1. Evaluation of the School Breakfast Program Pilot Project: Findings from the First Year of Implementation. Nutrition Assistance Program Report Series.

Abstract

In 1998, Congress authorized implementation of a 3-year pilot breakfast program involving 4,300 students in elementary schools in 6 school districts representing a range of economic and demographic characteristics. The program began in the 2000-01 school year. This lengthy report presents the findings from the pilot's first year. The study had two main objectives: (1) to assess the effects of the availability of universal free school breakfast on breakfast participation and selected student outcome measures, including dietary intake, cognitive and social/emotional functioning, academic achievement tests, school attendance, tardiness, classroom behavior, food insecurity, and health; and (2) to document the methods used by schools to implement universal free school breakfast and determine the effect of participation in this program on administrative requirements and costs. Students were measured on dietary intake, cognitive functions, and height and weight. Following are some of the key findings: Food energy, protein, and vitamin and mineral intakes of most students in treatment and control groups met the standards for dietary adequacy; there was no difference in math and reading score gains across all grades between treatment and control groups; and increased breakfast participation resulted in lower per-meal labor costs in treatment schools. Abstract

Government policy in agriculture has typically revolved around supplementing market forces through measures that stabilize farm prices and incomes. However, sweeping changes in global trade and the entire food system will require the government to seriously rethink its role in agriculture. For example, the government should not approach increased free trade and competition through overprotection of firms from competitive forces. Important policy reforms are needed to ensure viability in a more competitive climate.

Abstract

This article presents a paper which addresses the issue of rural poverty, as it has been treated through public policy in the U.S. It begins with a look at some of the causes of rural poverty and the evolution of public policy responses. The rural poor made especially great strides in the 1970's, unlike earlier decades. Primarily as a result of federal income transfer programs, rural poverty has lost much of its harsh personal impact. Nonetheless, the residual hard core of the poor still exist, being too costly and too difficult to reach.

Abstract

Excerpts from the article: More than a decade has elapsed since the Rural Poverty Commission submitted its final report—The People Left Behind—to President Lyndon Johnson. In its report, the Commission charted an ambitious course to deal with the problem of rural poverty, detailing some 158 separate recommendations. Although there is room for argument over the extent of the problem and where combating it fits among current national priorities, poverty persists in sufficient magnitude to give it a high rank. This is particularly true in rural areas, where the problem is often less visible and the conventional solutions have been less effective. After 10 years, it is appropriate to look at the work of the Commission and assess its impact on Federal policy. Did the Commission ask the right questions? Were its recommendations heeded? Did the Commission make a difference? Is the course charted by the Commission still relevant?
