Motivated by declines in biodiversity exacerbated by climate change, we identified a network of conservation sites designed to provide resilient habitat for species, while supporting dynamic shifts in ranges and changes in ecosystem composition. Our 12-y study involved 289 scientists in 14 study regions across the conterminous United States (CONUS), and our intent was to support local-, regional-, and national-scale conservation decisions. To ensure that the network represented all species and ecosystems, we stratified CONUS into 68 ecoregions, and, within each, we comprehensively mapped the geophysical settings associated with current ecosystem and species distributions. To identify sites most resilient to climate change, we identified the portion of each geophysical setting with the most topoclimate variability (high landscape diversity) likely to be accessible to dispersers (high local connectedness). These “resilient sites” were overlaid with conservation priority maps from 104 independent assessments to indicate current value in supporting recognized biodiversity. To identify key connectivity areas for sustaining species movement in response to climate change, we codeveloped a fine-scale representation of human modification and ran a circuit-theory-based analysis that emphasized movement potential along geographic climate gradients. Integrating areas with high values for two or more factors, we identified a representative, resilient, and connected network of biodiverse lands covering 35% of CONUS. Because the network connects climatic gradients across 250,000 biodiversity elements and multiple resilient examples of all geophysical settings in every ecoregion, it could form the spatial foundation for targeted land protection and other conservation strategies to sustain a diverse, dynamic, and adaptive world.

Continental- and regional-scale assessments of gaps in protected area networks typically use relatively coarse range maps for well documented species groups, creating uncertainty about the fate of unexamined biodiversity and providing insufficient guidance for land managers. By building habitat suitability models for a taxonomically diverse group of 2216 imperiled plants and animals, we revealed comprehensive and detailed protection opportunities in the conterminous United States. Summing protection-weighted range-size rarity (PWRSR, the product of the percent of modeled habitat outside of protected areas and the inverse of modeled habitat extent) uncovered novel patterns of biodiversity importance. Concentrations of unprotected imperiled species in places such as the northern Sierra Nevada, central and northern Arizona, the Rocky Mountains of Utah and Colorado, southeastern Texas, southwestern Arkansas, and Florida's Lake Wales Ridge have rarely if ever been featured in continental- and regional-scale analyses. Inclusion of diverse taxa (vertebrates, freshwater mussels, crayfishes, bumble bees, butterflies, skippers, and vascular plants) partially drove these new patterns. When analyses were restricted to groups typically included in previous studies (birds, mammals, and amphibians), up to 53% of imperiled species in other groups were left out. The finer resolution of modeled inputs (990 m) also resulted in a more geographically dispersed pattern. For example, 90% of the human population of the conterminous United States lives within 50 km of modeled habitat for one or more species with high PWRSR scores. Over one-half of the habitat for 818 species occurs within federally lands managed for biodiversity protection; an additional 360 species have over one-half of their modeled habitat on federal multiple use land. Freshwater animals occur in places with poorer landscape condition but with less exposure to climate change than other groups, suggesting that habitat restoration is an important conservation strategy for these species. The results provide fine-scale, taxonomically diverse inputs for local and regional priority-setting and show that although protection efforts are still widely needed on private lands, notable gains can be achieved by increasing protection status on selected federal lands.

As both plant and animal species shift their ranges in response to a changing climate, maintaining connectivity between present habitat and suitable habitat in the future will become increasingly important to ensure lasting protection for biodiversity. Because the temporal period commensurate with planning for mid-century change is multi-generational for most species, connectivity designed to facilitate climate adaptation requires pathways with 'stepping-stones' between current and future habitat. These areas should have habitats suitable not only for dispersal, but for all aspects of species lifecycles. We integrated present-day land use, topographic diversity, and projections of shifting climate regimes into a single connectivity modeling approach to identify pathways for mid-century shifts in species ranges. Using Omniscape we identified climate linkages, or areas important for climate change-driven movement, as the areas with more current flow than would be expected in the absence of climate considerations. This approach identified connectivity potential between natural lands in the present climate and natural lands with future analogous climate following topo-climatically diverse routes. We then translated the model output into a strategic framework to improve interpretation and to facilitate a more direct connection with conservation action. Across modified landscapes, pathways important to climate-driven movement were highly coincident with the last remaining present-day linkages, reinforcing their importance. Across unfragmented lands, the presence of climate-adapted pathways helped inform the prioritization of conservation actions in areas where multiple connectivity options still exist. Many climate linkages follow major watercourses along elevational gradients, highlighting the importance of protecting or managing for these natural linear pathways that provide movement routes for climate adaptation. By integrating enduring landscape features with climate projections and present-day land uses, our approach reveals "no-regrets" pathways to plan for a connected landscape in an uncertain future.

Although a plethora of habitat-connectivity plans exists, protecting and restoring connectivity through on-the-ground action has been slow. We identified challenges to and opportunities for connectivity conservation through a literature review of project implementation, a workshop with scientists and conservation practitioners, 3 case studies of connectivity projects, and interviews with conservation professionals. Connectivity challenges and solutions tended to be context specific, dependent on land-ownership patterns, socioeconomic factors, and the policy framework. Successful connectivity implementation tended to be associated with development and promotion of a common vision among diverse sets of stakeholders, including nontraditional conservation actors, such as water districts and recreation departments, and with communication with partners and the public. Other factors that lead to successful implementation included undertaking empirical studies to prioritize and validate corridors and the identification of related co-benefits of corridor projects. Engaging partners involved in land management and planning, such as nongovernmental conservation organizations, public agencies, and private landowners, is critical to effective strategy implementation. A clear regulatory framework, including unambiguous connectivity conservation mandates, would increase public resource allocation, and incentive programs are needed to promote private sector engagement. Connectivity conservation must move more rapidly from planning to implementation. We provide an evidence-based solution composed of key elements for successful on-the-ground connectivity implementation. We identified the social processes necessary to advance habitat connectivity for biodiversity conservation and resilient landscapes under climate change.

Landscape connectivity improves species’ capacity to adapt to climate change. These models are increasingly needed and available for climate-change conservation planning. However, their relative strengths and weaknesses are unclear. We asked how well do the spatial outputs from four connectivity models intended to support climate change conservation agree? To understand the implications of selecting one or several approaches, we compared various combinations of four connectivity models for ecoregions in California, U.S.A. Two models are based on landscape structure, Land Facet Corridors and Omniscape, while two other models, Meta-Corridor Approach and Network Flow Analysis (NFA), use focal species’ range dynamics to determine connectivity. We also describe how each approach integrates climate-adaptive connectivity concepts. Variation in modeling methods, objectives, inputs, and landscape representations strongly affects the modeled connectivity patterns. For the region where all four models were run, almost three quarters of the landscape was selected by one or more models, but three or more agree for only 9.5% of the area, all of which is riparian. This emphasizes the importance of riparian areas for climate adaptation. We found NFA prioritized connections close to protected areas, while Meta-Corridor avoided higher cost agricultural and developed areas. The structural models agreed in areas with low human impact but Omniscape avoided areas of low topographic diversity and Land Facet Corridors avoided connections in areas with no protected areas. Connectivity models should be selected based on the conservation objectives, such as spatial scale to be implemented, and a combination of models may be best.

Significance Combatting climate change will require using all available tools, especially those that contribute to other societal and economic goals, such as natural resource protection and energy security. Conserving and managing natural and agricultural lands to retain and absorb greenhouse gasses (GHGs) are tools that have not been widely integrated into climate policy. Our analysis provides a quantification of potential climate benefits from multiple land-based activities for a jurisdiction with an emissions reduction target (up to 13.3% of the cumulative reductions needed to meet the 2050 target, or nearly three-fourths of a billion metric tons of GHGs). This approach provides a model that other jurisdictions can use to evaluate emissions reductions that might be achieved from conserving and restoring natural lands., Modeling efforts focused on future greenhouse gas (GHG) emissions from energy and other sectors in California have shown varying capacities to meet the emissions reduction targets established by the state. These efforts have not included potential reductions from changes in ecosystem management, restoration, and conservation. We examine the scale of contributions from selected activities in natural and agricultural lands and assess the degree to which these actions could help the state achieve its 2030 and 2050 climate mitigation goals under alternative implementation scenarios. By 2030, an Ambitious implementation scenario could contribute as much as 147 MMTCO2e or 17.4% of the cumulative reductions needed to meet the state’s 2030 goal, greater than the individual projected contributions of four other economic sectors, including those from the industrial and agricultural sectors. On an annual basis, the Ambitious scenario could result in reductions as high as 17.9 MMTCO2e⋅y−1 or 13.4% of the state’s 2030 reduction goal. Most reductions come from changes in forest management (61% of 2050 projected cumulative reductions under the Ambitious scenario), followed by reforestation (14%), avoided conversion (11%), compost amendments to grasslands (9%), and wetland and grassland restoration (5%). Implementation of a range of land-based emissions reduction activities can materially contribute to one of the most ambitious mitigation targets globally. This study provides a flexible, dynamic framework for estimating the reductions achievable through land conservation, ecological restoration, and changes in management regimes.

Terrestrial ecosystems are an important sink for atmospheric carbon dioxide (CO2), sequestering ~30% of annual anthropogenic emissions and slowing the rise of atmospheric CO2. However, the future direction and magnitude of the land sink is highly uncertain. We examined how historical and projected changes in climate, land use, and ecosystem disturbances affect the carbon balance of terrestrial ecosystems in California over the period 2001–2100. We modeled 32 unique scenarios, spanning 4 land use and 2 radiative forcing scenarios as simulated by four global climate models. Between 2001 and 2015, carbon storage in California's terrestrial ecosystems declined by −188.4 Tg C, with a mean annual flux ranging from a source of −89.8 Tg C/year to a sink of 60.1 Tg C/year. The large variability in the magnitude of the state's carbon source/sink was primarily attributable to interannual variability in weather and climate, which affected the rate of carbon uptake in vegetation and the rate of ecosystem respiration. Under nearly all future scenarios, carbon storage in terrestrial ecosystems was projected to decline, with an average loss of −9.4% (−432.3 Tg C) by the year 2100 from current stocks. However, uncertainty in the magnitude of carbon loss was high, with individual scenario projections ranging from −916.2 to 121.2 Tg C and was largely driven by differences in future climate conditions projected by climate models. Moving from a high to a low radiative forcing scenario reduced net ecosystem carbon loss by 21% and when combined with reductions in land‐use change (i.e., moving from a high to a low land‐use scenario), net carbon losses were reduced by 55% on average. However, reconciling large uncertainties associated with the effect of increasing atmospheric CO2 is needed to better constrain models used to establish baseline conditions from which ecosystem‐based climate mitigation strategies can be evaluated., Terrestrial ecosystems are an important sink for atmospheric carbon dioxide (CO2). A growing number of jurisdictions are passing ambitious clean energy policies. Yet few studies have accounted for natural and agricultural land impacts of low-carbon pathways and how environmental siting constraints affect electricity costs and technology choices. To address this gap, we developed an integrated land-energy planning framework to examine the land use trade-offs of renewable energy development required to achieve ambitious clean energy goals, using the state of California as a case study. Using high-resolution ecological and agricultural datasets for 11 Western U.S. states, we modeled environmentally-constrained onshore wind, solar photovoltaic, and geothermal potential and used an electricity capacity expansion model to build generation portfolios for 2050. Here we show that California can meet its targets, but the technology mix, spatial build-out, and system costs are sensitive to land protections and availability of out-of-state renewable resources. Results suggest that failure to consider land availability in energy planning could increase uncertainties, environmental impacts, and risks in meeting subnational climate targets.

Between 1940 and 2000, nearly 10 million housing units were constructed throughout California. This increased interaction between human and natural communities creates a number of significant socio-ecological challenges. Here we present a novel spatially explicit model that allows better characterization of the extent and intensity of future housing settlements using three development scenarios between 2000 and 2050. We estimate that California's exurban land classes will replace nearly 12 million acres of wild and agricultural lands. This will increase threats to ecosystems and those presented by wildfire, as the number of houses in ‘very high’ wildfire severity zones increases by nearly 1 million.

Solar energy development has experienced rapid growth across the world, with a cumulative total of nearly 230 gigawatts (GW) of photovoltaic solar energy generating capacity installed by the end of 2015. Utility-scale projects (those greater than 20 megawatts) have largely shifted toward photovoltaic (PV) systems, away from an earlier preference for concentrated solar power technology owing to the rapid decline in the cost of photovoltaic technology. Storing the energy generated by PV is a challenge because cost-effective battery technology is still in its early stages of development. Despite this limitation, PV has its advantages: it can generate electricity in a broader range of conditions than concentrated solar and is highly scalable.

With growing demand and highly variable inter-annual water supplies, California’s water use future is fraught with uncertainty. Climate change projections, anticipated population growth, and continued agricultural intensification, will likely stress existing water supplies in coming decades. Using a state-and-transition simulation modeling approach, we examine a broad suite of spatially explicit future land use scenarios and their associated county-level water use demand out to 2062. We examined a range of potential water demand futures sampled from a 20-year record of historical (1992–2012) data to develop a suite of potential future land change scenarios, including low/high change scenarios for urbanization and agriculture as well as “lowest of the low” and “highest of the high” anthropogenic use. Future water demand decreased 8.3 billion cubic meters (Bm3) in the lowest of the low scenario and decreased 0.8 Bm3 in the low agriculture scenario. The greatest increased water demand was projected for the highest of the high land use scenario (+9.4 Bm3), high agricultural expansion (+4.6 Bm3), and high urbanization (+2.1 Bm3) scenarios. Overall, these scenarios show agricultural land use decisions will likely drive future demand more than increasing municipal and industrial uses, yet improved efficiencies across all sectors could lead to potential water use savings. Results provide water managers with information on diverging land use and water use futures, based on historical, observed land change trends and water use histories.

Conservation of biologically diverse regions has thus far been accomplished largely through the establishment and maintenance of protected areas. Climate change is expected to shift climate space of many species outside existing reserve boundaries. We used climate-envelope models to examine shifts in climate space of 11 species that are representative of the Mount Hamilton Project area (MHPA) (California, U.S.A.), which includes areas within Alameda, Santa Clara, San Joaquin, Stanislaus, Merced, and San Benito counties and is in the state's Central Coast ecoregion. We used Marxan site-selection software to determine the minimum area required as climate changes to achieve a baseline conservation goal equal to 80% of existing climate space for all species in the MHPA through 2050 and 2100. Additionally, we assessed the costs associated with use of existing conservation strategies (land acquisition and management actions such as species translocation, monitoring, and captive breeding) necessary to meet current species-conservation goals as climate changes. Meeting conservation goals as climate changes through 2050 required an additional 256,000 ha (332%) of protected area, primarily to the south and west of the MHPA. Through 2050 the total cost of land acquisition and management was estimated at US$1.67–1.79 billion, or 139–149% of the cost of achieving the same conservation goals with no climate change. To maintain 80% of climate space through 2100 required nearly 380,000 additional hectares that would cost $2.46–2.62 billion, or 209–219% of the cost of achieving the same conservation goals with no climate change. Furthermore, maintaining 80% of existing climate space within California for 27% of the focal species was not possible by 2100 because climate space for these species did not exist in the state. The high costs of conserving species as the climate changes—that we found in an assessment of one conservation project—highlights the need for tools that will aid in iterative goal setting given the uncertainty of the effects of climate change and adaptive management that includes new conservation strategies and consideration of the long-term economic costs of conservation.

Conservation of migratory shorebirds and waterfowl presents unique challenges due to extensive historic loss of wetland habitats, and current reliance on managed landscapes for wintering and migratory passage. We developed a spatially-explicit approach to estimate potential shorebird and waterfowl densities in California by integrating mapped habitat layers and statewide bird survey data with expert-based habitat rankings. Using these density estimates as inputs, we used the Marxan site-selection program to identify priority shorebird and waterfowl areas at the ecoregional level. We identified 3.7 million ha of habitat for shorebirds and waterfowl, of which 1.4 million ha would be required to conserve 50% of wintering populations. To achieve a conservation goal of 75%, more than twice as much habitat (3.1 million ha) would be necessary. Agricultural habitats comprised a substantial portion of priority areas, especially at the 75% level, suggesting that under current management conditions, large areas of agricultural land, much of it formerly wetland, are needed to provide the habitat availability and landscape connectivity required by shorebird and waterfowl populations. These habitats were found to be largely lacking recognized conservation status in California (96% un-conserved), with only slightly higher levels of conservation for priority shorebird and waterfowl areas. Freshwater habitats, including wetlands and ponds, were also found to have low levels of conservation (67% un-conserved), although priority shorebird and waterfowl areas had somewhat higher levels of conservation than the state as a whole. Conserving migratory waterfowl and shorebirds will require a diversity of conservation strategies executed at a variety of scales. Our modeled results are complementary with other approaches and can help prioritize areas for protection, restoration and other actions. Traditional habitat protection strategies such as conservation easements and fee acquisitions may be of limited utility for protecting and managing significant areas of agricultural lands. Instead, conservation strategies focused on incentive-based programs to support wildlife friendly management practices in agricultural settings may have greater utility and conservation effectiveness.

Water shortages in California are a growing concern amidst ongoing drought, earlier spring snowmelt, projected future climate warming, and currently mandated water use restrictions. Increases in population and land use in coming decades will place additional pressure on already limited available water supplies. We used a state-and-transition simulation model to project future changes in developed (municipal and industrial) and agricultural land use to estimate associated water use demand from 2012 to 2062. Under current efficiency rates, total water use was projected to increase 1.8 billion cubic meters (+4.1%) driven primarily by urbanization and shifts to more water intensive crops. Only if currently mandated 25% reductions in municipal water use are continuously implemented would water demand in 2062 balance to water use levels in 2012. This is the first modeling effort of its kind to examine regional land-use related water demand incorporating historical trends of both developed and agricultural land uses.

Land use change in rangeland ecosystems is pervasive throughout the western United States with widespread ecological, social and economic implications. In California, rangeland habitats have high biodiversity value, provide significant habitat connectivity and form the foundation for a number of ecosystem services. To comprehensively assess the conservation status of these habitats, we analyzed the extent and drivers of habitat loss and the degree of protection against future loss across a 13.5 M ha study area in California. We analyzed rangeland conversion between 1984 and 2008 using time series GIS data and classified resulting land uses with aerial imagery. In total, over 195,000 hectares of rangeland habitats were converted during this period. The majority of conversions were to residential and associated commercial development (49% of the area converted), but agricultural intensification was surprisingly extensive and diverse (40% across six categories). Voluntary enrollment in an agricultural tax incentive program provided widespread protection from residential and commercial conversions across 37% of the remaining rangeland habitat extent (7.5 M ha), though this program did not protect rangeland from conversion to more intensive agricultural uses. Additionally, 24% of the remaining rangeland was protected by private conservation organizations or public agencies through land or easement ownership while 38% had no protection status at all. By developing a spatial method to analyze the drivers of loss and patterns of protection, this study demonstrates a novel approach to prioritize conservation strategies and implementation locations to avert habitat conversion. We propose that this approach can be used in other ecosystem types, and can serve as a regional conservation baseline assessment to focus strategies to effect widespread, cost-effective conservation solutions.

Climate change will increase the vulnerability of species across the globe to population loss and extinction. In order to develop conservation strategies to facilitate adaptation to this change, managers must understand the vulnerability of the habitats and species they are trying to manage. For most biodiversity managers, conducting vulnerability assessments for all of the species they manage would be prohibitively costly, time consuming, and potentially misleading since some data required does not yet exist. We present a rapid and cost-effective method to estimate the vulnerability of biodiversity to climate change impacts across broad areas using landscape-scale indicators. While this method does not replace species-specific vulnerability assessments, it allows biodiversity managers to focus analysis on the species likely to be most vulnerable and identify the categories of conservation strategies for implementation to reduce biodiversity's vulnerability to climate change. We applied this method to California, USA to map the portions of the state where biodiversity managers should focus on minimizing current threats to biodiversity (9%), reducing constraints to adaptation (28%), reducing exposure to climatic changes (24%), and implementing all three (9%). In 18% of the state, estimated vulnerability is low so continuing current strategies and monitoring for changes is likely sufficient, while in 12% of the state, vulnerability is so high that biodiversity managers may have to reassess current conservation goals. In combination with species-specific vulnerability assessments or alone, mapping vulnerability based on landscape-scale indicators will allow managers to take an essential step toward implementing conservation strategies to help imperiled species adapt to climate change.

Ecosystem services play a crucial role in sustaining human well-being and economic viability. People benefit substantially from the delivery of ecosystem services, for which substitutes usually are costly or unavailable. Climate change will substantially alter or eliminate certain ecosystem services in the future. To better understand the consequences of climate change and to develop effective means of adapting to them, it is critical that we improve our understanding of the links between climate, ecosystem service production, and the economy. This study examines the impact of climate change on the terrestrial distribution and the subsequent production and value of two key ecosystem services in California: (1) carbon sequestration and (2) natural (i.e. non- irrigated) forage production for livestock. Under various scenarios of future climate change
