Climate over the watershed of the San Francisco Bay Delta estuary system varies on a wide range of space and time scales, and affects downstream estuarine ecosystems. The historical climate has included mild to severe droughts and torrential rains accompanied by flooding, providing important lessons for present-day resource managers. Paleoclimate records spanning the last 10,000 years, synthesized across the Estuary, watershed and key regions beyond, provide a basis for increased understanding of how variable California’s climate can be and how it affects the Bay Delta system.This review of paleoclimate records reveals a gradual warming and drying in California from about 10,000 years to about 4,000 years before present. During this period, the current Bay and Delta were inundated by rising sea level so that by 4,000 years ago the Bay and Delta had taken on much of their present shape and extent. Between about 4,000 and 2,000 years ago, cooler and wetter conditions prevailed in the watershed, lowering salinity in the Estuary and altering local ecosystems. Those wetter conditions gave way to increasing aridity during the past 2,000 years, a general trend punctuated by occasional prolonged and severe droughts and occasional unusually wet, cool periods. California’s climate since A.D. 1850 has been unusually stable and benign, compared to climate variations during the previous 2,000 or more years. Thus, climate variations in California’s future may be even more (perhaps much more) challenging than those of the past 100 years. To improve our understanding of these past examples of climate variability in California, and of the linkages between watershed climate and estuarine responses, greater emphases on paleoclimate records in and around the Estuary, improved temporal resolutions in several record types, and linked watershed-estuary paleo-modeling capabilities are needed.

Accurate prediction of available water supply from snowmelt is needed if the myriad of human, environmental, agricultural, and industrial demands for water are to be satisfied, especially given legislatively imposed conditions on its allocation. Robust retrievals of hydrologic basin model variables (e.g., insolation or areal extent of snow cover) provide several advantages over the current operational use of either point measurements or parameterizations to help to meet this requirement. Insolation can be provided at hourly time scales (or better if needed during rapid melt events associated with flooding) and at 1-km spatial resolution. These satellite-based retrievals incorporate the effects of highly variable (both in space and time) and unpredictable cloud cover on estimates of insolation. The insolation estimates are further adjusted for the effects of basin topography using a high-resolution digital elevation model prior to model input. Simulations of two Sierra Nevada rivers in the snowmelt seasons of 1998 and 1999 indicate that even the simplest improvements in modeled insolation can improve snowmelt simulations, with 10%-20% reductions in root-mean-square errors. Direct retrieval of the areal extent of snow cover may mitigate the need to rely entirely on internal calculations of this variable, a reliance that can yield large errors that are difficult to correct until long after the season is complete and that often leads to persistent underestimates or overestimates of the volumes of the water to operational reservoirs. Agencies responsible for accurately predicting available water resources from the melt of snowpack [e.g., both federal (the National Weather Service River Forecast Centers) and state (the California Department of Water Resources)] can benefit by incorporating concepts developed herein into their operational forecasting procedures.

There is a great deal of interest in the literature on streamflow changes caused by climate change because of the potential negative effects on aquatic biota and water supplies. Most previous studies have primarily focused on perennial streams, and there have been only a few studies examining the effect of climate variability on intermittent streams. Our objectives in this study were to (1) identify regions of similar zero-flow behaviour and (2) evaluate the sensitivity of intermittent streams to historical variability in climate in the USA. This study was carried out at 265 intermittent streams by evaluating (1) correlations among time series of flow metrics (number of zero-flow events, the average of the central 50% and largest 10% of flows) with climate (magnitudes, durations and intensity) and (2) decadal changes in the seasonality and long-term trends of these flow metrics. Results identified five distinct seasonality patterns in the zero-flow events. In addition, strong associations between the low-flow metrics and historical changes in climate were found. The decadal analysis suggested no significant seasonal shifts or decade-to-decade trends in the low-flow metrics. The lack of trends or changes in seasonality is likely due to unchanged long-term patterns in precipitation over the time period examined. Published 2015. Floods are amongst the most dangerous natural hazards in terms of economic damage. Whilst a growing number of studies have examined how river floods are influenced by climate change, the role of natural modes of interannual climate variability remains poorly understood. Here, we present the first global assessment of the influence of El Niño Southern Oscillation (ENSO) on river floods. The analysis was carried out by simulating daily gridded discharges using the WaterGAP model, and examining statistical relationships between these discharges and ENSO indices. We found that, over the period 1958-1999, ENSO exerted a significant influence on annual floods in river basins covering over a third of the world's land surface, and that its influence on floods has been much greater than its influence on average flows. We show that there are more areas in which annual floods intensify with La Niña and decline with El Niño than vice versa. However, we also found that in many regions the strength of the relationships between ENSO and annual floods have been non-stationary, with either strengthening or weakening trends during the study period. We discuss the implications of these findings for science and management. Given the strong relationships between ENSO and annual floods, we suggest that more research is needed to assess relationships between ENSO and flood impacts (e.g. loss of lives or economic damage). Moreover, we suggest that in those regions where useful relationships exist, this information could be combined with ongoing advances in ENSO prediction research, in order to provide year-to-year probabilistic flood risk forecasts. Three statistical downscaling methods were applied to NCEP/NCAR reanalysis (used as a surrogate for the best possible general circulation model), and the downscaled meteorology was used to drive a hydrology model over California. The historic record was divided into an "observed" period of 1950-1976 to provide the basis for downscaling, and a "projected" period of 1977-1999 for assessing skill. The downscaling methods included a bias-correction/spatial downscaling method (BCSD), which relies solely on monthly large scale meteorology and resamples the historical record to obtain daily sequences, a constructed analogues approach (CA), which uses daily large-scale anomalies, and a hybrid method (BCCA) using a quantile-mapping bias correction on the large-scale data prior to the CA approach. At 11 sites we compared three simulated daily flow statistics: streamflow timing, 3-day peak flow, and 7-day low flow. While all downscaling methods produced reasonable streamflow statistics at most locations, the BCCA method consistently outperformed the other methods, capturing the daily large scale skill and translating it to simulated streamflows that more skillfully reproduced observationally-driven streamflows.
