High-velocity outflows are ubiquitous in compact, massive (M$_* \sim$ 10$^{11}$ M$_{\odot}$), z $\sim$ 0.5 galaxies with extreme star formation surface densities ($\Sigma_{SFR} \sim$ 2000 M$_{\odot}$ yr$^{-1}$ kpc$^{-2}$). We have previously detected and characterized these outflows using MgII absorption lines. To probe their full extent, we present Keck/KCWI integral field spectroscopy of the [OII] and MgII emission nebulae surrounding all of the 12 galaxies in this study. We find that [OII] is more effective than MgII in tracing low surface brightness, extended emission in these galaxies. The [OII] nebulae are spatially extended beyond the stars, with radial extent R$_{90}$ between 10 and 40 kpc. The nebulae exhibit non-gravitational motions, indicating galactic outflows with maximum blueshifted velocities ranging from -335 to -1920 km s$^{-1}$. The outflow kinematics correlate with the bursty star formation histories of these galaxies. Galaxies with the most recent bursts of star formation (within the last $<$ 3 Myr) exhibit the highest central velocity dispersions ($\sigma >$ 400 km s$^{-1}$), while the oldest bursts have the lowest-velocity outflows. Many galaxies exhibit both high-velocity cores and more extended, slower-moving gas indicative of multiple outflow episodes. The Sloan Digital Sky Survey (SDSS) is one of the largest international astronomy organizations. We present demographic data based on surveys of its members from 2014, 2015 and 2016, during the fourth phase of SDSS (SDSS-IV). We find about half of SDSS-IV collaboration members were based in North America, a quarter in Europe, and the remainder in Asia and Central and South America. Overall, 26-36% are women (from 2014 to 2016), up to 2% report non-binary genders. 11-14% report that they are racial or ethnic minorities where they live. The fraction of women drops with seniority, and is also lower among collaboration leadership. Men in SDSS-IV were more likely to report being in a leadership role, and for the role to be funded and formally recognized. SDSS-IV collaboration members are twice as likely to have a parent with a college degree, than the general population, and are ten times more likely to have a parent with a PhD. This trend is slightly enhanced for female collaboration members. Despite this, the fraction of first generation college students (FGCS) is significant (31%). This fraction increased among collaboration members who are racial or ethnic minorities (40-50%), and decreased among women (15-25%). SDSS-IV implemented many inclusive policies and established a dedicated committee, the Committee on INclusiveness in SDSS (COINS). More than 60% of the collaboration agree that the collaboration is inclusive; however, collaboration leadership more strongly agree with this than the general membership. In this paper, we explain these results in full, including the history of inclusive efforts in SDSS-IV. We conclude with a list of suggested recommendations based on our findings, which can be used to improve equity and inclusion in large astronomical collaborations, which we argue is not only moral, but will also optimize their scientific output., Comment: 30 pages, 9 figures, accepted in PASP

A new class of extragalactic astronomical sources discovered in 2021, named Odd Radio Circles (ORCs, Norris et al. 2021), are large rings of faint, diffuse radio continuum emission spanning ~1 arcminute on the sky. Galaxies at the centers of several ORCs have photometric redshifts of z~0.3-0.6, implying physical scales of several 100 kiloparsecs in diameter for the radio emission, the origin of which is unknown. Here we report spectroscopic data on an ORC including strong [OII] emission tracing ionized gas in the central galaxy of ORC4 at z=0.4512. The physical extent of the [OII] emission is ~40 kpc in diameter, larger than expected for a typical early-type galaxy (Pandya et al, 2017) but an order of magnitude smaller than the large-scale radio continuum emission. We detect a ~200 km/s velocity gradient across the [OII] nebula, as well as a high velocity dispersion of ~180 km/s. The [OII] equivalent width (EW, ~50 Ang) is extremely high for a quiescent galaxy. The morphology, kinematics, and strength of the [OII] emission are consistent with the infall of shock ionized gas near the galaxy, following a larger-scale, outward moving shock driven by a galactic wind. Weak emission-line quasars (WLQs) are a subset of Type 1 quasars that exhibit extremely weak Ly$\alpha +$N V $\lambda$1240 and/or C IV $\lambda$1549 emission lines. We investigate the relationship between emission-line properties and accretion rate for a sample of 230 `ordinary' Type 1 quasars and 18 WLQs at $z < 0.5$ and $1.5 < z < 3.5$ that have rest-frame ultraviolet and optical spectral measurements. We apply a correction to the H$\beta$-based black-hole mass ($M_{\rm BH}$) estimates of these quasars using the strength of the optical Fe II emission. We confirm previous findings that WLQs' $M_{\rm BH}$ values are overestimated by up to an order of magnitude using the traditional broad emission-line region size-luminosity relation. With this $M_{\rm BH}$ correction, we find a significant correlation between H$\beta$-based Eddington luminosity ratios and a combination of the rest-frame C IV equivalent width and C IV blueshift with respect to the systemic redshift. This correlation holds for both ordinary quasars and WLQs, which suggests that the two-dimensional C IV parameter space can serve as an indicator of accretion rate in all Type 1 quasars across a wide range of spectral properties., Comment: 17 pages (AASTeX 6.3.1), 5 figures, accepted for publication in ApJ

We present results on the properties of extreme gas outflows in massive ($\rm M_* \sim$10$^{11} \ \rm M_{\odot}$), compact, starburst ($\rm SFR \sim$$200 \, \rm M_{\odot} \ yr^{-1}$) galaxies at z = $0.4-0.7$ with very high star formation surface densities ($\rm \Sigma_{SFR} \sim$$2000 \,\rm M_{\odot} \ yr^{-1} \ kpc^{-2}$). Using optical Keck/HIRES spectroscopy of 14 HizEA starburst galaxies we identify outflows with maximum velocities of $820 - 2860$ \kmps. High-resolution spectroscopy allows us to measure precise column densities and covering fractions as a function of outflow velocity and characterize the kinematics and structure of the cool gas outflow phase (T $\sim$10$^4$ K). We find substantial variation in the absorption profiles, which likely reflects the complex morphology of inhomogeneously-distributed, clumpy gas and the intricacy of the turbulent mixing layers between the cold and hot outflow phases. There is not a straightforward correlation between the bursts in the galaxies' star formation histories and their wind absorption line profiles, as might naively be expected for starburst-driven winds. The lack of strong \mgii \ absorption at the systemic velocity is likely an orientation effect, where the observations are down the axis of a blowout. We infer high mass outflow rates of $\rm \sim$50 $-$ 2200 $\rm M_{\odot} \, yr^{-1}$, assuming a fiducial outflow size of 5 kpc, and mass loading factors of $\eta\sim$5 for most of the sample. %with $\eta\sim$20 for two galaxies. The Makani galaxy hosts the poster child of a galactic wind on scales of the circumgalactic medium. It consists of a two-episode wind in which the slow, outer wind originated 400 Myr ago (Episode I; R_I = 20-50 kpc) and the fast, inner wind is 7 Myr old (Episode II; R_II = 0-20 kpc). While this wind contains ionized, neutral, and molecular gas, the physical state and mass of the most extended phase--the warm, ionized gas--is unknown. Here we present Keck optical spectra of the Makani outflow. These allow us to detect hydrogen lines out to r = 30-40 kpc and thus constrain the mass, momentum, and energy in the wind. Many collisionally-excited lines are detected throughout the wind, and their line ratios are consistent with 200-400 km/s shocks that power the ionized gas, with v_shock = $\sigma$_wind. Combining shock models, density-sensitive line ratios, and mass and velocity measurements, we estimate that the ionized mass and outflow rate in the Episode II wind could be as high as that of the molecular gas: M_II(HII) ~ M_II(H_2) = (1-2)x10^9 Msun and dM/dt_II(HII) ~ dM/dt_II(H_2) = 170-250 Msun/yr. The outer wind has slowed, so that dM/dt_I(HII) ~ 10 Msun/yr, but it contains more ionized gas: M_I(HII) = 5x10^9 Msun. The momentum and energy in the recent Episode II wind imply a momentum-driven flow (p ``boost" ~ 7) driven by the hot ejecta and radiation pressure from the Eddington-limited, compact starburst. Much of the energy and momentum in the older Episode I wind may reside in a hotter phase, or lie further into the CGM., Comment: ApJ, in press

We present a measurement of the intrinsic space density of intermediate redshift ($z\sim0.5$), massive ($M_{*} \sim 10^{11} \ \text{M}_{\odot}$), compact ($R_{e} \sim 100$ pc) starburst ($\Sigma_{SFR} \sim 1000 \ \text{M}_{\odot} \ \text{yr}^{-1} \text{kpc}^{-1}$) galaxies with tidal features indicative of them having undergone recent major mergers. A subset of them host kiloparsec scale, $>1000 \ \text{km}\ \text{s}^{-1}$ outflows and have little indication of AGN activity, suggesting that extreme star formation can be a primary driver of large-scale feedback. The aim for this paper is to calculate their space density so we can place them in a better cosmological context. We do this by empirically modeling the stellar populations of massive, compact starburst galaxies. We determine the average timescale for which galaxies that have recently undergone an extreme nuclear starburst would be targeted and included in our spectroscopically selected sample. We find that massive, compact starburst galaxies targeted by our criteria would be selectable for $\sim 148 ^{+27}_{-24}$ Myr and have an intrinsic space density $n_{\text{CS}} \sim (1.1^{+0.5}_{-0.3}) \times 10^{-6} \ \ \text{Mpc}^{-3}$. This space density is broadly consistent with our $z\sim0.5$ compact starbursts being the most extremely compact and star forming low redshift analogs of the compact star forming galaxies in the early Universe as well as them being the progenitors to a fraction of intermediate redshift post starburst and compact quiescent galaxies., Comment: 27 pages, 13 figures, accepted for publication in the Astrophysical Journal

We present a $z = 0.94$ quasar, SDSS J004846.45-004611.9, discovered in the SDSS-III BOSS survey. A visual analysis of this spectrum reveals highly broadened and blueshifted narrow emission lines, in particular [Ne~V]$\lambda3426$ and [O~III]$\lambda5007$, with outflow velocities of 4000 km s$^{-1}$, along with unusually large [Ne V]$\lambda3426$/[Ne III]$\lambda3869$ ratios. The gas shows higher ionization at higher outflow velocities, indicating a connection between the powerful outflow and the unusual strength of the high ionization lines. The SED and the $i - \text{W3}$ color of the source reveal that it is likely a "core" Extremely Red Quasar (core ERQ); a candidate population of young AGN that are violently "blowing out" gas and dust from their centers. The dominance of host galaxy light in its spectrum and its fortuitous position in the SDSS S82 region allows us to measure its star formation history and investigate for variability for the first time in an ERQ. Our analysis indicates that SDSS J004846.45-004611.9 underwent a short-lived starburst phase 400 Myr ago and was subsequently quenched, possibly indicating a time-lag between star formation quenching and the onset of AGN activity. We also find that the strong extinction can be uniquely attributed to the AGN and does not persist in the host galaxy, contradicting a scenario where the source has recently transitioned from being a dusty sub-mm galaxy. In our relatively shallow photometric data, the source does not appear to be variable at $0.24-2.4~\mu$m in the restframe, most likely due to the dominant contribution of host galaxy starlight at these wavelengths., Comment: 23 pages, 8 figures, accepted for publication in ApJ

This paper documents the seventeenth data release (DR17) from the Sloan Digital Sky Surveys; the fifth and final release from the fourth phase (SDSS-IV). DR17 contains the complete release of the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey, which reached its goal of surveying over 10,000 nearby galaxies. The complete release of the MaNGA Stellar Library (MaStar) accompanies this data, providing observations of almost 30,000 stars through the MaNGA instrument during bright time. DR17 also contains the complete release of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) survey which publicly releases infra-red spectra of over 650,000 stars. The main sample from the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), as well as the sub-survey Time Domain Spectroscopic Survey (TDSS) data were fully released in DR16. New single-fiber optical spectroscopy released in DR17 is from the SPectroscipic IDentification of ERosita Survey (SPIDERS) sub-survey and the eBOSS-RM program. Along with the primary data sets, DR17 includes 25 new or updated Value Added Catalogs (VACs). This paper concludes the release of SDSS-IV survey data. We present results on the nature of extreme ejective feedback episodes and the physical conditions of a population of massive ($\rm M_* \sim 10^{11} M_{\odot}$), compact starburst galaxies at z = 0.4-0.7. We use data from Keck/NIRSPEC, SDSS, Gemini/GMOS, MMT, and Magellan/MagE to measure rest-frame optical and near-IR spectra of 14 starburst galaxies with extremely high star formation rate surface densities (mean $\rm \Sigma_{SFR} \sim 3000 \,M_{\odot} yr^{-1} kpc^{-2}$) and powerful galactic outflows (maximum speeds v$_{98} \sim$ 1000-3000 km s$^{-1}$). Our unique data set includes an ensemble of both emission [OII]$\lambda\lambda$3726,3729, H$\beta$, [OIII]$\lambda\lambda$4959,5007, H$\alpha$, [NII]$\lambda\lambda$6548,6583, and [SII]$\lambda\lambda$6716,6731) and absorption MgII$\lambda\lambda$2796,2803, and FeII$\lambda$2586) lines that allow us to investigate the kinematics of the cool gas phase (T$\sim$10$^4$ K) in the outflows. Employing a suite of line ratio diagnostic diagrams, we find that the central starbursts are characterized by high electron densities (median n$_e \sim$ 530 cm$^{-3}$), and high metallicity (solar or super-solar). We show that the outflows are most likely driven by stellar feedback emerging from the extreme central starburst, rather than by an AGN. We also present multiple intriguing observational signatures suggesting that these galaxies may have substantial Lyman continuum (LyC) photon leakage, including weak [SII] nebular emission lines. Our results imply that these galaxies may be captured in a short-lived phase of extreme star formation and feedback where much of their gas is violently blown out by powerful outflows that open up channels for LyC photons to escape.

We present multi-band Hubble Space Telescope imaging that spans rest-frame near-ultraviolet through near-infrared wavelengths (0.3-1.1 $\mu$m) for 12 compact starburst galaxies at z=0.4-0.8. These massive galaxies (M_stellar ~ 10^11 M_Sun) are driving very fast outflows ($v_{max}$=1000-3000 km/s), and their light profiles are dominated by an extremely compact starburst component (half-light radius ~ 100 pc). Our goal is to constrain the physical mechanisms responsible for launching these fast outflows by measuring the physical conditions within the central kiloparsec. Based on our stellar population analysis, the central component typically contributes $\approx$25% of the total stellar mass and the central escape velocities $v_{esc,central}\approx900$ km/s are a factor of two smaller than the observed outflow velocities. This requires physical mechanisms that can accelerate gas to speeds significantly beyond the central escape velocities, and it makes clear that these fast outflows are capable of traveling into the circumgalactic medium, and potentially beyond. We find central stellar densities comparable to theoretical estimates of the Eddington limit, and we estimate $\Sigma_1$ surface densities within the central kpc comparable to those of compact massive galaxies at $0.5

Feedback through energetic outflows has emerged as a key physical process responsible for transforming star-forming galaxies into the quiescent systems observed in the local universe. To explore this process, this paper focuses on a sample of massive and compact merger remnant galaxies hosting high-velocity gaseous outflows ($|v| \gtrsim 10^{3}$ km s$^{-1}$), found at intermediate redshift ($z \sim 0.6$). From their mid-infrared emission and compact morphologies, these galaxies are estimated to have exceptionally large star formation rate (SFR) surface densities ($\Sigma_{SFR} \sim 10^{3}$ $\mathrm{M_{\odot}}$ yr$^{-1}$ kpc$^{-2}$), approaching the Eddington limit for radiation pressure on dust grains. This suggests that star formation feedback may be driving the observed outflows. However, these SFR estimates suffer from significant uncertainties. We therefore sought an independent tracer of star formation to probe the compact starburst activity in these systems. In this paper, we present SFR estimates calculated using 1.5 GHz continuum Jansky Very Large Array observations for 19 of these galaxies. We also present updated infrared (IR) SFRs calculated from WISE survey data. We estimate SFRs from the IR to be larger than those from the radio for 16 out of 19 galaxies by a median factor of 2.5. We find that this deviation is maximized for the most compact galaxies hosting the youngest stellar populations, suggesting that compact starbursts deviate from the IR-radio correlation. We suggest that this deviation stems either from free-free absorption of synchrotron emission, a difference in the timescale over which each indicator traces star formation, or exceptionally hot IR-emitting dust in these ultra-dense galaxies., Comment: 15 pages, 9 figures, 2 tables; accepted for publication in ApJ

We carried out photometric and spectroscopic observations of the well-studied broad-line radio galaxy 3C 120 with the Las Cumbres Observatory (LCO) global robotic telescope network from 2016 December to 2018 April as part of the LCO AGN Key Project on Reverberation Mapping of Accretion Flows. Here, we present both spectroscopic and photometric reverberation mapping results. We used the interpolated cross-correlation function (ICCF) to perform multiple-line lag measurements in 3C 120. We find the H$\gamma$, He II $\lambda 4686$, H$\beta$ and He I $\lambda 5876$ lags of $\tau_{\text{cen}} = 18.8_{-1.0}^{+1.3}$, $2.7_{-0.8}^{+0.7}$, $21.2_{-1.0}^{+1.6}$, and $16.9_{-1.1}^{+0.9}$ days respectively, relative to the V-band continuum. Using the measured lag and rms velocity width of the H$\beta$ emission line, we determine the mass of the black hole for 3C 120 to be $M=\left(6.3^{+0.5}_{-0.3}\right)\times10^7\,(f/5.5)$ M$_\odot$. Our black hole mass measurement is consistent with similar previous studies on 3C 120, but with small uncertainties. In addition, velocity-resolved lags in 3C 120 show a symmetric pattern across the H$\beta$ line, 25 days at line centre decreasing to 17 days in the line wings at $\pm4000$ km s$^{-1}$. We also investigate the inter-band continuum lags in 3C 120 and find that they are generally consistent with $\tau\propto\lambda^{4/3}$ as predicted from a geometrically-thin, optically-thick accretion disc. From the continuum lags, we measure the best fit value $\tau_{\rm 0} = 3.5\pm 0.2$ days at $\lambda_{\rm 0} = 5477$A. It implies a disc size a factor of $1.6$ times larger than prediction from the standard disc model with $L/L_{\rm Edd} = 0.4$. This is consistent with previous studies in which larger than expected disc sizes were measured.

This paper documents the sixteenth data release (DR16) from the Sloan Digital Sky Surveys; the fourth and penultimate from the fourth phase (SDSS-IV). This is the first release of data from the southern hemisphere survey of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2); new data from APOGEE-2 North are also included. DR16 is also notable as the final data release for the main cosmological program of the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), and all raw and reduced spectra from that project are released here. DR16 also includes all the data from the Time Domain Spectroscopic Survey (TDSS) and new data from the SPectroscopic IDentification of ERosita Survey (SPIDERS) programs, both of which were co-observed on eBOSS plates. DR16 has no new data from the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey (or the MaNGA Stellar Library "MaStar"). Ninety per cent of baryons are located outside galaxies, either in the circumgalactic or intergalactic medium. Theory points to galactic winds as the primary source of the enriched and massive circumgalactic medium. Winds from compact starbursts have been observed to flow to distances somewhat greater than ten kiloparsecs, but the circumgalactic medium typically extends beyond a hundred kiloparsecs. Here we report optical integral field observations of the massive but compact galaxy SDSS J211824.06+001729.4. The oxygen [O II] lines at wavelengths of 3726 and 3729 angstroms reveal an ionized outflow spanning 80 by 100 square kiloparsecs, depositing metal-enriched gas at 10,000 kelvin through an hourglass-shaped nebula that resembles an evacuated and limb-brightened bipolar bubble. We also observe neutral gas phases at temperatures of less than 10,000 kelvin reaching distances of 20 kiloparsecs and velocities of around 1,500 kilometres per second. We present a sample of 48 nearby galaxies with central, biconical outflows identified by the Mapping Nearby Galaxies at APO (MaNGA) survey. All considered galaxies have star formation driven bi-conical central outflows (SFB), with no signs of AGN. We find that the SFB outflows require high central concentration of the star formation rate. This increases the gas velocity dispersion over the equilibrium limit and helps maintain the gas outflows. The central starbursts increase the metallicity, extinction, and the alpha/Fe ratio in the gas. Significant amount of young stellar population at the centers suggests that the SFBs are associated with the formation of young bulges in galaxies. More than 70% of SFB galaxies are group members or have companions with no prominent interaction, or show asymmetry of external isophotes. In 15% SFB cases stars and gas rotate in the opposite directions, which points at the gas infall from satellites as the primary reason for triggering the SFB phenomena., Comment: 10 pages, 10 figures. Galaxies evolve under the influence of gas flows between their interstellar medium and their surrounding gaseous halos known as the circumgalactic medium (CGM). The CGM is a major reservoir of galactic baryons and metals, and plays a key role in the long cycles of accretion, feedback, and recycling of gas that drive star formation. In order to fully understand the physical processes at work within galaxies, it is therefore essential to have a firm understanding of the composition, structure, kinematics, thermodynamics, and evolution of the CGM. In this white paper we outline connections between the CGM and galactic star formation histories, internal kinematics, chemical evolution, quenching, satellite evolution, dark matter halo occupation, and the reionization of the larger-scale intergalactic medium in light of the advances that will be made on these topics in the 2020s. We argue that, in the next decade, fundamental progress on all of these major issues depends critically on improved empirical characterization and theoretical understanding of the CGM. In particular, we discuss how future advances in spatially-resolved CGM observations at high spectral resolution, broader characterization of the CGM across galaxy mass and redshift, and expected breakthroughs in cosmological hydrodynamic simulations will help resolve these major problems in galaxy evolution., Comment: Astro2020 Decadal Science White Paper

Twenty years have passed since first light for the Sloan Digital Sky Survey (SDSS). Here, we release data taken by the fourth phase of SDSS (SDSS-IV) across its first three years of operation (July 2014-July 2017). This is the third data release for SDSS-IV, and the fifteenth from SDSS (Data Release Fifteen; DR15). New data come from MaNGA - we release 4824 datacubes, as well as the first stellar spectra in the MaNGA Stellar Library (MaStar), the first set of survey-supported analysis products (e.g. stellar and gas kinematics, emission line, and other maps) from the MaNGA Data Analysis Pipeline (DAP), and a new data visualisation and access tool we call "Marvin". The next data release, DR16, will include new data from both APOGEE-2 and eBOSS; those surveys release no new data here, but we document updates and corrections to their data processing pipelines. The release is cumulative; it also includes the most recent reductions and calibrations of all data taken by SDSS since first light. In this paper we describe the location and format of the data and tools and cite technical references describing how it was obtained and processed. The SDSS website (www.sdss.org) has also been updated, providing links to data downloads, tutorials and examples of data use. While SDSS-IV will continue to collect astronomical data until 2020, and will be followed by SDSS-V (2020-2025), we end this paper by describing plans to ensure the sustainability of the SDSS data archive for many years beyond the collection of data., Comment: Paper to accompany DR15. 25 pages, 6 figures. We present XMM-Newton imaging spectroscopy of ten weak emission-line quasars (WLQs) at $0.928\leq z \leq 3.767$, six of which are radio quiet and four which are radio intermediate. The new X-ray data enabled us to measure the power-law photon index, at rest-frame energies $>2$ keV, in each source with relatively high accuracy. These measurements allowed us to confirm previous reports that WLQs have steeper X-ray spectra, suggesting higher accretion rates with respect to 'typical' quasars. A comparison between the photon indices of our radio-quiet WLQs and those of a control sample of 85 sources shows that the first are significantly higher, at the >~$3\sigma$ level. Collectively, the four radio-intermediate WLQs have lower photon indices with respect to the six radio-quiet WLQs, as may be expected if the spectra of the first group are contaminated by X-ray emission from a jet. Therefore, in the absence of significant jet emission along our line of sight, these results are in agreement with the idea that WLQs constitute the extreme high end of the accretion rate distribution in quasars. We detect soft excess emission in our lowest-redshift radio-quiet WLQ, in agreement with previous findings suggesting that the prominence of this feature is associated with a high accretion rate. We have not detected signatures of Compton reflection, Fe K$\alpha$ lines, or strong variability between two X-ray epochs in any of our WLQs, which can be attributed to their relatively high luminosity., Comment: 14 pages (emulateapj), 7 figures. We present Atacama Large Millimeter/submillimeter Array observations of a massive (M_stars~10^11 M_Sun) compact (r_e,UV~100 pc) merger remnant at z=0.66 that is driving a 1000 km/s outflow of cool gas, with no observational trace of an active galactic nucleus (AGN). We resolve molecular gas on scales of approximately 1-2 kpc, and our main finding is the discovery of a wing of blueshifted CO(2-1) emission out to -1000 km/s relative to the stars. We argue that this is the molecular component of a multiphase outflow, expelled from the central starburst within the past 5 Myr through stellar feedback, although we cannot rule out previous AGN activity as a launching mechanism. If the latter is true, then this is an example of a relic multiphase AGN outflow. We estimate a molecular mass outflow rate of approximately 300 M_Sun/yr, or about one third of the 10 Myr-averaged star formation rate. The circumgalactic medium (CGM) close to ~L* star-forming galaxies hosts strong MgII 2796 absorption (with equivalent width W_2796>0.1 Ang) with a near-unity covering fraction. To characterize the spatial coherence of this absorption, we analyze the W_2796 distribution in the CGM of 27 star-forming galaxies detected in deep spectroscopy of bright background (b/g) galaxies first presented in Rubin et al. (2018). The sample foreground (f/g) systems have redshifts 0.35=15 are statistically inconsistent with that observed toward our b/g galaxies at a 95% confidence level. This limit, in combination with the b/g galaxy sizes, requires that the length scale over which W_2796 does not vary (the "coherence scale" of MgII absorption) is l_A>1.9 kpc. This novel constraint on the morphology of cool, photoionized structures in the inner CGM suggests that either these structures each extend over kiloparsec scales, or that the numbers and velocity dispersion of these structures are spatially correlated over the same scales., Comment: 30 pages, 11 figures. Spectroscopy of background QSO sightlines passing close to foreground galaxies is a potent technique for studying the circumgalactic medium (CGM). QSOs are effectively point sources, however, limiting their potential to constrain the size of circumgalactic gaseous structures. Here we present the first large Keck/LRIS and VLT/FORS2 spectroscopic survey of bright (B_AB < 22.3) background galaxies whose lines of sight probe MgII 2796, 2803 absorption from the CGM around close projected foreground galaxies at transverse distances 10 kpc < R_perp < 150 kpc. Our sample of 72 projected pairs, drawn from the PRIsm MUlti-object Survey (PRIMUS), includes 48 background galaxies which do not host bright AGN, and both star-forming and quiescent foreground galaxies with stellar masses 9.0 < log M_*/M_sun < 11.2 at redshifts 0.35 < z_f/g < 0.8. We detect MgII absorption associated with these foreground galaxies with equivalent widths 0.25 Ang < W_2796 < 2.6 Ang at >2sigma significance in 20 individual background sightlines passing within R_perp < 50 kpc, and place 2sigma upper limits on W_2796 of <0.5 Ang in an additional 11 close sightlines. Within R_perp < 50 kpc, W_2796 is anticorrelated with R_perp, consistent with analyses of MgII absorption detected along background QSO sightlines. Subsamples of these foreground hosts divided at log M_*/M_sun = 9.9 exhibit statistically inconsistent W_2796 distributions at 30 kpc < R_perp < 50 kpc, with the higher-M_* galaxies yielding a larger median W_2796 by 0.9 Ang. Finally, we demonstrate that foreground galaxies with similar stellar masses exhibit the same median W_2796 at a given R_perp to within <0.2 Ang toward both background galaxies and toward QSO sightlines drawn from the literature. The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. The SDSS website (www.sdss.org) has been updated for this release, and provides links to data downloads, as well as tutorials and examples of data use. We describe the sample design for the SDSS-IV MaNGA survey and present the final properties of the main samples along with important considerations for using these samples for science. Our target selection criteria were developed while simultaneously optimizing the size distribution of the MaNGA integral field units (IFUs), the IFU allocation strategy, and the target density to produce a survey defined in terms of maximizing S/N, spatial resolution, and sample size. Our selection strategy makes use of redshift limits that only depend on i-band absolute magnitude ($M_i$), or, for a small subset of our sample, $M_i$ and color (NUV-i). Such a strategy ensures that all galaxies span the same range in angular size irrespective of luminosity and are therefore covered evenly by the adopted range of IFU sizes. We define three samples: the Primary and Secondary samples are selected to have a flat number density with respect to $M_i$ and are targeted to have spectroscopic coverage to 1.5 and 2.5 effective radii (Re), respectively. The Color-Enhanced supplement increases the number of galaxies in the low-density regions of color-magnitude space by extending the redshift limits of the Primary sample in the appropriate color bins. The samples cover the stellar mass range $5\times10^8 \leq M_* \leq 3\times10^{11} M_{\odot}$ and are sampled at median physical resolutions of 1.37 kpc and 2.5 kpc for the Primary and Secondary samples respectively. We provide weights that will statistically correct for our luminosity and color-dependent selection function and IFU allocation strategy, thus correcting the observed sample to a volume limited sample., Comment: Accepted for publication in AJ

We present a study of the kinematics of the extraplanar ionized gas around several dozen galaxies observed by the Mapping of Nearby Galaxies at the Apache Point Observatory (MaNGA) survey. We considered a sample of 67 edge-on galaxies out of more than 1400 extragalactic targets observed by MaNGA, in which we found 25 galaxies (or 37%) with regular lagging of the rotation curve at large distances from the galactic midplane. We model the observed $H\alpha$ emission velocity fields in the galaxies, taking projection effects and a simple model for the dust extinction into the account. We show that the vertical lag of the rotation curve is necessary in the modeling, and estimate the lag amplitude in the galaxies. We find no correlation between the lag and the star formation rate in the galaxies. At the same time, we report a correlation between the lag and the galactic stellar mass, central stellar velocity dispersion, and axial ratio of the light distribution. These correlations suggest a possible higher ratio of infalling-to-local gas in early-type disk galaxies or a connection between lags and the possible presence of hot gaseous halos, which may be more prevalent in more massive galaxies. We describe the Sloan Digital Sky Survey IV (SDSS-IV), a project encompassing three major spectroscopic programs. The Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) is observing hundreds of thousands of Milky Way stars at high resolution and high signal-to-noise ratio in the near-infrared. The Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey is obtaining spatially-resolved spectroscopy for thousands of nearby galaxies (median redshift of z = 0.03). The extended Baryon Oscillation Spectroscopic Survey (eBOSS) is mapping the galaxy, quasar, and neutral gas distributions between redshifts z = 0.6 and 3.5 to constrain cosmology using baryon acoustic oscillations, redshift space distortions, and the shape of the power spectrum. Within eBOSS, we are conducting two major subprograms: the SPectroscopic IDentification of eROSITA Sources (SPIDERS), investigating X-ray AGN and galaxies in X-ray clusters, and the Time Domain Spectroscopic Survey (TDSS), obtaining spectra of variable sources. All programs use the 2.5-meter Sloan Foundation Telescope at Apache Point Observatory; observations there began in Summer 2014. APOGEE-2 also operates a second near-infrared spectrograph at the 2.5-meter du Pont Telescope at Las Campanas Observatory, with observations beginning in early 2017. Observations at both facilities are scheduled to continue through 2020. We have conducted a study of extra-planar diffuse ionized gas using the first year data from the MaNGA IFU survey. We have stacked spectra from 49 edge-on, late-type galaxies as a function of distance from the midplane of the galaxy. With this technique we can detect the bright emission lines Halpha, Hbeta, [OII]3726, 3729, [OIII]5007, [NII]6549, 6584, and [SII]6717, 6731 out to about 4 kpc above the midplane. With 16 galaxies we can extend this analysis out to about 9 kpc, i.e. a distance of ~2R_e, vertically from the midplane. In the halo, the surface brightnesses of the [OII] and Halpha emission lines are comparable, unlike in the disk where Halpha dominates. When we split the sample by specific star formation rate, concentration index, and stellar mass, each subsample's emission line surface brightness profiles and ratios differ, indicating that extra-planar gas properties can vary. The emission line surface brightnesses of the gas around high specific star formation rate galaxies are higher at all distances, and the line ratios are closer to ratios characteristic of HII regions compared with low specific star formation rate galaxies. The less concentrated and lower stellar mass samples exhibit line ratios that are more like HII regions at larger distances than their more concentrated and higher stellar mass counterparts. The largest difference between different subsamples occurs when the galaxies are split by stellar mass. We additionally infer that gas far from the midplane in more massive galaxies has the highest temperatures and steepest radial temperature gradients based on their [NII]/Halpha and [OII]/Halpha ratios between the disk and the halo., Comment: 19 pages, 14 figures, 2 appendices. Diffuse Ionized Gas (DIG) is prevalent in star-forming galaxies. Using a sample of 365 nearly face-on star-forming galaxies observed by MaNGA, we demonstrate how DIG in star-forming galaxies impacts the measurements of emission line ratios, hence the interpretation of diagnostic diagrams and gas-phase metallicity measurements. At fixed metallicity, DIG-dominated low H\alpha\ surface brightness regions display enhanced [SII]/H\alpha, [NII]/H\alpha, [OII]/H\beta, and [OI]/H\alpha. The gradients in these line ratios are determined by metallicity gradients and H\alpha\ surface brightness. In line ratio diagnostic diagrams, contamination by DIG moves HII regions towards composite or LI(N)ER-like regions. A harder ionizing spectrum is needed to explain DIG line ratios. Leaky HII region models can only shift line ratios slightly relative to HII region models, and thus fail to explain the composite/LI(N)ER line ratios displayed by DIG. Our result favors ionization by evolved stars as a major ionization source for DIG with LI(N)ER-like emission. DIG can significantly bias the measurement of gas metallicity and metallicity gradients derived using strong-line methods. Metallicities derived using N2O2 are optimal because they exhibit the smallest bias and error. Using O3N2, R23, N2=[NII]/H\alpha, and N2S2H\alpha\ (Dopita et al. 2016) to derive metallicities introduces bias in the derived metallicity gradients as large as the gradient itself. The strong-line method of Blanc et al. (2015; IZI hereafter) cannot be applied to DIG to get an accurate metallicity because it currently contains only HII region models which fail to describe the DIG., Comment: Accepted for publication in MNRAS, 30 pages, 32 figures

Using spatially resolved spectroscopy from SDSS-IV MaNGA we have demonstrated that low ionisation emission line regions (LIERs) in local galaxies result from photoionisation by hot evolved stars, not active galactic nuclei. LIERs are ubiquitous in both quiescent galaxies and in the central regions of galaxies where star formation takes place at larger radii. We refer to these two classes of galaxies as extended LIER (eLIER) and central LIER (cLIER) galaxies respectively. cLIERs are late type galaxies located around the green valley, in the transition region between the star formation main sequence and quiescent galaxies. These galaxies display regular disc rotation in both stars and gas, although featuring a higher central stellar velocity dispersion than star forming galaxies of the same mass. cLIERs are consistent with being slowly quenched inside-out; the transformation is associated with massive bulges, pointing towards the importance of bulge growth via secular evolution. eLIERs are morphologically early types and are indistinguishable from passive galaxies devoid of line emission in terms of their stellar populations, morphology and central stellar velocity dispersion. Ionised gas in eLIERs shows both disturbed and disc-like kinematics. When a large-scale flow/rotation is observed in the gas, it is often misaligned relative to the stellar component. These features indicate that eLIERs are passive galaxies harbouring a residual cold gas component, acquired mostly via external accretion. Importantly, quiescent galaxies devoid of line emission reside in denser environments and have significantly higher satellite fraction than eLIERs. The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) began observations in July 2014. It pursues three core programs: APOGEE-2, MaNGA, and eBOSS. In addition, eBOSS contains two major subprograms: TDSS and SPIDERS. This paper describes the first data release from SDSS-IV, Data Release 13 (DR13), which contains new data, reanalysis of existing data sets and, like all SDSS data releases, is inclusive of previously released data. DR13 makes publicly available 1390 spatially resolved integral field unit observations of nearby galaxies from MaNGA, the first data released from this survey. It includes new observations from eBOSS, completing SEQUELS. In addition to targeting galaxies and quasars, SEQUELS also targeted variability-selected objects from TDSS and X-ray selected objects from SPIDERS. DR13 includes new reductions of the SDSS-III BOSS data, improving the spectrophotometric calibration and redshift classification. DR13 releases new reductions of the APOGEE-1 data from SDSS-III, with abundances of elements not previously included and improved stellar parameters for dwarf stars and cooler stars. For the SDSS imaging data, DR13 provides new, more robust and precise photometric calibrations. Several value-added catalogs are being released in tandem with DR13, in particular target catalogs relevant for eBOSS, TDSS, and SPIDERS, and an updated red-clump catalog for APOGEE. This paper describes the location and format of the data now publicly available, as well as providing references to the important technical papers that describe the targeting, observing, and data reduction. The MaNGA Survey (Mapping Nearby Galaxies at Apache Point Observatory) is one of three core programs in the Sloan Digital Sky Survey IV. It is obtaining integral field spectroscopy (IFS) for 10K nearby galaxies at a spectral resolution of R~2000 from 3,622-10,354A. The design of the survey is driven by a set of science requirements on the precision of estimates of the following properties: star formation rate surface density, gas metallicity, stellar population age, metallicity, and abundance ratio, and their gradients; stellar and gas kinematics; and enclosed gravitational mass as a function of radius. We describe how these science requirements set the depth of the observations and dictate sample selection. The majority of targeted galaxies are selected to ensure uniform spatial coverage in units of effective radius (Re) while maximizing spatial resolution. About 2/3 of the sample is covered out to 1.5Re (Primary sample), and 1/3 of the sample is covered to 2.5Re (Secondary sample). We describe the survey execution with details that would be useful in the design of similar future surveys. We also present statistics on the achieved data quality, specifically, the point spread function, sampling uniformity, spectral resolution, sky subtraction, and flux calibration. For our Primary sample, the median r-band signal-to-noise ratio is ~73 per 1.4A pixel for spectra stacked between 1-1.5 Re. Measurements of various galaxy properties from the first year data show that we are meeting or exceeding the defined requirements for the majority of our science goals., Comment: 34 pages, 31 figures. We present results on gas flows in the halo of a Milky Way-like galaxy at z=0.413 based on high-resolution spectroscopy of a background galaxy. This is the first study of circumgalactic gas at high spectral resolution towards an extended background source (i.e., a galaxy rather than a quasar). Using longslit spectroscopy of the foreground galaxy, we observe spatially extended H alpha emission with circular rotation velocity v=270 km/s. Using echelle spectroscopy of the background galaxy, we detect Mg II and Fe II absorption lines at impact parameter rho=27 kpc that are blueshifted from systemic in the sense of the foreground galaxy's rotation. The strongest absorber EW(2796) = 0.90 A has an estimated column density (N_H>10^19 cm-2) and line-of-sight velocity dispersion (sigma=17 km/s) that are consistent with the observed properties of extended H I disks in the local universe. Our analysis of the rotation curve also suggests that this r=30 kpc gaseous disk is warped with respect to the stellar disk. In addition, we detect two weak Mg II absorbers in the halo with small velocity dispersions (sigma<10 km/s). While the exact geometry is unclear, one component is consistent with an extraplanar gas cloud near the disk-halo interface that is co-rotating with the disk, and the other is consistent with a tidal feature similar to the Magellanic Stream. We can place lower limits on the cloud sizes (l>0.4 kpc) for these absorbers given the extended nature of the background source. Many astronomers now participate in large international collaborations, and it is important to examine whether these structures foster a scientific climate that is inclusive and diverse. The Committee on the Participation of Women in the Sloan Digital Sky Survey (CPWS) was formed to evaluate the demographics and gender climate within SDSS-IV, one of the largest and most geographically distributed astronomical collaborations. In April 2014, the CPWS administered a demographic survey to establish a baseline for the incipient SDSS-IV. We received responses from 250 participants (46% of the active membership). Half of the survey respondents were located in the US or Canada and 30% were based in Europe. Eleven percent of survey respondents considered themselves to be an ethnic minority at their current institution. Twenty-five percent of the SDSS-IV collaboration members are women, a fraction that is consistent with the US astronomical community, but substantially higher than the fraction of women in the IAU (16%). Approximately equal fractions of men and women report holding positions of leadership. When binned by academic age and career level, men and women also assume leadership roles at approximately equal rates, in a way that increases steadily for both genders with increasing seniority. In this sense, SDSS-IV has been successful in recruiting leaders that are representative of the collaboration. Yet, more progress needs to be made towards achieving gender balance and increasing diversity in the field of astronomy, and there is still room for improvement in the membership and leadership of SDSS-IV. For example, at the highest level of SDSS-IV leadership, women disproportionately assume roles related to education and public outreach. We measure the clustering of X-ray, radio, and mid-IR-selected active galactic nuclei (AGN) at 0.2 < z < 1.2 using multi-wavelength imaging and spectroscopic redshifts from the PRIMUS and DEEP2 redshift surveys, covering 7 separate fields spanning ~10 square degrees. Using the cross-correlation of AGN with dense galaxy samples, we measure the clustering scale length and slope, as well as the bias, of AGN selected at different wavelengths. Similar to previous studies, we find that X-ray and radio AGN are more clustered than mid-IR-selected AGN. We further compare the clustering of each AGN sample with matched galaxy samples designed to have the same stellar mass, star formation rate, and redshift distributions as the AGN host galaxies and find no significant differences between their clustering properties. The observed differences in the clustering of AGN selected at different wavelengths can therefore be explained by the clustering differences of their host populations, which have different distributions in both stellar mass and star formation rate. Selection biases inherent in AGN selection, therefore, determine the clustering of observed AGN samples. In the Spring of 2011 we carried out a 2.5 month reverberation mapping campaign using the 3 m Shane telescope at Lick Observatory, monitoring 15 low-redshift Seyfert 1 galaxies. This paper describes the observations, reductions and measurements, and data products from the spectroscopic campaign. The reduced spectra were fitted with a multicomponent model in order to isolate the contributions of various continuum and emission-line components. We present light curves of broad emission lines and the AGN continuum, and measurements of the broad H-beta line widths in mean and root-mean square (rms) spectra. For the most highly variable AGNs we also measured broad H-beta line widths and velocity centroids from the nightly spectra. In four AGNs exhibiting the highest variability amplitudes, we detect anticorrelations between broad H-beta width and luminosity, demonstrating that the broad-line region "breathes" on short timescales of days to weeks in response to continuum variations. We also find that broad H-beta velocity centroids can undergo substantial changes in response to continuum variations; in NGC 4593 the broad H-beta velocity shifted by ~250 km/s over a one-month duration. This reverberation-induced velocity shift effect is likely to contribute a significant source of confusion noise to binary black hole searches that use multi-epoch quasar spectroscopy to detect binary orbital motion.
