1. Behavioural responses of non-breeding waterbirds to marine traffic in the near-shore environment

Abstract

Capsule: Recording of behavioural responses to ferry traffic for 11 target species showed that Red-throated Diver Gavia stellata, Slavonian Grebe Podiceps auratus, and Black-throated Diver Gavia arctica were most likely to react to passing vessels. Aim: To provide information on how responses to marine traffic vary between waterbird species to inform marine spatial planning and environmental impact assessments in the near-shore environment. Methods: We recorded behavioural responses to ferry traffic for 11 target species in near-shore waters: Common Eider Somateria mollissima, Goldeneye Bucephala clangula, Long-tailed Duck Clangula hyemalis, Velvet Scoter Melanitta fusca, Red-breasted Merganser Mergus serrator, Black-throated Diver, Great Northern Diver Gavia immer, Red-throated Diver, European Shag Gulosus aristotelis, Slavonian Grebe and Black Guillemot Cepphus grylle. Responses were analysed using generalized linear models and mixed models. Results: Red-throated Diver, Black-throated Diver and Slavonian Grebe were the most likely species to exhibit a response to passing vessels. While Red-throated Divers and Slavonian Grebes were highly likely to flush, Black-throated Divers and Great Northern Divers rarely took flight, instead favouring swim or dive responses. In rougher sea conditions birds were more likely to take flight, and the propensity to respond declined across the wintering period. Conclusions: This research provides comparative evidence on the behavioural responses of waterbirds to marine traffic. The results support previous studies which highlighted the high sensitivity of diver species to disturbance and provide new evidence that Slavonian Grebe may also be a high sensitivity species.

Abstract

This article argues—in contrast to the claims of right-libertarians—that the Lockean thesis of justice in property seems to entail much egalitarian property redistribution. It starts by outlining what the Lockean thesis of justice in property is. It then argues that a Lockean version of the law of restitution is a reasonable way to approach the problem of holdings which were not gained in line with Lockean justice. Furthermore, according to this law, property which has unknown rightful owners should ideally be redistributed in an egalitarian manner among everybody in the world. In addition, due to the history of Lockean injustice throughout the world (e.g., feudalism and colonialism), it appears that much property in the world should be redistributed in an egalitarian manner.

Abstract

In this book, David Jarrett argues that the influential Lockean thesis of justice in property, which traces back to John Locke, seems to entail much egalitarian property redistribution.Put briefly, Lockeans argue that people justly own: (1) any unowned natural resources they labour on, (2) any resources they receive via voluntary transfer from a legitimate owner, and (3) any resources they legitimately receive in compensation for harm done to their person or legitimately held property. However, a question that has been largely overlooked by Lockeans is how to address the problem of property which did not arise in line with Lockean justice. What do we do about property which derives from feudal and colonial conquest, for example? Drawing on a range of theoretical and historical sources, this book argues that the legal concept of restitution is the most reasonable way to address the problem. If we apply this concept, it appears that much property in the world is held unjustly and should be redistributed in an egalitarian manner.Lockean Property Ethics and Restitution will be of interest to political theorists and philosophers alike.

Abstract

In order to ensure that the placement of future wind energy developments does not conflict with important areas for bats, surveys and analyses are required to deliver a robust understanding of large-scale patterns in species’ distributions and abundance. We demonstrate that extensive presence-absence survey data can be collected for bats across a large (> 20,000 km 2 ) region of southern Scotland using volunteers supplemented with additional fieldworker effort in remote areas. We advocate a survey design that allows data to be collected for all bat species, but provide more focused analyses on three species (Leisler's bat, noctule and Nathusius' pipistrelle) that are currently considered to be at highest risk from wind turbines. We estimate that between 16% and 24% of the regional populations of these three high risk species overlap existing and approved wind farms, with 50% of this overlap concentrated at just 10% of wind farms. This emphasises the importance of new wind farm placement to minimise impact on these species. We have stratified the region according to the potential impact on bats of future wind farm development, highlighting those areas in the top 1%, 5% and 10% of risk. We conclude that there is a need for higher quality data of this type in order to inform spatial models of bat distribution and activity. As a minimum standard, researchers working on bats should prioritise the collection and use of presence-absence data with consideration of the underlying survey design and representativeness of the data collected. This can be achieved most cost-effectively by working with the public to develop large-scale acoustic monitoring schemes.

Abstract

Continuous cover forestry (CCF) systems are increasingly advocated for stand management, with biodiversity among the ecosystem services perceived to benefit. However, long term (>100 years) influences of such silvicultural systems on biodiversity in managed forests are poorly understood. Timed point counts in Scots pine forests in Scotland were used to quantify associations between species richness, diversity and abundance of breeding birds and different forest structures provided by CCF. Managed forests with old growth features (some including particularly old pines and snags) were considered surrogates for long term CCF stands. A stand category with an understorey of young trees (understorey reinitiation) was the most species rich (other categories in descending order were old growth, commercially maturing stands with no regenerating understorey and exclusively pre canopy-closure young growth stage) but differences were small and marginally non-significant. Heterogeneity in canopy layer structure at a scale typical of many song bird territories ( ca 1 ha) and the occurrence of old growth features were associated with greater abundance in a number of individual bird species but many associations were species-specific. Knowledge of species-specific responses to forest structure can inform management for the benefit of species of conservation concern and other priority species but requires better understanding of optimal structural mosaics including frequencies of old trees and snags for those species and groups. Bird distributions can change in response to extrinsic factors within the expected long-term plans for CCF managed forests; the contribution of structural mosaics to the resilience of forests in supporting a changing avifauna deserves further attention.

Abstract

Background: Findings from the RESTART trial suggest that starting antiplatelet therapy might reduce the risk of recurrent symptomatic intracerebral haemorrhage compared with avoiding antiplatelet therapy. Brain imaging features of intracerebral haemorrhage and cerebral small vessel diseases (such as cerebral microbleeds) are associated with greater risks of recurrent intracerebral haemorrhage. We did subgroup analyses of the RESTART trial to explore whether these brain imaging features modify the effects of antiplatelet therapy.Methods: RESTART was a prospective, randomised, open-label, blinded-endpoint, parallel-group trial at 122 hospitals in the UK that assessed whether starting antiplatelet therapy might reduce the risk of recurrent symptomatic intracerebral haemorrhage compared with avoiding antiplatelet therapy. For this prespecified subgroup analysis, consultant neuroradiologists masked to treatment allocation reviewed brain CT or MRI scans performed before randomisation to confirm participant eligibility and rate features of the intracerebral haemorrhage and surrounding brain. We followed participants for primary (recurrent symptomatic intracerebral haemorrhage) and secondary (ischaemic stroke) outcomes for up to 5 years (reported elsewhere). For this report, we analysed eligible participants with intracerebral haemorrhage according to their treatment allocation in primary subgroup analyses of cerebral microbleeds on MRI and in exploratory subgroup analyses of other features on CT or MRI. The trial is registered with the ISRCTN registry, number ISRCTN71907627.Findings: Between May 22, 2013, and May 31, 2018, 537 participants were enrolled, of whom 525 (98%) had intracerebral haemorrhage: 507 (97%) were diagnosed on CT (252 assigned to start antiplatelet therapy and 255 assigned to avoid antiplatelet therapy, of whom one withdrew and was not analysed) and 254 (48%) underwent the required brain MRI protocol (122 in the start antiplatelet therapy group and 132 in the avoid antiplatelet therapy group). There were no clinically or statistically significant hazards of antiplatelet therapy on recurrent intracerebral haemorrhage in primary subgroup analyses of cerebral microbleed presence (2 or more) versus absence (0 or 1) (adjusted hazard ratio [HR] 0·30 [95% CI 0·08–1·13] vs 0·77 [0·13–4·61]; pinteraction=0·41), cerebral microbleed number 0–1 versus 2–4 versus 5 or more (HR 0·77 [0·13–4·62] vs 0·32 [0·03–3·66] vs 0·33 [0·07–1·60]; pinteraction=0·75), or cerebral microbleed strictly lobar versus other location (HR 0·52 [0·004–6·79] vs 0·37 [0·09–1·28]; pinteraction=0·85). There was no evidence of heterogeneity in the effects of antiplatelet therapy in any exploratory subgroup analyses (all pinteraction>0·05).Interpretation: Our findings exclude all but a very modest harmful effect of antiplatelet therapy on recurrent intracerebral haemorrhage in the presence of cerebral microbleeds. Further randomised trials are needed to replicate these findings and investigate them with greater precision.Funding: British Heart Foundation.

We aimed to determine the association of evidence-based processes of care for acute ischemic stroke (AIS) and clinical outcome of patients who participated in the HEADPOST (Head Positioning in Acute Stroke Trial), a multicenter cluster crossover trial of lying flat versus sitting up, head positioning in acute stroke. Methods and Results-Use of 8 AIS processes of care were considered: reperfusion therapy in eligible patients; acute stroke unit care; antihypertensive, antiplatelet, statin, and anticoagulation for atrial fibrillation; dysphagia assessment; and physiotherapist review. Hierarchical, mixed, logistic regression models were performed to determine associations with good outcome (modified Rankin Scale scores 0-2) at 90 days, adjusted for patient and hospital variables. Among 9485 patients with AIS, implementation of all processes of care in eligible patients, or defect-free care, was associated with improved outcome (odds ratio, 1.40; 95% CI, 1.18-1.65) and better survival (odds ratio, 2.23; 95% CI, 1.62-3.09). Defect-free stroke care was also significantly associated with excellent outcome (modified Rankin Scale score 0-1) (odds ratio, 1.22; 95% CI, 1.04-1.43). No hospital characteristic was independently predictive of outcome. Only 1445 (15%) of eligible patients with AIS received all processes of care, with significant regional variations in overall and individual rates. Conclusions-Use of evidence-based care is associated with improved clinical outcome in AIS. Strategies are required to address regional variation in the use of proven AIS treatments. Abstract

Background: Results of small trials indicate that fluoxetine might improve functional outcomes after stroke. The FOCUS trial aimed to provide a precise estimate of these effects.Methods: FOCUS was a pragmatic, multicentre, parallel group, double-blind, randomised, placebo-controlled trial done at 103 hospitals in the UK. Patients were eligible if they were aged 18 years or older, had a clinical stroke diagnosis, were enrolled and randomly assigned between 2 days and 15 days after onset, and had focal neurological deficits. Patients were randomly allocated fluoxetine 20 mg or matching placebo orally once daily for 6 months via a web-based system by use of a minimisation algorithm. The primary outcome was functional status, measured with the modified Rankin Scale (mRS), at 6 months. Patients, carers, health-care staff, and the trial team were masked to treatment allocation. Functional status was assessed at 6 months and 12 months after randomisation. Patients were analysed according to their treatment allocation. This trial is registered with the ISRCTN registry, number ISRCTN83290762.Findings: Between Sept 10, 2012, and March 31, 2017, 3127 patients were recruited. 1564 patients were allocated fluoxetine and 1563 allocated placebo. mRS data at 6 months were available for 1553 (99·3%) patients in each treatment group. The distribution across mRS categories at 6 months was similar in the fluoxetine and placebo groups (common odds ratio adjusted for minimisation variables 0·951 [95% CI 0·839–1·079]; p=0·439). Patients allocated fluoxetine were less likely than those allocated placebo to develop new depression by 6 months (210 [13·43%] patients vs 269 [17·21%]; difference 3·78% [95% CI 1·26–6·30]; p=0·0033), but they had more bone fractures (45 [2·88%] vs 23 [1·47%]; difference 1·41% [95% CI 0·38–2·43]; p=0·0070). There were no significant differences in any other event at 6 or 12 months.Interpretation: Fluoxetine 20 mg given daily for 6 months after acute stroke does not seem to improve functional outcomes. Although the treatment reduced the occurrence of depression, it increased the frequency of bone fractures. These results do not support the routine use of fluoxetine either for the prevention of post-stroke depression or to promote recovery of function.Funding: UK Stroke Association and NIHR Health Technology Assessment Programme.

Abstract

A set of materials (Portland limestone, white painted steel, white plastic and polycarbonate filter material) was exposed at locations in London, Athens and Krakow. Regular measurements of reflectance were taken over a period of twelve months. Co-located measurements of PM(10) concentrations were available. Based on these results, the relationship between soiling (measured as loss of reflectance) and ambient PM(10) concentrations was quantified leading to the development of dose-response functions for the soiling of materials. The results for limestone revealed too much scatter for a prediction to be made. Implications for air quality management and for the conservation of cultural heritage buildings are considered, including public acceptability and economic factors.

Political parties have long since targeted the marginal constituency and floating voters using demographic segmentation approaches and the use of market segmentation techniques in general election campaigns is now well-documented (see Johnson 1971; Ahmed and Jackson 1979; Yorke and Meehan 1986; Baines et al. 2003). The actual practice of segmentation as undertaken by political parties and its relation to theory is less well-considered. This paper represents a serious attempt to outline how political parties targeted a priori segments of the electorate including gender, age and lifecycle in the 2005 British General Election when they should have been adopting a product attributed-based approach. Selected MORI surveys from April 2005 were analysed, using logistic regression to indicate the most important factors in determining how Britons vote. Abstract

National audits of stroke care in the UK have repeatedly shown deficiencies in basic care. The key to good care is prompt thorough assessment, investigation and management of physiological parameters i.e blood pressure, glycaemia, temperature and oxygenation. Three interventions are of proven benefit in acute ischaemic stroke: admission to an organised stroke service, early aspirin and intravenous thrombolysis. The use of multidisciplinary guidelines and education and audit around these improves care.

The perceived importance of five technical service qualities (Gronroos 1984) or features (i.e. national and local policies, leaders, values and candidates), and voters’ ratings of the Labour and Conservative Parties’ competence on each of these parameters, were investigated during the 2001 British General Election using an a priori segmentation method and the classification tree statistical technique for data analysis. Voter ratings of the technical service features were found to be indicators of intention to vote. A product differentiation approach is most likely to influence voting intention, because the technical service features are more readily manipulated through marketing programmes than demographic and customer characteristics (Bucklin and Gupta 1992). This paper investigates the stability of the classical car-following model (for example, Chandler et al., Operations Research, 6, 165–184, 1958; Herman et al., Operations Research, 7, 86–106, 1959; Wilhelm and Schmidt, Transportation Engineering Journal (ASCE) 99, 923–933, 1973). Conditions for local and asymptotic stability as defined in the references cited are established for the linear model. These differ from those in the literature in two ways. First, it will be shown that, in the autonomous model when the product of the coefficient of proportionality α and the reaction time τ is less than or equal to 1/e, there exist oscillatory solutions with higher frequencies than 2π, although there are none with lower frequencies. Secondly, asymptotic stability is considered along with local stability. The derived condition for asymptotic stability is both necessary and sufficient. In addition, the condition depends on the frequency of the forcing term, with the sufficient condition ατ 1 2 for the asymptotic stability found in the literature being included as a special case. The nonlinear model is considered by linearization and numerical integrations. Some practical values of parameters are tested for the stability of the model. The analyses in this paper are extended to consider different values of α and τ for different drivers in the line.

Abstract

One of the key aims of traffic management is to encourage drivers to follow an efficient routing pattern (i.e. a set of routes that collectively minimise the potential for delays and accidents and possibly also minimise travel distance). At present, little is known about the relative merits of different patterns or how they could be accommodated or encouraged within existing city centre networks. A number of archetypes are compared using total vehicle conflicts and total travel distance as the main criteria. They include several that have not previously appeared in the literature, and, the conflicts are weighted to reflect variations in the severity of the interactions between vehicles carrying out different turning movements at junctions. The results indicate wide variations in the characteristics of different routing patterns and suggest new ways of organising the spatial pattern of traffic circulation as possible alternatives to the conventional gyratory system.

Abstract

The total number of path crossings between vehicles following different routes on a road network can be taken as a rough proxy for congestion and accident risk. It is therefore useful to identify ways of routing traffic in the plane such that the numbers of crossings are minimised; these can serve as models for the design of traffic management schemes in urban areas. The authors have previously investigated a number of routing patterns; the best ones generated path crossings whose number exceeded a conjectured minimum by 33%. In this article, two configurations are put forward that achieve the minimum value. The networks required to support such routing patterns are probably not realisable in practice, but the exercise provides a useful insight into the traffic circulation problem and suggests a yardstick against which other routing patterns can be evaluated.

Abstract

The experience of using a telemedicine feasibility study to integrate respiratory health response and environmental stimuli information is presented. The effects of ambient air quality, pollen and local environment conditions on asthmatic patients' lung function were investigated through the use of a novel European health telematic system. The Medical Diagnosis, Communication and Analysis Throughout Europe (MEDICATE) project developed and tested the feasibility of using a telemedicine system for chronic asthmatics in London, UK, and Barcelona, Spain. The key to this was the determination of the real time health (lung function) response to the ambient environment and allergens. Air quality, pollen and environmental lifestyle information were related to respiratory measurements for recruited asthmatic patients in the study through the design of a dedicated environmental management system (EMS) database. In total, 28 patients completed the study trial, subject to ambulatory monitoring of spirometric lung function (PEF, FEV 1 and FVC) up to four times a day over a 2-week period recorded during the year 2000. Alongside this, ambient air quality and pollen counts were used to represent local exposure to potential environmental stimuli. Personal questionnaire interviewing collected additional data about patient lifestyles, social-economic conditions and quality of life perceptions. The methods and indicative results of integrating environmental and health data in this respect are examined. Assessment tools such as GIS and object-orientated databases were designed to locate and compile environmental information about the patients' locations and lifestyles in the study areas (London and Barcelona). Socioeconomic and lifestyle factors, such as exposure to smoking, pets, personal journey lengths and modes, income, household occupancy and domestic fuel use, were found to have limited detectable effects on the patients' basic lung function levels. Patients' gender, age and predicted PEFR were significantly associated with the 2-week mean and minimum respiratory measurements. Lung function data were compared with air quality and pollen indicators to examine relationships on a daily or lagged-day basis controlling for confounding factors. The paper discusses the new methodology and the practicalities of using the telemedical system as a tool for assessing the impacts of environmental stimuli on respiratory health.

The residential aged-care reforms implemented a decade ago in Australia have seen the planning of nursing-home beds, hostel places and home/community care using a rigid, demographically-based formula. This planning had its roots in a number of commissioned reports and reviews, and the aim was control over the unsustainable growth of the nursing-home industry and a reversal of the trend toward institutionalisation of the elderly. The demographic profile of the Australian population is changing and the profile of nursing-home and hostel residents has also changed. Community services appear inadequate for a continuum of care and de-institutionalisation. Acute services have adopted a casemix-based system of funding, which has an effect on appropriate care of the elderly by moving more elderly patients out of the acute institutions into the community, hostels and nursing homes. Despite all these shifts, the planning ratio for nursing-home beds remains as set in 1986. This paper provides an overview of the federal government's planning of aged care in Australia from an historical perspective, one which identifies some of the influences that have had a bearing on the planning process. Further discussion centres around what is occurring in aged care, as related to the planning arrangements and with an emphasis on nursing-home-based care. The present planning ratio is restrictive and has not been researched for appropriateness or validity on a national basis, which brings into question its reliability in planning for the future health-care needs of the elderly population. The planning of aged care can only be accomplished with any reliability when the many variables impinging on aged care have been clearly defined.

Abstract

The purpose of this study was to develop and validate a method for predicting expected accidents on main roads with minor junctions where traffic counts on the minor approaches are not available. The study was based on data for some 3800 km of highway in the U.K. including more than 5000 minor junctions. The highways consisted of both single and dual-carriageway roads in urban and rural areas. Generalized linear modelling was used to develop regression estimates of expected accidents for six highway categories and an empirical Bayes procedure was used to improve these estimates by combining them with accident counts. Accidents on highway sections were shown to be a non-linear function of exposure and minor junction frequency. For the purposes of estimating expected accidents, while the regression model estimates were shown to be preferable to accident counts, the best results were obtained using the empirical Bayes method. The latter was the only method that produced unbiased estimates of expected accidents for high-risk sites.

This paper is a report on work in progress on a project concerned with models of road traffic flow. Results for two such models are described and illustrated. One model is the classical car-following model. A number of numerical simulations were carried out, but no evidence of chaos was found. The other model concerns trip distribution. Here a dynamic formulation of the model results in some solutions which appear chaotic, and evidence of a period-doubling sequence of bifurcations is found.

Active 3-D vision sensors offer two main advantages over indirect means of obtaining 3-D information about objects: non-reliance on ambient lighting and a higher image acquisition speed, which make them ideal for object manipulation operation in unconstrained environments. These sensors, however, can be adversely affected by the high dynamic range of the returned signal, although this can to be overcome by repeated data sampling and low-pass filtering, using either a stochastic or model-driven approach. The potential for an additional drawback is investigated, namely the appearance of systematic errors in the 3-D image data when the sensor's distance to the object is within an order of magnitude of the sensor image resolution, such as might be the case in eye-in-hand robotic applications.

It is difficult in considering William Faulkner's Yoknapatawpha novels not to be reminded of Thomas Hardy. This association is made, for example, in the first sentence of Cleanth Brook's study of Faulkner's Yoknapatawpha stories. "Most readers associate William Faulkner with the South," he says, ". . . as automatically as they associate Thomas Hardy with Wessex.. ..1 But, perhaps significantly, this is also the last mention of Thomas Hardy in the book and Brooks goes on to develop a fuller comparison of Faulkner's South with the Ireland of W. B. Yeats. It is of course true that in such a case there is little need to pursue a comparison between Faulkner and Hardy, since in general terms it is so obvious. In the world of Yoknapatawpha and that of Wessex we see a largely agrarian or pastoral society which is on the brink of or in the process of change. The shrinking of the forest and the consequent shrinking of man's spiritual horizons is a major theme of several of the stories or sections of Go Down, Moses (1942). The tone of the narrator who tells us of the passing of Major de Spain's hunting camp and of its replacement by a sawmill is elegiac, just as the whole volume is in one sense an elegy for the repeated failures of the progressively de-mythologized generations of McCaslins. Perhaps one should turn to the beginning of Light in August (1932) to understand how fully in Faulkner the sawmill represents the blind degradation and deadening of the environment. Similarly it is with a tone of elegiac regret that Hardy, in The Return of the Native (1878), records the passing away of the profession of the reddleman in the face of modem methods.2 Because Hardy, except in the special case of The Well-Beloved (1897), never attempts the chronicle novel, he cannot show the disintegration of his rustic society in the way of Faulkner, whose scope in time can easily spread from the Civil War to the Second World War in a single novel and whose events and characters can pass with equal ease from one Yoknapatawpha novel to another. Yet there remains in a pastoral novel like Far From the Madding Crowd (1874) a comparable sense of a lost world, since, though no wailing train disturbs with its technological threat or promise the pace of life in rustic Wessex as it does in Yoknapatawpha County,3 Hardy and his
