Abstract

The article examines the role of social partners (trade unions and employers) in the field of occupational safety and health (OSH). The Covid-19 pandemic directed attention to the importance of greater national and European level policy coordination to protect and promote healthy, safe, and well-adapted work environments. On the basis of two sectors, hospitals and social services with a focus on elder care, the article asks how OSH policy interventions at the national level and the European level are interlinked. To explore interlinkages, the article focuses on OSH policy coordination between national social partners and European level sectoral social dialogue. The analysis is informed by actor-centred institutionalist and multilevel governance approaches and uses qualitative data. The article explores patterns of interlinkages between the national and European levels in two sectors and six countries and discusses the limitations of applying a cross-national and multilevel conceptual approach. The analysis shows that the pandemic has promoted some coordination at national and between national and EU levels, yet still rather modest interlinkages and degrees of ‘vertical’ coordination can be observed. 14. Gains and pitfalls of coalitions: Societal resources as sources of trade union power in Croatia and Poland.

Abstract

This article explores the experiences of trade unions in Croatia and Poland with societal power resources as a source of trade union revitalisation in the post-2008 crisis period. In the context of limited structural, organisational and institutional power resources, Croatian and Polish trade unions attempted to build their societal power through the revitalisation strategies of coalition building and political action. The paper compares three similar, partially successful campaigns run in both countries, on pensions, Sunday trading and precarious work. Our findings show that gains in societal power alone cannot fully compensate for the erosion of conventional sources of trade union power. Such a configuration of power resources runs the danger of trade union demands being taken up by populist forces wanting to increase their own legitimacy, rather than furthering workers' interests. Therefore, what starts as an attempt at union revitalisation based on the novel use of societal resources could easily end up as 'captured innovation' by populist forces. [ABSTRACT FROM AUTHOR]

Abstract

Aquesta publicació s'elabora a partir de les contribucions de cadascú dels membres nacionals que integren la Network of Eufound Correspondent. Pel cas d'Espanya la contribució ha estat realitzada per l'Alejandro Godino, The most relevant changes in working time regulation in Europe in 2019 and 2020 addressed challenges arising as a result of the COVID-19 pandemic. Most focused on short-time working schemes, on approaches to teleworking for those able to work from home and on regulations to ensure the safe provision of essential services. In 2020, the average collectively agreed working week in the EU stood at 37.8 hours. Across the sectors analysed in the report, the collectively agreed normal working week was shortest in public administration (38 hours) and longest in transport (39.2 hours). Paid annual leave entitlement (taking into account those set through collective bargaining) stood at an average of 24.5 days across the EU. Key topics for discussion in all Member States during the COVID-19 pandemic included dealing with the impact of changes in working hours on different groups of workers and the role of working time in supporting economic recovery and job creation.

Abstract

Chapter focuses on various atypical forms of employment – fixed-term, TAW, undeclared work as well as so called ‘very atypical forms of employment‘ – and their developments in different EU Member States as well as policy debate around the atypical forms of employment. In recent years, the share of employees working under atypical forms of employment in EU Member States either increased or remained unchanged. Events in 2015 reflect the eclectic nature of approaches to this matter, with measures ranging from those that encourage flexibility (Latvia and Norway) to those that seek to combat abuse of atypical contracts (Sweden)., Skyriaus autoriai analizuoja skirtingas netipinio užimtumo formas – terminuotą užimtumą, darbuotojų nuomą, nedeklaruojamą darbą bei vadinamąsias ‚labai netipines užimtumo formas‘ – o taip pat šių užimtumo formų plėtros tendencijas skirtingose ES šalyse narėse bei su jų plėtra susijusius debatus. Publikacijoje teigiama, jog pastaraisiais metais skirtingose šalyse darbuotojų, dirbančių pagal netipines užimtumo formas, dalis arba išliko nepakitusi arba padidėjo. 2015 m. skirtingos šalys vylkdė skirtingą politiką šių užimtumo formų atžvilgiu – nuo priemonių, skatinančių užimtumo lankstumą (Latvijoje ir Norvegijoje) iki priemonių, kuriomis siekiama kovoti su netipinių sutartčių plėtra (Švedijoje).

Abstract

In this article, we examine the role of institutional context, organizational structures and trade union strategies in tempering membership decline in the number of trade unions in Poland. Empirical data include membership statistics collected for NSZZ Solidarność and 54 affiliates of two other largest trade union confederations (OPZZ and FZZ) supplemented by semi-structured interviews with union leaders. In a decentralized collective bargaining system in Poland, a centralized trade union confederation (NSZZ Solidarność) can more easily shift resources to efficiently organize workers than decentralized confederations, OPZZ and FZZ, whose development is mostly driven by competing trade unions representing narrower occupational groups. In conclusion, this observation is put in a broader context of the debates about trade union renewal in Eastern Europe. [ABSTRACT FROM AUTHOR]
