The proposed action would establish a Naval Oceanographic Center at the National Space Technology Laboratory (NSTL), Bay St. Louis, Mississippi. A number of sites were visited and considered for the proposed action and analyses were made for the more competitive ones. No significant impact on the natural environment will result directly from the proposed action since existing facilities will fulfill most needs. Relocation of the attected activities could result in severance of certain family, cultural and community ties for many of the employees. Urbanization of the Countryside adjacent to several of the local communities will be speeded with the influx of new families and the attendant increase in demand for housing, municiple services and recreational facilities., See also Volume 2, AD-A010 536.

Three dimensional integrated circuits are manufactured from compatible cofireable materials by extruding batched cofireable materials to form blocks of specified cross sections, selecting and stacking cross sections of various widths from different blocks in a specified manner to form the desired circuit and placing the stack in a furnace having a predetermined temperature time profile to properly sinter each of the materials. An improved cooling arrangement for an electronic plug-in module assembly having a plurality of modules supported in grooves in a pair of parallel sides. Each parallel side is provided with fluid passageways for carrying a cooling liquid for removing heat transferred from a heat sink on each module to the sides. A plurality of apertures are provided in each side between adjacent grooves and carry fins through which cool air is blown to cool each side of each plug-in module. (Author)

A continuous wave ultrasonic wave transmitter transmits modulated waves in two opposite directions being intercepted by a forward receiver and an aft receiver. The received signals are demodulated and the relative phase is used to obtain a speed reading. The wave length of the modulator signal must be larger than the two, preferably equal transmitter-to-receiver spacings. A similar but orthogonally arranged receiver system permits acquisition of a speed vector. Different modulation frequencies are to be used for different speed ranges; all these frequencies are transmitted simultaneously and selection of the desired one is made in the processing circuit only. Fuzing incorporating a doppler signal for establishing warhead fuzing time. More particularly, circuitry is provided in which the doppler is detected, integrated and used upon exceeding the level of a preset threshold device to enable two preset counters to effect fuzing only if their individual preset counts are achieved within a time established by their associated timers. A third, higher count, preset counter effects the fuzing if not earlier realized from one of the counters, while a dropout detector responsive to the threshold device output effects the fuzing in cases where the threshold level is exceeded and then lost. A stores ejection system incorporating a dual piston system for power actuation of the ejectors and having a linkage for transfer of power between the pistons which does not penetrate the end walls of the operating cylinder but is pinned to a boss on one of the pistons. Power line transient suppressing circuits which use inductors in series with the load to reject or attenuate transients on the power line over a wider range of transients than with prior devices, and also serve as inrush current limiters. Two unidirectional current circulating diode-inductor loop circuits eliminate the 60Hz voltage drop across the inductors. Normal operation is not affected by the circuits, but transients are rejected by the inductors. (Author)

The invention relates generally to epoxy and urethane resins and more particularly fluorinated epoxy and urethane resins. The preparation of these fluorinated polymers require hexafluoropentanediol as a precursor. This compound is both scarce and expensive. Consequently, the extent of use of these valuable fluorinated polymers is restricted by the cost and difficulty of their preparation. It is therefore an object of this invention to provide fluorinated polyol and epoxy polymers which do not require an expensive and scarce precursor. Another object of this invention is to provide fluorinated epoxy and urethane resins having exceptional heat, light, and chemical resistance and a low surface energy., Supersedes PAT-APPL-736 965-76.

A simply constructed low input power cyclic cryogenic refrigerator suitable for cooling superconducting quantum interfering devices (SQUID) and similar instruments is provided. A Stirling machine having a multistage displacer and a piston as its only essential moving parts, with helium gas as the working fluid, achieves and maintains a temperature of substantially 8.5 deg K. The working cylinder and displacer are separated by a tube and are fitted together precisely at steady-state operation rather than at room temperature. The displacer preferably is made of nylon and its cylinder of an epoxy-glass composite to provide the nearly optimum clearance required to maintain the 8.5 deg K. temperature for continuous periods on the order of several weeks. An electric detonator is fired by energy stored in the circuit upon arming of the system. A bridgewire grounds the trigger signal until sufficient input is present to blow out the bridgewire. The trigger signal then passes through a time delay circuit which gates a silicon controlled rectifier. This permits a closed circuit loop between the detonator and the stored energy. A method and apparatus for data compression which utilizes a random walk through Pascal's triangle which is directed by the incoming random source sequence. The random walk starts at the apex of Pascal's triangle and proceeds downward according to an algorithm until it terminates at a boundary which has been constructed in such a way that the encoding of each source sequence can be accomplished in a fixed number of bits. The fixed-length encoded block consists of a prefix to determine the boundary crossing point in Pascal's triangle and a suffix which represents the encoded form of the input sequence relative to that starting point. A method of separating isotopes of hydrogen which comprises subjecting a mixture of methane and isotopes of hydrogen in a methane to hydrogen mole ratio from about 1000:1 to about 1:10 to a glow electrical discharge from about 10 to the minus 3rd power to about 50eV per hydrogen bond at a temperature from about 50 K. to about 310 K. and at a pressure from about 0.3 Torr to the pressure at which arcing occurs. A system for simulating, in the elevation dimension, an environment of targets, ground clutter and chaff to a frequency scan (inertialess) three-dimensional radar system transmitting frequency differentiated pencil beams to provide an elevation scan. To generate targets, the radar elevation simulation system determines the pencil beams in which a simulated target would appear and generates simulated target echo signals, frequency and time differentiated to correspond to the frequency and transmission time for the selected beams. For passive interference generation, the elevation simulation system gates on simulated ground clutter at short range and low elevation angles and simulated chaff at longer range and higher elevation angles and generates corresponding frequency and time differentiated simulated echo signals. The simulated target and simulated passive interference echo signals are mixed and then fed to the frequency scan radar system for conventional presentation on the radar displays. (Author)

A variable flow diffuser for use in air cushion vehicles to convert the kinetic energy of the moving air from the main fan into potential energy of air pressure. The conversion is accomplished by passing the air flow from the fan through a flow splitter and diverting it radially outward in all directions along a plane perpendicular to the initial direction of the air flow. The volume of air passing through the diffuser is controlled by placing control vanes around the flow splitter or by moving the flow splitter and a back plate in and out of the air channel. In an apparatus for projecting low-frequency acoustic waves in a liquid media, a chamber adapted to be immersed in the media contains gaseous material to provide a compliance and is provided with an aperture. A piston of selected mass is sealably mounted in the aperture, having one end adapted to displace a selected mass of the liquid media and the other end adapted to displace the gaseous material in the chamber. An actuating device is coupled to the piston for reciprocating it at the resonant frequency of a mechanical system which substantially comprises the compliance provided by the contained gaseous material, the mass of the piston, and the mass of the displaced liquid media. An arrangement for determining the temperature gradient within a fluid medium, which is used to ascertain the magnitude of vertical water movement, utilizes a pair of thermistors connected in a differential Wheatstone bridge that senses the temperature at two locations. The DC bridge driving voltage has its polarity periodically reversed for equal time intervals by a logic signal. The bridge output signal is converted to a variable frequency and counted during each of these different intervals in opposite directions. This subtraction process, which yields the temperature difference at the two locations, also, among other things, eliminates the effects of drift from the temperature measurement. The system also contains provisions for minimizing any offset caused by changes in the bridge driving voltage, amplifier offset instabilities and variations in other circuit components. There is also an overlap preventer circuit which prevents any miscount when the logic signal occurs at a particular time with respect to the transitions of the variable frequency signal that is being counted. A solder extractor apparatus is configured as a self-contained bench unit having a pump motor to provide an instantaneous source of pressure or vacuum available to the operator from a common port on the apparatus, the pump being started by the operator when he lifts the solder extractor iron from its support holder, and thereafter, the use of the pressure or vacuum being controlled by a foot operated switch so as to be available at the appropriate time in the solder extraction process. The present switch is based upon the use of thermal hysteresis to establish stable voltage and no-voltage states. It is a thin-film proximity effect weak link superconductor having a pair of separated strong superconductor regions linked by a short length of a thin-film weak superconductor, i.e. a material having a critical current and a transition temperature less than the material of the strong regions. Raising of a control current above the critical current (current switching) produces a voltage across the weak link. Power dissipation then produces a thermal instability causing the voltage to quickly rise and establish a stable voltage state. Temperature rising with power dissipation lowers the critical current of weak link. Magnetic switching can achieve the same results. Subsequent reduction in control current to the lowered critical current produces a second thermal instability and a voltage drop to a stable 'zero' voltage state. The voltage rise and drop are sufficiently fast for use in lieu of solid state devices in high speed digital circuits. Achievable voltage rise time is estimated to be as low as 100 psec. (Author)

This document describes a shuttering servo system which is phase synchronized to the vertical retrace time of a television camera. Circuitry is provided to lock the leading edge of the signal from a photo detector on a disc shutter motor shaft to the leading edge of the camera's vertical drive output. Calibration of expendable sonobuoys can be made in-situ to assure the transmission of representation data. A pair of integrated circuit timers are coupled together to provide on-off duty cycles during which a spectral distribution of calibration signals is fed to the sonobuoy. Since the spectral distribution and amplitude of the calibration signals are known, a remote monitoring station is continuously apprised of the sonobuoy's calibration. A constant illumination level control system for continuously adjusting the level of artificial illumination in an area of controlled lighting to complement available natural illumination. A photocell sensor in combination with an input amplifier generates a voltage representative of the illumination level in the area of controlled lighting. This illumination level voltage is compared by a comparator with a reference voltage, a non-zero difference voltage output from the comparator being indicative of a change in the illumination level from a desired, preset level. The output from the comparator is applied to a solid state dimmer circuit which, by controlling the gating of a triac, regulates the electrical energy input to the artificial lighting system. In response to a non-zero difference voltage output from the comparator, the solid state dimmer circuit, in combination with the triac, adjusts the artificial illumination output to reestablish the desired, present level of total illumination. In a welder, of the type having a saturable reactor with a control winding through which a current flows, a device controls the rate of decay of the output welding current. Means are provided for controlling any one of N different input currents, including a plurality of N capacitors, N or = 2, each of which have two terminals. Means for connecting any one of the capacitors in the controlling means causes a corresponding change in the current through the control winding. The connecting means may be a single-pole, (N+1) tap, switch, whose taps are connected to the capacitors. The connection to any specific tap determines the magnitude and phase of the current through the control winding, and therefore the decay time of the welding current. (Author)

A communication system utilizing neutrino particles as the information transferring agent. A beam of high energy neutrinos is generated by nuclear interactions using a high energy proton accelerator. The beam is modulated so as to carry information and is directed along a straight line path to the receiving station. The receiving station detects the beam by the Cerenkov radiation it causes to thereby receive the information carried by the beam. (Author)

Polymeric sulfur nitride is a conductive metallic compound providing a highly electronegative contact for both n- and p-type semiconductor materials. Tests show the electronegativity to be higher than Au. Larger barriers are obtained for n-type semiconductors and smaller barriers, or Ohmics, for p-types. This patent discloses a broadband high pass microwave filter and method of manufacturing thereof that maximizes the frequency separation between the desired passband of the filter and spurious passbands. A strip of dielectric material has alternately spaced capacitor plates formed on both sides thereof such that parallel plate capacitors are formed at the overlapping sections of the capacitor plates. The dielectric strip is folded in accordian-like fashion and inductive leads are electrically connected to the capacitor plates at each of the folds. The folded dielectric strip is mounted on an MIC substrate, the end plates of the strip are electrically connected to microstrip conductors on the substrate and the inductive leads are connected to the ground plane of the microstrip substrate to thereby form the high pass microwave filter. Single filament fiber optic cables are aligned within a connector to provide low-loss light transmittance from one to the other. Since it is virtually impossible to drill holes in a connector as small as the five thousandths of an inch typical diameter of a single filament fiber optic cable, the fiber optic cable ends are bonded within a section of micro-tubing, of the stainless steel type used for the micro syringe portion of a hyperdermic needle. The single filament fiber optic cable ends thus bonded within the micro-tubing, are received within terminal members of a selected metal material having internal bores which are readily drilled by conventional means to receive the micro-tubing having the ends of the fiber optic cables bonded therein. This assembly is made by force fit and each such assembled terminal of the single filament fiber optic cable is optically ground and polished at its end. Two such fiber optic cable end terminals, which preferably have a slight taper, are received into a central cylindrical member which has a configuring taper and aligns the two single filament fiber optic cable ends to facilitate the transmittance of optical energy with minimal light loss. A suitable end cap at each end of the central member retains the two terminal members in desired abutting alignment. Preferably, the central cylindrical member is fabricated of a metal dissimilar to the metal of the terminal members which it receives in its internal bore. The present invention is a controllable gas generator which includes an elongated container having a top and a bottom. Two different liquids and pellets are utilized, the pellets being nonreactive with and floatable in a first one of the liquids and reactive with and nonfloatable in a second one of the liquids. The first and second liquids are disposed in the container, the first liquid being denser than the second liquid so that the first and second liquids form an interface. A partition is mounted in the container below the level of the interface for dividing the container into top and bottom compartments. The pellets are disposed in the bottom compartment with the first liquid, and a valve is mounted in the partition for dispensing the pellets. With this arrangement, an opening of the valve will allow pellets to exit there-through and ascend in the first liquid to the interface where the pellets will react with the second fluid to generate gas. An intense, space-charge-neutralized, pulsed ion beam is used to heat a magnetically-confined plasma, such as a tokamak plasma, by injecting the ion beam into the plasma along a trajectory that is generally perpendicular to the confining magnetic field. For proper beam parameters, the ion beam will propagate across the magnetic field in the vacuum region, penetrate the confined plasma, and deposit its energy in the interior of the plasma. A method for determining in situ the thermal conductances of bonding layers of detectors in infrared detector arrays for quality selection of preferred detector arrays. Each detector of the array is heated successively by laser pulses of variable pulse width and the thermally-induced change in detector resistance is measured as a function of time after each laser pulse and converted directly to its corresponding temperature. Using measured values of detector resistance as a function of temperature for each detector, one can obtain the time-dependence of the detector temperature following each laser pulse for each detector of the array. The present invention involves apparatus for performing a sequential probability ratio test to make decisions in a Friend Identification System. The apparatus determines a product of sequential ratio probabilities and compares them to appropriate threshold probability values to make decisions as to acceptability, non-acceptability, or the unknown nature of replies from a target. A serial to parallel converter receives a succession of digital bits in serial form comprising discrete data formats and control formats through its input terminal, which is coupled to a data shift register and to a control shift register. When a data format is coupled into the input, a register enable circuit enables the data register to load and convert sets of changeable data bits, comprising part of the data format, to parallel form. When a control format is coupled into the input, the register enable circuit enables the control shift register to convert sets of changeable control bits, comprising part of the control format, to parallel form. One of the changeable bits in every control format immediately followed by a data format comprises an incoming data indicator. During the period that a control format containing an incoming data indicator is being coupled to the converter, a register selector circuit responds to the indicator by instructing the register enable circuit that the next incoming format will be a data format. Marine structures which are designed to be submerged in an aqueous environment containing fouling organism are protected from fouling by the use of an organotin containing polymer wherein the tin is chemically bonded to the polymer. The polymer inhibits fouling of the exposed surface of the structure while minimizing the adverse effects on the surrounding environment due to reduced leaching of the organotin compound from the polymer., Supersedes PAT-APPL-699 745-76.

A pair of structural members are coupled by a tongue and groove joint having a groove half and a tongue half. To secure the joint, bolts extend transversely through aligned bolt holes and, on each side of the tongue half holes, are so-called 'collapsing' slots. A linear explosive is placed in the base of the groove near the inner end of the tongue. The metal thickness of the tongue lying between the explosive and its holes and slots forms a 'web' which, upon detonation, collapses into the slots. The collapse stretches the web portion adjacent the bolt holes sufficiently to produce a rupture or opening through which the bolts pass to permit separation of the structural members. This patent describes a compressor stall warning system for jet aircraft gas turbine engines. The turbine inlet temperature and the compressor rotor speed are monitored and signals representative of the ratio of these two functions and the inlet temperature itself are produced. If the turbine inlet temperature increases while the compressor rotor speed decreases their ratio would increase rapidly. When either this ratio or the turbine inlet temperature alone increase beyond predetermined thresholds, a signal is furnished to the aircraft pilot warning him of impending aircraft engine stall. A polymeric residue with one or more metals, salts, and oxides mixed therein, deposited on refrigeration system surfaces by a circulating halogenated hydrocarbon refrigerant, is removed from a surface by contacting the residue with a saturated aqueous solution or slurry with a pH from 2 to 4 of ethylenediaminetetraacetic acid at temperatures from 30 C to 100 C. A motion compensating tank which includes a bottom tank portion which is capable of holding liquid and a top portion which has a flotation collar and a flexible collar. The flotation collar is buoyant in the liquid so as to float substantially level thereon, and the flexible collar sealably joins the flotation collar to the bottom tank portion. This document describes an improved shuttle valve for providing control of fluid from two alternate sources to a fluid-actuated mechanism. Primary and secondary fluid sources are coupled to supply fluid to a shuttle valve for transmission to a single outlet port. A bias piston having a passage axially extending therethrough is slidably positioned to engage the shuttle and impart movement in response to fluid pressure from the primary source. A bias source is coupled to vary the pressure on the piston and thus change the net bias needed to allow fluid from the primary source to maintain the shuttle in a first position. Initially, when the shuttle is in the first position, fluid flows from the primary source to the single outlet. Subsequently, when the pressure from the primary source falls below a predetermined valve, the fluid pressure from the secondary source moves the shuttle to enable fluid flow from the secondary source to the single outlet. This patent describes a cooling arrangement for a gas turbine exhaust nozzle is provided which includes a plurality of heat shield panels slidably positioned on tracks mounted on the nozzle casing. The panels are spaced apart to permit thermal expansion and include impingement baffles which are attached thereto intermediate the panels and the casing. Holes in the impingement baffles direct cooling air against the interior surface of the panels. Method and apparatus for detecting tunnels beneath an area of the earth's surface wherein an oscillator couples a current into a linear conductor at the earth's surface to generate a magnetic field in the earth beneath the area. Phase angle measuring means measures phase difference between the vertical and horizontal components of the magnetic field at selected points along a line parallel to the linear conductor to detect abrupt changes in earth resistivity, changes in resistivity indicating the presence and horizontal position of a tunnel. Each stage terminates with a low-pass filter in which odd harmonics of the carrier frequencies and double frequencies generated in the second and final stages are eliminated.
