2. Designing Education for Professional Expertise Development

Abstract

How to facilitate learning by novices (students) on their road to expertise has attracted the attention of a vast number of researchers in cognitive and educational psychology as well in the field of learning and instruction. Although many studies have investigated the phenomenon of expertise development, the implications of the findings for instruction are scattered throughout the literature. This article reports the results of a systematic literature review of 37 studies on expertise development. Using Tynjälä's Integrative Pedagogy Model as an organising framework, the implications for educational practice described in these studies are presented as 10 instructional principles. This study takes a step towards translating expertise development research into guidelines for instruction. Implications for future research are discussed.

9. How to control civil servants: Designing and testing a solution informed by game theory

Abstract

A fundamental challenge in democracy is how to control civil service organizations. This challenge has been primarily addressed by creating horizontal accountability arrangements, in which independent agencies act as auditors and evaluators of civil service organizations. However, horizontal accountability only partially resolves this control challenge. In this paper, we adopt a design science approach and draw on insights from game theory to develop a set of design principles for controlling civil service organizations. Based on these design principles, a system for controlling civil service staff was created and implemented in a medium-sized Dutch municipality. The results obtained in this municipality are rather promising regarding the enhanced efficiency and transparency of the civil service organization, while the high level of job satisfaction among civil servants is sustained. These findings suggest that the benefits of increased transparency in how civil servants are monitored appear to outweigh the fact that they may have less discretion in their work.

Abstract

De centrale vraag in dit artikel is hoe een ambtelijke organisatie dient te worden georganiseerd en bestuurd. Ambtelijke organisaties leveren publieke diensten en producten aan burgers, maar kunnen niet failliet gaan. Wat betre! aansturing kent de ambtelijke organisatie een grote uitdaging, namelijk dat de dienstbaarheid aan het politiek bestuur niet vanzelfsprekend is, vooral wat betre! de efficiency van ambtelijke processen. Om de efficiency en dienstbaarheid van ambtelijke organisaties te vergroten, is door de eerste auteur een nieuw ontwerp voor de aansturing van ambtelijke organisaties ontwikkeld. Dit ontwerp werd uitvoerig getest bij de gemeente Boxmeer. Besproken worden de theoretische achtergrond van dit ontwerp, de vertaling naar diverse regels en systemen voor een gemeentelijke organisatie, en de resultaten van de implementatie van dit ontwerp in Boxmeer.

Abstract

An important challenge facing firms and governments is the realization of sustainable development objectives. Sustainable technology, as an effective means to achieve sustainable development, has recently gained much interest from both society and academia. Prior research has investigated the effects of several factors on the adoption of sustainable technologies and provides a basic understanding of firms' sustainable technology adoption behaviours. However, the results of this research are scattered across different disciplines, making that knowledge on sustainable technology adoption fragmented. In this systematic literature review, Elsevier and Web of Science were used as databases to search articles in the field of sustainable process technology adoption. Based on criteria, i.e., document type, languages, definition of adoption and sustainable technology and analysis level, 34 out of 964 articles were selected in the review. A qualitative synthesis method was chosen because the aim of this study is to understand and explain the effect of a specific factor as well as to explain the often-contradictory evidence in different contexts, focusing on not only the convergence but also the divergence in prior studies. Based on the typology from United Nations Environmental Program of sustainable technologies, a classification of sustainable process technologies is provided: CO2/emission reduction, material/fuel substitution, energy/material efficiency and recycling technologies. Environmental regulations and firm characteristics are most widely studied factors influencing sustainable process technology adoption. Coercive pressure, market pressure, technology capability, internal support, adoption experience, certified systems, and cooperation are important for sustainable process technology adoption. Firm characteristics (e.g. firm size, ownership) and technology types (e.g. end-of-pipe technology vs. cleaner technology) are mostly discussed as reasons for different effects of factors in prior studies. It has been observed that governments have initiated policies that favor enhancement of automobility instead of establishment of other collective forms of mobility. It has also been observed that societies have followed the path of unlimited individual mobility as alternative to private auto-mobility remains inexistent.

Abstract

Aufbauend auf empirischen Untersuchungen in den USA, Großbritannien und der Bundesrepublik wird der Frage nachgegangen, ob und wo es international gesehen Ansätze von "sozialen Innovationen" in den Regelungsformen zum Arbeitseinsatz in der Automobilindustrie gibt. Eingegangen wird auf die Konzernstrategien, und die eher nationalspezifischen Faktoren der gewerkschaftlichen Handlungsmuster, des Arbeitsmarktes und des Ausbildungssystems. Im Mittelpunkt stehen der Aspekt der Leistungsregelung und die Veränderungen in den Formen des Arbeitseinsatzes in den manuellen Bereichen der Montagearbeit. In diesen Fertigungsbereichen werden vielerorts neue Formen des Arbeitseinsatzes entwickelt, die zum Teil eine qualitative Verbesserung auch für die angelernten Arbeiter bedeuten können. Dies trifft vor allem in der Bundesrepublik zu, wo längere Taktzeiten, stationäre Arbeitsplätze, Rotation und Gruppenarbeit in verschiedenen Unternehmen angewendet werden. Im Gegensatz zu vielen Stellungnahmen in der wissenschaftlichen Diskussion kommt der Autor zu dem Ergebnis, daß bisher noch keine Rede davon sein kann, daß das traditionelle Fließband im Aussterben begriffen ist.
