The forests of Central Africa constitute the continent's largest continuous tract of forest, maintained in part by over 200 protected areas across six countries with varying levels of restriction and enforcement. Despite protection, these Central African forests are subject to a multitude of overlapping proximate and underlying drivers of deforestation and degradation, such as conversion to small-scale agriculture. This pilot study explored whether transboundary protected area complexes featuring mixed resource-use restriction categories are effective in reducing the predicted disturbance risk to intact forests attributed to small-scale agriculture. At two transboundary protected area complex sites in Central Africa, we used Google Earth Engine and a suite of earth observation (EO) data, including a dataset derived using a replicable, open-source methodology stemming from a regional collaboration, to predict the increased risk of deforestation and degradation of intact forests caused by small-scale agriculture. For each complex, we then statistically compared the predicted increased risk between protected and unprotected forests for a stratified random sample of 2 km sites (n = 4000). We found varied effectiveness of protected areas for reducing the predicted risk of deforestation and degradation to intact forests attributed to agriculture by both the site and category of protected areas within the complex. Our early results have implications for sustainable agriculture development, forest conservation, and protected areas management and provide a direction for future research into spatial planning. Recent studies identifying underlying and proximate drivers of tropical deforestation and forest degradation have applied a multitude of methodologies, with varying and sometimes conflicting results. Divergent results can have implications for evidence-informed programs, policy action, and land use planning since these differences can lead to controversy as to which drivers should be addressed by deforestation and emissions-reduction or conservation programs, in addition to mismatch between the scale of study results and the scale of policy and program implementation. To identify and reconcile divergences between results among different scales and methodological approaches, we systematically reviewed 231 articles in the drivers of deforestation literature and found inconsistency in scale applied within studies (e.g., differences between the stated scale of analysis and scale of article recommendations), and variation in the number and type of drivers identified between studies by methodology. Additionally, global and regional studies tended to feature recommendations that would be difficult to implement, or that targeted large-scale problems lacking specificity. This study clarifies common themes in driver identification and what is needed for drawing contextualized, scale-appropriate conclusions relevant to forest conservation policy and sustainable land use planning. We suggest improvements to recommendations drawn from drivers of deforestation studies and avenues to reconcile divergences in approaches and results, which will support efforts to advance forest conservation and sustainable forest management outcomes. Human–wildlife conflict in the Zambezi region of northeast Namibia is well documented, but the impact of wildlife (e.g., elephants) on vegetation cover change has not been adequately addressed. Here, we assessed human–wildlife interaction and impact on vegetation cover change. We analyzed the 250 m MODIS and ERA5 0.25° × 0.25° drone and GPS-collar datasets. We used Time Series Segmented Residual Trends (TSS-RESTREND), Mann–Kendall Test Statistics, Sen's Slope, ensemble, Kernel Density Estimation (KDE), and Pearson correlation methods. Our results revealed (i) widespread vegetation browning along elephant migration routes and within National Parks, (ii) Pearson correlation (p-value = 5.5 × 10−8) showed that vegetation browning areas do not sustain high population densities of elephants. Currently, the Zambezi has about 12,008 elephants while these numbers were 1468, 7950, and 5242 in 1989, 1994, and 2005, respectively, (iii) settlements and artificial barriers have a negative impact on wildlife movement, driving vegetation browning, and (iv) vegetation greening was found mostly within communal areas where intensive farming and cattle grazing is a common practice. The findings of this study will serve as a reference for policy and decision makers. Deforestation contributes to global greenhouse gas emissions and must be reduced if the 1.5°C limit to global warming is to be realized. Protected areas represent one intervention for decreasing forest loss and aiding conservation efforts, yet there is intense human pressure on at least one-third of protected areas globally. There have been numerous studies addressing the extent and identifying drivers of deforestation at the local, regional, and global level. Yet few have focused on drivers of deforestation in protected areas in high thematic detail. Here we use a new crowdsourced data set on drivers of tropical forest loss for the period 2008–2019, which has been collected using the Geo-Wiki crowdsourcing application for visual interpretation of very high-resolution imagery by volunteers. Extending on the published data on tree cover and forest loss from the Global Forest Change initiative, we investigate the dominant drivers of deforestation in tropical protected areas situated within 30° north and south of the equator. We find the deforestation rate in protected areas to be lower than the continental average for the Latin Americas (3.4% in protected areas compared to 5.4%) and Africa (3.3% compared to 3.9%), but it exceeds that of unprotected land in Asia (8.5% compared to 8.1%). Consistent with findings from foregoing studies, we also find that pastures and other subsistence agriculture are the dominant deforestation driver in the Latin Americas, while forest management, oil palm, shifting cultivation and other subsistence agriculture dominate in Asia, and shifting cultivation and other subsistence agriculture is the main driver in Africa. However, we find contrasting results in relation to the degree of protection, which indicate that the rate of deforestation in Latin America and Africa in strictly protected areas might even exceed that of areas with no strict protection. This crucial finding highlights the need for further studies based on a bottom up crowdsourced, data collection approach, to investigate drivers of deforestation both inside and outside protected areas.

It has been widely recognized that human life and welfare depend on ecological systems. Although forests provide an important range of ecosystem services, they are heavily threatened by deforestation. In recent years, Colombian deforestation rates have rapidly increased, which is partially explained by the end of the armed conflict but is also driven by both legal and illegal factors. We analyze the drivers and the effects of deforestation in Colombia from a systemic perspective, conceptualized under the socio-ecological systems approach. This allows us to map and understand the underlying dynamic complexity of deforestation, considering factors such as low institutional capacity, governance, social context, and imperfect enforcement of regulations. Our results show that both legal and illegal drivers of deforestation create reinforcing loops that will keep increasing deforestation as long as these activities are profitable. The balancing loops that could slow down and stop deforestation are determined by governance schemes, the self-regulation of local communities, and the recognition of the valuable services provided by forests. Given the heterogeneous conditions in Colombia, deforestation requires local analysis which encompasses the site-specific context. Visualizing and understanding the entire picture of driving forces in causal loop diagrams is our main contribution to the conventional and existing assessments of deforestation in Colombia. Analysing the drivers of deforestation and forest degradation in conservation landscapes can provide crucial information for conservation management. While rates of forest loss can be measured through remote sensing, on the ground information is needed to confirm the commodities and actors behind deforestation. We administered a questionnaire to Wildlife Conservation Society's landscape managers to assess the deforestation drivers in 28 tropical conservation landscapes. Commercial and subsistence agriculture were the main drivers of deforestation, followed by settlement expansion and infrastructure development. Rice, rubber, cassava and maize were the crops most frequently cited as drivers of deforestation in these emblematic conservation landscapes. Landscape managers expected deforestation trends to continue at similar or greater magnitude in the future, calling for urgent measures to mitigate these trends. [ABSTRACT FROM AUTHOR]

The concept of forest landscape restoration (FLR) is being widely adopted around the globe by governmental, non‐governmental agencies, and the private sector, all of whom see FLR as an approach that contributes to multiple global sustainability goals. Originally, FLR was designed with a clearly integrative dimension across sectors, stakeholders, space and time, and in particular across the natural and social sciences. Yet, in practice, this integration remains a challenge in many FLR efforts. Reflecting this lack of integration are the continued narrow sectoral and disciplinary approaches taken by forest restoration projects, often leading to marginalisation of the most vulnerable populations, including through land dispossessions. This article aims to assess what lessons can be learned from other associated fields of practice for FLR implementation. To do this, 35 scientists came together to review the key literature on these concepts to suggest relevant lessons and guidance for FLR. We explored the following large‐scale land use frameworks or approaches: land sparing/land sharing, the landscape approach, agroecology, and socio‐ecological systems. Also, to explore enabling conditions to promote integrated decision making, we reviewed the literature on understanding stakeholders and their motivations, tenure and property rights, polycentric governance, and integration of traditional and Western knowledge. We propose lessons and guidance for practitioners and policymakers on ways to improve integration in FLR planning and implementation. Our findings highlight the need for a change in decision‐making processes for FLR, better understanding of stakeholder motivations and objectives for FLR, and balancing planning with flexibility to enhance social–ecological resilience. Summary: Understanding drivers of deforestation is essential for developing any successful intervention to reduce forest degradation or loss, yet there remains relatively little consensus or clarity on how drivers should be identified and classified. To capture the full range of values and mediating factors that may contribute to land-use behaviours, an approach derived from a shared values perspective that includes a range of values associated with whole landscapes and ecosystems is required. We developed a model that combines behavioural theory with the Capability Approach as a conceptual framework through which to investigate the value–action gap. We used exploratory factor analysis (EFA) of Likert-scale responses to belief statements in order to identify land users' shared values in the Sarstún Motagua region of Guatemala. We then qualify and quantify the role of capabilities in mediating between the shared values of different cultural groups of land users (Q'eqchi Maya and Ladinos) by comparing their factor scores with their self-reported forest cover change behaviours. Our results indicate that Maya and Ladinos share a set of values, but hold different value orientations that predict their behavioural intentions. We find that their different value orientations reflect behavioural intentions, but an understanding of the capabilities available to different groups is also necessary to fill the value–action gap. These findings have implications for behavioural theory, providing empirical links between shared values, capabilities and behaviour and identification of the role of value orientations, as well as demonstrating a useful approach for decision-makers seeking to understand drivers of change at landscape and whole-ecosystem levels. The negative impact of the reduction of vegetation cover is already being felt in the Zambezi Region in northeastern Namibia. The region has been undergoing various land cover changes in the past decades. To understand the historical trend of vegetation cover (increase or decrease), we analyzed 8-km resolution Global Inventory Monitoring and Modeling Studies (GIMMS) from the Advanced Very High Resolution Radiometer (AVHRR) and 0.25° × 0.25° (resampled to 8 km) resolution Global Precipitation Climatology Center (GPCC). We used the Time Series Segmented Residual Trends (TSS-RESTREND) method. We found that the general trajectory of vegetation cover was negative. Pixel-wise analysis and visual interpretation of historical images both revealed clear signs of vegetation cover change. We observed a single breakpoint in the vegetation trajectory which correlated to the 1991−1992 drought in southern Central Africa. Potential drivers of land cover change are the (il)legal expansion of subsistence farming, population growth, and wood extraction. These findings will serve as a reference for decision makers and policymakers. To better understand the human-induced land cover change at the micro scale and sub-regional level, we recommend using higher resolution remote sensing datasets and historical documents to assess the effect of demographic change, disease, civil unrest, and war.

We investigate the causes of deforestation in Indonesia, a country with one of the highest rates of primary natural forest loss in the tropics, annually between 2001 and 2016. We use high spatial resolution imagery made available on Google Earth to characterize the land cover types following a random selection of deforestation events, drawn from the Global Forest Change dataset. Notorious in the region, large-scale oil palm and timber plantations together contributed more than two-fifths of nationwide deforestation over our study period, with a peak in late aughts followed by a notable decline up to 2016. Conversion of forests to grasslands, which comprised an average of one-fifth of national deforestation, rose sharply in dominance in years following periods of considerable fire activity, particularly in 2016. Small-scale agriculture and small-scale plantations also contributed one-fifth of nationwide forest loss and were the dominant drivers of loss outside the major islands of Indonesia. Although relatively small contributors to total deforestation, logging roads were responsible for a declining share of deforestation, and mining activities were responsible for an increasing share, over the study period. Direct drivers of deforestation in Indonesia are thus spatially and temporally dynamic, suggesting the need for forest conservation policy responses tailored at the subnational level, and new methods for monitoring the causes of deforestation over time.

Over the past decades, the Peruvian Amazon has experienced a rapid change in forest cover due to the expansion of agriculture and extractive activities. This study uses spectral mixture analysis (SMA) in a cloud-computing platform to map forest loss within and outside indigenous territories, protected areas, mining concessions, and reforestation concessions within the Madre de Dios Region in Peru. The study area is focused on key areas of forest loss in the western part of the Tambopata National Reserve and surrounding the Malinowski River. Landsat 8 Operational Land Imager and Landsat 7 Enhanced Thematic Mapper Plus surface reflectance data spanning 2013–2018 were analyzed using cloud-based SMA to identify patterns of forest loss for each year. High-resolution Planet Dove (3m) and RapidEye (5m) imagery were used to validate the forest loss map and to identify the potential drivers of loss. Results show large areas of forest loss, especially within buffer zones of protected areas. Forest loss also appears in the Kotsimba Native Community within a 1 km buffer of the Malinowski River. In addition to gold mining, agriculture and pasture fields also appear to be major drivers of forest loss for our study period. This study also suggests that gold mining activity is potentially not restricted to the legal mining concession areas, with 49% of forest loss occurring outside the mining concessions. Overall accuracy obtained for the forest loss analysis was 96%. These results illustrate the applicability of a cloud-based platform not only for land use land cover change detection but also for accessing and processing large datasets; the importance of monitoring not only forest loss progression in the Madre de Dios, which has been increasing over the years, especially within buffer zones, but also its drivers; and reiterates the use of SMA as a reliable change detection classification approach.

A key premise underlying discussion about deforestation in Amazonian Peru is that small-scale or so-called migratory agriculture is the main driver of deforestation. This premise has been expressed in government documents and public outreach events. How the Peruvian government understands drivers of deforestation in the Amazon has profound implications for how it will confront the problem. It is therefore important to critically revisit assumptions underlying this narrative. We find that the narrative is based on remote sensing of deforestation patch sizes but not on field data, potentially conflating distinct drivers of deforestation under the umbrella of 'migratory,' 'small-scale,' or 'subsistence' agriculture. In fact, small patches of deforested land may indicate any number of processes, including sustainable fallow management and agroforestry. Moreover, the data underlying the narrative tell us little about the actors driving these processes or their motivations. Different processes have distinct implications for environmental sustainability and require targeted policy responses. We unpack these diverse actors, geographies, and motivations of small-patch deforestation in the Peruvian Amazon and argue that differentiating among these drivers is necessary to develop appropriate policy responses. This paper explores assumptions about the drivers of forest cover change in a Payments for Environmental Services (PES) and Reduced Emissions from Deforestation and Degradation (REDD+) context in the Lam Dong Province in Vietnam. In policy discourses, deforestation is often linked to 'poor' and 'ethnic minority' households and their unsustainable practices such as the expansion of coffee production (and other agricultural activities) into forest areas. This paper applies a livelihood framework to discuss the links between livelihoods and land use amongst small-scale farmers in two communities. The findings of the livelihood survey demonstrate no clear linkages between poverty levels and unsustainable practices. In fact, the poorest segments were found to deforest the least. The ways in which current PES and REDD+ approaches are designed, do not provide appropriate solutions to address the underlying dimensions of issues at stake. The paper criticizes one-dimensional perspectives of the drivers behind deforestation and forest degradation often found in public policies and discourses. We suggest more comprehensive analyses of underlying factors encompassing the entire coffee production and land use system in this region. Addressing issues of land tenure and the scarcity of productive lands, and generating viable off-farm income alternatives seem to be crucial. Sustainable approaches for reducing deforestation and degradation could be possible through engaging with multiple stakeholders, including the business-oriented households in control of the coffee trade and of land transactions. The study evaluated the climatic and societal implications of vegetation degradation in Okomu and Gilli-Gilli Forest Reserves (OGFRs) of Nigeria. Both remote sensing and non-remote sensing data and methodologies were used. Landsat data between 1984 and 2011 were used as quantitative data while social survey was carried out for qualitative data collection and assessment. Both remote sensing classification and Normalized Difference Vegetation Index (NDVI) methods were used in this study. The results show that deforestation resulting from farmland encroachment has increased in Okomu Forest Reserves (OFR) but was relatively low in Gilli-Gilli Forest Reserves (GFR). In 1984, about 17% of the reserves were deforested, and this increased to 37% in 2011 in OFR. These values reveal a massive deforestation. Forest disturbance within the GFR is much less than OFR possibly because high rate of illegal oil palm development in OFR. The result shows no significant impacts of vegetation degradation on local climate, but people in the communities around the reserves reported several climatic extreme events as a result of vegetation removal. However, the study could not reveal direct significant impact of vegetation degradation on local climate but there were rather indirect impacts from climate events. The results from social survey show that over 80% of local people perceived high rate of heavy erosion and flooding mostly from year 2000 to 2011. It is obvious from the social survey that unrestrained felling of forest in the region has also rendered the soil vulnerable to erosion and flooding since forests tend to reduce the impact of erosion and floods. There is a need for proper enforcement of forest conservation laws in order to reduce the rate of deforestation, not only in OFR and OGR but also in all forest reserves in the country. Linking weak governance and forest degradation has received increasing attention in scientific and political spheres. Deforestation remains a global matter as a major agent of greenhouse gas (GHG) emissions, for endangering the lives of several plant and animal species, and for triggering political disputes involving land tenure and rural violence. Political factors are acknowledged to have a direct impact on forest resources management. Corruption and weak governance are able to deflect policies to private interests, and encourage illegal logging and unlawful allowances to forest degradation even in protected areas. However, the effects of corruption and weak institutions in forest management are still uncertain. This paper offers empirical-based evidence about the relationship between institutional factors and forest cover conversion. The role of weak institutions is explored by employing a logistic model of recent high-resolution global remote sensing data from the European Space Agency (ESA) Climate Change Initiative Land Cover (CCI-LC) from 1992 and 2015. We assess the cross-country associations of the Corruption Perception Index (CPI) and the World Bank Government Effectiveness (GE) index while controlling for physiographic and structural variables. Results are robust and show, as expected, that difficult access areas pose considerable barriers to forest conversion, and regions of high agricultural suitability are more likely to be converted from forests to agricultural fields. Furthermore, higher government effectiveness with stronger political enforcement, policy design, and lower corruption perception are significantly related to a lower probability of deforestation. Further elaborating governance and corruption indicators with emphasis on forest management/conservation can potentially improve the accuracy of local and cross-country quantitative land use studies. Our findings support the continuous understanding of weak institutions in deforestation debates. Deforestation is a major environmental challenge in the mountain areas of Pakistan. The study assessed trends in the forest cover in Chitral tehsil over the last two decades using supervised land cover classification of Landsat TM satellite images from 1992, 2000, and 2009, with a maximum likelihood algorithm. In 2009, the forest cover was 10.3% of the land area of Chitral (60,000 ha). The deforestation rate increased from 0.14% per annum in 1992-2000 to 0.54% per annum in 2000-2009, with 3,759 ha forest lost over the 17 years. The spatial drivers of deforestation were investigated using a cellular automaton modelling technique to project future forest conditions. Accessibility (elevation, slope), population density, distance to settlements, and distance to administrative boundary were strongly associated with neighbourhood deforestation. A model projection showed a further loss of 23% of existing forest in Chitral tehsil by 2030, and degradation of 8%, if deforestation continues at the present rate. Arandu Union Council, with 2212 households, will lose 85% of its forest. Local communities have limited income resources and high poverty and are heavily dependent on non-timber forest products for their livelihoods. Abstract: This study integrated remote sensing, household survey data, and spatial modeling to assess drivers of deforestation within the Community Baboon Sanctuary (CBS), Belize, an IUCN category IV protected area for the black howler monkey (Alouatta pigra) established in 1985. We contrasted land-cover trends within the CBS, as well as a 120 m river buffer running within and outside the CBS (the focus of conservation). Additionally, we assessed the relative influence of selected household economic activity and demographic data, participation in two conservation initiatives, locational context, and land tenure on the probability of deforestation using binomial logit models. Social survey and land-cover change data was incorporated from 33 smallholder parcels from the years 2000–2004. Deforestation rates within the CBS totaled 30% between 1989 and 2004, following similar trends in Belize. Riparian areas were more likely to be deforested, as were areas closer to roads. Although cattle correlated with the leading driver of deforestation in the model, land tenure was not influential, despite its importance within the literature. Although involvement with conservation initiatives is correlated with decreased deforestation, other drivers are more influential, stressing the influence of other competing factors on forest preservation that must be considered with conservation development. Mangroves occur in coastal areas and are therefore vulnerable to anthropogenic disturbance and exhibit high rates of deforestation. Mexico is among the countries with the highest degree of mangrove deforestation in America; however, precise data on national mangrove coverage in Mexico is incomplete, making it impossible to accurately ascertain the rate of mangrove loss over time. Precise information is necessary to assess changes at local and regional scales to detect the magnitude, trends, and drivers of the transformation. This study aimed to estimate the loss of mangrove cover in the area of Mahahual-Xcalak (Quintana Roo, Mexico) between 1995 and 2007, to calculate the annual deforestation rate and to identify the drivers of deforestation. Landsat TM and ETM+ images from 1995 and 2007 were used to estimate the loss of mangrove cover using a multitemporal analysis. Semi-structured interviews with local residents of Mahahual and Xcalak were undertaken to identify and validate the drivers of deforestation. The image analysis for the 12-year period showed that 1070 ha of mangrove forest have been lost, with an annual deforestation rate of 0.85%—a relatively high value compared with other mangrove regions in Mexico. The main factor that has triggered the reduction of mangrove coverage is the expansion of anthropogenic land uses (e.g., settlements and roads).
