Abstract

The Global Alliance for Genomics and Health (GA4GH) aims to accelerate biomedical advances by enabling the responsible sharing of clinical and genomic data through both harmonized data aggregation and federated approaches. The decreasing cost of genomic sequencing (along with other genome-wide molecular assays) and increasing evidence of its clinical utility will soon drive the generation of sequence data from tens of millions of humans, with increasing levels of diversity. In this perspective, we present the GA4GH strategies for addressing the major challenges of this data revolution. We describe the GA4GH organization, which is fueled by the development efforts of eight Work Streams and informed by the needs of 24 Driver Projects and other key stakeholders. We present the GA4GH suite of secure, interoperable technical standards and policy frameworks and review the current status of standards, their relevance to key domains of research and clinical care, and future plans of GA4GH. Broad international participation in building, adopting, and deploying GA4GH standards and frameworks will catalyze an unprecedented effort in data sharing that will be critical to advancing genomic medicine and ensuring that all populations can access its benefits.

5. The Concept of Authoritarian Governmentality Today.

Abstract

The paper examines "authoritarian governmentality". It argues that there are salient differences between the contemporary intellectual and political context and those of the 1990s when it was first developed. Chief among these is the confidence by which we can approach liberal governing itself as the norm of contemporary governmentality. The first wave of governmentality studies identified authoritarian governmentality in both non-liberal regimes and in the consequences of liberalism's norm of the self-responsible subject and its governing through civil society. This paper extends these observations: first by proposing an analysis of the kinds of order that different rationalities and technologies invoke, and secondly, by arguing for the linking of an analytics of government to both the practical capacities of sovereignty and the practices through which supreme authority is constituted. While liberal and authoritarian governmentalities are far from mutually exclusive, the absent concept of authority helps clarify what is at issue. [ABSTRACT FROM AUTHOR]

29. Politics as a Confession: Confronting the Enemy Within.

Abstract

In this article, we claim, firstly, that the turn to an "ethical" politics focused on subjectivity and its transformation, announced by post-structuralist theorists in the 1970s, can be found today in forms of progressive politics, illustrated by struggles against racism and their articulation by consultants and educators. Secondly, this turn entails targeting the "enemy within," whether it be the inner fascist (Guattari, Foucault) or white privilege (Di Angelo, Kendi). Rather than an extension of Lasch's therapeutic "culture of narcissism," it is a turn to practices reminiscent of public rituals of expiation of guilt and acts of purification (exomologesis) characterizing what Weber referred to as "sects." Pace Foucault, the "main danger" lies not in the "subjectifying" practices of the human sciences descended from auricular confession and the Christian pastorate, but rather the displacement of formal politics and attendant "civil religion" (Bellah) by conflicts between charismatic sects claiming exemplary subjectivity and virtuosity. When the social reappeared, it was often in the moral domains of community and civil society. This argument re-evaluates the contribution of Foucauldian histories, or 'genealogies', of the social to these fundamental questions. Drawing upon them, it attends to their arguments concerning the place of social thought on the modern episteme in relation to economics, the emergence of the idea of 'society' with the modern arts of government of the state, and the formation of the 'social question'. The argument here allows that preconditions of formation of 'society' lie in the legal and political techniques of the territorial sovereign state. However, the literature under investigation indicates the implicit normativity of an idea of 'society' as a 'problematic unity' and the enduring necessity of a social domain in a law-governed state with a relatively independent economic sphere. This discussion thus seeks to contribute to the wider revaluation and redeployment of these terms in today's context. Abstract

The international thought of Carl Schmitt, particularly his concept of the nomos of the earth, is addressed from the perspective of international law. Schimitt's mythologies of the earth as mother of law and of the sea as the characterless element reveal not a universal perspective but the very global orientation contained in that system of law, from which, his philology provides a striking understanding of the conditions of the political and social order of European modernity.

Abstract

This paper examines the intelligibility of authoritarian measures within Foucauldian analyses of the liberal government of the state. Such measures are understood as following from a liberal understanding of the task of government itself. This understanding rests on a distinction between the legal and political order (of `the state') and a `liberal police' of what is exterior to it, classically conceived as `civil society'. The relation between these two aspects is conceived as a series of `foldings' between the two sides of a liberal governing, which turn the injunction to govern through freedom into a set of binding obligations potentially or actually enforceable by coercive or sovereign instruments. The paper places this perspective within aspects of the genealogies of economy, poverty, welfare and police and discusses the trajectories of such foldings in the present. Abstract

The technology of government explores the crucial nexus between organized forms of knowledge and the regimes of practices within which it is located. While the concept is central to the critical history of rationality, uncertain valencies persist in the usage of the term technology in areas such as its propensity to multiply. The technological aspect of government is discerned by an orientation towards strategic rationality in conduct aimed at elevating human capacities and actions. Significant technological thresholds for government are indicators such as assemblage, system, force, and orientation.
