Gender quotas in legislative elections are a central component of institutional reform to foster women's inclusion in politics. However, stigma remains that women elected under quotas may be of lower quality than the men that they replace. We investigate how quotas affect the qualifications of parliamentarians, by capitalizing on the unique variation of national electoral systems used in European Parliament elections over its entire 40-year history. We provide compelling evidence that quotas are associated with higher overall levels of educational attainment in parliamentary delegations. Quotas increase the number of educated women within delegations while simultaneously increasing the level of education held by the remaining men. Thus, we provide robust support for the impact of quotas on legislator qualities in a way that has thus far been observed in only single country contexts and fixed time periods. Individual amendments at the committee stage offer Members of the European Parliament (MEPs) a valuable tool to change legislation, prior to its passage at the plenary stage. And until a recent rule change, they were also one of the last meaningful ways for MEPs to self-select into the EP legislative process. Applying theories of legislative organization, internal positions, and differences in national institutional background, we use novel data to examine why MEPs proposed amendments to select EP committees during a one-year period between October 2015 and 2016. Our findings address a remaining gap on the individual determinants for legislative behavior in the EP, while also highlighting the effects of uneven prestige and contestation found in the EP committee system. This article explores the consequences of quotas on the level of diversity observed in legislators' professional and political experience. We examine how party system and electoral system features that are meant to favor female representation, such as gender quotas for candidate selection or placement mandates on electoral lists, affect the composition of legislatures by altering the mix of professional and political qualifications held by its members. Using data collected for all legislators initially seated to the current session of the European Parliament, one of the largest and most diverse democratically elected legislatures in the world, we find that quotas eliminate gendered differences in experience within the institution, particularly when used in conjunction with placement mandates that ensure female candidates are featured on electoral lists in viable positions. Electoral institutions can generally help to "level the playing field" between the backgrounds of men and women in elected office while increasing the presence of desirable qualities among European Parliament representatives of both genders. In this article, we examine the static and dynamic factors that explain the use of the Twitter social media platform by all active Members of the European Parliament (MEPs) during the Fall and Winter of 2015–2016. Our analysis demonstrates that MEPs have an incentive to take to Twitter that varies across the European Parliament's (EP) highly segmented legislative calendar, but that MEPs are also affected by more constant differences in their national political parties and electoral systems of origin, as well as by their home constituencies. Abstract: Group coordinators are part of a highly influential circle of members of the European Parliament (MEPs). However, there is only scant knowledge about the powers and purpose of this position. This article draws upon theories of legislative organization and committee assignments to assess the question: What individual qualities determine the selection of group coordinators? Using a novel dataset of all MEPs elected to the 8th session of the European Parliament (EP), we consider various aspects of MEP professional background, experience in the chamber and interest group ties as potential predictors of this selection. Our findings indicate the particularly strong effect of incumbency in the committee system, as well as professional background for selection. Ultimately, the results bear relevance to the legislative organization of the EP as a legislature with both strong committees and strong parties. [ABSTRACT FROM AUTHOR]

Moonlighting, the pursuit of (paid or unpaid) sideline jobs by democratically elected politicians, regularly evokes public outcry. This study provides an empirical test of the claim that moonlighting goes hand-in-hand with a lower degree of parliamentary effort. The article draws upon original data on the number of outside jobs and the remuneration received by Members of the European Parliament (MEPs) during the seventh legislative term (2009-2014). Controlling for key intervening variables that affect legislative effort, we find that higher ancillary income is associated with lower participation in roll-call votes, but that this relationship is mostly driven by a small circle of heavy moonlighters. However, our analysis demonstrates that representatives with a greater number of outside jobs are also more, instead of less, likely to draft committee reports. The findings have important normative implications and speak to policy debates about the regulation and transparency requirements of outside jobs in legislatures. [ABSTRACT FROM AUTHOR]
