DC. Public libraries. - Abstract
Citizen laboratories are an instrument that enables the direct participation of citizens in their community by facilitating collaboration between people through dialogue processes and experimentation and co-creation projects at different levels. The public library has found in the citizen laboratories a new way to connect with its territory, using its potential as a meeting and interaction space and as an agent of change. The objective of this work is to offer an approximation to what these initiatives are, how they work and what impact they have. To this end, professional practice has been analyzed, exploring three models (methodological approach) and two programs (experiential approach) of citizen laboratories in the context of the public library. Among the findings of the study, it stands out that there is no single methodology for these initiatives, but there are replicable models, while the analysis of the programs provides clues about the way in which they activate the social capital of the community. Finally, it is concluded that these laboratories are an effective formula for encouraging local participation and that they contribute to the redefinition and revaluation of the current public library, making them a practice to be included in the toolbox of library innovation.

Staff is the main resource in public libraries. The sustainability and quality of public library services depend on them, on their training, skills and initiative. In the present study, the evolution of the staff of Spanish public libraries in the decade between 2011 and 2020 is analyzed, in order to obtain a better knowledge of the staff and to serve as a starting point for future studies. Large differences are observed between public libraries depending on the number of inhabitants in their municipality, something that directly affects the staff. Despite the fact that municipalities with fewer than 20,000 inhabitants have seven out of ten public library service points, they only have three out of ten full-time equivalent professionals. These service points, and especially those found in municipalities with less than 5,000 inhabitants, are more vulnerable to adverse economic situations and so is their staff, who have more part-time contracts, a lower level of qualification (at least as recognized in their contracts) and lower salaries on average. As the municipalities increase in population, all these variables improve. In conclusion, it is considered necessary to support municipalities with smaller populations in the maintenance of public libraries and their staff by the provincial, regional and state administrations. On the other hand, it is considered urgent to carry out systematic monitoring in the coming years to identify how the current context affects public library professionals and what aspects need to be improved. Finally, measures are recommended to improve and expand the available data on these professionals in order to guide actions in defense of the profession.

This research aimed to identify the relationships that the Benedito Leite Public Library maintains with memory, cultural heritage and sociability in São Luís, based on the arguments of users who participate in the educational services of the institution. This is an exploratory and descriptive research, with a quantitative and qualitative approach, which made use of systematic observation with a logbook and mixed questionnaires of 10 questions, whose data collection had a sample universe of 62 users who participated in educational services. We point out that, no matter how different the profiles of the users of the Benedito Leite Public Library are, their testimonies converge on the importance of the institution for the preservation of history, memory and heritage. By mediating and disseminating cultural heritage through its educational services, the Library allows the reconstruction of the memory of the citizens of São Luís and the creation of links, made explicit by the symbolic and affective contours between its visitors, users, and professionals

This text reports on the evaluation of 50 annual reports of public libraries from the German-speaking countries. The annual reports all referred to the year 2022 and were selected at random. They were evaluated by coding all the topics that appear in them, standardising these codes and then counting their occurrence. It shows that libraries in this region have been quite active and successful in what they do also in the last year. There is a slow upward movement in some ways. Many libraries report individual usage records. As in the last two years, it can be seen that public libraries have a fairly stable core of offers and target groups: The focus is on events in the area of literature and reading promotion, and by far the largest target and also usage group are children and young people. If there is cooperation with other institutions, it is mainly with schools and kindergartens. Although all libraries offer as many forms of media as possible, printed books continue to be the main medium in the collection and in lending.

Makerspaces are collaborative work spaces, within a library or other organization, in which people with common interests meet, socialize and collaborate around computing, technology, science or art. Today, makerspaces have become emerging spaces in public libraries worldwide, allowing communities to share resources and knowledge. The purpose of this research was to identify the use that makerspaces have in public libraries, through a systematic review of the literature. The bibliographic search was carried out in twelve information resources: Web of Science, Scopus, Taylor & Francis, E-lis, Dialnet, Oxford, ProQuest, Recolecta, La Referencia, ScienceDirect, Springer and Wiley Online. From thirty-one initial results, fourteen documents were selected for analysis. Three uses that are given to makerspaces in public libraries were identified, which are: participatory community, technology and learning factor. It is concluded that makerspaces are spaces that do not have a single use, rather, they can be used for various purposes, generating that these spaces adapt to the needs of the communities for which they are focused

The national digital skills plan approved by the Spanish government (2021) aims to train fifteen million people without basic skills for the environment created by technologies in all dimensions of life. To this end, it is funding one of its lines of action with almost 800 million euros and proposes, among other measures, a national network of digital training centres. The e-IRIS project has been designed to enable the digital inclusion sought by the Plan, based on an initiative of a group of universities, third sector foundations and companies. Therefore, the aim of this paper will be to describe the foundations of the e-IRIS project, the training actions and social innovation and participation actions designed, and the teaching-learning model proposed for its implementation, supported by a learning platform created specifically for the project. Taking the European Digital Competences Framework DIGCOMP[1] as a reference, and the Spanish public libraries as a learning framework, a training proposal has been designed that covers both the instrumental competences and those related to the critical and empowering use of digital tools, and a learning platform has been designed for its teaching and learning, and will be its benchmark. Depending on the degree of autonomy of the trainees, it will allow their initial assessment -with or without the support of face-to-face and online tutors-, the completion of activities according to different training itineraries, the obtaining of accreditations and the evaluation of results for the justification of the project. The project combines face-to face training -for the purposes of social inclusion, citizen participation and attention to vulnerable groups on which it will focus- with the use of the e-learning platform as a tool to support the organisation, tutoring and learning of the contents. This will allow us to assess the effects that communicative and information ecologies have on learning processes in a networked society.

DC. Public libraries. - Abstract
Public libraries are community spaces dedicated to promoting equal opportunities and providing access to culture and knowledge. To fulfill this mission effectively and efficiently, this volume presents nine papers that offer guidelines for public library management. These papers not only review international standards and indicators (such as IFLA/Unesco and ISO), but also analyze the structure of the national library services system. Additionally, they provide guidelines in various areas, including user relationships, personnel organization, information resource arrangement, infrastructure planning, strategic plan design, and cooperation networks with governmental and non-governmental organizations. These nine compiled works present a concept that allows for the design of accessible and inclusive libraries, without any distinction among the population, in the face of today’s challenges characterized by multiculturalism and digitization.

For this report, the contents of 50 randomly selected annual reports of public libraries for the year 2021 from the DACH region were evaluated. The libraries and the reports were very diverse. Some reports came from small, volunteer-run libraries in rural areas, others from metropolitan libraries. They mainly show what the libraries themselves considered relevant. The evaluation shows that public libraries in the DACH region operate in a relatively stable manner and can also demonstrate relatively good results. They take up topics from the specialist literature, but to a lesser extent. Rather, they are focused on reading promotion and literature work, on children and young people, and on physical media. Although this can be considered "traditional," the libraries thus provide relatively stable usage figures.

Public and public access libraries are organized for the provision of a differentiated set of reading goods. They declare to be open institutions for the use of the public. We address the characteristics of the provision and uses of goods in public libraries, referring to the complexity of these characteristics. The theme of library economics and public reading needs to be deepened to build reflection and proposal on public policies of culture, including policies of public reading. We advance the need to understand some lines of economic thought about reading goods, the market, and valuation, sharing and enjoyment of cultural goods. We focus on the economy of public reading in Portugal and the provision of services and goods that propitiate their shared and/or common usage, while acknowledging that there may similarities with other locations and other areas of culture. We reflect on the current relevance of public policies for reading in libraries and on the need to think about public and common modes of provision of cultural goods and services.

Nowadays public libraries assume new challenges related with two of their functions: to provide access to information and digital literacy and to be a social space of its community. The aim of this paper was to analyze how Spanish public librarians perceive the social function and the digital inclusion function of their institutions, how they assume these missions and the competences that they consider most relevant for the implementation of these services. A qualitative methodology was applied, consisting in three focus groups with library staff of the Region of Murcia, taking into account for the classification of participants the number of inhabitants of the population in which they work as librarians. The analysis of the librarians' discourse reflected a mostly positive position towards these functions, although they described problems as insufficient training, the need of enough resources, and greater collaboration with other agents involved. To overcome these difficulties they highlighted the need for support from the Regional Library System through the Library Coordination Unit and the Regional Library.

DC. Public libraries. - Abstract
The public library's mission is to serve everyone, ensuring access to a multitude of information. In order for libraries to be able to fulfill this broad access, it is necessary for them to follow the diversity of the community in offering their information services and resources. Thus, it focuses on discussing the formation and development of collections of public libraries from the Afro-Brazilian literature as a theme. That libraries should be a multicultural and resistance space that, also through their collections, constitute one of the gateway for the formation of the reader and access to literary reading, allied in the processes of the human beings education, to the (re) construction of their identities and the experience with the otherness. In a society marked by inequalities and discriminations such as the Brazilian one, it is necessary that reparation policies also penetrate the cultural spaces, which are libraries. The social role of public libraries and librarians must be strengthened in the interest to the constitution of a society that is plurality-based and less unequal. It is proposed to include the term "collections recovery policy", as well as to highlight this theme in the research agenda of Library Science and Information Science.

This article reports on the study “The place of the press in the school library: 25th Anniversary of Prensa Escuela Program”, specifically, regarding the analysis of the pedagogical relationships woven between the press, curriculum development and the school library. To do this, the experience of the program was systematized in six schools based in Metropolitan Area of the Aburrá Valley, Colombia, according to the voices of the participants, through interviews and focal groups with teachers, students, and librarians; also featuring documentation generated by the program was analyzed. The established categories became the reference for the analysis and triangulation of the information. Among the findings, it was evident that the main benefit of the pedagogical use of the press was its articulation to curricular development and the consequent integration between academic areas. On the other hand, the students developed the ability to identify and read content from the different textual typologies; in some cases, the processes of expression and oral argumentation were strengthened with the support of library collections, which favored relations between libraries and their users. It is noteworthy that some educational subjects interpreted the value of information in their academic and personal activities.

Libraries of all kinds are already part of the Social Web. More than ten years ago they started to open their blogs and profiles on social networks, and what has been called "Library 2.0 ". Although this type of library is no longer spoken of, some authors claim that it has passed fashionable and that is a somewhat old concept, outdated. However, something has left us, which is not little, among other things, that libraries try to adapt to technological changes in pursuit of needs of its users. In this reflection document, we start with a first approach to public libraries and the use of social networks. Then, we continue with a description of the ways in which citizenships or communities are using social networks. Finally, I will take the challenge that they have libraries and librarians so that social networks are our allies to obtain support both of citizenship with the political sector and in the contribution to the development of libraries. By example, the case of the New York public libraries and their use of social networks to influence parliamentary decisions to increase the budget for libraries the next year.

From the Association of Graduate Librarians of the Argentine Republic we want to record the importance of the actions of libraries in times of the COVID-19 pandemic. On this occasion, we present the contributions of the Argentine national libraries, the National Library of Congress, the National Teacher Library, the Mariano Moreno National Library and the National Commission of Popular Libraries (CONABIP) in the face of this highly uncertain panorama, forming a guide to everything to come It is clear that in this context of uncertainty, libraries have readjusted their functions and activities, in general to the virtual, demonstrating a great capacity to adapt to these circumstances. The following documents will contain reflections on the actions and proposals in times of pandemic based on the following thematic lines: ● Learning for the library that the pandemic is leaving it Strategies for reopening ● Librarian teleworking ● Pre and post-covid transformations of the library ● Protocols ● Benefits and disadvantages of the library in the ASPO ● Issues that the library will need to rethink after COVID-19. The questions we asked them were: How is the teleworking staff being supported and supported? What strategies are being designed for the reopening? How do you envision the library of the post-covid-19 future?

In this manifesto of 80 slogans Teresa Avedoy destabilizes the current notion of public library. Moving away from outdated slogans and discourses (the library as a place of knowledge, access, shelter, culture...) and inviting us to rethink the "common phrases", she raises a tension between the discourses about the public library and the experiences of the individuals who inhabit it: in the speeches, the public library is always "a politically correct issue" (although marginalized and forgotten in social, economic, and political), enclosed in categories that capture what is alive in it and discarding the intimate and subjective, everything that has an experiential place for people

The link between (public) libraries and poverty is often assumed. It's surmised that libraries might facilitate the lives of people living in poverty, e.g. by means of a substitution function with regard to media or the provision of information. The book examines these assumptions, which leads to irritation, and suggests how this discussion could proceed. In the course of the discussion, it becomes clear that in this context, there is much guesswork and little concrete knowledge about how people in poverty really use libraries and how libraries support the poor at the attempt of escaping from poverty. The book wants to contribute to the librarian discussion.

Purpose: This study aims to analyze the role of public libraries in the development of the local economy from the perspective of librarians working in public libraries of Kermanshah province in the current and desirable situation of public libraries. This study extracts the activities that the public library can do in the development of the local economy in the form of information and information services, educational and research, consulting and reference, and analyzes the level of service provision in both available and desirable modes. Method: The use of a researcher-made questionnaire has been investigated. The construct and content validity of the questionnaire was confirmed by experts, and its reliability was calculated through Cronbach's alpha at 0.955 and 0.935 at optimum conditions. This is a survey study. The statistical population of the study was 194 librarians of Kermanshah Public Libraries. The Cochran formula was used to determine the sample size, which yielded a sample size of 126 individuals. The SPSS software was used to measure the reliability of the questionnaire, implementing descriptive statistics. Findings: Findings showed that in the current situation, ancillary services with a mean of 3.05%, information and information services with a mean of 2.59%, educational and research services with a mean of 2.32, at a relatively desirable level, and consulting and reference services in the situation with a mean of 0.04 are at an undesirable level. On the other hand, ancillary services with an average of 2.86%, educational and research services with a mean of 2.54%, information and information services with a mean of 2.34, and consulting and reference services with a mean of 2.26 are at a desirable level, respectively. It can be concluded that the level of public library services (information, information, education, research, and auxiliary services) is at a relatively desirable level and that consulting and reference services are at a poor level. On the other hand, in terms of the desirable level of service provision (information services, education and research, information consulting and reference, and ancillary services) are at a desirable and relatively desirable level. The ranking of services showed that in the current conditions, the ancillary services, information services, educational and research, consulting, and reference services are ranked first to fourth, respectively. The ancillary services, education and research, information and information, and consulting and reference are ranked in the favorable conditions first to fourth, respectively. Therefore, in comparison to each of the services in the current and favorable conditions, in all cases, the services were different. Originality/value: The present study is one of the few national investigations that analyzes the role of public libraries in the development of the local economy and examines the views of librarians and decision-makers of these services who deal with the problems and issues in providing them in libraries. With the results of this study, the managers of Iranian public libraries can make the necessary plans to play one of the important roles of public libraries in Iran, which is the development of the local and indigenous economy.

It is assumed that the public library contributes mainly data on reading or cultural consumption. However, it is an equipment that spatializes dynamics that is worth analyzing considering the gender variable. Based on basic quantitative data produced by the Vasconcelos public library (physical and virtual visits, support or volunteer activities, credentialing and home loans), we show a series of findings on the differentiated consumption of users. The final objective of this review is to propose a series of reflections for the design of public reading and library policies with a gender perspective that allow us to think, imagine and understand this public space. The data review confronts some myths and misunderstandings around the library, exemplifies the different uses and reflects the possibilities and challenges of this equipment present in the majority of city councils and departments in Latin America, and from which it is possible to contribute to decrease gender gaps.

Objective: presents the public library as a public and democratic space that provides coexistence and development of the individual, from the perspective of the concepts of anthropological place and non-place theorized by the anthropologist Marc Augé. It recognizes the little social adherence of the public library in the brazilian reality. It exposes historical events about the constructionof this institution in Brazil, marked by the culture of privilege. Research Classification: Social, theoretical, with exploratory andqualitative methodological design. Method: Bibliographical research. Main results: review of an epistemological problem: thedisconnection between what the public library is and what it should be. Points related to the function of the public library with theconcept of anthropological place from the establishment with the community, forming bonds and close relationships. Associationof the public library as a non-place, noting the distancing of the institution from the daily life of the citizen, revealing the lack ofsocial adherence and resonance. Conclusion: the concept of public library can be configured as an anthropological place or non-place; new perspectives on the concept, valuing the institution as a space can be explored; it contributes to the enrichment ofreflections and questionings about the popularization of the public library in Brazil, combining theory and practice aiming at agreater reach, adherence and social impact.

DC. Public libraries. - Abstract
In order to diagnose the situation of Spanish Public libraries System, their statistical data are extracted from 2010 to 2016, period selected to understand their evolution during the global economic crisis. A global description and an analysis based on comparison and criticism are made. The key elements identified for the diagnosis of the System are: In 2016, there were 4,633 public library service points in Spain, representing a decrease of 251 compared to those registered in 2010 (5.1%). As a consequence, there is also a lower number of staff in full-time equivalence, with a decrease of 4.0%. In 2016, public libraries were attended by 10,677 people in full-time equivalence, which represents a ratio of 2.30 people per service points Collection development is the input that suffers the greatest impact during the economic crisis. Between 2010 and 2016, a 47.7% decrease is observed: from 55.7 million in 2010 to 29.1 in 2016. By other side, personnel expenditure has increased by 10.3% , while the other expenses chapters remain. This evolution has caused a relevant budgetary imbalance, by increasing the expenditure of personnel by more than 73% with respect to the total allocated to libraries, which correlates with loss of effectiveness in services and a possible inhibition of library innovation processes; the document acquisition expense is reduced to 6.3% and other expenses remain at 20.0 % in 2016. During these years Local Authorities have assumed a greater financial effort to maintain the libraries, by reducing the contribution and support of the Autonomous dministrations to the maintenance of their libraries, and remaining as residual resources provided by the Central Administration. Now Local authorities represent eight out of ten euros in 2016: The 463.2 million euros expent in the public libraries in 2016 were financed by 78.3% by the local Administration, while the Autonomous Administrations contributed 20.8% and the remaining 0.9% corresponded to the General State Administration, private entities and others. Expenditure on buildings, furniture, computer systems and other infrastructure is maintained until 2015 with slight annual variations, with a maximum of 69.3 million euros in 2014, but drops sharply in 2016, when 24.1 million are recorded, less than half of the 2012-2016 period average. Regarding the use of libraries by citizens, the total number of visits to public libraries is practically maintained, with a decrease of 2.7% linked to the loss of libraries. The number of visits per service point has increased 1.3%, standing at around twenty-three thousand. On the other hand, the decrease in spending on collections seems to have affected the use of the loan service, which has also fallen by 18.8% during the period 2010-2016. In 2016 there were still more than 1.4 million people with no library service in their municipalities, no library service point or mobile library. There is insufficient evidence to analyze the evolution of the digital uses of public libraries, because the data on visits to the websites of the libraries are incomplete. The same problem exists with other library services, such as the number of organized activities and attendees. Yes we can say that, in the period analyzed, the percentage of ebook collections on eBiblio and eLiburutegia platforms and the loans made through them, still represents an insignificant percentage with respect to the total. A detailed analysis of the data by Regions reflects an increase in inter-territorial inequalities in these years, depending on the degree of commitment of the Autonomous Administrations, which is manifested in all aspects studied in the Report. The collection of statistical data available on the Spanish Public Library System must be improved and expandes in order to objectify all the work carried out by the libraries.

Surely, every building has a production purpose. Also the library building is designed and constructed to create a space for resources that will meet the knowledge needs of humanity and activities that will contribute to their cultural development. However, the library building is a public space where many numbers of people are together at the same time. Anyone who is in the building, regardless of the reason for being there, is considered to be the user of the building. When the users are evaluated in terms of the time they have been in the building, they can be examined in two groups as permanent and temporary users. The library building is designed, constructed and used to meet the needs of these users. Building affects users and users affect the building. The failure to determine the user requirements correctly during the design process of the library building is reflected in the production phase and creates dissatisfaction on the users during the use of the building. In some scientific studies on the subject, it has been determined that there is a close relationship between the spatial characteristics of the building and the frequency of use. Due to problems caused by the building, users whose requirements are not met may experience health problems, and consequently, their time in the library is shortened. This is situation reduces the utilization efficiency of the building. The incidence of health problems is higher, especially for library staff who have to be in the building (Küçükcan, 2007 ; Hazal ve Emsen, 2020). Consequentially, the inability to provide user comfort is a cause of dissatisfaction. Therefore, the idea of how to design a better library building for librarians and collection users who manage knowledge has been the starting point of this study. Architectural design is momentous. Because it is very difficult and costly to correct the deficiencies and errors in the design phase later, this study mostly focuses on this phase. The aim of this study is to raise awareness of both information and documentation scientists and architects interested in library building design, about the design features of the library building and to draw their attention to a better understanding of what the user expectations may be. For this purpose, it is emphasized how the spaces should be for libraries that collect, organize and deliver information carriers in different formats to the users who need them, in other words, libraries that manage information. Furthermore in the conclusion part, some suggestions are made for buildings that can meet the needs of their users in the future.

At the end of the 20th century it was common to hear voices announcing the extinction of libraries. Undoubtedly, these omens were related to the imminent disappearance of paper books and, more generally, to the dematerialization of the world and the ways in which information and culture were transmitted and stored. But if we stick to the facts, things have not been like that. Quite the opposite.

Teenagers and young people are always the first groups to settle on social media, whose main feature, interaction through comments, likes and sharings, was a revolution for the web a decade ago and is still maintained as a hallmark. In the last years libraries opened profiles on social networks as a way to connect withyounger generation and communicating with them just on the spaces they live in.Spanish public libraries are also on social networks: most of them are already on Facebook and Twitter and some are on YouTube, Instagram, Pinterest and othersocial media too. Previous works analysed how many Spanish libraries are on social networks and how many followers they have. This kind of studies are necessary to draw a landscape, but little is known about how patrons interact and engage with libraries. Furthermore, previous works have hypothesized that most Spanish libraries barely receive a few interactions and they have not achieved the ability to create communities, two of the main promises to be on social media. Interaction and engagement with Spanish public libraries on social networks are analised in this communication through engagement metrics, that explain much more about the real interest of patrons and the way they interact with libraries, as opposed to vanity metrics. The result will be a battery of data that should originate a serious reflection on the role and objectives of libraries on social networks.

The successive economic and health crises that have marked the past decade have transformed the situation of Spanish public libraries. The objective of this work is to identify the impact, repercussions, and challenges after these crises and to try to describe both the role that public libraries must fulfill from this moment on, as well as the main training, organizational, and service needs that they must address. The applied methodology is mixed, applying several qualitative research techniques such as interviews with experts and discussion groups with library professionals together with a review of documents and good practices. The results reveal how the accumulation of negative effects has generated very diverse impacts, depending on various factors such as the size of the municipality, the degree of institutional support, or the job profiles of library staff. The social function of the library has been valued, as well as the work of inclusion and digital training, which after the pandemic is conceived in a unitary way. Likewise, there is an increase in the gap between libraries because the forms of response to crises depend on their context due to the absence of regional or national policies that support and harmonize the provision of minimum services or basic professional training. It is concluded that there is a need to articulate a new model of public libraries according to the current requirements of society and the general digital transformation.
