With the rising prevalence of digital data, infrastructures and platforms in education, the challenge of conceptualizing and investigating 'intermediaries' has substantially increased. This not only refers to various new types of actors that have been materializing around practices of data infrastructuring (e.g., data management), but equally to the rising empowerment of data infrastructures themselves as intermediaries of policy and governance. The aim of this article is to sharpen our conceptual understanding of this interrelation between intermediaries and data infrastructuring. More specifically, the article suggests to approach intermediaries through a lens on performative contexting, thus shifting the focus towards how 'intermediary contexting' is used, by whom and where exactly, rather than seeking to map intermediaries as an object 'from the outside'. Data infrastructuring, then, can be regarded both as part, and as a result, of such contexting efforts. Using Estonia as a case study, it is shown what we see (differently) when applying such a lens to the digital transformation of education. The findings hereby indicate a gradual emergence of what could be described as 'governance by intermediarization': a process in which more and more actors are shifted into the (self)contexting as infrastructural stewards, while the politics of digital transformation become centered – i.e., seemingly depoliticized – around asserting continuous change through digital connection. Data infrastructures exist in a variety of formats. This article draws on the insights of senior personnel involved in developing a new data dashboard in one state jurisdiction in Australia. While literature on dashboards often focuses on the teachers and learners influenced by them, there is less attention to those involved in their development and the politics that attend their work. While the dashboard initiative holds out the hope of enabling more educationally oriented benefits, such as assisting with cross-school moderation of students' learning in various 'like-schools' in a local region/state, there was also recognition by some involved in the development process that much of the discourse around the dashboard revolved around broader systemic concerns about who should have access to which kinds of data, and that such data were 're-presentations' of actual instances of student learning which limited understanding of what could actually be done to enhance students' learning. Processes of monitoring and temporal anomalies were key to sometimes problematic governance processes associated with developing the dashboard, eliciting various affective responses amongst different actors involved in its development. Biodiversity conservation is a global challenge that requires the integration of global and local data. Expanding global data infrastructures have opened unprecedented opportunities for biodiversity data storage, curation, and dissemination. Within one such infrastructure—the Global Biodiversity Information Facility (GBIF)—these benefits are achieved by aggregating data from over 100 regional infrastructure nodes. Such, regional biodiversity infrastructures benefit scientific communities in ways that exceed their core function of contributing to global data aggregation, but these additional scientific impacts are rarely quantified. To fill this gap, we characterize the scientific impact of the Atlas of Living Australia, one of the oldest and largest GBIF nodes, as a case study of a regional biodiversity information facility. Our discussion reveals the multifaceted impact of the regional biodiversity data infrastructure. We showcase the global importance of such infrastructures, data sets, and collaborations. Proponents of digital transformation in welfare provision argue that digital technologies can take over tedious tasks and free resources to provide better care for those in need. Digital technologies, however, are often developed in line with a logic of control and dispositions around surveillance and efficiency which challenge careful engagements. In this conceptual article, we explore emerging tensions in digital welfare arrangements and propose an analytical framework to illuminate interrelations between care and control in values, infrastructures, and work related to the provision of welfare services. Illustrating the application of this framework with three empirical vignettes, we discuss how digital welfare technologies shape relations between state care and control. Considering theories of care in relation to the digital welfare state, we give a nuanced perspective on the contingencies of the digital transformation and add to the literature concerned with social justice by attending to everyday lived experiences in-between control and care. Today, large‐scale IT systems play a central role in the management of European borders. These systems not only support and enable the management of mobility but also require expert management as complex data infrastructures. Drawing on fieldwork carried out at the headquarters of the European Union Agency for the Operational Management of Large‐Scale IT Systems in the Area of Freedom, Security and Justice (eu‐LISA), this article engages with growing calls to explore the politics of data infrastructure management. Focusing on the expert discourses and practices of eu‐LISA, I show that, in line with a logic of service, it seeks to establish its legitimacy and authority as the manager of data infrastructures by sharing its expertise with its stakeholders. By attending to a logic of service, I show that the management of data infrastructures is neither exclusively depoliticising nor politicising; rather, it is often simultaneously both. In this essay I analyse how energy dreams and epistemologies, constructed on cravings for productivity and profit, connect the spaces that epitomise the ‘Cartesian enclosure’ with the technologies and spaces of everyday life. I examine how destructive habits of extracting, procuring and consuming energy follow predictions that assume the inevitability of growth. Estimates that, even in the face of climate catastrophe, render the need for more energy inevitable and rely on finding new fixes rather than embracing other forms of living. Focusing on the case of lithium extraction in Atacama, I address the struggles sustained by indigenous communities for their lives, sovereignty and rights. Battles that emphasise how, in what has been described as ‘green colonialism’, the development of the ‘green energy futures’ too often is to the detriment of indigenous peoples. Ending world hunger remains one of the central global challenges, but the question of how to measure and define the problem is politically charged. This article chronicles and analyses the indicator selection process for SDG 2.1, focusing in particular on the Food Insecurity Experience Scale (FIES) indicator. Despite alleged efforts to separate political and technical aspects in the indicator selection process we find that they were entangled from the start. While there was significant contestation around which indicators should be selected, the process was characterized by pathway lock-in: The complexity of food security quantification and the resource constraints in the process favored already established data infrastructures and milieus of expertise, locking in the position of FAO and its established food security indicators. The SDG 2.1 indicators frame food insecurity in terms of caloric supply and demand and individual experience, arguably excluding dimensions of democratic agency, sustainability and other dimensions and drivers of food insecurity. The lock-in has thus embedded a narrow concept of food security in the major global indicator framework for food security monitoring. This is likely to have significant effects on how food insecurity is addressed nationally and internationally. Addressing the knowledge politics of food security indicators is important to broaden and open the agenda for sustainable transformation of food systems. Statistics and indicators are important tools in this agenda, but a diversity of approaches and data infrastructures from the local to the international level are needed to understand the multiple dimensions and drivers of food insecurity. Two distinct modes of data governance have emerged in accessing and reusing viral data pertaining to COVID-19: an unrestricted model, espoused by data repositories part of the International Nucleotide Sequence Database Collaboration and a regulated model promoted by the Global Initiative on Sharing All Influenza data. In this paper, we focus on publications mentioning either infrastructure in the period between January 2020 and January 2023, thus capturing a period of acute response to the COVID-19 pandemic. Through a variety of bibliometric and network science methods, we compare the extent to which either data infrastructure facilitated collaboration from different countries around the globe to understand how data reuse can enhance forms of diversity between institutions, countries, and funding groups. Our findings reveal disparities in representation and usage between the two data infrastructures. We conclude that both approaches offer useful lessons, with the unrestricted model providing insights into complex data linkage and the regulated model demonstrating the importance of global representation.

A growing body of research centers around the concept of "datafication" suggesting a buzz around data studies and, perhaps, the emergence of a research field. This article analyzes and discusses the current state of datafication research. Our dataset comprises 463 publications on datafication identified through a systematic literature search in Web of Science and Scopus, an explorative network analysis of keyword co-occurrences and a content analysis of these publications. We map datafication research interests in various research fields, find that the majority of studies are theoretically oriented, whereas empirical analyses largely apply qualitative approaches and rarely make use of data-driven methods. We suggest studies on datafication can be devised into categories reflecting research interests in either user understandings and practices or in infrastructure and technological processes of datafication. The latter strand is particularly sparse in empirical anchoring, and needs empirical and methodological attention. We conclude by outlining three paths for future datafication research to cross-pollinate infrastructural and user perspectives, highlighting the bridging role of communication research in such an endeavor. In recent years, a broad and multidisciplinary literature has emerged at the intersection of critical border and migration studies, critical security studies, and science and technologies studies (STS). This literature has produced a rich conceptual repertoire for the analysis of digital technologies and infrastructures of border control and mobility governance. This scenario conceptually maps some of the core strands in this debate, which portray borders as complex and multi-located arrangements that create spaces of control and circulation, notions and images of “trusted” and/or “risky” travelers, and a globalized hierarchy of mobility rights. Furthermore, the scenario reflects on some major research avenues for STS to intervene in this debate and expose how border regimes are today imagined, designed, maintained, and critiqued.

This paper explores the significance of schools' data infrastructures as a site of institutional power and (re)configuration. Using 'infrastructure studies' as a theoretical framework and drawing on in-depth studies of three contrasting Australian secondary schools, the paper takes a holistic look at schools' data infrastructures. In contrast to the notion of the 'platformatised' school, the paper details the ad hoc and compromised ways that these school data infrastructures have developed – highlighting a number of underlying sociotechnical conditions that lead to an ongoing process of data infrastructuring. These include issues of limited technical interoperability and differences between educational requirements and commercially-led designs. Also apparent is the disjuncture between the imagined benefits of institutional data use and the ongoing maintenance and repair required to make the infrastructures function. In this article, we reveal the nature and effects of data infrastructures on the authorisation of data that represent students and educational practitioners, including how such data can misrepresent and govern educational policy and practices in sometimes problematic ways. To better understand the governance capacities of data infrastructures, we draw upon notions of discursive practices and materiality, and apply these to a specific school management system, OneSchool, in Queensland, Australia. We show how data infrastructures both promote and impede educational practitioners' use of data in decision making and daily practices. This includes precluding information about students' (positive) behaviours and omitting important enrolment information about students' Indigenous languages. By doing so, we show how data infrastructures govern in ways that authorise the preclusion and omission of data, thereby representing students and schooling. [ABSTRACT FROM AUTHOR]

This contribution aims to summarize and highlight the main themes emerged during the panel “Surveillance infrastructures or open platforms? Aid and control of vulnerable populations through digital data” that took place at the VIII STS Italia Conference. The panel invited to reflect upon the ambivalence and ambiguity of digital platforms and data infrastructures for population management as well as on the highly diversified functions and users they support and attract. More precisely, presenters were encouraged to enquire how platforms and data infrastructures affect vulnerable populations and reconfigure the boundaries between the private and public domains: how do they allow empowering and innovative communication and resistance strategies? How, on the contrary, do they produce novel or exacerbate already existing vulnerabilities? How is the modern distinction between government, business, and civil society de facto reshuffled as a consequence? Although panel’s presentations discussed remarkably different types of platforms – from online maps and social networks to public health databases and migration technologies – they overall emphasized that only a careful, situated analysis of the multiple socio-technical factors shaping users’ engagement might help to understand how – and why – those technologies become tools for control and surveillance or empowerment resources.

The amount of data generated worldwide is constantly increasing. These data come from a wide variety of sources and systems, are processed differently, have a multitude of formats, and are stored in an untraceable and unstructured manner, predominantly in natural language in data silos. This problem can be equally applied to the heterogeneous research data from materials science and engineering. In this domain, ways and solutions are increasingly being generated to smartly link material data together with their contextual information in a uniform and well‐structured manner on platforms, thus making them discoverable, retrievable, and reusable for research and industry. Ontologies play a key role in this context. They enable the sustainable representation of expert knowledge and the semantically structured filling of databases with computer‐processable data triples. In this paper, I unravel the socio-materiality of the Mexican State’s data infrastructures measuring feminicide. Based on 14 semi-structured in-depth interviews with experts and dozens of content analyses of secondary sources, I argue that feminicide data are better understood as iteratively multiple rather than singularly factual. That is, the seeming singularity of a woman’s dead body shifts into many as her case is classified differently along the choreographed interactions between people, tools, protocols and techniques enacting feminicide as data. I propose the concept of ‘permeability device’ to showcase how power unevenly accrues through the different methods and mediums by which information is documented and transferred across data infrastructures. By opening feminicide data in their everyday multiplicity, I demonstrate how the unequal distribution of power becomes evident in the lack of gender perspective in crime investigations aggravated by public patriarchy, the challenges of processing information incited by the scarcity of resources resulting in data debris and the affective resonance experienced by public servants exposed to gruesome content. In the discussion, I point to precarity as a condition that cuts through the State’s infrastructures enacting feminicide as data. [ABSTRACT FROM AUTHOR]

The intensification of data collection practices in schooling – often due to state accountability requirements – has resulted in the widespread adoption of commercial student management systems (SMS) in schools. Drawing on a qualitative case study of a New Zealand primary school, this paper investigates its adoption of a commercial SMS, and the ways this product re-engineers schooling processes, including what student data is collected, how school decisions are made, and when work is done by staff. Through this analysis, we argue direct-to-school commercial relationships constitute a new configuration of public–private partnerships in education. We demonstrate the rise of a local education market for data management where responsibility is placed on individual schools to choose a commercial product that will interface with the needs of a public bureaucracy. We end this paper with a critical discussion about how the commercialisation of school administration affects the broader infrastructures of public schooling. [ABSTRACT FROM AUTHOR]

The article focuses on infrastructures as heterogeneous assemblages. Our claim is that to examine something as elusive as data infrastructure calls for an epistemological and methodological approach consistent with the fluid ontology of the object of study. Moreover, we assert that there is no position of exteriority from which to critique data infrastructures. Our question is thus primarily methodological: How might we analyse the relational and heterogeneous nature of data infrastructures in a way that both problematizes and builds on the impossibility of exteriority? We examine two dispositions of data infrastructures: first comes their provisional, dispersed and entangled character, and second, the affective attachments imbued therein. Overall, this paper, first, returns to the ontological and theoretical perspectives on what data infrastructures are; second, makes a contribution to the methodological question of how to study them; and, third, develops a means of critique that do not locate the analyst outside the object of the critique, reminding us of the immanent relationality of data infrastructures and of the necessity to take these seriously in the methodological approach. The paper works with the existing literature on data infrastructures and research methods in education policy analysis, and with our own research data and first-hand experiences. Data practices are understood in the generic sense of the word here, i.e., as the actions, performances, and the resulting consequences, of introducing data-producing technologies in everyday educational situations. The paper first distinguishes between data infrastructures, datafication and data points as three distinct, yet interrelated, phenomena. In order to investigate their concrete doings and specificities, the paper proposes a topological methodology that allows disentangling the relational nature and interwovenness of data practices. Based on this methodology, the paper proceeds with outlining a methodical toolbox that can be employed in studying data practices. Starting from nascent work on digital education platforms as a worked example, the toolbox allows researchers to investigate data practices as consisting of four unique topological dimensions: the Interface of a data practice, its actual Usage, its concrete Design, and its Ecological embeddedness - IUDE.

This paper contributes to a growing body of research on the increasing datafication of schooling, which has become a salient topic in comparative education and education policy research. Specifically, we address the rising scholarly concern about the meaning of (comparing) contexts as bounded localities facing an increasingly fluid and generative process of datafication. This concern is closely related to wider (and also older) calls to denaturalize space as a territory and instead to approach space as relational and consisting of complex constellations of changing topologies. Topological theorizing emphasizes spatial complexity and dynamism, and it simultaneously maintains that it is necessary to bridge topological and topographical perspectives and to understand their mutually constitutive nature in space-(re)making. Accordingly, we use the recent expansion of standardized assessments in Germany and Russia to illustrate the coming-together of topological and topographical space-making in datafication. One of our arguments is that the value of the concept of data infrastructures does not stop with pointing to the topological 'side' of datafication, but may also help to capture the complexity of the interplay of multiple topological and topographical moments of bordering, their mutual constitution and simultaneity at different phases of data design, collection, processing, analysis and reporting. Against the backdrop of the current hyperconnected and highly virialised post-COVID-19 societies, we, 'pandemic citizens', wherever we are located now, have already become tiny chips inside an algorithmic giant system that nobody understands. Furthermore, over the last decade, the increasing propagation of sensors and data collections machines and data collections machines in the so-called Smart Cities by both the public and the private sector has created democratic challenges around AI, surveillance capitalism, and protecting citizens' digital rights to privacy and ownership. Consequently, the demise of democracy is clearly already one of the biggest policy challenges of our time, and the undermining of citizens' digital rights is part of this issue, particularly when many 'pandemic citizens' will likely be unemployed during the COVID-19 crisis. This book suggests reverting the intertwined mainstream paradigm of the technocratic policy scheme popularised as Smart City. The Smart City paradigm has increasingly been influenced (and even shifted) by the debate regarding urban liberties, digital rights, and cybercontrol by leading us to the consideration that actually the Smart City incarnates a society of techno-political control, which in itself has flourished abundant critique from cybernetic urbanism. To provide a constructive standpoint and acknowledging that since 2018 GDPR may have well contributed to open up a pertinent debate, this book asks whether it is possible to alter existing data governance extractivist models to incentivize further democratic citizenship through data ownership and technological sovereignty. As such, the book highlights citizen's perspective and social accountability in both transitional and experimental frameworks by pointing out the importance of creating platform-based alternative urbanism such as data and platform co-operatives. To examine citizenship is always important but perhaps never more urgent than right now in the fragile post-COVID-19 hyperconnected societies. Amidst the AI-driven algorithmic disruption and surveillance capitalism, this book sheds light on the way citizens take control of the Smart City, and not vice-versa, by revolving around the new book entitled Smart City Citizenship recently published by Elsevier. By following the methodological and conceptual proposal of the book, this review article will introduce nine key ideas including how to (1) deconstruct, (2) unplug, (3) decipher, (4) democratise, (5) replicate, (6) devolve, (7) commonise, (8) protect, and (9) reset Smart City Citizenship. During public health crises, the significance of rapid data sharing cannot be overstated. In attempts to accelerate COVID-19 pandemic responses, discussions within society and scholarly research have focused on data sharing among health care providers, across government departments at different levels, and on an international scale. A lesser-addressed yet equally important approach to sharing data during the COVID-19 pandemic and other crises involves cross-sector collaboration between government entities and academic researchers. Specifically, this refers to dedicated projects in which a government entity shares public health data with an academic research team for data analysis to receive data insights to inform policy. In this viewpoint, we identify and outline documented data sharing challenges in the context of COVID-19 and other public health crises, as well as broader crisis scenarios encompassing natural disasters and humanitarian emergencies. We then argue that government-academic data collaborations have the potential to alleviate these challenges, which should place them at the forefront of future research attention. In particular, for researchers, data collaborations with government entities should be considered part of the social infrastructure that bolsters their research efforts toward public health crisis response. Looking ahead, we propose a shift from ad hoc, intermittent collaborations to cultivating robust and enduring partnerships. Thus, we need to move beyond viewing government-academic data interactions as 1-time sharing events. The article analyses the transformation of Swiss migration statistics through digital data processing in the 1970s and 1980s. It focuses on the emergence of two different modes of migration statistics management within the Swiss federal administration. First, in the early 1970s, the Swiss Federal Aliens Police implemented an electronic database with comprehensive statistics on foreigners, the so-called Central Aliens Register. It was devised as a data-driven instrument for regulating labour supply within the scope of the Western European guest worker regime. Then, in the mid-1980s, the Swiss Federal Statistical Office introduced periodical population scenario analysis. The modelling of future demographic scenarios, based on existing data, shifted the perspective towards a new global migration framework. It is shown how this computerisation of statistical data infrastructures in the 1970s/1980s enabled the combination of different regulatory regimes for population movements within the federal administration (labour/asylum), thus, contributing to the formation of a Swiss migration regime. »Sozialforschung in den Zeiten von Big Data. Die Herausforderungen der neuen Datenwelten und die Notwendigkeit einer Soziologie der Sozialforschung «. The phenomenon of big data does not only deeply affect current societies but also poses crucial challenges to social research. This article argues for moving towards a sociology of social research in order to characterize the new qualities of big data and its deficiencies. We draw on the neopragmatist approach of economics of convention (EC) as a conceptual basis for such a sociological perspective. This framework suggests investigating processes of quantification in their interplay with orders of justifications and logics of evaluation. Methodological issues such as the question of the "quality of big data" must accordingly be discussed in their deep entanglement with epistemic values, institutional forms, and historical contexts and as necessarily implying political issues such as who controls and has access to data infrastructures. On this conceptual basis, the article uses the example of health to discuss the challenges of big data analysis for social research. Phenomena such as the rise of new and massive privately owned data infrastructures, the economic valuation of huge amounts of connected data, or the movement of "quantified self" are presented as indications of a profound transformation compared to established forms of doing social research. Methodological and epistemological, but also institutional and political, strategies are presented to face the risk of being "outperformed" and "replaced" by big data analysis as they are already done in big US American and Chinese Internet enterprises. This article explores datawalking as a novel method in media and communication research for studying datafication. Drawing from existing literature, datawalking is characterized as an embodied, situated and generative practice. These affordances of walking help to tackle existing research challenges and connect lived experiences to data infrastructural concerns. More specifically, contemporary research on the deep mediatized city faces challenges that pertain to the invisibility, loss of context and access to data and its infrastructures. It is argued that datawalks, as an empirical method in media and communication research, offers a much-needed anchoring of data as material and situated, and constitutive of everyday life. This article introduces the concept of "alterity processing" to account for the simultaneous enactment of individual "Others" and emergent European orders in the context of migration management. Alterity processing refers to the data infrastructures, knowledge practices, and bureaucratic procedures through which populations unknown to European actors are translated into "European-legible" identities. By drawing on fieldwork conducted in Italy and the Hellenic Republic from 2017 to 2018, this article argues that different registration and identification procedures compete to legitimize different chains of actors, data, and metadata as more authoritative than others. Competing procedures have governance implications, as well, with some actors being included and others being excluded. Furthermore, there is evidence that—despite procedural rigidities—applicants themselves propose alternative chains of actors, data, and metadata that are more meaningful to them. In this tension, it is not only the individual Other that is enacted but also specific bureaucratic orders cutting across old and new European actors and distinctive understandings of "Europe." From a technology studies perspective, this article engages in a dialogue with the emergent debate on Hotspots, the scholarship about the infrastructural construction of Europe and political sociology. The 2018 paper titled “Common Patterns in Revolutionary Infrastructures and Data” has been cited frequently, since we compared the current discussions about research data management with the developments of large infrastructures in the past believing, similar to philosophers such as Luciano Floridi, that the creation of an interoperable data domain will also be a revolutionary step. We identified the FAIR principles and the FAIR Digital Objects as nuclei for achieving the necessary convergence without which such new infrastructures will not take up. In this follow-up paper, we are elaborating on some factors that indicate that it will still take much time until breakthroughs will be achieved which is mainly devoted to sociological and political reasons. Therefore, it is important to describe visions such as FDO as self-standing entities, the easy plug-in concept, and the built-in security more explicitly to give a long-range perspective and convince policymakers and decision-makers. We also looked at major funding programs which all follow different approaches and do not define a converging core yet. This can be seen as an indication that these funding programs have huge potentials and increase awareness about data management aspects, but that we are far from converging agreements which we finally will need to create a globally integrated data space in the future. Finally, we discuss the roles of some major stakeholders who are all relevant in the process of agreement finding. Most of them are bound by short-term project cycles and funding constraints, not giving them sufficient space to work on long-term convergence concepts and take risks. The great opportunity to get funds for projects improving approaches and technology with the inherent danger of promising too much and the need for continuous reporting and producing visible results after comparably short periods is like a vicious cycle without a possibility to break out. We can recall that coming to the Internet with TCP/IP as a convergence standard was dependent on years of DARPA funding. Building large revolutionary infrastructures seems to be dependent on decision-makers that dare to think strategically and test out promising concepts at a larger scale.

Marine spatial planning (MSP) seeks to integrate traditionally disconnected oceans activities, management arrangements, and practices through a rational and comprehensive governance system. This article explores the emerging critical literature on MSP, focusing on key elements of MSP engaged by scholars: (1) planning discourse and narrative; (2) ocean economies and equity; (3) online ocean data and new digital ontologies; and (4) new and broad networks of ocean actors. The implications of these elements are then illustrated through a discussion of MSP in the United States. Critical scholars are beginning to go beyond applied or operational critiques of MSP projects to engage the underlying assumptions, practices, and relationships involved in planning. Interrogating MSP with interdisciplinary ideas drawn from critical social science disciplines, such as emerging applications of relational theory at sea, can provide insights into how MSP and other megaprojects both close and open new opportunities for social and environmental well-being. This paper analyses the role of information security (IS) in shaping the dissemination and re-use of biomedical data, as well as the embedding of such data in material, social and regulatory landscapes of research. We consider data management practices adopted by two UK-based data linkage infrastructures: the Secure Anonymised Information Linkage, a Welsh databank that facilitates appropriate re-use of health data derived from research and routine medical practice in the region, and the Medical and Environmental Data Mash-up Infrastructure, a project bringing together researchers to link and analyse complex meteorological, environmental and epidemiological data. Through an in-depth analysis of how data are sourced, processed and analysed in these two cases, we show that IS takes two distinct forms: epistemic IS, focused on protecting the reliability and reusability of data as they move across platforms and research contexts, and infrastructural IS, concerned with protecting data from external attacks, mishandling and use disruption. These two dimensions are intertwined and mutually constitutive, and yet are often perceived by researchers as being in tension with each other. We discuss how such tensions emerge when the two dimensions of IS are operationalized in ways that put them at cross purpose with each other, thus exemplifying the vulnerability of data management strategies to broader governance and technological regimes. We also show that whenever biomedical researchers manage to overcome the conflict, the interplay between epistemic and infrastructural IS prompts critical questions concerning data sources, formats, metadata and potential uses, resulting in an improved understanding of the wider context of research and the development of relevant resources. This informs and significantly improves the reusability of biomedical data, while encouraging exploratory analyses of secondary data sources. [ABSTRACT FROM AUTHOR]
