Development agencies in Turkey emerged in the process of candidate membership to the European Union. Agencies began to be established on 08.02.2006 with the entry into force of the Law No. 5449 on the Establishment, Coordination and Duties of Development Agencies. Development agencies are structures created to ensure cooperation between public, private and non-governmental sectors, to improve participation and local participation, to accelerate the development of the region they are located in and to reduce interregional development disparities. Development agencies have been established to ensure the participation and cooperation of actors in the region. The aim of this study is to evaluate the role of agencies in ensuring participation through the case of Zafer Development Agency serving in the region classified as TR33. In the study, document analysis method and literature review method are used, which are among qualitative research methods. In the evaluation of development agencies based on the case of Zafer Development Agency, it is seen that Zafer Development Agency developed various programs and carried out activities to ensure the participation and cooperation of actors in the region. This article provides practical advice about how development agencies can use strategic management (SM) to improve their performance. Successful implementation of SM enables managers to predict the future, reduce uncertainty, use resources more efficiently and achieve strategic goals. According to the study results, public institutions should focus on decentralizing to create the appropriate organizational structure to implement strategic plans. As well, better performance indicators are needed. Strategic management (SM) principles are being applied in the public sector, but there have been some implementation problems. This article investigates the applicability and effectiveness of SM practices for the public sector using quantitative methods and techniques. Regional development is a complex and dynamic process, and the role of institutions is fundamental for it to occur in a sustainable manner. Thus, this article seeks to analyze the role of the Regional Development Agency of Southwest Paraná in relation to regional development under the scope of an institutional arrangement. To this end, the bibliographic method and secondary data were used. The main results show that the region where ADR operates is relevant and has improved its indicators over the years in relation to the state average. Furthermore, it is noteworthy that the agency has a solid and organized institutional arrangement in favor of regional development. However, there is still no clear way to differentiate or evaluate the effective role of this institutional arrangement in the development of that region, due to the lack of mechanisms for monitoring actions that originate exclusively through the articulation of ADR with the respective network of actors. In this sense, it is important to highlight that the lack of a methodology that monitors the cycle of actions actually carried out by the institutional network may be a factor that contributes to the weakening of this institutional arrangement in the regional development process. Bu kapsamda, birer kamu kuruluşu olarak, kalkınma ajanslarının denetimi, kurumun işleyişi kadar önemli bir konudur. 2006 senesinden bu yana kanun koyucu, kalkınma ajanslarıyla ilgili temel kanun niteliğindeki, 5449 sayılı kanun uyarınca yayımlanan "Kalkınma Ajansları Bütçe ve Muhasebe Yönetmeliği" ve "Kalkınma Ajansları Denetim Yönetmeliği" ile kalkınma ajanslarının denetimi sorunsalının, hukuki çerçevesini belirlemiştir. Ek olarak, 17 Eylül 2022 tarih, 31956 sayılı Resmî Gazete'de yayımlanan "Kalkınma Ajansları Denetim Yönetmeliği" bu bağlamda incelenmesi gereken önemli bir belge niteliğindedir. Development agencies are public institutions that are obliged to provide support for implementing plans and programs in line with regional development aims. The paradigmatic shift in public administration has increased the importance of "auditing", "transparency" and" accountability" within the context of the new public management approach that started to develop in the 1980's. Within this framework being public institutions the audit of development agencies is as important as the functioning of these institutions. From 2006 to the present, Turkish legislative authority has determined the legal framework of the problem of audit of development agencies with the "Development Agencies Budget and Accounting Regulation" and the "Development Agencies Audit Regulation", which are published in accordence with Law No. 5449 and constitute the basic law on development agencies. In addition, the "Development Agencies Audit Regulation" published in Offical Gazette No.31956 on 17 September 2022 is an important document that should be examined with in this scope. The aim of this study is to make a general evaluation on the establishment process, operating system and administrative structure of development agencies and as expressed in literature, make an overall assesment of the process on how the phenomenon of audit works in the context of development agencies. The misappropriation of sustainable forest programs by local communities and the under-utilization of their knowledge are major impediments to the mitigation of deforestation. Within this context, participation has become a principle used in almost all interventions. It is important to evaluate the practices in this area to ensure better involvement of local communities. This survey examined the perception and participation of local communities in the management of miombo woodlands, based on semi-structured questionnaire surveys involving 945 households in 5 villages in the Lubumbashi rural area. The results reveal that local communities perceive soil fertility loss and deforestation as major environmental challenges in their area. This perception remains largely influenced by their socio-demographic factors such as respondents' age, seniority in the villages, and level of education. To mitigate deforestation, the rare actions of provincial public services and non-governmental organizations are focused on the sustainable exploitation of miombo woodlands through the development of simple management plans, reforestation, and forest control. These activities are sparse and poorly inclusive of scientific findings and the priorities of local communities. These justify poor community participation, particularly in the actions of provincial public services. For a better appropriation of sustainable forest management plans and to reinforce miombo woodlands' resilience to anthropogenic pressures, based on these findings, we recommend a concerted and inclusive approach to forest planning. The only common point of social and economic goals in all countries of the world is development and sustainability. For this purpose, countries have developed various policies in order to distribute development equally to all parts of the country and to eliminate interregional development differences within themselves. In our country, regional development areas have been determined and agencies have been established to coordinate these areas and ensure sustainable development. Employment policies are put forward under the coordination of agencies and within the framework of development plans. Among these policies, the issue of occupational health and safety is not taken into account. Despite the legal regulations in our country, occupational accident indicators and statistics are presented, as the number of occupational accidents increases every year. In this study; Occupational accidents data between 2012 and 2020 were examined by grouping the provinces in which 26 development regions operate in Turkey one by one. Occupational accident likelihood ratios, occupational accident severity rates and occupational accident frequency rates were calculated with the obtained data. The calculated indicators are important in terms of revealing the occupational accident performance of the regional development areas and contributing to the development policy. Resumo Este artigo aborda os desafios enfrentados pelas Instituições Financeiras de Desenvolvimento Regional (IFDRs) no Brasil, sugerindo algumas condições para a melhora no financiamento de longo prazo. O artigo destaca a importância do Sistema Nacional de Fomento, traça um breve histórico das instituições financeiras de desenvolvimento brasileiras, aponta limitações a serem superadas e condições para que as IFDR assumam um papel mais efetivo no desenvolvimento nacional. As proposições de política pública voltadas ao fortalecimento das instituições regionais expressam o conteúdo dos debates mantidos no âmbito da Associação Brasileira de Desenvolvimento, o principal fórum de representação das instituições de fomento.

As is known, to determine the meaning of the regional socio-economic analysis and policy in Turkey, as well as three different levels of statistical unit it has been established in order to have comparable data base with the Regional Statistical System of the European Union. Thus, development agencies established on NUTS 2 regions started to take part in the public opinion with the guidance of disparities between the regions on the one hand and the candidacy process to the European Union on the other. Development agencies aim to accelerate development by eliminating local and regional disparities. Development agencies in our country started to be established with Law No. 5449 dated 08.02.2006. However, geographical criteria have not been utilized in the designation and demarcation of NUTS 1 and NUTS 2 regions. When NUTS 1 regions are named, sometimes the province is named because of the provincial borders. The geographical distribution and functionalities of regional development agencies established on the basis of Level 2 sub-regions are open to discussion. Since the names and distribution of regional development agencies are not compatible with the geographical characteristics of the regions, some inaccuracies and deficiencies have emerged in this regard. Moreover, in some NUTS 2 regions, economic development, main statistical data and environmental connections are not taken into consideration in the selection of central cities, and provincial populations are accepted as the main determining criteria. In this study, the effects of development agencies on regional development are examined by considering their distribution in geographical regions and segments. Today especially at the begining of 21st century, it can be said that the governments'policies and instruments implemented on the economical, political and cultural areas have changed due to changes and transformations experienced based on globalisation. In this sense, it is known that although the governments preferred mostly top to bottom policies for development of cities until the last 30 years of 20th centuries, the method was transformed into bottom to top towards to the end of the century. It was decided to establish the development agencies with the law 5449 in 2006 for the requirement of bottom to top and for providing criterias of EU harmonisation process. The most considerable aim of establishing the development agencies is to be a catalyzator to motivate local potential in increasing entrepreneurship and employment with participatory approach. In this context, in the study, entrepreneurship concept and its importance, and emergence and their aims will be explained. The Lower Bidasoa region, which encompasses the municipalities of Irun and Hondarrabia in Spain and Hendaye in France, has been cultivating municipality collaboration for decades, especially after the foundation of the international partnership of Bidasoa-Txingudi in 1998. The objective of the investigation is to show the activity of this entity as an example of the development of policies between interstate border boundaries in the European Union, and of the spatial socialization schemes that operate around them. We opted for the in-depth interview to contrast the results obtained through published sources. The results suggest an unquestionable willingness to materialize this relationship. However, this collaboration is limited by the difficulty of initiating common projects governed by legislation from two different states. [ABSTRACT FROM AUTHOR]

The actual aim of this paper is to update the periodic studies on defining social-economic development levels of cities in Turkey according to established development agencies. It is believed that considering the development agencies as a one administrative authority would define levels of developments of regions better than considering the cities one by one as an individual. For doing this total values of development agencies of considered regions are found in the manner of their leading socioeconomic indicators and then development agencies regions will be interpreted by using Factor Analysis.

Regional development policies became a current issue within a totally new scope with the increasing importance of local activities by the 1990s. During this period, states having a national perspective on development were replaced by 'regional development agencies' within the framework of newly emerging understanding of ‘governance’. Regional development policies in Turkey were transformed from centralization to decentralization with the process of membership to the European Union. The “Development Agencies” emerging from this process were established in 26 Level 2 Regions in Turkey, starting from 2006. In this context, this study is designed to examine the activities of Development Agencies, established within 26 Level 2 Regions in Turkey, based on their activity reports, and to identify the compliance of these activities with tasks and responsibilities of the Agencies. This study uses the ‘Call for Proposals’ mechanism as an activity of the agencies.

In this study, classical and robust principal component analyses are used to evaluate socioeconomic development of regions of development agencies that give service on the purpose of decreasing development difference among regions in Turkey. Due to the high differences between development levels of regions outlier problem occurs, hence robust statistical methods are used. Also, classical and robust statistical methods are used to investigate if there are any outliers in data set. In classic principal component analyse, the number of observations must be larger than the number of variables. Otherwise determinant of covariance matrix is zero. In Robust method for Principal Component Analysis (ROBPCA), a robust approach to principal component analyse in high-dimensional data, even if the number of variables is larger than the number of observations, principal components are obtained. In this paper, firstly 26 development agencies are evaluated with 19 variables by using principal component analysis based on classical and robust scatter matrices and then these 26 development agencies are evaluated with 46 variables by using the ROBPCA method. Regional development agencies were established in 2006 as 26 different departments in Turkey with the objective of defining regional potentialities and triggering local dynamics. However, in a report issued by State Auditing Board so as to investigate rumors regarding underperformance and problems of the agencies, 43 different problems were highlighed. But in this report neither relationships between the 43 problems nor root causes behind the problems had not been worked on. In this paper, with an assumption that all of these problems are somehow related to the governance structure and processes of the Agencies, an example of 14 out of the 43 problems are analyzed using COSO and COBIT approaches in order to delve into root causes.
