5. Strategies to minimise the impact of climate change and weather variability on the welfare of dairy cattle in New Zealand and Australia.

Abstract

This perspective paper provides industry leaders, researchers and policy developers strategic approaches to ensure that the welfare of dairy cattle is protected at the same time as the industry increases its resilience to climate change. Farm systems and practices will evolve in response to the direct impacts of climate change and/or from responses to climate change, such as mitigation strategies to reduce dairy's greenhouse-gas (GHG) emissions. The five domains framework (nutrition, physical environment, health, behaviour, mental state) was used to assess the potential impacts on animal welfare and strategies to minimise these impacts are outlined. Given that the future climate cannot be certain these approaches can be applied under a range of emissions pathways to (1) ensure that the effects of GHG mitigations on animal welfare are considered during their development, (2) engage with end users and the public to ensure solutions to the effects of climate change and weather variability are accepted by consumers and communities, (3) identify and measure the areas where improved animal health can contribute to reducing GHG emissions from dairy production, (4) ensure those supporting farmers to develop and manage their farm systems understand what constitutes a good quality of life for dairy cattle, (5) ensure effective surveillance of animal disease and monitoring of welfare outcomes and farm-system performance in response to climate change and GHG mitigations. Overall, these strategies require a multidisciplinary co-development approach to ensure that the welfare of dairy cattle is protected at the same time as the industry increases its resilience to the wider impacts of a changing climate. Abstract

In recent years, there has been a growing interest from consumers globally about the welfare of the animals producing their food. In New Zealand, particular attention has been paid to the treatment of calves though the help of welfare lobbyists bringing certain New Zealand farming practices into the spotlight. Unlike most of the rest of the world, in New Zealand, cattle are born outdoors and are housed only for a short period of time. This has meant that international research on mortality, colostrum management and calf health has been generally not applicable, and that we need New Zealand-based data to be able to benchmark key outcomes. We had two major objectives for this research. The first was to accurately estimate perinatal and postnatal mortality on New Zealand dairy farms and to identify potential risk factors. The second objective was to focus on one factor that is known to be strongly associated with calf mortality: the failure of the calf to take up sufficient colostral antibodies to provide protective immunity until the calf’s antibody-production system becomes fully effective (“failure of passive transfer”; FPT). The study aimed to estimate the prevalence of FPT across New Zealand dairy farms, identify potential risk factors that may be associated with that prevalence and to evaluate the effects of FPT to the end of first lactation. We found that, despite the significant differences between the New Zealand system and those of the northern hemisphere, the mortality risk of perinatal (5.7%) and postnatal calves up to weaning (4.1%), then weaning to ~27 months (2.7%) was comparable. However, our review of the previously published data highlighted that the quality of data collection, transparency in methods and validation of records in most other studies, particularly retrospective ones, was poor, limiting the validity of such comparisons. Identifying lame cattle is a challenge for dairy farmers in New Zealand and worldwide. Currently, New Zealand farmers are missing 75% of lame animals and taking over three weeks to identify clinically lame animals. Early detection and prompt effective treatment (EDPET) is crucial for preventing permanent damage and future cases of lameness. The article proposes a four-point plan for implementing EDPET, which includes regular lameness scoring, examination and treatment of lame cows, pain management, and monitoring recovery.
