In the March issue Dean Kenneth E. Olson discussed the foreign expansion by private news agencies. In this article, the former director of the OWI argues that government should get U. S. news overseas. Mr. Davis is now with ABC.

This paper presents new equations for heat transfer and pressure drop in annular spaces for turbulent and laminar flow. The equations have been checked against most of the data available in the literature and are found to give excellent agreement. For heat transfer, the D2/D1 range tested is from 1.18 to 6800, and for pressure drop from 1.0044 to infinity. The heat-transfer and friction factors vary with the same powers as the corresponding cases for flow inside tubes. The friction equation reduces exactly to the conventional equation for flow inside tubes when D1 approaches zero. For most commercial cases, the new equations give higher rates than the equation for flow inside tubes of the Tubular Exchanger Manufacturers Association, using hydraulic diameter based on either heated or wetted perimeter.

The article focuses on the reelection of U.S. President Franklin D. Roosevelt. The victory of Roosevelt was well received abroad. Since 1919, there was a common belief that whatever suits the foreigner is wrong. However, Canada has seen Roosevelt's reelection with consternation. Canada wants more population, but it is hardly prepared to take care this winter of as many immigrants as have firmly announced their plans of moving to Canada.

This article presents the need for the formation of a world government. A world government would have to be a coalition government, in which the Russians and their acolytes would have a large share. There is no reason to suppose they would behave differently in a world government from the way Communists have behaved in every national coalition government, or for that matter in every labor-union coalition government. This policy is open to objections, too. It offers no hope for the liberation of the peoples now enslaved by the Kremlin--unless the Russian empire should fall apart from its own internal contradictions, which is possible but not at all probable.
