Lunar laser ranging (LLR) to the Apollo retro-reflectors, which features the most long-lasting experiment in testing General Relativity theories, has remained operational over the past four decades. To date, with significant improvement of ground observatory conditions, the bottleneck of LLR accuracy lies in the retro-reflectors. A new generation of large aperture retro-reflectors with intended dihedral angle offsets have been suggested and implemented based on NASA's recent lunar projects to reduce its ranging uncertainty to be less than 1.0 mm. The technique relies on the retro-reflector's ability to offset its relative angular velocity with regard to a ground LLR observatory (LLRO), so that the LLR accuracy can be ensured along with the larger area of beam reflection. In deployment, solid corner-cube reflectors (CCRs) based on empirical successes of the Apollo 11 and 15 arrays have been selected for the next generation lunar reflectors (NGLRs) due to their stability against heat and dust problems on the Moon. In this work, we present the optical effects in designing the new retro-reflectors given various sets of intended diheral angle offsets (DAOs), and support the design principles with the measurements of of two manufactured NGLRs.

Neutron spectroscopic measurements of the magnetic excitations in PrO$_2$ reveal (1) sharp peaks characteristic of transitions between levels of the $4f^1$ configuration of Pr$^{4+}$ split by the cubic crystal field, and (2) broad bands of scattering centred near 30 meV and 160 meV. We present a simple model based on a vibronic Hamiltonian that accounts for the main features of the data. The analysis shows that $90\pm10$% of the Pr ions have a localized $4f^1$ configuration and provides strong evidence for a dynamic Jahn-Teller effect in the $\Gamma_8$ electronic ground state., Comment: To be published in Phys. We describe a new code for the deep analysis of stellar fields, designed for Adaptive Optics Nyquist-sampled images with high and low Strehl ratio. The Point Spread Function is extracted directly from the image frame, to take into account the actual structure of the instrumental response and the atmospheric effects. The code is written in IDL language and organized in the form of a self-contained widget-based application, provided with a series of tools for data visualization and analysis. StarFinder is a new code for the deep analysis of stellar fields, designed for well-sampled images with high and low Strehl ratio. It is organized in the form of a self-contained IDL widget-based application, with a 'user-friendly' graphic interface. We give here a general description of the code along with some applications to real data with space-invariant Point Spread Function (PSF). An important feature is represented by the possibility to measure the anisoplanatic effect in wide-field Adaptive Optics observations and exploit this knowledge to improve the analysis of the observed field. Overarching Principles: Must be better than Apollo (coverage, duration, instrument performance); Learn from the Apollo experience. Lunar Geophysical Network (LGN) New Frontiers (NF)-class mission, as part of the NF-5 call. “This mission consists of several identical landers distributed across the lunar surface, each carrying geophysical instrumentation. The primary science objectives are to characterize the Moon’s internal structure, seismic activity, global heat flow budget, bulk composition, & magnetic field.” Global distribution of multiple stations. Each station should contain a seismometer, heat flow probe, electromagnetic sounder, laser retroreflector (lunar nearside). Each station must be long-lived (e.g., approximately10 years)to allow other stations (from other countries?) to be integrated with the anchor nodes to form the International Lunar Network. Why LGN? Planetary Science: Moon represents an end-member in planetary evolution (large small body, small rocky planet); Primary planetary differentiation preserved; Key to understanding terrestrial planet initial differentiation. Lunar Science: Heat flow probes yield crustal heat budget estimates; Combined with EMS (ElectroMagnetic Sounding), the temperature profile of the deep interior can be modeled along with mineralogy; Seismic and LLR (Lunar Laser Ranging) data also yield structure and compositional information of the lunar interior; High fidelity data from LGN would enhance the usefulness of the GRAIL (Gravity Recovery and Interior Laboratory) and SELENE (Selenological and Engineering Explorer) gravity data. Human Exploration: LGN must be established prior to renewed human lunar activity - we do not know the exact locations or causes of the shallow moonquakes (SMQs) - the largest magnitude seismic events recorded by Apollo (1 event per year of magnitude greater than or equal to 5); Establishing surface infrastructure near SMQ epicenters must be avoided.
