, respondent's education level, income, and health insurance perception. Conclusions: Since the majority of respondents from the sampled clusters were willing to join and pay for the contributory NHI scheme, it follows that there is potential to implement the scheme for the urban informal sector workers from the clusters studied. However, some issues require careful consideration. The informal sector workers need to be educated on the concept of risk pooling and the benefits of being members of an NHI scheme. Household size and income are factors that require special attention when deciding on the premiums for the scheme. This paper intends to empirically analyze the availability of quadruplet deficit hypothesis for Turkish economy. The preferred methods are bound test, ARDL model estimations and Toda-Yamamoto causality test. Analyzes were achieved with quarterly data of 2006:1-2022:1 period. Empirical findings demonstrate that the variables are cointegrated. The long-run coefficients of ARDL models, put forth that budget deficit has positive and output gap has negative effects on current account deficit. The long term influence of saving investment deficit on current account deficit is found to be insignificant while its short term effect is significantly positive. Additionally, it is detected that budget deficit and saving investment gap has positive, current account deficit has negative impact on output gap. It has been observed that the saving-investment gap affects the output gap positively also in the short run. According to the evidences from causality test; output gap shows a statistically significant bidirectional causal relationship with budget deficit, current account deficit and saving-investment gap variables. In addition, it has been determined that current account deficit has a bidirectional causal interaction with budget deficit and saving-investment gap variables. After reaching the completion point of the Heavily Indebted Poor Countries (HIPC) initiative and the subsequent debt relief, Côte d'Ivoire decided to take the necessary measures to avoid a new public debt crisis. Ten years later, the country is at a crossroads with a rapidly growing debt. Given this situation, it is important to question the effectiveness of the methods of financing the budget deficit in Côte d'Ivoire. This article aims to develop a credit scoring model in order to analyse the efficiency of budget deficit financing modes using a sample of 3222 loan lines from the database of the Department of Public Debt and Grants of Ivory Coast. The results show that loans from bilateral and commercial banks can be considered as "risky" financing. This mode of financing has a less important impact on the probability of default. On the other hand, the results obtained with the estimation of the Logit model show that the probability of default is strongly reduced when the government is financed by bondholders and other debt instruments and multilateral institutions.
