Urban flooding is one of the main challenges affecting sustainable urban development worldwide, threatening the safety and well-being of communities and citizens. The aim of this study is to assess the development and trends in urban flood resilience at the city scale, as well as to improve the resilience of cities to these risks over time. The study constructs a model for assessing urban flood resilience that incorporates economic, social, ecological, and managerial aspects and assesses them through a range of indicators identified in the literature. The comprehensive evaluation model of Network Analysis Method–Entropy Weight Method–The Distance between Excellent and Inferior Solutions (ANP-EWM-TOPSIS) was used to empirically investigate the flood resilience characteristics of Nanjing from 2010 to 2021. There are two main findings of the study: firstly, the flood resilience of Nanjing gradually improves over time, as the economic flood resilience steadily increases, while the social, ecological, and management flood resilience decreases; and secondly, during the study period, barriers caused by economic and regulatory factors in Nanjing decreased by 33.75% and 23.72%, respectively, while barriers caused by social and ecological factors increased by 32.69% and 24.68%, respectively. The novelty of this study is the introduction of a “barrier degree” model, which identifies and highlights barriers and obstacles to improving urban flood resilience and provides new insights into improving urban flood resilience at the city scale.

In recent years, large-scale flood events have occurred more frequently, and the concept of resilience has become a prevalent approach to managing flood risk in many regions. This has led to an increased interest in how to effectively measure a city’s flood resilience levels. This study proposes a novel modeling approach to quantify urban flood resilience by developing D-number theory and analytical hierarchy process (AHP) models, which are applied to three cities in China using the VIse Kriterijumski Optimizacioni Racun (VIKOR) method. The findings reveal that Hefei City has the most effective level of flood resilience, Hangzhou City was ranked second, while Zhengzhou City has the least effective level of flood resilience. This study provides a new scientific basis on how to quantify flood resilience at the city scale and provides a useful reference for these three specific cities. The methods and approaches developed in this study have the potential to be applied to other cities and in the related aspects of disaster prevention, recovery, and reconstruction.

Recent unprecedented events worldwide, such as floods in Dubai, recurring heavy rainfall in Santo Domingo, and abrupt temperature changes in the United Kingdom (UK), underscore the tangible impacts of climate change. In response to escalating threats from natural disasters, global communities prioritise resilience and effective disaster management systems. This paper addresses best practices for managing abnormal floods, laying the foundation for the next generation of preparedness and mitigation plans. Focusing on flood risk in Santo Domingo, the study employs the Community Disaster Resilience Framework, conducting a workshop with over 100 stakeholders from government, private, and academic sectors. The assessment spans physical, economic, environmental, and social aspects, revealing common challenges in infrastructure upkeep, public awareness, urban planning, drainage, and economic disparities. The paper proposes technological solutions like predictive maintenance and smart drainage systems, emphasising the potential for implementation. Recognising the importance of community involvement and preparedness, insights from the United Kingdom guide initial steps in strategy development. The conclusions advocate for collaborative efforts among government, academia, and society to navigate the complexities of disaster management and community resilience, ultimately proposing a framework to address these challenges. Further research is suggested in expanding online platforms for disaster risk reduction education in the Caribbean region.

Abstract The impacts of flooding on socioeconomic outcomes have become a global concern for governments, policymakers, and international organizations alike. The situation is particularly challenging in developing nations where poor communities are more vulnerable to the impacts of flooding. Consequently, this study investigated the impact of flooding on poor communities and poverty levels in Africa with particular reference to the Makoko community in Lagos State, South‐West Region of Nigeria. A survey design was employed with the collection of data through an environmental structured audio interview questionnaire (ESAIQ). Three Hundred and Fifty‐Eight participants located in the core six district areas of the community took part in the research. The impacts of flooding were found to be negative and a significant impediment to community development. Flooding was found to aggravate poverty levels and negatively impact educational status and community development. This study recommends more community‐based approaches to help raise awareness and support the co‐development of interventions that can help improve resilience.

Humanitarian supply chains play a major role in enabling disaster-affected areas to recover in a timely manner and enable economic and social activities to be restored. However, the sudden onset and increasing frequency of natural disasters such as flash floods require humanitarian supply chains to be resilient during the relief process. In this study, the evaluation indicators were identified from the literature and the Delphi method, and the weights of the evaluation indicators were calculated using the ANP method; the ANP method was combined with the Pythagorean fuzzy VIKOR (PFs-VIKOR) to propose the ANP-PFs-VIKOR method model. The model was used to examine the example of the 2021 megaflood event in Zhengzhou City to evaluate the performance of the humanitarian supply chain in four cities. The findings suggest that the indicator with the strongest impact on the effectiveness of humanitarian supply chains is coordination among participating organizations. Dengfeng City was found to have the best performing humanitarian supply chain. The findings of this research provide some helpful indication of the importance of the various emergency measures which can help to inform policy recommendations for the Zhengzhou municipal government.

As one of the most frequently occurring natural hazards, flooding can seriously threaten global security and the sustainable development of our communities. Therefore, enhancing the resilience of cities and improving their ability to adapt to flooding have become issues of great significance. This study developed a new comprehensive evaluation model of flood resilience that includes an evaluation index system from the basis of four key dimensions of social resilience, economic resilience, ecological environment resilience and infrastructure resilience. Firstly, interpretative structural modelling (ISM) was applied to analyze the structural issues affecting urban flood resilience. Secondly, the analytic network process (ANP) was then used to calculate the importance of these indicators. Finally, taking three cities (Zhengzhou, Xi’an, and Jinan) in the Yellow River Basin of China as examples, the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) was used to evaluate their current levels of flood resilience using the findings from the earlier stages. The results show that the levels of rainfall and vulnerability of groups were the fundamental factors affecting urban flood resilience. Indicators such as average annual rainfall, fixed-asset investments, and emergency rescue capabilities were also found to have a greater impact on urban flood resilience. In the study area, Xi’an was found to have a higher level of resilience due to having strong ecological environmental resilience. These findings are expected to provide a useful reference for policymakers and stakeholders involved in the management of flooding events.

This paper investigated a coordinated optimization problem of production and delivery operations with parallel machines and multiple vehicles so that a more cost-effective and sustainable supply chain performance can be achieved. We propose an effective hybrid metaheuristic solution framework to deal with this problem, by which the investigated problem is decomposed into 3 sub-problems namely, vehicle assignment, parallel machine scheduling and traveling salesman sub-problem. This framework is established for handling the 3 sub-problems in a coordinated manner so as to simplify the optimization process and to reduce the computational complexity. To evaluate the effectiveness of the methodology, this paper integrates a genetic algorithm, the longest processing time heuristic and a tabu search under this framework to solve the investigated problem. Extensive numerical experiments have been conducted and experimental results show that the proposed solution framework can handle the investigated problem efficiently and effectively.

In recent years, the acceleration of urbanization processes coupled with more frequent extreme weather including more severe flood events, have led to an increase in the complexity of managing community flood resilience. This research presents an empirical study to explore the factors influencing community flood resilience in six communities located in the Hubei Province of China. The study presents the development of a flood resilience evaluation index system, comprising the use of the decision-making trial and evaluation laboratory (DEMATEL) and interpretative structural modeling method (ISM) methods. The results show that the three most important factors affecting the flood resilience capacity of the community are (i) the investment in disaster prevention, (ii) disaster relief capacity and (iii) flood control and drainage capacity. The differences between the six communities were analyzed across four dimensions to reveal the strengths and weaknesses of the communities across these dimensions and in terms of their overall resilience. By analyzing the causal hierarchical relationship that affects community flood resilience, this study helps to enhance community resilience to flood disasters and reduce disaster risk. These findings are conducive to enhancing the sustainable development of urban communities and are expected to provide scientific guidance for community risk management and strategic decision-making.

Sustainable Urban Drainage Systems (SuDS) are known to help mitigate flooding whilst simultaneously delivering other positive outcomes, such as the provision of environmental, economic, educational, and business benefits. Despite this, there has been a relatively low uptake of SuDS in new developments and even less of an uptake in the opportunities for retrofitting SuDS in existing buildings. A major barrier to uptake has been a lack of understanding regarding the value of the benefits provided by SuDS. This study presents an appraisal of the costs and benefits derived from the retrofitting of SuDS in existing buildings and reveals some of the key decision-making considerations during the design and installation of such schemes. A qualitative research approach that included a number of case studies of successfully retrofitted SuDS schemes within public buildings was conducted. A novel feature of the research was the use of the Willingness to Pay (WTP) approach to value the tangible and intangible benefits provided by the various schemes from the perspectives of the property owners. The findings revealed that the retrofit provided a net value to the client of over £100,000 over 10 years, a mean CBA ratio of 5.3/10, and a return on investment (ROI) that would be achieved in less than 3 years. The importance of stakeholder engagement during the decision-making process was highlighted in helping to overcome many of the design, installation, and maintenance challenges. The findings demonstrate a significant ROI for these SuDs retrofit schemes and highlight useful approaches to overcoming the barriers in valuing the importance of the intangible benefits. In supporting the uptake of the retrofitting of SuDS, it is recommended that these benefits are given full consideration by property owners, urban planners, and architects during the design of retrofit schemes and throughout the decision-making stage.

Cities around the world are having to become more resilient to the effects of climate change and ongoing development pressures and consequently are seeking to improve urban water resource management. In order to analyze the key factors affecting a city’s water resilience, this research establishes an urban water resilience evaluation model. The DEMATEL method is used to calculate the intensity of the interaction among the water resilience indicators and to establish their causal relationships. Then, an ANP structured diagram is established and the weighting of the water resilience evaluation index for the city of Wuhan is obtained using the Super Decisions software. The key water resilience factors for Wuhan are shown to have significant mutual influences, with the main factors found to be the utilization of rainwater resources, the utilization of reclaimed water, and the total annual runoff control of the city. This method provides a sound basis for the evaluation of urban water resilience with scope to extend this to other cities. The results provide useful guidance for policy makers and other key stakeholders in supporting more sustainable urban development.

The severity and frequency of flood and drought events have increased in recent decades. These climate change-induced and anthropogenic stressors on water resources represent the leading water-related hazards to communities. Further, the increasing exposure of the population and infrastructure to such events has heightened the risks. Assessing the impact scope of these events in different subfields towards comprehensively evaluating the risks requires an unbiased systematic approach. This paper combines content analysis and science mapping to investigate the existing multidisciplinary body of knowledge on analyzing flood and drought together. Searching the literature using selected search terms yielded a sample of 119 publications. Initially, various contents, such as the authors’ keywords, applied methods and indices, and study scale, were extracted from these articles. These contents were then incorporated into the science mapping technique to form communicative networks. Analyzing these publications revealed 13 major research themes, with a sustained focus on hydrological issues. However, a more diverse range of themes was recently revealed, including economy, sociology, insurance, and policymaking. Producing such computational and visual networks explained informative insights that can help further develop both existing and new frameworks to support the management, design and policymaking sectors in responding to both flood and drought events.

Communication campaigns to promote the importance of water as a vital but limited resource have evolved in many ways. Nowadays, the resources, techniques and skills to deliver effective communication campaigns are far greater than ever before. Over the past decades, there has been a significant body of research towards improving water conservation campaign communication but with limited success in promoting more resilient behaviours on behalf of water consumers. While the media and technology have rapidly evolved and awareness among consumers may have increased, this has not been sufficient to make the communication effective in changing behaviour. Communications to promote resilience among consumers need to reach a wide audience, capture audiences’ attention, build awareness and motivate water consumers to consume water sustainably. This represents a subject in need of further theoretical and conceptual investigation. This research reviews various approaches to effective communication and through a synthesis of the concepts aims to present a new, socio-psychological water conservation conceptual framework. The present conceptual framework integrates emotional appeal, for use on social media platforms and in order to foster more water resilient communities. This framework represents a potentially major contribution in providing guidelines for water sectors to deliver effective video communications on social media platforms.

Frequent natural hazards such as flooding and the devastating consequences of severe events make the humanitarian supply chain particularly important in alleviating the suffering of those communities impacted by such events. However, the ambiguity of information and the different goals of stakeholders demand that the humanitarian supply chain must be resilient. This research adopts the use of literature review and expert opinions to identify the indicators that affect the resilience of the humanitarian supply chain using the flood event in Hechuan District, China in 2020 as an example. Based on the combination of fuzzy Decision-making Trial and Evaluation Laboratory and Analytic Network Process (fuzzy-DEMATEL-ANP), the interrelationships between the indicators and the weights of each indicator are calculated. The research results indicate that decision-makers in the humanitarian supply chain should vigorously coordinate the cooperation among stakeholders, ensure the effective transmission of information, and formulate forward-looking strategic plans. At the same time, these key decision makers should also be aware of the need to adjust their strategies at different stages of the flooding event in order to achieve a flexible humanitarian supply chain that responds to the varying demands over the course of a flooding event. The results of this study will help professionals involved in humanitarian supply chains to develop strategies and plans to become more resilient thus helping to reduce losses from natural hazards such as floods.

Flooding has become the natural disaster that causes the greatest losses, with urban flooding restricting the healthy development of cities. The ability to assess a city’s resilience to flooding is very important and would contribute to improving resilience and also help to inform planning and development. The aim of this study was to determine the key urban flood resilience indicators for three different Chinese cities (Wuhan, Nanjing, and Hefei) and to prioritize these for each city. A combined interpretive structure and network analysis method (ISM-ANP) model was used to evaluate and analyze the selected evaluation indicators. A four-level urban flood resilience evaluation network model was constructed to determine the interdependence between indicators and to calculate the priorities of the flood resilience indicators for the three cities. Overall, rescue capacity was found to be extremely important and was defined as the most important index. For Wuhan, indicators related to the distribution of waters were found to be more important, while for Nanjing, spatial planning and spatial structure of land use were found to be key priorities. In Hefei, the level of investment in infrastructure and the level of public resources occupy a more important position. The framework presented in this study contributes to the understanding of urban flood resilience and has the potential to be extended to other natural hazards.

Due to population growth and human activities, water shortages have become an increasingly serious concern in recent years. The agri-food industry is the largest water-consuming industry among all industries, and various efforts have been made to reduce the loss of water in the agricultural supply chain. Improving the resilience of water resource management is a key measure to reduce the risks in the agricultural supply chain. This study aims to identify the factors affecting the resilience of water management in the agricultural supply chain and to help manage the risks related to water resources use. A total of 14 factors are selected from five dimensions of society, economy, environment, institution, and crop characteristics, and an index institution is constructed. This was used to determine the level and importance of each factor. Data were collected through a questionnaire survey involving 28 experts from the agricultural industry in Northwest China, as well as a thorough literature analysis and interactions with experts. Using a combination of an interpretative structural model (ISM) and an analytical network process (ANP), a hierarchical structure model was developed, composed of direct factors, indirect factors, and basic factors. The results show that the selection of agricultural products, the establishment of a water audit control institution, the recycling of wastewater, and the investment in water-saving technologies are the main factors affecting the resilience of water resources management in the agricultural supply chain. These findings provide useful guidance for practitioners involved in the management of water resources in agricultural supply chains. These results are expected to contribute to the sustainable management and strategic deployment of water by agricultural supply chain stakeholders.

While various measures of mitigation and adaptation to climate change have been taken in recent years, many have gradually reached a consensus that building community resilience is of great significance when responding to climate change, especially urban flooding. There has been a dearth of research on community resilience to urban floods, especially among transient communities, and therefore there is a need to conduct further empirical studies to improve our understanding, and to identify appropriate interventions. Thus, this work combines two existing resilience assessment frameworks to address these issues in three different types of transient community, namely an urban village, commercial housing, and apartments, all located in Wuhan, China. An analytic hierarchy process–back propagation neural network (AHP-BP) model was developed to estimate the community resilience within these three transient communities. The effects of changes in the prioritization of key resilience indicators under different environmental, economic, and social factors was analyzed across the three communities. The results demonstrate that the ranking of the indicators reflects the connection between disaster resilience and the evaluation units of diverse transient communities. These aspects show the differences in the disaster resilience of different types of transient communities. The proposed method can help decision makers in identifying the areas that are lagging behind, and those that need to be prioritized when allocating limited and/or stretched resources.

The city of Birmingham has experienced a number of significant flooding events in the past two decades. The impacts of these flood events include physical damage to critical infrastructure, as well as significant losses caused by business interruption and general disruption to communities. Human losses and impacts can be life changing. This study identifies the current challenges and opportunities of managing flood risk in the city of Birmingham, drawing on a desk-based account of current flood risk management (FRM) practice and diagnostic evidence. This interrogation adopts the use of a ‘flood resilience circle model’ to consider ways to address the challenges in a methodological manner aligned to an integrated approach to flood risk management. Solutions aligned to the key FRM stages of prevention, preparation, response and recovery are provided. The findings will be of interest to policy makers and decision makers on how to address current weaknesses in FRM practices towards the prospect of a sustainable approach that improves the resilience of the city and delivers multiple benefits. Recommendations made include the adoption of a blue-green systems approach, the development of a new communication strategy aligned to motivating behaviour change, and improved flood forecasting especially for surface water flooding.

Intelligent storage is an important element of intelligent logistics and a key development trend in modern warehousing and logistics. Based on the characteristics of flood control materials and their intelligent storage, this study established a flood control material storage location allocation model reflecting the multiple objectives of retrieval efficiency and shelf stability and used a weighting method to transform a multi-objective optimization problem into a single-objective optimization problem. We then used the facilities and equipment planning and storage location allocation in the intelligent storage area for provincial flood control materials at the Zhenjiang warehouse of the Jiangsu water conservancy and flood control material reserve center as a case study. Empirical analysis was performed and used the genetic algorithm and Matrix Laboratory (MATLAB) software to optimize the storage location allocation of provincial flood prevention supplies at this warehouse, and it achieved effective results.

The performance of contractors is known to be a key determinant of client satisfaction.Here, using factor analysis, clients’ satisfaction is defined in several dimensions. Based onclients’ assessment of contractor performance, a number of satisfaction models developedusing the multiple regression (MR) technique are presented. The models identify arange of variables encompassing contractor performance, project performance and respondent(i.e. client) attributes as useful predictors of satisfaction levels. Contractor performanceattributes were found to be of utmost importance indicating that clientsatisfaction levels are mainly dependent on the performance of the contractor. Furthermore,findings suggest that subjectivity is to some extent prevalent in clients’ performanceassessment. The models demonstrate accurate and reliable predictive power as confirmedby validation tests. Contractors could use the models to help improve their performanceleading to more satisfied clients. This would also promote the development ofharmonious working relationships within the construction project coalition.

Construction cost is a major concern to both clients and contractors. Based on a hypotheticalconstruction project (a six-storey concrete framed office building), cost and otherrelated information was collected through a survey of contractors in Japan, the UK and theUS. Using multiple regression analysis it was found that lower overheads, less prefabricatedcomponents, and fewer design variations could reduce construction cost. Overheadslargely represent indirect costs to contractors and if reduced can lead to increased profitlevels and improved competitiveness. The use of prefabricated components may be problematicwhere there are delays in production, insufficient coordination between design andconstruction, and congested transportation on site. Design variations during constructionbring about uncertainties and are disruptive to the construction process. These factorshave paramount impact on construction cost and demand close attention and consideration.Contractors are advised to reduce the costs of their overheads and utilise prefabricationappropriately, while clients and designers should minimise the number of designvariations during construction if better cost performance is desired.

Scientific and rational class-based storage can effectively improve the management level of flood control materials, providing assurance for the material support that is essential in flood control. Based on an analysis of the three key factors—importance, cost, and reserve—of flood control materials and combined with the correlations of different classes of materials, a comprehensive evaluation index system and a class-based model for these materials are developed using the grey clustering method. An empirical analysis is also conducted based on the realistic requirements of a warehouse of the Jiangsu provincial water conservancy and flood control materials reserve centre, which results in the proposal of a class-based materials storage strategy for this warehouse.

The terms flood or flooding are often used in different ways. According to the International Commission on Irrigation and Drainage (ICID), flooding is defined as the overflowing or failing of the normal confines of a river, stream, lake, canal, sea or accumulation of water as a result of heavy precipitation where drains are lacking or their discharge capacity is exceeded. The occurrence of floods is the most frequent amongst all natural disasters. Although flooding is a serious hazard in humid regions, it can also be devastating in semiarid areas, where high rates of runoff following storms produce widespread flood damage down valley. These hazards involve tragic loss of life, damage to buildings and natural environments, and massive short-term disruption to the lives of the affected population. One-third of the annual natural disasters and economic losses, and more than half of the respective victims are flood-related.
