Over the past few decades, we have witnessed a surge in publicly funded pre-K programs in the United States. Today, policy makers in 45 states and the District of Columbia have adopted them. Combining information from twelve datasets, we use event history analysis (EHA) to examine the influence of a set of predictors on states' decisions to adopt public pre-K. Findings indicate that party dominance in the legislature, legislative professionalism, and unemployment rates are associated with pre-K adoption; regional proximity to previously adopting states is also significant. The authors discuss implications for policy makers and advocates considering future legislative action in the early childhood education sector, including the expansion of pre-K eligibility requirements.

Following increased attention to racial disparities in police use of force, national conversations have focused on the role of law enforcement, including in public schools. This study examines transparency with regard to the presence of law enforcement in schools. Leveraging novel school-level and district-level data from the state of Florida, this research shows that the majority of schools and about a third of school districts do not make information on law enforcement presence in schools publicly available. Furthermore, the study finds that schools and districts serving more White student bodies have higher levels of transparency around law enforcement than those serving less-White demographics, an important finding given the racialized context of current policy discussions around policing in US schools and society more broadly. These findings inform ongoing debates about law enforcement in schools while also raising implications for policy and practice around the racialized nature of government transparency.

Purpose: While studies of collective leadership tend to focus on administrators and teachers, schools have other staff present that contribute to leadership in ways that affect the students. We focus on school resource officers (SROs), which have become increasingly common in suburban, predominately White schools and elementary schools because, absent law enforcement responsibilities, little is known about SROs in these settings. We examine perceptions of SRO impacts while exploring differences across roles and between White and non-White participants. Methods: The study is mixed methods, drawing on interviews, focus groups, and surveys of SROs, administrators, teachers, students, and parents. The setting is a suburban county with SROs in all elementary schools. Findings: We describe seven domains of SRO impacts ranging from school climate to learning environments. SROs are often seen as providing general assistance similar to a vice principal, with some describing SROs as an auxiliary "third administrator." In addition, SROs tend to over-estimate their positive effects compared to school-based stakeholders and underestimate their role in student discipline compared to non-White stakeholders. Implications for Research and Practice: Understanding that SROs in elementary schools can be seen as part of schools' collective leadership helps us to understand the influence they have on students and the school environment. We question the appropriateness of SROs inclusion in collective leadership, suggesting school leaders not rely on SROs for non-law enforcement duties, if at all. The results have implications for future collective leadership studies and understanding why efforts to remove police from schools have often stalled.

Programs that improve teaching effectiveness represent a core strategy to improve student educational outcomes and close student achievement gaps. This article compiles empirical values of intraclass correlations for designing effective and efficient experimental studies evaluating the effects of these programs. The Early Childhood Longitudinal Study, Kindergarten Class of 1998-1999 (ECLS-K) data are used to estimate empirical design parameter values in the setting of students nested within teachers nested within schools. The results show that intraclass correlations at the school level are relatively stable, and those at the teacher level increase along with grade level. We illustrate the utility of the results by demonstrating how to leverage this information to design more efficient and effective experimental studies.

For the past decade and a half, many institutions of higher education have asked about high school disciplinary experiences, including suspensions, on their applications. Advocates have argued that this "discipline box" has a negative effect on suspended students' likelihood to apply and be accepted to institutions of higher education with such a box. This study leverages application-level data along with novel historical records of institutions' undergraduate applications to examine the relationship between a discipline box and application and acceptances for suspended students. Leveraging both student and institution fixed effects, the study finds mixed evidence with regard to whether the presence of a discipline box is systematically related to students' likelihood to apply or be accepted to IHEs with discipline boxes, once accounting for other factors. Implications for policy are discussed and suggestions for future research that can address existing data limitations are proposed.

There is growing interest in the relation between the racial achievement gap and the racial discipline gap. However, few studies have examined this relation at the national level. This study combines data from the Stanford Education Data Archive and the Civil Rights Data Collection and employs a district fixed effects analysis to examine whether and the extent to which racial discipline gaps are related to racial achievement gaps in Grades 3 through 8 in districts across the United States. In bivariate models, we find evidence that districts with larger racial discipline gaps have larger racial achievement gaps (and vice versa). Though other district-level differences account for the positive association between the Hispanic-White discipline gap and the Hispanic-White achievement gap, we find robust evidence that the positive association between the Black-White discipline gap and the Black-White achievement gap persists after controlling for a multitude of confounding factors. We also find evidence that the mechanisms connecting achievement to disciplinary outcomes are more salient for Black than White students.

Recent evidence points to the early elementary grades as a pivotal point for the development of science learning trajectories and achievement gaps. Using data from the Early Childhood Longitudinal Study, this study estimates the degree to which time spent on science and the breadth of science topics/skills covered predict science achievement in the earliest grades of elementary school. Using regression along with school fixed effects and student fixed effects models, we find suggestive evidence in some models (student fixed effects and regression with observable controls) that time on science instruction is related to science achievement but little evidence that the number of science topics/skills covered are related to greater science achievement. These results are generally consistent across student subgroups. We discuss the implications for early science policy and practice.

Geographic isolation of K-12 schools represents a unique challenge to schools with implications for school funding, staffing, resource acquisition, consolidation, transportation, and school choice among others. To date, little research has documented the extent of geographic isolation at a national scale or how it varies across school contexts. Using the Common Core of Data and the Private School Universe Survey, this study estimates the extent of geographic isolation nationally and explores how such isolation varies across contexts. Estimates are calculated and compared using as the crow flies distance, road travel distance, and travel time. Results indicate that geographic isolation of schools is relatively high within district, particularly in rural areas. Although inclusion of schools in nearby districts greatly reduces isolation, many local markets of schools remain small. Results further show that geographic isolation varies greatly across states and across student demographics. Implications for policy are discussed.

Based on events in Florida, this case explores issues that accompany the choice to arm school personnel as a means to address school violence and shootings. Readers consider the issue from the perspective of the school board of a large, diverse district and are presented with dilemmas while they consider the effectiveness, the political feasibility, the legality, the cost, and the potential unintended consequences of arming school personnel. The school board grapples with the complexity of making school safety decisions within the constraints of state policy while simultaneously being responsive to local budget constraints and a diverse set of stakeholders.

Little research explores the relative influence of various stakeholders on school discipline policy. Using data from the SASS and ordered logistic regression, this study explores such influence while assessing variation across schools types and changes over time. Principals consistently rate themselves and teachers as the most influential stakeholders over setting school discipline policy. The proportion of racial minorities in a school predicts greater influence from higher levels of governance while charter schools report less. Increases in influence of principals and teachers over time are documented. The results may inform both policymakers and practitioners as they work to improve equitable disciplinary outcomes for students.

Adopting school resource officers (SROs) is a popular response to school shootings. Using the advocacy coalition and multiple streams frameworks, we explore how school districts in one county formed a coalition with the Sheriff's Department, adopting SROs in elementary schools following the Sandy Hook shooting. We describe how this coalition was bound together by shared beliefs on school safety and the goodness of law enforcement. The implementation activities of SROs related to the beliefs of the coalition, focusing on security and relationship building. The beliefs were not uniformly understood by SROs--many interpreted their role to include student discipline and managing behavior of students with disabilities. The findings show the utility of comparing policy adoption processes with implementation activities.

School resource officers (SROs) are common in schools, yet consequences of their presence are poorly understood. This study leveraged mixed-methods data from student surveys and group interviews across 25 schools to examine how the frequency of interactions and trust/comfort between students and SROs relate to disciplinary outcomes and feelings of safety. We found no evidence that, in this context, more frequent interactions or differing trust/comfort with SROs increased disciplinary consequences, perhaps because, as students report, SROs tended to not engage in formal discipline. We found that, although SROs were seen as increasing safety, interactions with SROs may have heightened students' sense of danger, potentially mitigating any benefit to students' overall feelings of safety. Implications for use of SROs are discussed.

Purpose: Over the past decade, increasing attention to the negative impacts of exclusionary discipline and disparities therein has led many state educational leaders to enact school discipline reforms. This study examined the response by school district leadership to a state's revision of guidelines for student codes of conduct. Data: This study leveraged longitudinal data on school district codes of conduct from the 2013-2014 to 2015-2016 school years across the state of Maryland. Codes of conduct were coded in an iterative fashion according to a common set of infraction-response combinations. Research Design: Using a pre-post analytic design, this study examined changes in districts' codified infractions, responses to infractions, and the overall tier of response. Furthermore, the study compared alignment between state guidelines and district codes of conduct while exploring variation in codified discipline across districts. Findings: Findings suggest that leaders in districts increased the number of response options available for most types of infractions, with the largest increases occurring for more serious infractions. While these increases tended to be driven by increases in the codification of less exclusionary responses, there were nevertheless sizeable increases in the availability of in-school suspension and removal/intervention. In almost all cases, school districts reported distributions of response options that were at a higher tier level than that recommended by the state. Conclusions: Findings are discussed in the context of current efforts to reform school discipline and the implications of such reform for implementation by district and school leadership.

This study contributes to a growing body of scholarship at the intersection of bilingual education and education policy and examines reclassification, or the transition out of formal English language services in schools, as one potential lever in accelerating or decelerating multilingual learners' science learning. More specifically, it traces multilingual learners' science academic achievement vis‐à‐vis science test scores over a six‐year period using the nationally‐representative Early Childhood Longitudinal Study of 2010–11 (ECLS‐K:2011) data set. We use regression analyses with panel data to explore the relationship of reclassification with MLs' science achievement at a national scale, and then, how variation in contextual factors (including family, school, and individual characteristics) shapes this relationship. Results show that, after controlling for covariates and prior test scores, reclassification is not significantly associated with differential science test scores when compared to students that retain their EL status. Results further show that reclassification is associated with higher science achievement for MLs who were previously in a dual‐language program but lower scores for those with higher prior achievement. We conclude with implications for the reclassification process, as well as directions for future research on reclassification, multilingual learners, and academic achievement. [ABSTRACT FROM AUTHOR]

As linguistic diversity continues to increase in the United States public school system, schools are expected to meet the needs of their ever‐changing student body. While much attention within education research has understandably focused on multilingual learners' (MLs) English language acquisition, an emergent body of work points to science as an important subject for attention among elementary MLs. We suggest that understanding what science and language inputs are afforded to MLs in schools can contribute to understanding the needs and opportunities for enhancing MLs' science learning. This study leveraged nationally representative data from the Early Childhood Longitudinal Study of 2010–2011 to explore the science and language inputs available to MLs in elementary school. Using descriptive statistics, our analysis of science and language inputs provides evidence on what MLs have, or do not have, access to inside of their schools. Science inputs appear to be relatively evenly distributed across classrooms serving non‐MLs, MLs, and subgroups therein. In comparison, language inputs are differentially distributed across ML subgroups, but they are distributed in ways that may align with student needs. However, while the science inputs do not necessarily vary across subgroups, the language inputs do, and this may affect how students can engage with science inputs. In understanding what science and language inputs MLs are afforded, this study provides a foundation for how to improve formal learning environments for them, especially regarding science learning. Students placed in special education programs for emotional and behavioral disorders with emotional disturbance (ED) identification have academic outcomes that lag both students in regular and special education. This issue is especially important for youth attending urban schools. Although prior research has examined students identified as ED, little research has examined how students who experience de-identification fare with regard to academic or behavioral outcomes. To our knowledge, this is the first study to examine the relationship between ED de-identification and student outcomes in the United States. The study uses longitudinal, administrative data to estimate the relationship between special education de-identification from ED and both academic and school discipline outcomes. Results of regression models with a variety of fixed effects, including student fixed effects, suggest that students who are de-identified have higher academic achievement after de-identification and a lower probability of experiencing an in-school suspension (ISS). Results for out-of-school suspension (OSS) are mixed. The results suggest that appropriately timed exit from special education services for students with ED who have been determined by individualized education program (IEP) teams to be suitable for de-identification is unlikely to harm students academically but that extra attention to OSS may be needed. The results point to the need for more attention to de-identification.

Kindergarten readiness assessments are commonly used in schools nationwide. Prior work shows that the use of such assessments for class placement decisions has increased in recent years. This article uses the Early Childhood Longitudinal Study of 2011 to explore whether the use of readiness assessments for such purpose predicts differential sorting of students across classrooms by prior academic ability. Results from multilevel models as well as other sensitivity analyses suggest that the use of readiness assessments for classroom placements is predictive of slightly higher cross-class ability sorting, particularly in English/language arts. The implications for policy and practice are discussed.

Background: There is a well-documented divide between education research and practice. In 2004, Mosteller, Nave, and Miech argued for a focus on the research abstract, particularly structured abstracts, to improve the translation of research into practice. Since their call, no study has systematically examined the quality of abstracts in education research or the degree to which structured abstracts are utilized. Purpose: This study addresses two questions. First, what are the characteristics of the research abstracts required by journals in the field of education research? Second, to what extent do research abstracts in the field of education research contain the basic components of a research study? Data: Original data are drawn from the top 150 education research journals. Data include the instructions to authors regarding abstracts for each journal (n = 150) and a random sample of abstracts (n = 189). Methods: Journal instructions and abstracts were coded. Codes included whether they were structured and whether they included components of a research study, such as the data or findings. Results: A nontrivial proportion of abstracts fail to include important components of a research study. More than one in three lacked information regarding the background, and a similar proportion lacked information on conclusions. Over one quarter omitted information regarding the data, and a similar proportion lacked information on methodology. Only 7% of the top 150 journals explicitly require a structured abstract. Conclusions: The quality of abstracts in educational research could be improved. Suggestions for improving abstracts, such as shifting toward structured abstracts, are offered.

Leveraging data from two nationally representative cohorts from the ECLS-K (Early Childhood Longitudinal Study--Kindergarten), we examine the types of transition practices that schools use to ease children's adjustment to formal schooling. The transition to kindergarten is a critical juncture in a child's life that entails a host of social, behavioral, and academic changes. We find a modest increase between the two cohorts in the number of transition practices that schools offer children and their families, although we also find that fewer of these practices are offered in traditionally underserved schools. We conclude with a discussion of the implications of these findings and suggest areas for future research.

Framed within the theoretical framework of policy innovation and diffusion, this study explores both interstate (diffusion) and intrastate predictors of adoption of state universal preschool policies. Event history analysis methodology is applied to a state level dataset drawn from the Census, the NCES Common Core, the Book of the States, and other sources. Significant predictors of policy adoption include greater Democratic control of the state legislature and the prolonged presence of a targeted preschool program. Regional proximity is not found to be a significant predictor of policy adoption. Implications for policy and practice are discussed.

Following high-profile school shootings, policymakers and educators seek ways to prevent such shootings, but there has been little research on school-level responses in the immediate aftermath of such events. This study examines how school-level security measures and practices changed after the 1999 Columbine shooting using a nationally representative sample of elementary school principals from the Early Childhood Longitudinal Study (N = 810). Exploiting variation in the timing of survey completion relative to the Columbine shooting, we used regression analysis to examine the use of seven security measures and practices before and after Columbine. Elementary schools were 16 percentage points more likely to lock exits after Columbine and, over time, were more likely to use visitor sign in procedures. School racial/ethnic composition had a moderating effect in some models. Implications for policy and schools are discussed.

Racial disparities in school discipline remain central to policy discussions around school discipline. Recent research points to the importance of how discipline disparities are measured for the conclusions that are drawn about the extent of the problem or whether such disparities are improving. This brief uses data from Maryland to demonstrate how the choice of metric of the Black-White discipline gap can drastically change conclusions about whether the gap is closing or widening as well as conclusions about whether particular districts or schools have high or low racial disparities in discipline. This brief shows how interpretations of the Black-White discipline gap can be drastically different when using different metrics. Implications for educational researchers and practitioners studying school discipline are given.

The use of law enforcement in schools raises concerns about impacts on school discipline. Drawing on a large-scale qualitative study of approximately fifty schools across two school districts, this study explores school resource officers' (SROs') involvement in school discipline and how it is shaped by their context. We use interview, focus group, and observation data from nearly 200 participants to document variability in the way SROs conceptualize and are involved in discipline as well as how such involvement is shaped by context. Although 79% of SROs initially report not being involved in discipline, we find that the majority involve themselves in nuanced ways that are shaped by relationships with school staff, official policies, and the characteristics of students served. Our results point to the need for clarity around SROs' involvement in discipline and ways that schools can shape contexts to ensure that SROs are not increasing the use of exclusionary practices.

Recent work examining science test performance in the earliest grades of school has demonstrated that science test score gaps by race/ethnicity are apparent as early as kindergarten and that, in a number of cases, the racial/ethnic test score gaps in science are significantly larger than the corresponding gaps in reading or mathematics. This study explores the factors that explain the differences in the magnitudes of racial/ethnic disparities in performance on science standardized tests as compared to those in reading/mathematics. Drawing on nationally representative data from over 10,000 kindergartners in the 2010-2011 school year, this study employs regression models that examine the explanatory power of nine conceptual domains for explaining the "gap-in-gaps" or test score gap differences in science relative to mathematics or reading. Results indicate that the gap-in-gaps is relatively unchanged by the inclusion of many conceptual domains but that students' language and immigration contexts do explain substantial portions of the gap-in-gaps for Hispanic and Asian students. Implications for policy and practice are discussed.

Reform of school zero tolerance discipline policies is complicated by a lack of systematic evidence on the prevalence and characteristics of such policies. Through document analysis, this study compares explicit zero tolerance laws/policies and mandatory expulsion laws/policies across the domains of federal law, state law, district policy, and media portrayal. Results suggest that explicit zero tolerance laws and policies are rare, appearing in less than one in seven states or districts, whereas mandatory expulsion laws/policies are more common. Districts serving high proportions of minority students as well as districts consisting only of charter schools are more likely to have mandatory expulsion policies for certain offenses. Additionally, district zero tolerance policies apply to a broader set of offenses than state laws. Finally, state and district laws/policies tend to not apply to minor offenses to the degree suggested by media coverage. Implications for policy and practice are discussed.

Research using school discipline and infraction data has contributed to public policy conversations by helping elucidate the effects of and disproportionate experience of school disciplinary outcomes. This research brief presents results from an analysis of the public availability of such data from state departments of education. Findings suggest that while public availability of discipline data has not changed significantly over the past decade, states are more likely to disaggregate such data by subgroups. Unfortunately, such data remain generally focused on a small number of exclusionary practices rather than nonpunitive or nonexclusionary alternatives. Teacher victimization is a relatively understudied phenomenon that may contribute to teacher turnover. The purpose of this study is to explore the relationship between teacher reports of victimization and teachers leaving their school and the profession. Using nationally representative data (n = 104,840) from the Schools and Staffing Survey, we examine the extent to which being threatened or attacked by students predicts higher rates of teacher turnover and whether this relationship differs due to factors that may promote teacher resilience. We utilize conditional multinomial logistic regression, implicitly controlling for school-by-year fixed effects. Findings suggest that perceived victimization predicts an increased probability of leaving the school and profession. School-level promoters of resilience are found to lessen this relationship. We discuss ways schools can mitigate the impact of victimization. This work contributes to a nascent body of literature on teacher victimization and informs a policy lever by which turnover may be reduced.

Research Summary: The increasing presence of armed security personnel in schools has led to concerns about the criminalization of students. While many schools use sworn law enforcement (e.g. school resource officers or SROs), many schools also use security guards who are not sworn law enforcement. Recent policy changes in a number of states and political pressures resulting from acts of mass school violence have led policymakers to face decisions between the use of SROs and security guards. This study informs this policy debate by empirically examining the relationships between security guards and SROs with rates of student behavior, discipline, and arrest using nationally representative data from the Civil Rights Data Collection. Controlling for observable covariates and school district fixed effects, we find that, in contrast to SROs, the use of security guards in schools is not systematically related to student arrest or suspension rates. The findings suggest that non‐sworn security guards may provide a form of security personnel that minimizes the criminalization of students relative to SROs. Policy Implications: As school districts nationwide grapple with how to respond to school shootings and other acts of school violence, policymakers have frequently turned to the use of school security personnel, including SROs and security guards, as a response. Doing so, however, has been contentious given concerns about the overcriminalization of students. This study provides evidence to inform these policy debates by demonstrating the relationships between security guards and SROs and a number of outcomes. The results suggest that the use of security guards as a policy response may minimize arrests and exclusionary discipline relative to the use of SROs. [ABSTRACT FROM AUTHOR]

Corporal punishment use in schools has decreased significantly over the past several decades; however, little research has explored the implications of such reductions in corporal punishment use. Theoretically, reducing or banning the use of corporal punishment could alter student and teacher behavior, resulting in changes in rates of other forms of discipline, such as suspension. Using nationally representative, longitudinal data from the Civil Rights Data Collection, this study estimates the relationship between corporal punishment use and suspension rates. Results from a series of fixed effects regression models suggest that reduced use or elimination of corporal punishment predicts lower rates of suspension overall but may predict higher rates of suspension in school districts serving larger proportions of racial minority students. Implications of these findings for current policy discussions around corporal punishment bans and for racial equity in school discipline are discussed.

Purpose: Over the past decade, policy researchers and advocates have called for the decentralization of teacher hiring decisions from district offices to school principals. The purpose of this paper is to document the trends across two and a half decades in principals' reported influence over teacher hiring decisions in the USA and explore how and whether principal influence varies systematically across contexts. Design/methodology/approach: Regression analysis with secondary data using seven waves of nationally representative data from the Schools and Staffing Survey. Findings: Principals report increased influence over the 25 years that the data span. While principals of urban schools were much more likely to report having less influence over teacher hiring compared to their non-urban counterparts in the late 1980s and early 1990s, their reported influence increased more than that of other principals. Research limitations/implications: Empowering principals as primary decision-makers assumes that they have the best information on which to make hiring decisions. At the same time, other research suggests that local teacher labor market dynamics contribute to the inequitable sorting of teachers across schools. This study raises questions regarding the implications of the increased influence of principals in teacher hiring on equity of access to quality teachers across schools. Originality/value: This is the first study to explore whether and how principal influence in teacher hiring decisions has changed over time.

This study documents gaps in kindergarten and first-grade science achievement by family income and explores the degree to which such gaps can be accounted for by student race/ethnicity, out-of-school activities, parental education, and school fixed effects. In doing so, it expands on prior research that documents disparate rates of science achievement by income in upper elementary and high school. The study uses nationally representative data from the Early Childhood Longitudinal Study of 2011. Findings suggest a science achievement gap of approximately 1 standard deviation between students from families near the 90th percentile of income and those from families near the 10th percentile of income. Race/ethnicity, out-of-school activities, parental education, and school fixed effects explain approximately one third of this gap each. The results suggest the need to focus on both in-school and out-of-school factors as part of a concerted effort to improve equity in science education.

Grounded in the sense-making literature, this study explores the discourse around and sentiment toward the newly passed Every Student Succeeds Act (ESSA) as discussed on the social media platform Twitter. The study explores the characteristics of and connections between users, the content of posts, and the sentiment toward ESSA. Data consisted of 12,544 tweets posted by 8,063 users analyzed through discourse analysis and social network analysis. Findings suggest that the discourse appears generally nonnegative with a clear pattern of clustering around sentiment. This suggests that users are in discourse with other users who share their view of the law. Discussion of policy issues such as local implementation and equity were common as were discussions of teacher preparation and comparisons to NCLB. Implications for the ongoing implementation of ESSA are discussed.

Zero tolerance discipline policies have come under criticism as contributors to racial discipline gaps; however, few studies have explicitly examined such policies. This study utilizes data from two nationally representative data sources to examine the effect of state zero tolerance laws on suspension rates and principal perceptions of problem behaviors. Utilizing state and year fixed effects models, this study finds that state zero tolerance laws are predictive of a 0.5 percentage point increase in district suspension rates and no consistent decreases in principals' perceptions of problem behaviors. Furthermore, the results indicate that the laws are predictive of larger increases in suspension rates for Blacks than Whites, potentially contributing to the Black--White suspension gap. Implications for policy and practice are discussed.

Disparities in science achievement across race and gender have been well documented in secondary and postsecondary school; however, the science achievement gap in the early years of elementary school remains understudied. We present findings from the recently released Early Childhood Longitudinal Study, Kindergarten Class of 2010-2011 that demonstrate significant gaps in science achievement in kindergarten and first grade by race/ethnicity. We estimate the Black-White science gap in kindergarten at -0.82 SD but find only a small gender gap by first grade. Large disparities between Asian student performance in science as compared to mathematics and reading are documented. Student background characteristics and school fixed effects explain nearly 60% of the Black-White and Hispanic-White science achievement gaps in kindergarten. Implications for policy and practice are discussed.

Purpose: The purpose of this paper is to explore variation across principals in terms of the number and types of strategies they engage in to find teachers to fill the vacancies in their schools. The practices that the authors consider to be strategic are aligned with the district's goals and objectives for teacher recruitment. Design/methodology/approach: The authors selected 31 schools from the Chicago Public Schools system through a combination of stratified random sampling and purposive sampling. Through analysis of qualitative interviews with the 31 principals of these schools, the authors explore a range of principals' hiring strategies and provide brief case examples to illuminate differences in hiring practices across principals. Findings: The authors find that the majority of principals in the sample engage in relatively few of the practices considered strategic. Interestingly, sample principals who engaged in seven or more strategic practices were more likely to work in high schools than in elementary schools. Research limitations/implications: While the range of strategic hiring practices the authors explore provides a starting point for analyzing principals' hiring practices, it is important to recognize that the list of strategies the authors consider is not exhaustive. For instance, the context of the study did not allow the authors to analyze practices such as the consideration of teacher value-added scores. Practical implications: This study should be replicated in other contexts in order to see whether and how principals' hiring practices vary by country, geographic location, urbanicity, and other factors. Originality/value: This study is the first, to the authors' knowledge, to detail principals' hiring practices in relation to their district's teacher recruitment plan with the aim of adding to the knowledge base on teacher hiring.

Little research has examined the relationship between academic content coverage in kindergarten and student achievement. Using nationally representative data, we examine the association between reading and mathematics content coverage in kindergarten and student learning, both overall and for students who attended preschool, Head Start, or participated in other child care prior to kindergarten entry. We find that all children benefit from exposure to advanced content in reading and mathematics and that students do not benefit from basic content coverage. Interestingly, this is true regardless of whether they attended preschool, began kindergarten with more advanced skills, or are from families with low income. Policy implications are discussed.
