From 2007 to 2019, over 650 public schools closed in Puerto Rico. School closures not only affect students and teachers; these spaces serve as anchor institutions providing social infrastructure for the sustained health of communities. While closed schools remove a critical community asset, these vacant buildings provide adaptive reuse opportunities for alternative social infrastructure and community resources. This article explores how abandoned schools are repurposed in Puerto Rico, focusing on "rescued schools"—that is, grassroots, voluntary initiatives that repurpose schools to support community development. Through a multi-method approach, we categorized and mapped 161 repurposed schools throughout Puerto Rico—38 were rescued schools—and conducted twelve interviews and two focus groups on rescued school initiatives. Our results describe how abandoned schools offer a galvanizing opportunity for motivated community members to meet emerging, localized needs, and the challenges in gaining school ownership and attracting sustained financial and volunteer support, the lack of which impedes their potential impact. We demonstrate how rescued schools embody alternative regional political visions within Puerto Rico and argue that government authorities can minimize the harm from school closures by forging new partnerships between community-based organizations, municipal governments, and other supportive actors to repurpose schools and reproduce their role as community anchor institutions. Extended Producer Responsibility (EPR) principles have emerged as the template for e-waste policies, centered on establishing regulated collection and recycling channels. Originating in the global North, these policies are increasingly adopted in the global South where e-waste is primarily 'managed' by the informal sector, centered in spatially defined hubs. These formal systems fail to achieve collection quotas, while further marginalizing informal recyclers by delegitimizing their access to e-waste. We suggest an alternative hub-centered approach to e-waste reform based on eight years of research and advocacy within the Israel-West Bank e-waste system. We offer several converging rationales for centralizing hubs in e-waste policies and a case study demonstrating an integrated hub-driven package of business, enforcement, and cleanup measures. While the unique complexities of the Israeli-Palestinian case offer an exceptional window into the dynamics of a hub-driven approach, similar packages might shape e-waste policy reform throughout the global South. During the past two decades, international development non-government organizations (INGOs) have proliferated in the global North. In Canada, there are ∼1350 registered INGOs—of which, 950 were established in 2000 or later, 1192 receive no federal government funding, 1202 have annual revenues under CAD one million dollars, and 709 have no full-time employees. This new wave of Small and Medium Organizations (SMOs) epitomises the decentralisation of global development as private aid has surpassed Official Development Assistance funding. Yet, recent studies suggest SMOs have a short lifespan and fail to progress beyond service provision representing the first evolutionary stage of INGO maturation. Our study combines surveys (n: 95) and interviews (n: 18) with Canadian SMOs to explore growth aspirations along with their challenges and strategies to increase revenue. Our results show that nearly all Canadian SMOs desire organisational growth, and pursue diverse funding sources and innovative strategies to increase revenue. However, for SMOs, growth means doing more of the same thing—they are committed to improving the living conditions of their target population—which contradicts best practices to scale up INGO impact and may necessitate alternative organisational evolutionary guides for SMOs operating in this emerging development niche. Motivation: The public needs to be better informed on the reasons for providing aid, especially that which supports the Sustainable Development Goals. How aid is framed by donors directly affects levels of public support. Purpose: The article investigates support for aid among English‐speaking Canadians, and how this varies by the framing of aid spending, socioeconomic markers, personal values and political engagement. Approach and methods: Statistical analysis is undertaken of data from a representative survey of English‐speaking Canadians on their knowledge and attitudes with respect to aid to developing countries. A particular focus of the analysis is the influence of the framing of aid spending on public support for aid spending, while controlling for the influence of socioeconomic factors. Findings: Support for increased spending rises when spending is framed relative to the size of the economy, whether in dollar or percentage terms, rather than when framed relative to government taxation or spending. Providing information on the current level of aid spending also raises support for increased aid spending. Overall, when informed about the level of aid spending, most respondents support maintaining or increasing aid. Views on aid vary little by age, education and other socioeconomic markers. People's values, however, did affect support for aid. Respondents who believe in "Canada first" were considerably more likely to support aid cuts than others. Those who see kindness as part of Canadian identity tend to favour aid, while those who see economic prosperity as part of national identity tend to want aid cuts. While voting intention does not affect views on aid, respondents who have been either politically active or involved in collective action on media/social media are a little more likely to favour increased aid. Policy implications: The findings confirm the importance of the framing of aid spending for designing and implementing programmes to inform, engage and elicit support from the public. Recent scandals in the media have questioned the legitimacy of and public trust in international NGOs (INGOs). Yet, little research has explored the complex relationships that influence public trust in INGOs. This article addresses this knowledge gap by analysing data from an experimental survey of English-speaking Canadian residents to explore how trust varies based on the different ways INGOs are framed and the individual determinants that influence public trust. The results reveal critical factors influencing the trust of Canadians in INGOs and inform strategies to regain public trust to safeguard their role on the world development stage. International NGOs (INGOs) in the global North have rapidly grown in number over the past two decades, the majority of which are grassroots organisations (GINGOs). Despite an abundance of research on "professionalised" INGOs, little empirical data is available to characterise GINGOs. This study constructs a dataset of 607 Canadian GINGOs based on the Canada Revenue Agency T3010 forms and organisation websites to answer three broad questions of GINGOs: Who are they? What is their programmatic foci? Where do they operate? The results offer a rich portrayal of GINGOs and situates their current and potential contributions towards international development goals. Faith-based development organizations (FBOs) have been argued to deliver more cost-efficient development projects than their secular counterparts through exclusive access to faith networks, which provide predictable decentralized funding, the recruitment of volunteers, low employee salaries, and less overhead and indirect costs. To date, however, comparative analyses of religious and secular organizations have relied on a case-by-case approach, limiting the generalizability of findings. This study addresses this methodological gap by analyzing Registered Charity Information Return filings and organizational websites of 844 Canadian development NGOs to determine the proportion of FBOs and their organizational distinctiveness. The results show that FBOs comprise 40% of the Canadian NGO sector in terms of the number of organizations and their expenditures in developing countries, and are significantly less reliant on federal funding (p <.1), pay employees lower salaries (p <.01), but do not exhibit a significant difference in their expenditures on overhead and indirect costs. Thus, Canadian FBOs participation in faith networks shapes their organizational modus operandi but does not result in a low overhead alternative to secular NGOs. [ABSTRACT FROM AUTHOR]

The purpose of this article is twofold. The first is to suggest that techniques for mapping public disagreements over claims to knowledge, or controversies, can act as assistive devices for researchers in geography to move from research topics to research questions. A second purpose is to offer a recipe or "how-to" guide of specific approaches and free scholarly software that researchers without specialized coding skills can use to achieve their own controversy mapping goals. We use a case of creating a controversy map covering the issue of transboundary movements of electronic waste (e-waste) to illustrate how these approaches and software can be associated together so that other researchers may put them to use for their own controversy mapping purposes. Despite increasing academic attention and the pressing development and environmental importance of informal e‐waste economies in the global South, there remains a dearth of reliable quantitative data to guide theory and appropriate policy responses. We illustrate this problem through a review of the thin and patchy data presented in existing studies that attempt to quantify the flows and economic impact of informal e‐waste hubs. We then describe a way forward through our analysis of a less well known e‐waste hub in south‐west Hebron, Palestine, which provides a methodological model for robust and systematic quantification. We achieved this by leveraging the relatively closed regional‐geographic nature of this hub, triangulating several approaches used in studies of the informal economy (anecdotal/ethnographic, micro‐ and macro‐level data), and contrasting data before and after a key shift in the sector. Our study shows how this hub, though barely registering in official economic and trade data, houses a large, vital and differentiated cluster of businesses, which have processed almost half of Israel's e‐waste for over a decade, and constitute an important export sector and local economic contributor. In 2015, even operating at levels 40% below those sustained over the prior decade, the hub imported and processed 16–25,000 tonnes of e‐waste, creating 381 enterprises, 1,098 jobs and US$28.5 million gross value added to the Palestinian economy. This study demonstrates methodological approaches for studying informal e‐waste flows and economies and the substantive insights these produce, and argues for the relevance of both to analogous hubs across the global South. This article describes an unconventional participatory development approach carried out in an informal e‐waste hub in South‐West Hebron, an area that has collected and processed the bulk of Israeli e‐waste for over a decade. Our approach contributes to the critique and recovery of community representation in participatory development and the search for ways to facilitate representative community engagement. Specifically, we describe our use of a novel Delphi‐like method that allowed us to facilitate a broadly endorsed development trajectory within a heterogeneous and conflicted community. We show how the results yielded by this approach diverged from those that were likely to emerge from more facile forms of participation in ways that are important for other similar e‐waste hubs internationally, which face a destructive status quo on the one hand, or the economically ruinous international policies that ban e‐waste trade from "developed" to "developing" countries on the other. Despite real tensions and cleavages within the affected communities, the process described facilitated a shift from deadlocked environmental versus livelihood positions towards building capacity and regulating existing informal e‐waste trades to preserve livelihoods dependent on these. As NGOs have emerged as arguably the most prominent actors within the global development enterprise, their international activities and presence have grown to represent a key area of inquiry for development scholars. Existing literature on the geographic distribution of development NGOs leans heavily on quantitative analysis, which lends little insight into the deeper motivations behind the location-based decisions that these organizations make; this study uses a qualitative lens to fill this gap, shedding light on the question "Why do NGOs work where they do"? After interviewing representatives from 22 Canadian development NGOs, the research team determined several key catalysts, which shape the geography of these entities. These factors include existing relationships, personal visits, local requests, logistical ease, funder restrictions, documented need, and humanitarian crises. The literature on international non-governmental organizations (INGOs) has focused primarily on large INGOs, which capture the majority of total INGO spending but represent a small number of total INGOs. Over the past two decades, the number of INGOs has more than tripled throughout the global North, which has ushered in a decentralization of the sector as an emerging class of small- and medium-sized INGOs increasingly share the same space once occupied solely by large INGOs. This study focuses on these INGOs in transition to explore how they differ from large INGOs that receive significant government funding and their pathways to scale. Using an original dataset of 1371 Canadian INGOs, we explored comparative differences related to funding sources, overhead, organizational age, country coverage, staff, and religion between the transitioning and small-scale INGOs. Our results identified several general insights for how INGOs transition: (1) Large INGOs are less likely to articulate a religious motivation, which may impede government funding; (2) INGOs are more likely to be headquartered in Ontario, which is closer to federal government offices; (3) low overhead expenditures inhibit small-scale INGOs from transitioning to medium- and large-scale INGOs; (4) organizational age plays a critical factor to scale-up as INGOs increase their experience and expertise; (5) generous compensation to attract talented staff offers an under-valued pathway to scale. Finally, our results demonstrate the diversity among INGOs in Canada and problematizes singular scale-up pathways, while underscoring the necessity of future research to explore scaling strategies through individual case studies. Background: The development of neural circuits within the embryonic cerebral cortex relies on the timely production of neurons, their positioning within the embryonic cerebral cortex as well as their terminal differentiation and dendritic spine connectivity. The RhoA GTPases Rnd2 and Rnd3 are important for neurogenesis and cell migration within the embryonic cortex (Nat Commun 4:1635, 2013), and we recently identified the BTB/ POZ domain-containing Adaptor for Cul3-mediated RhoA Degradation family member Bacurd2 (also known as Tnfaip1) as an interacting partner to Rnd2 for the migration of embryonic mouse cortical neurons (Neural Dev 10:9, 2015). Findings: We have extended this work and report that Bacurd1/Kctd13 and Bacurd2/Tnfaip1 are interacting partners to Rnd2 and Rnd3 in vitro. Given that these genes are expressed during cortical development, we performed a series of in utero electroporation studies in mice and found that disruptions to Bacurd1/Kctd13 or Bacurd2/Tnfaip1 expression impair the long-term positioning of E14.5-born cortical neurons within the postnatal (P17) mouse cerebral cortex. We also find that forced expression of Bacurd1/Kctd13 and Bacurd2/Tnfaip1 alters the branching and dendritic spine properties of layer II/III projection neurons. Conclusions: We identify Bacurd1/Kctd13 and Bacurd2/Tnfaip1 as interacting partners to Rnd proteins which influence the development of cortical neurons. Background: During fetal brain development in mammals, newborn neurons undergo cell migration to reach their appropriate positions and form functional circuits. We previously reported that the atypical RhoA GTPase Rnd2 promotes the radial migration of mouse cerebral cortical neurons (Nature 455(7209):114-8, 2008; Neuron 69(6):1069-84, 2011), but its downstream signalling pathway is not well understood. Results: We have identified BTB-domain containing adaptor for Cul3-mediated RhoA degradation 2 (Bacurd2) as a novel interacting partner to Rnd2, which promotes radial migration within the developing cerebral cortex. We find that Bacurd2 binds Rnd2 at its C-terminus, and this interaction is critical to its cell migration function. We show that forced expression or knockdown of Bacurd2 impairs neuronal migration within the embryonic cortex and alters the morphology of immature neurons. Our in vivo cellular analysis reveals that Bacurd2 influences the multipolarto- bipolar transition of radially migrating neurons in a cell autonomous fashion. When we addressed the potential signalling relationship between Bacurd2 and Rnd2 using a Bacurd2-Rnd2 chimeric construct, our results suggest that Bacurd2 and Rnd2 could interact to promote radial migration within the embryonic cortex.
