The Planck's radiation law for the blackbody radiation spectrum was capable to explain the experimentally-measured blackbody spectrum. In order to get this result, Planck proposed his radiation law in a two-fold way: 1) by an \textit{ad hoc} modification of the assumed connection between energy and entropy for thermal radiation; 2) by assuming that the calculation of the entropy of an oscillator in thermal equilibrium with radiation is carried out by discrete units of energy. As a consequence, the energy quantization, linear in frequency, was thus introduced into physics. However, the energy quantization of the simple harmonic oscillator was originally postulated by Planck in an incomplete way, i.e., the ground state energy was not assumed to be null. Of course, this issue has been solved in different ways over time. Despite of this, we propose an alternative way to fix this issue by describing harmonic oscillators at noncommutative(NC) framework, where the non-null ground state energy naturally arises as a NC contribution. With this approach, the Planck's quantum theory is updated and, consequently, becomes compatible with the quantum mechanics inaugurated in 1925.

A noncommutative(NC) version for a global $O(N)$ scalar field theory is proposed and an alternative investigation about how noncommutative drives spontaneous symmetry breaking (SSB) is explored. Indeed, we show that the noncommutativity plays an important role in such mechanism, i.e., it is possible to show that there is a Higgs group with no more than two Higgs bosons. In this scenario, we establish two mutually exclusive options: one Higgs boson with mass at 125 GeV and other at 750 GeV -- 2 TeV excess does not imply a 2 TeV mass resonance -- or two Higgs bosons with mass-degenerate near 125~GeV, where 2 TeV and 750 GeV excesses do not imply a 2 TeV and 750 GeV masses resonance., Comment: arXiv admin note: text overlap with arXiv:1903.09727

4. Noncommutative approach to diagnose degenerate Higgs bosons at 125 GeV

We propose a noncommutative (NC) version for a global O(2) scalar field theory, whose damping feature is introduced into the scalar field theory through the NC parameter. In this context, we investigate how noncommutative drives spontaneous symmetry breaking (SSB) and Higgs-Kibble mechanisms and how the damping feature workout. Indeed, we show that the noncommutativity plays an important role in such mechanisms, i.e., the Higgs mass and VEV dependent on NC parameter. After that, it is explored the consequences of noncommutativity dependence of Higgs mass and VEV: for the first, it is shown that there are a mass-degenerate Higgs bosons near 126.5 GeV, parametrized by the noncommutativity; for the second, the gauge fields gain masses that present a noncommutativity contribution., Comment: 13 pages, 2 figures

- Abstract
Understandings of the nature of scientific inquiry (NOSI), as opposed to engaging students in inquiry learning experiences, are included in science education reform documents around the world. However, little is known about what students have learned about NOSI during their pre-college school years. The purpose of this large-scale follow-up international project (i.e. 32 countries and regions, spanning six continents and including 3917 students for the high school sample) was to collect data on what exiting high school students have learned about NOSI. Additionally, the study investigated changes in 12th grade students' NOSI understandings compared to seventh grade (i.e. 20 countries and regions) students' understandings from a prior investigation [Lederman et al. (2019). An international collaborative investigation of beginning seventh grade students' understandings of scientific inquiry: Establishing a baseline. This study documents and discusses graduating high school students' understandings and compares their understandings to seventh grade students' understandings of the same aspects of scientific inquiry for each country. It is important to note that collecting data from each of the 130+ countries globally was not feasible. Similarly, it was not possible to collect data from every region of each country. A concerted effort was made, however, to provide a relatively representative picture of each country and the world.

6. An alternative way to explain how non-commutativity arises in the bosonic string theory

In this work we will investigate how the non-commutativity arises into the string theory, \textit{i.e.}, how the bosonic string theory attaches to a D3-brane in the presence of magnetic fields. In order to accomplish the proposal, we departure from the commutative two-dimensional harmonic oscillator, which after the application of the general Bopp's shifts Matrix Method, the non-commutative version of the two-dimensional harmonic oscillator is obtained. After that, this non-commutative harmonic oscillator will be mapped into the bosonic string theory in the light cone frame, which it now appears as a bosonic string theory attached to a D3-brane.

7. Noncommutative Mapping from the symplectic formalism

The Bopp's shifts will be generalized through symplectic formalism. A special procedure, like a "diagonalization", which drives the completely deformed symplectic matrix to the standard symplectic form was found as suggested by Faddeev-Jackiw. Consequently, the correspondent transformation matrix guides the mapping from commutative to noncommutative (NC) phase-space coordinates. The Bopp's shifts may be directly generalized from this mapping. In this context, all the NC and scale parameters, introduced into the brackets, will be lifted to the Hamiltonian. Well known results, obtained using $\star$-product, will be reproduced without to consider that the NC parameters are small$(<<1)$. Besides, it will be shown that different choices for NC algebra among the symplectic variables generates distinct dynamical systems, which they may not even connect with each other, and that some of them can preserve, break or restore the symmetry of the system. Further, we will also discuss the charge and mass rescaling in a simple model., Comment: 24 pages

Herpes zoster, commonly referred to as shingles, is caused by the varicella zoster virus (VZV). VZV initially manifests as chicken pox, most commonly in childhood, can remain asymptomatically latent in nerve tissues for many years and often re-emerges as shingles. Although reactivation may be related to immune suppression, aging and female sex, most inter-individual variability in re-emergence risk has not been explained to date. We performed a genome-wide association analyses in 22,981 participants (2280 shingles cases) from the electronic Medical Records and Genomics Network. Using Cox survival and logistic regression, we identified a genomic region in the combined and European ancestry groups that has an age of onset effect reaching genome-wide significance (P>1.0 × 10(-8)). This region tags the non-coding gene HCP5 (HLA Complex P5) in the major histocompatibility complex. This gene is an endogenous retrovirus and likely influences viral activity through regulatory functions. Variants in this genetic region are known to be associated with delay in development of AIDS in people infected by HIV. Our study provides further suggestion that this region may have a critical role in viral suppression and could potentially harbor a clinically actionable variant for the shingles vaccine.

We develop a two-dimensional (2D) Superconducting Quantum Interference Filter (SQIF) array based on recently introduced high-linearity tri-junction bi-SQUIDs. Our bi-SQUID SQIF array design is based on a tight integration of individual bi- SQUID cells sharing inductances with adjacent cells. We provide extensive computer simulations, analysis and experimental measurements, in which we explore the phase dynamics and linearity of the array voltage response. The non-uniformity in inductances of the bi-SQUIDs produces a pronounced zero-field single antipeak in the voltage response. The anti-peak linearity and size can be optimized by varying the critical current of the additional junction of each bi-SQUID. The layout implementation of the tight 2D array integration leads to a distinct geometrical diamond shape formed by the merged dual bi-SQUID cells. Different size 2D arrays are fabricated using standard HYPRES niobium 4.5 kA/cm2 fabrication process. The measured linearity, power gain, and noise properties will be analyzed for different array sizes and the results will be compared with circuit simulations. We will discuss a design approach for the electrically small magnetic field antenna and low-noise amplifiers with high bandwidth based on these 2D bi-SQUID SQIF arrays. SQUID arrays are promising candidates for low profile antennas and low noise amplifier applications. We present the integrated circuit designs and results of DC and RF measurements of the wideband serial arrays based on integration of linear bi-SQUID cells forming a Superconducting Quantum Interference Filter (bi-SQUID SQIF). Various configurations of serial arrays designs are described. The measured linearity, power gain, and noise temperature are analyzed and compared. The experimental results are matched to results of mathematical modeling. A serial bi-SQUID SQIF arrays are mounted into a coplanar waveguide (CPW) and symmetrically grounded to corresponding sides of CPW. The RF output comes out from the central common line, which is also used for DC biasing and forms a symmetrical balanced output. The signal and DC flux biasing line is designed as coplanar lines passed in parallel over each bi-SQUID cell in a bidirectional fashion concentrating magnetic flux inside of each cell. The main purpose of this work is to show that massless Dirac equation formulated for non-interacting Majorana-Weyl spinors in higher dimensions, particularly in D=1+9 and D=5+5, can lead to an interpretation of massive Majorana and Dirac spinors in D=1+3. By adopting suitable representations of the Dirac matrices in higher dimensions, we pursue the investigation of which higher dimensional space-times and which mass-shell relation concerning massless Dirac equations in higher dimensions may induce massive spinors in D=1+3. The mixing of the chiral fermions in higher dimensions may induce a mechanism such that four massive Majorana fermions may show up and, at an appropriate limit an almost zero and a huge mass show up with corresponding left-handed and right-handed eigenstates. This mechanism, in a peculiar way, could reassess the See-Saw scheme associated to neutrino with Majorana-type masses. Remarkably the masses of the particles are fixed by the dimension decoupling/reduction scheme based on the mass Lorentz invariant term, where one set of the decoupled dimensions are the "target" coordinates frame and the other set of coordinates is the composing block of the mass term in lower dimensions. This proposal should allow us to understand the generation of hierarchies, such as the fourth generation, for the fermionic masses in D=1+3, or in lower dimensions in general, starting from the constraints between the energy and the momentum in D=n+n. For the initial D=5+5 Majorana-Weyl spinors framework using the Weyl representation to the Dirac matrices we observe an intriguing decomposition of space-time that result in two very equivalent D=1+4 massive spinors which mass term, in D=1+3 included, is originated from the remained/decoupled component and that could induce a Brane-World mechanism., Comment: 19 pages, 1 figure, jhep format

The violation of Lorentz symmetry is studied from the point of view of a canonical formulation. We make the usual analysis on the constraints structure of the Carroll-Field-Jackiw model. In this context we derive the equations of motion for the physical variables and check out the dispersion relations obtained from them. Higher dimensional Majorana-Weyl spacetimes present space-time dualities which are induced by the Spin(8) triality automorphisms. Different signature versions of theories such as 10-dimensional SYM's, superstrings, five-branes, F-theory, are shown to be interconnected via the S_3 permutation group. Bilinear and trilinear invariants under space-time triality are introduced and their possible relevance in building models possessing a space-versus-time exchange symmetry is discussed. Non-Fermi-liquid (NFL) behavior in the f-sublattice-diluted alloy system U_{1-x}Th_xPd_2Al_3 has been studied using ^{27}Al nuclear magnetic resonance (NMR). Impurity satellites due to specific U near-neighbor configurations to ^{27}Al sites are clearly resolved in both random and field-aligned powder samples. The spatial mean Kbar and rms spread delta K of impurity satellite shifts, which are related to the mean chibar and rms spread delta chi of the inhomogeneous susceptibility, have been measured in field-aligned powders with the crystalline c axis both perpendicular and parallel to the external field. The relatively narrow lines observed at low temperatures suggest that disorder- induced inhomogeneity of the f-ion--conduction-electron hybridization is not the cause of NFL behavior in these alloys: at low temperatures the experimental values of delta chi(T)/chibar(T) are much smaller than required by disorder- driven models. This is in contrast to results in at least some alloys with disordered non-f-ion nearest neighbors to f ions ("ligand disorder"), where disorder-driven theories give good accounts of NFL behavior. Our results suggest that f-ion dilution does not produce as much inhomogeneity of the hybridization strength as substitution on ligand sites., Comment: 10 pages, 12 figures, REVTeX. Majorana-Weyl spacetimes offer a rich algebraic setup and new types of space-time dualities besides those discussed by Hull. The triality automorphisms of Spin(8) act non-trivially on Majorana-Weyl representations and Majorana-Weyl spacetimes with different signatures. In particular relations exist among the (1+9)-(5+5)-(9+1) spacetimes, as well as their transverse coordinates spacetimes (0+8)-(4+4)-(8+0). Larger dimensional spacetimes such as (2+10)-(6+6)-(10+2) also show dualities induced by triality. A precise three-languages dictionary is here given. It furnishes the exact translations among, e.g., the three different versions (one in each signature) of the ten-dimensional N=1 superstring and superYang-Mills theories. Their dualities close the six-element permutation group S_3. Inequivalent charge-operators in even-dimensions, invariant under Wick rotations, are considered. The hermiticity condition on free-spinors lagrangians is presented. The constraints put by the Majorana condition on the free-spinors dynamics are analyzed. Tables specifying which spacetimes admit lagrangians with non-vanishing kinetic, massive or pseudomassive terms (for both charge-operators in even dimensions) are given. A manifestly Lorentz-covariant calculus based on two matrix-coordinates and their associated derivatives is introduced. It allows formulating relativistic field theories in any even-dimensional spacetime. The construction extends a single-coordinate matrix formalism based on coupling spacetime coordinates with the corresponding Gamma-matrices. A 2D matrix-calculus can be introduced for each one of the structures, adjoint, complex and transposed acting on Gamma-matrices. The adjoint structure works for spacetimes with (n,n) signature only. The complex structure requires an even number of timelike directions. The transposed structure is always defined. A further structure which can be referred as "spacetime-splitting" is based on a fractal property of the Gamma-matrices. It is present in spacetimes with dimension D=4n+2. The conformal invariance in the matrix-approach is analyzed. A complex conjugation is present for the complex structure, therefore in euclidean spaces, or spacetimes with (2,2), (2,4) signature and so on. As a byproduct it is here introduced an index which labels the classes of inequivalent Gamma-structures under conjugation performed by real and orthogonal matrices. At least two timelike directions are necessary to get more than one classes of equivalence. Furthermore an algorithm is presented for iteratively computing D-dimensional Gamma-matrices from the p and q dimensional ones where D=p+q+2. Possible applications of the 2D-matrix calculus concern the investigation of higher-dimensional field theories with techniques borrowed from 2D-physics., Comment: 28 pages, LaTex

The non-Fermi-liquid (NFL) behavior observed in the low temperature specific heat $C(T)$ and magnetic susceptibility $\chi(T)$ of f-electron systems is analyzed within the context of a recently developed theory based on Griffiths singularities. Measurements of $C(T)$ and $\chi(T)$ in the systems $Th_{1-x}U_{x}Pd_{2}Al_{3}$, $Y_{1-x}U_{x}Pd_3$, and $UCu_{5-x}M_{x}$ (M = Pd, Pt) are found to be consistent with $C(T)/T \propto \chi(T) \propto T^{-1+\lambda}$ predicted by this model with $\lambda <1$ in the NFL regime. These results suggest that the NFL properties observed in a wide variety of f-electron systems can be described within the context of a common physical picture., Comment: 4 pages, 4 figures

In this work the supersymmetric gauge invariant action for the massive Abelian $N$$=$$1$ super-{\QED} in the Atiyah-Ward space-time ({\DDdd}) is formulated. The questions concerning the scheme of the gauge invariance in {\DDdd} by means of gauging the massive $N$$=$$1$ super-{\QED} are investigated. We study how to ensure the gauge invariance at the expenses of the introduction of a complex vector superfield. We discuss the Wess-Zumino gauge and thereupon we conclude that in this gauge, only the imaginary part of the complex vector field, $B_{\m}$, gauges a $U(1)$-symmetry, whereas its real part gauges a Weyl symmetry. We build up the gauge invariant massive term by introducing a pair of chiral and anti-chiral superfields with opposite $U(1)$-charges. We carry out a dimensional reduction {\it{\`a la}} Scherk of the massive $N$$=$$1$ super-{\QED} action from {\DDdd} to {\Ddd}. Truncations are needed in order to suppress non-physical modes and one ends up with a parity-preserving $N$$=$$1$ super-QED$_{1+2}$ (rather than $N$$=$$2$) in $D$$=$$1$$+$$2$. Finally, we show that the $N$$=$$1$ super-QED$_{1+2}$ we have got is the supersymmetric version ofthe ${\tau}_{3}$QED ., Comment: 23 pages, latex, no figures

- Abstract
Backgrounds & Aims: Primary biliary cholangitis (PBC) is a chronic liver disease in which autoimmune destruction of the small intrahepatic bile ducts eventually leads to cirrhosis. Many patients have inadequate response to licensed medications, motivating the search for novel therapies. Previous genome-wide association studies (GWAS) and meta-analyses (GWMA) of PBC have identified numerous risk loci for this condition, providing insight into its aetiology. We undertook the largest GWMA of PBC to date, aiming to identify additional risk loci and prioritise candidate genes for in silico drug efficacy screening. Methods: We combined new and existing genotype data for 10,516 cases and 20,772 controls from 5 European and 2 East Asian cohorts. Results: We identified 56 genome-wide significant loci (20 novel) including 46 in European, 13 in Asian, and 41 in combined cohorts; and a 57th genome-wide significant locus (also novel) in conditional analysis of the European cohorts. Candidate genes at newly identified loci include FCRL3, INAVA, PRDM1, IRF7, CCR6, CD226, and IL12RB1, which each play key roles in immunity. Pathway analysis reiterated the likely importance of pattern recognition receptor and TNF signalling, JAK-STAT signalling, and differentiation of T helper (TH)1 and TH17 cells in the pathogenesis of this disease. Drug efficacy screening identified several medications predicted to be therapeutic in PBC, some of which are well-established in the treatment of other autoimmune disorders. Conclusions: This study has identified additional risk loci for PBC, provided a hierarchy of agents that could be trialled in this condition, and emphasised the value of genetic and genomic approaches to drug discovery in complex disorders. - Abstract
Previous genome-wide association studies (GWASs) of stroke - the second leading cause of death worldwide - were conducted predominantly in populations of European ancestry1,2. Here, in cross-ancestry GWAS meta-analyses of 110,182 patients who have had a stroke (five ancestries, 33% non-European) and 1,503,898 control individuals, we identify association signals for stroke and its subtypes at 89 (61 new) independent loci: 60 in primary inverse-variance-weighted analyses and 29 in secondary meta-regression and multitrait analyses. On the basis of internal cross-ancestry validation and an independent follow-up in 89,084 additional cases of stroke (30% non-European) and 1,013,843 control individuals, 87% of the primary stroke risk loci and 60% of the secondary stroke risk loci were replicated (P < 0.05). Effect sizes were highly correlated across ancestries. Cross-ancestry fine-mapping, in silico mutagenesis analysis3, and transcriptome-wide and proteome-wide association analyses revealed putative causal genes (such as SH3PXD2A and FURIN) and variants (such as at GRK5 and NOS3). Using a three-pronged approach4, we provide genetic evidence for putative drug effects, highlighting F11, KLKB1, PROC, GP1BA, LAMC2 and VCAM1 as possible targets, with drugs already under investigation for stroke for F11 and PROC. A polygenic score integrating cross-ancestry and ancestry-specific stroke GWASs with vascular-risk factor GWASs (integrative polygenic scores) strongly predicted ischaemic stroke in populations of European, East Asian and African ancestry5. Stroke genetic risk scores were predictive of ischaemic stroke independent of clinical risk factors in 52,600 clinical-trial participants with cardiometabolic disease. Our results provide insights to inform biology, reveal potential drug targets and derive genetic risk prediction tools across ancestries.

47. THE TWO-STEP METHODOLOGY FOR THE IDENTIFICATION OF GENERAL PRINCIPLES OF LAW

- Abstract
The two-step methodology for the identification of general principles of law deriving from domestic legal systems, consisting of a comparative analysis followed by a transposability test, seems accepted as the undisputed methodology in the current work of the International Law Commission on the topic. This article examines whether this two-step approach finds reflection in the practice of and before the PCIJ/ICJ and in international legal scholarship. The analysis finds that judicial practice does not entirely follow these two steps, but the method is widely upheld in doctrinal writing. The article argues that the decision to codify this two-step methodology can be viewed as progressive development by the Commission, and may signify the crystallization of this method of identification of general principles of law.

- Abstract
Background: Multi-phenotype analysis of genetically correlated phenotypes can increase the statistical power to detect loci associated with multiple traits, leading to the discovery of novel loci. This is the first study to date to comprehensively analyze the shared genetic effects within different hemostatic traits, and between these and their associated disease outcomes. Objectives: To discover novel genetic associations by combining summary data of correlated hemostatic traits and disease events. Methods: Summary statistics from genome wide-association studies (GWAS) from seven hemostatic traits (factor VII [FVII], factor VIII [FVIII], von Willebrand factor [VWF] factor XI [FXI], fibrinogen, tissue plasminogen activator [tPA], plasminogen activator inhibitor 1 [PAI-1]) and three major cardiovascular (CV) events (venous thromboembolism [VTE], coronary artery disease [CAD], ischemic stroke [IS]), were combined in 27 multi-trait combinations using metaUSAT. Genetic correlations between phenotypes were calculated using Linkage Disequilibrium Score Regression (LDSC). Newly associated loci were investigated for colocalization. We considered a significance threshold of 1.85 × 10−9 obtained after applying Bonferroni correction for the number of multi-trait combinations performed (n = 27). Results: Across the 27 multi-trait analyses, we found 4 novel pleiotropic loci (XXYLT1, KNG1, SUGP1/MAU2, TBL2/MLXIPL) that were not significant in the original individual datasets, were not described in previous GWAS for the individual traits, and that presented a common associated variant between the studied phenotypes. Conclusions: The discovery of four novel loci contributes to the understanding of the relationship between hemostasis and CV events and elucidate common genetic factors between these traits.

49. Identification of and Resort to Customary International Law by the WTO Appellate Body

- Abstract
The recourse to customary rules by international adjudicators is a valuable tool for the understanding of this source of international law. This chapter examines patterns employed by the WTO’s Appellate Body when referring to customary international law. This forum is of interest due to its limited material jurisdictional, as it can only ascertain violations of WTO law. The chapter thus analyses the means through which the adjudicators identify customary rules, which customary rules they resort to and for which purposes they rely on these ‘extraneous’ sources. Given these jurisdictional limitations, it is also relevant to understand the difference between the use of customary rules for purposes of interpretation and the application of these sources within WTO dispute settlement. The Appellate Body’s reliance on customary international law is limited: it only resorts to codified rules of treaty interpretation and state responsibility. It also does not properly identify rules of international law, but asserts their existence through other authoritative references. Through this methodology, and by only referring to rules on treaty interpretation and state responsibility as customary law, the AB has more leeway in not overstepping the line between application and interpretation of customary international law and by consequence its jurisdictional limitations.
